1. INTRODUCTION

The Government of the Republic of Indonesia welcomes all delegates to Bali


for the G20 Bali Summit on Tuesday and Wednesday, 15-16 November 2022. The
Indonesia G20 Presidency commits to deliver a program of meetings and
activities that would enable delegates to carry out their work effectively
in Bali.

This Administrative Circular provides current logistical and other relevant


information on arrangements for the G20 Bali Summit. Information in this
Administrative Circular is current as of 1 September 2022. Any adjustments
to the information contained in this document will be issued and circulated
accordingly.

2. PROGRAM

The G20 Bali Summit 2022 will be held from Tuesday, 15th November, to
Wednesday, 16th November.

2.2 Spouse Program

The G20 Spouse program will be held on Tuesday, 15 November 2022. Spouses of
Leaders and Heads of International Organizations are invited to attend the
activities.

The Presidency will provide a Spouse Liaison Officer (SLO) for each spouse
participating in the activities. The SLOs will be responsible for the
spouses’ logistical arrangements and liaison services.

2.3 Attire

During the Summit, traditional and casual attires will be provided by the
host for Leaders and Heads of International Organizations, as follows:

1. Batik Tiga Negeri – Working Session I and II, Leaders’ Lunch

2. Tenun Ikat Bali – Welcoming Dinner

3. Polo Shirt – Leaders’ Visit to Mangrove Forest

For Working Session III and the Handover Ceremony, Leaders and Heads of
International Organizations are to wear formal business attire.

The Presidency respectfully inquires measurements for said attires to be


sent at the earliest possible convenience through the Indonesian
Embassy/Mission accredited to each member/invitee country.

2.4 Dietary Restriction

The Presidency requires that any dietary restrictions (Annex 6) for Leaders,
Heads of International Organizations, and spouses to be submitted through
the assigned Liaison Officers (LO) by 14 October 2022.

3. VENUES

The G20 Bali Summit will take place at The Apurva Kempinski Bali, the
Welcoming Dinner will be held at Garuda Wisnu Kencana Cultural Park Bali,
and the Leader’s visit to Mangrove Forest will take place at Taman Hutan
Raya Ngurah Rai.

3.1 Venue Address

As shown in the Floor Map below, Blue Zone will cover the area of Entrance
Gate and the Country Villas beside it. While Red Zone cover areas shown on
number 2 (two) to 7 (seven). Access to Candi Ballroom, Red Zone, Blue Zone
are explained on Section 4.

3.3 Country Villa

Countries and International Organizations will be provided with a


complimentary Country Villa at the Apurva Kempinski Bali to serve as a working
space, viewing room, and Leaders’ changing room on 15-16 November 2022. The
villa will have a worktable and basic office equipment such as a printer and
internet access.

Access to the Country Villa will be restricted only to accredited delegates


with designated Accreditation Badges (see section 4).

3.4 Prayer Room

There will be a prayer room for Muslims, which can be accessed by following
signages at the venue. It is open during meeting hours. However, as praying
equipment is limited, delegates are encouraged to bring their own.

3.5 Bilateral Room

There will be 19 (nineteen) bilateral rooms available with a total capacity


of up to 12 (twelve) delegates in the room in total. All delegates, upon
request, will have access to the bilateral meeting rooms from 12.30 to 18.00
(UTC+8) on 15 November 2022 and from 11.00 to 18.00 (UTC+8) on 16 November
2022.

Countries can request bilateral meeting rooms through each respective LO on


a first-come, first-served basis. The booking periods for bilateral meeting
rooms are 30 minutes long and delegates may reserve a meeting for a maximum
of one hour.

4. ACCREDITATION AND ACCESS

The Presidency will issue Accreditation Badges to help identify accredited


delegates and control access to designated areas. All Accreditation Badges
contain the delegate’s photo, name, and country of origin or affiliated
international organization and must be worn at all times while accessing the
designated areas.

Accreditation Badges are strictly non-transferable. The following


identification will be distributed to members of the delegation:

Green Overpasses are only compatible with a Green Badge and have limited

access to the Candi Ballroom (until the working session starts). Green

Overpass holders will then have to stay at the Security Holding Room.

access to the Red Zone (Interpreter Booth and Bilateral Rooms).

4.1 Delegation Accreditation Officer

Countries and international organizations are requested to nominate a


Delegation Accreditation Officer (DAO) for the G20 Bali Summit before 3
October 2022 (UTC+8) to g20summit.accreditation@g20-indonesia.id, along with
his/her contact details (mobile phone number, email address, etc.).

The DAO is responsible for the online registration of ALL members in his/her
delegation. Each DAO will need to create an account on
https://summit-registration.g20-indonesia.id/.

Activation to each DAO’s account will be based on the nomination previously


received by the Committee Secretariat. After user login activation, the DAO
will be able to log in and register all members of the delegation.

Successful accreditation will generate a confirmation letter in a PDF format


to each DAO and the respective delegate member’s email. The confirmation
letter will be required as a supporting document for visa application to
Indonesia.

If the DAO encounters problems in this process, they must contact


g20summit.accreditation@g20-indonesia.id or click “Contact Us” on the
registration portal for the technical registration helpdesk.

Following the end of the online registration and accreditation on 24 October


2022 (UTC+8), each DAO will receive the complete list of his/her accredited
delegates by email.

Each DAO will then be requested to assign the holders for each identification
badge or pin among the full list of delegations and return the list of
assigned delegates to their respective LOs no later than 26 October 2022 at
23:59 (UTC+8).

4.2 Delegation Contact Officer (DCO)

Each delegation is required to appoint a primary Delegation Contact Officer


(DCO). The DCO should accompany their delegation during the Summit and be
available as a point of contact for any logistical or administrative matter,
including but not limited to ID pick-up, meeting kits distribution, and
booking submission (if any) for bilateral meeting rooms. Please indicate DCO
contact details on the online registration form.

5. WORKING LANGUAGE AND INTERPRETATION

All sessions of the meeting will be conducted in English. However, if a Head


of Delegation wishes to deliver their intervention in languages other than
English, the Presidency will provide access for 1 (one) interpreter with a
Brown Overpass to use the Interpreter Booth upon request through email on a
first-come, first-served basis. The maximum number of Interpreter Booths
available for all delegations (not each) is 7 (seven) booths.

6. VISA AND CUSTOMS INFORMATION

The Indonesian government has visa-free short visit bilateral agreements with
several countries for diplomatic and service passport holders. The list of
countries is attached in Annex 1.

Delegates who are not exempted on the basis of these bilateral agreements
but intend to travel using diplomatic and service passports may apply for a
multiple entry diplomatic and service visa.

Delegates who travel on ordinary passports are strongly advised to apply for
a visa from Indonesian Embassies or Consulates accredited in the respective
countries of residence.

Each delegate applying for an Indonesian visa to Indonesia must possess a


valid passport with a minimum validity of six months, minimum of two blank
passport pages for validation, and identical information between the country
represented and the holder's nationality.

Alternately, the Government of the Republic of Indonesia has implemented the


Visiting Visa Exemption or Visa on Arrival for Leisure Purpose to 75 countries
(Annex 2), which can also be granted for foreign nationals on an official
visit or government duties to attend international events, including the G20
Bali Summit 2022. This scheme requires delegates to enclose an invitation
and accreditation letter to participate in the event.

For Visa application to Indonesian Embassies, Consulates, or Visas on Arrival


(VoA), delegates must bring:

● the G20 Bali Summit invitation and visa recommendation letter.

● approved delegation accreditation from G20 Bali Summit Secretariat.

● recommendation letter of assignment from their foreign ministry or other


relevant institutions.

● travel insurance document, which covers financing of any health-related


issues while in Indonesia.

● vaccination certificates (digital or hard copy)

● Proof of payment for VoA fee of 500,000 IDR (during arrival at entry
point)

All special flight crew (charter/official) are exempted from visa


requirements as they are contained in the license document known as the
"generic declaration." However, crews arriving separately from the plane
(passive crews) must apply for a visa from Indonesian Embassies or
Consulates, adhering to the same procedures as delegations with diplomatic
or service passports.

All foreign citizens entering the Republic of Indonesia must undergo customs
inspection. Customs declarations must be filled out by delegates who bring
in cash over USD10,000 (or its equivalent in another currency) and/or
articles subject to customs clearance.

7. HEALTH PROTOCOL & SERVICES

A medical facility for VVIP and other delegates will be provided at the venue
for minor illnesses, open from 08.00 to 18.00 (UTC+8) on 15-16 November 2022.
Any major treatment will be carried out at the local hospital, where a 24-
hour medical service will be available, and a general practitioner will be
working on duty throughout the day.

Delegates will be responsible for the costs incurred of any hospital


treatment and should therefore ensure that they have appropriate insurance
coverage before traveling.

7.1 Pre-Arrival

The general travel requirements to enter the territory of Indonesia includes


a COVID-19 vaccination certificate and the use of the PeduliLindungi
application.

Delegates are not required to show a negative RT-PCR result.

7.2 Arrival

Upon arrival at the entry points, delegates must undergo a COVID-19 symptom
check, including a body temperature check, with the following conditions:

• If no symptoms are detected and body temperature is below 37.5 degrees


Celsius, RT-PCR is unnecessary upon arrival.

• If symptomatic and body temperature is above 37.5 degrees Celsius,


delegates must undergo RT-PCR examination upon arrival.

Isolation rules apply to delegates testing positive for COVID-19 upon arrival
after the symptoms check procedure. Meanwhile, quarantine rules apply to
delegates with the following categories:

• Those who have not been vaccinated and cannot provide a medical exemption
from receiving a vaccination.

• Those who have not received the complete dosage or at least two doses
of COVID-19 vaccination, at the latest 14 days before departure, and
cannot provide a medical exemption from receiving vaccinations.

All delegations are expected to comply with the existing laws and regulations
on COVID-19 health protocols in force in Indonesia.

7.3 During the Meeting

Accredited delegates must show a negative RT-PCR test result maximum of 1 x


24 hours before the meeting takes place, which the assigned LO will collect.
The Presidency will provide an RT-PCR test for accredited delegates if
delegates cannot present negative test results before the meeting.

To guarantee the health and safety of delegates, the G20 Bali Summit will
enforce health protocols, including wearing masks and implementing hygienic
measures at all times.

In the interest of collective safety, the PeduliLindungi application is also


mandatory to access meeting venues and hotels. We shall notify all delegates
in writing immediately if any changes are made to the health protocols.

8. LIAISON OFFICER AND SECURITY OFFICER

The Presidency will provide a LO and a Security Officer (SO) for each Head
of Delegation and also a SLO for spouses. We will inform the Los’ and SOs’
contact information promptly prior to the delegation's arrival and make sure
the LO initiates contact with the DCO before the delegation arrives, based
on the contact information provided during registration.

Details of each designated LO will be informed to the delegates in the first


week of October 2022.

9. ACCOMODATION

The Indonesian G20 Presidency has recommended 22 (twenty-two) hotels in the


Nusa Dua area and its surroundings. The list of recommended hotels is attached
as Annex 3.

Delegates are kindly requested to send their preferred accommodations (up to


three hotels in order of preference), including ones not on the recommended
list, through a Diplomatic Note to the Directorate of Protocol of the Ministry
of Foreign Affairs. Please be informed that to ensure equal availability of
Presidential Suites to all Leaders, each delegate is limited to book only 1
(one) Presidential Suite or equivalent room in its respective accommodation.

10. TRANSPORTATION

The Presidency will provide a dedicated chauffeured car, along with LO and
SO, for each Head of Delegation during all official programs from 14-17
November 2022. The designated LO and SO will be at the airport upon arrival
and direct each Head of Delegation to the provided vehicle.

Aside from a dedicated chauffeured car, delegates will be provided with 5


(five) operational cars for each G20 Member and Invitee, while International
Organizations will be provided with 3 (three) operational cars.

Delegates are allowed to arrange additional vehicles, but aside from the
Heads of Delegations’ cars and provided operational cars, only up to 2 (two)
additional cars identified with access stickers will be granted access to
meeting venues.

11. MEDIA

11.1 Media Accreditation

Only accredited journalists will be able to cover the G20 Bali Summit.
Journalists wishing to cover the G20 Bali Summit must register on the website
g20.org/registration, under the “For Media” section. Registration will be
open until October 10th, 2022.

Detailed information regarding Media is available at the Media Advisory


Website. Accredited journalists can access the International Media Centre
and other press events during the G20 Bali Summit.

11.2 Official Media

Access to the summit venue will be restricted for the Media. Each delegation
will receive 2 (two) transferable armbands for official media (this includes
official photographer/cameramen of the Leaders) as additional passes to
access the coverage of any open session of the G20 Bali Summit.

Media Pool will be available in a very limited number. Detailed information


will be announced at a later date.

11.3 Media Centre

The established Media Centre in Bali is located at the International


Convention Centre (BICC), ITDC Complex – Nusa Dua, and is available from 13-
16 November 2022.

The Media Centre will facilitate the work and information needed by
journalists.

11.4 Foreign Journalists’ Visa Requirements

Accredited foreign journalists entering Indonesia for media coverage of the


events must have a visa. Said visa can be obtained from the Indonesian Mission
in their respective countries.

11.5 Custom Clearance for Media Equipment

The journalist’s list of equipment must be legalized/notarized by the nearest


Indonesian Mission abroad for importation and exportation purposes.

Media representatives are encouraged to have CBP/ATA Carnets to expedite the


customs clearance process. All equipment should be shipped out of Indonesia
by the end of the G20 Bali Summit.

11.6 Additional Information

Any media inquiries regarding the Bali Summit may be directed to media@g20-
indonesia.id.

12. SECURITY

The highest security standard at all venues and official hotels will be
provided to all delegates. Security checks and screenings will be implemented
to provide the necessary security.

Security checks consist of visual and electronic verification of Conference


ID Passes, electronic (X-Ray) physical search of belongings, and walk-through
metal detectors. When necessary, individuals may be subjected to a physical
search.

Only vehicles with Special Access Stickers are allowed to enter and park in
the restricted area of the Summit venues. Vehicles will also be subjected to
electronic and physical search prior to entry to the venues.

12.1 Flight Clearance

To facilitate the arrival and departure of delegations with special aircraft


for meetings, the Diplomatic Mission of the respective Countries is advised
to apply for a Flight Clearance to the Directorate of Consular Affairs of
the Ministry of Foreign Affairs and the Indonesian National Defence Force
through https://fcas.kemlu.go.id at least 10 (ten) working days prior to the
aircraft’s arrival date, or no later than the 28 October 2022. For further
inquiries, please contact clearance.konsuler@kemlu.go.id.

Ngurah Rai International Airport can serve wide-body aircrafts up to the


size of Boeing 747-400. Considering the limited parking space available at
Ngurah Rai Airport, Bali, request for parking or remaining overnight (RON)
will be granted on a first-come, first-served basis.

The Airport Authority may arrange extra parking spaces at another airport,
if required, in the vicinity of Bali to accommodate any remaining aircraft.

12.2 Firearms Clearance

Security officers who provide protective security for VIP/VVIPs by carrying


firearms must have a permit for the firearm they carry into Indonesia. To

Indonesia needs to receive a Diplomatic/Official Note informing the identity


of the security officers (name, place/date of birth, rank/position, passport
number), the flight itinerary (arrival and departure schedule of the security
officers), and the firearms they will carry (type, brand, serial number,
calibre, and quantity of ammunition).

The Diplomatic/Official Note should be sent to the Directorate of Diplomatic


Facilities of the Ministry of Foreign Affairs through fax number +62 – 21 –
3862754, or email to fasdip@kemlu.go.id and fasdip.bangwas@kemlu.go.id no
later than 28 of October 2022. The completed form of Annex 4 should also be
enclosed along with the Diplomatic/Official Note.

The maximum number of firearms to bring into Indonesia is 4 (four) firearms


per delegation, with a maximum of 10 (ten) ammunitions for each.

Personnel carrying firearms must declare their firearms with the permit to
the Indonesian customs officers both upon arrival and departure of the
personnel. Firearms other than the ones mentioned in the permit shall be
deposited/kept temporarily at the local Customs Office and can be collected
before departure.

Security Officers carrying firearms should comply with the guidance given by
the Indonesian security officers. They shall not display their firearm in
public, shall not use them arbitrarily and shall not carry their firearms in
the meeting rooms.

12.3 Airport Pass

Diplomatic Missions that want to welcome delegations in areas within the


Airport must have an Airport Pass. To process the issuance of the said pass,
the Ministry of Foreign Affairs of Indonesia needs to receive a
Diplomatic/Official Note informing:

• Identity of the applicants (name, place/date of birth, rank/position,


passport number)

• The flight itinerary (arrival and departure schedule of the delegation)

• The area they want to visit

• The purpose of the visit

Applicants must also submit the required documents, which are:

• Diplomatic ID, Stay Permit, Passport for the foreign staff, and National
Identification Card for the local staff

• Photo

• Statement Letter stamped and signed by the applicants and the Ambassador

Diplomatic Missions shall submit the information with a Diplomatic Note from
the respective missions to the Directorate of Diplomatic Facilities of the
Ministry of Foreign Affairs by email to the fasdip@kemlu.go.id, cc:
pasban.fasdip@kemlu.go.id 7 (seven) days prior to the arrival of the
delegations.

The Ministry will forward the information to the Airport Authority for the
processing and issuance of the Airport Pass. Applicants should comply with
the guidance given by the Indonesian security officers and be subject to the
regulations at the Airport.

12.4 Radio Clearance

Security Officers who provide protective security for VIP/VVIP by using radio
frequency for their communication devices must have a permit to use radio
frequency. To process the issuance of the permit, the Ministry of Foreign
Affairs of Indonesia needs to receive a diplomatic/official note informing
the identity of security officers (name, place/date of birth, rank/position,

passport number), the flight itinerary (arrival and departure schedule of


the security officers), and the communication devices they will carry (type,
brand, radio frequency that will be used, time periods for using that radio
frequency).

The diplomatic/official note can be sent to the Directorate of Diplomatic


Facilities of the Ministry through fax number +62 – 21 – 3862754, or email
to fasdip@kemlu.go.id and fasdip.bangwas@kemlu.go.id no later than 28 October
2022. The completed form of Annex 5 should also be enclosed with the
Diplomatic Note.

13. GENERAL INFORMATION

13.1 About Bali

Bali is one of the most famous islands in the Indonesian archipelago. Also
known as the Island of the Gods, Bali appeals through its sheer natural
beauty of looming volcanoes and lush terraced rice fields that exude peace
and serenity.

Bali enchants with its dramatic dances, colourful ceremonies, intricately


carved temples, its arts and crafts, to its luxurious beach resorts.

13.2 Time Zone

Local time in Bali is Central Indonesia Time (UTC+8).

13.3 Electrical Equipment and Drinking Water

The electricity supply voltage in Indonesia is 220 Volt with plug types C
and F. Tap water is undrinkable. We advise delegates to consume provided
bottled water.

13.4 Currency and Banking

The currency in Indonesia is the Indonesian Rupiah (Rp). The government


regulates that all transactions done in Indonesia must use Rupiah as a legal
tender. Authorised money changers are available at the airport and near the
meeting venue.

Delegates can also withdraw Rupiah through Automated Teller Machines (ATMs).
ATMs are also widely available in Bali. You can withdraw money from any ATM
compatible with the corresponding logo of your card network operator.
Additionally, major credit cards are widely accepted in most hotels,
restaurants, and stores.

13.5 Personal Information

The Presidency collects and maintains personal information to facilitate


accreditation, accommodation, liaison, and event logistics. The data of all
delegates will be restricted to a small number of members of Indonesia’s G20
Presidency Secretariat and the rights granted by the Indonesian Laws and
Regulations.
