OCCUPATIONAL HEALTH AND SAFETY

Article 168. Safety and Health Standards.

The Secretary of DOLE shall set and enforce
mandatory OSH standards to eliminate or
reduce occupational safety and health hazards
in all workplaces.

Article 169. Research. DOLE is responsible to

conduct continuing studies and research to
develop innovative methods, techniques, and
approaches for dealing with occupational safety
and health problems.

Article 170. Training Programs. DOLE shall

develop and implement training programs to
increase the number and competence of
personnel in the field of occupational safety and
industrial health.
Article 171. Administration of Safety and Health Laws.

(a) DOLE shall be solely responsible for the administration and

enforcement of OSH laws, regulations and standards in all
establishments and workplaces.
(b) DOLE Secretary may collect reasonable fees for the inspection
of steam boilers, pressure vessels and pipings and electrical
installations, the test and approval for safe use of materials,
equipment and other safety devices and the approval of plans for
such materials, equipment, and devices.

DEFINITION OF TERMS
COVERED WORKPLACES
establishments, projects sites, and all other places where work is being
undertaken wherein the number of employees, nature of operations, and the
risks or hazards involved in the business required compliance with the
provisions of this RA.
GENERAL SAFETY AND HEALTH INSPECTION

examination of the work environment, including the location and operation of
machinery other than those covered by technical safety audits, adequacy of
workspace, ventilation, lighting, conditions of work environment, handling,
storage or work procedures, protection facilities and other possible sources
of safety and health hazards in the workplace.
LOW RISK ESTABLISHMENT
A workplace where there is low level of danger or exposure to safety and

health hazards and not likely or with low probability to result in accident,
harm or injury, or illness.
MEDIUM RISK ESTABLISHMENT

A workplace where there is moderate exposure to safety and health hazards
and with probability of an accident comma injury or illness comma if no
preventive or control measures are in place.
HIGH RISK ESTABLISHMENT
A workplace wherein the presence of hazard or potential hazard within the
company may affect the safety and/or health of workers not only within but
also persons outside the premises of the workplace.
IMMINENT DANGER
A situation caused by a condition or practice in any place of employment

that could reasonably be expected to lead to death or serious physical harm.
OCCUPATIONAL HEALTH (OH) PERSONNEL

Refers to qualified first-aider, nurse, dentist, or physician engaged by the
employer to provide occupational health services in the establishment,
project, site or workplace.
OSH CONSULTANT
Qualified safety officer 4 or its equivalent, duly certified by DOLE to perform
and/or render consultative services on Occupational Safety and health in at
least two (2) fields of specialization ask determined by DOLE.
OSH PRACTITIONER
Qualified safety officer 3 or its equivalent, duly certified by DOLE to render

core competency.
PERSONAL PROTECTIVE EQUIPMENT

Specialized clothing or equipment designed to protect workers against
safety and health hazards that may cause serious workplace injuries and
illness, i.e., protection for the body, eyes, head, face, hands, feet, ears, etc.
SAFETY AND HEALTH AUDIT

A regular and critical examination of project sites, safety programs, records,
and management performance on program standards on safety and health
conducted by the safety officer.
SAFETY AND HEALTH COMMITTEE
A body created within the workplace tasked with the authority to plan,

develop and implement OSH policies and programs, monitor and evaluate
the OSH program, and inspect and investigate all aspects of the work
pertaining to the safety and health of workers.
SAFETY AND HEALTH PROGRAM

A set of detailed rules to govern company policies, processes and practices
in all economic activities to conform with OSH standards, including the
personnel responsible, and penalties for any violation thereof.
SAFETY OFFICER
Any employee or officer of the company trained by DOLE or DOLE-
accredited training organization and tasked by the employer to implement
an OSH program and ensure that it is in accordance with the provisions of
OSH standards.
SAFETY SIGNAGE
Any emergency, warning or danger signpost, or any safety instruction using

the standard colors and sizes, including the standard symbols for safety
instructions and warnings in the workplace, prescribed by DOLE in
accordance with the OSH standards.
WORKPLACE
Any site or location where workers need to be present or to go to by reason
of their work, and which are under the direct or indirect control of the
employer, including, but not limited to, work areas, employee lounges and
restrooms, conference and classroom spaces, employee cafeterias,
hallways and emergency access.

ACCIDENTS AND/OR OCCUPATIONAL ILLNESSES
Frequency Rate - total number of deaths, permanent

total, permanent partial, and temporary total disabilities
which occur during the period covered by the rate.
Severity Rate - total of all scheduled charges for all

deaths, permanent total, and permanent partial
disabilities, plus the total actual days of the disabilities of
all temporary total disabilities which occur during the
period covered by the rate.
Average days charged per disabling injury/illness -

relationship between the total days charged and the
number of disabling injuries/Illness.
EXAMPLE
DURING THE SAFETY AUDIT OF LGE CONSTRUCTION COMPANY ON A 180-DAY
CONSTRUCTION PROJECT, 24 CASES OF ACCIDENT-RESULTING DISABILITIES WERE
REPORTED. THE TOTAL MANPOWER ON THE PROJECT IS 35, WORKING AT AN AVERAGE
OF 8 HOURS A DAY FOR THE WHOLE PROJECT DURATION.
(a)Compute for the disabling injury frequency rate.
(b)If a total of 5 workers were not able to work for 10 days
each due to the temporary disability brought by the injury,
compute for the disabling injury severity rate.
(c) Calculate the average days charged per disabling
injury.
RULE 1060 PREMISES OF THE ESTABLISHMENTS

b. Good housekeeping shall be maintained at all times through cleanliness of building, yards,
machines, equipment, regular waste disposal, and orderly arrangement of processes,
operations, storage and filing of materials.
