RE: Carolina Squat Legislation
Dear Chairman Grooms and Members of the Transportation Committee:
‘As a representative of the law enforcement partners from the 15" Judicial Circuit, and the Chief
of the Myrtle Beach Police Department, | would like to again express strong support for
proposed legislation that limits modifications to vehicles commonly referred to as “squatted
trucks.” As you know, there are several current proposed bills in the House and Senate.
These proposed laws are designed to address a dangerous trend affecting all of us in the 15%
Judicial Circuit. We have seen an increased number of these dangerously modified trucks on
‘our roadways and are concerned about the safety risk they pose. Law enforcement and
‘community members alike are concerned with the safety of all roadway users, These extreme
alterations limit visibility, bypass factory safety standards, and cause unnecessary risk to the
modified vehicle owners, other roadway users, and pedestrians. We support the proposed
legislation to ensure that modifications on these vehicles are safer for all individuals involved.
During discussions with our law enforcement partners, we have agreed and are asking that the
legislation take effect immediately. Our recommendation is that the established provision gives
a robust education program inclusive of a 180-day period during which only warnings would be
issued for violations. A “warnings-only” period would be a key component of the education
program and allow law enforcement to engage directly with modified vehicle owners to help
them understand the new law and to make necessary repairs to come into compliance.
This timeframe would also provide the period for our state, county, and local governments the
‘opportunity to promote the law efficiently and the state adequate time to address the
administrative actions necessary to process the change. Some have called for an extended

wrong approach. Our community has waited long enough. Let’s not wait for another tragedy
to occur. It is time to act now to protect motorists, pedestrians, and our entire community
from the risks these vehicles pose.
On behalf of the Myrtle Beach community, the Myrtle Beach Police Department, and our law
enforcement partners from the 15th Judicial Circuit, we ask for your consideration in legislation
to make our roadways a safer priority now. Thank you for your time and attention.
