CBE’s Board Members and Executives Training Menu/Catalogue proposed for TNA for
2021/22 FY annual plan

PART-I: Feedbacks for TNA and Need Conformation on the Curses relevance

Course Title-01BET: AML &CFT Training proposed for CBE’s Board of Members and
Executives

COUSRES DESCRIPTIONS
This course is one of the mandatory course for board of members and executives or a regulatory course.
The fundamental objective of the course is to familiarize participants with the crime of money laundering
in particular to his/her position on the Board of Director and board members. The course will also provide
compliance awareness and comprehensive overview of red flags and suspicious activity so that s/he may
be able to recognize and report indicators.

COUSRES OBJECTIVES

Up on completing this training program, the participants will understand how to:

 Manage compliance to regulations


 Recognize the red flags of money laundering.
 Conduct Customer Due Diligence (CDD) practices and prevent money laundering at the
organization.
 Recognize the roles that agencies such asOffice of Foreign Assets Control/OFAC play with
regard to creating effective AML&CFT Compliance guidelines for the bank.
Note: The course contents and objectives will be co-design, customized and improved to align with the
international and national requirements and needs of target groups before signing contract agreement
with selected potentials training vendor/trainer.

Target Groups:CBE’s Board of Members and top Executives (who did not attended the courses in the
past two years)

Duration/Date: 2-3 Days (for classroom training) and 2:00 to 3:00 hours (for virtual/online training). The
bank planned to deliver this trainingbefore end of second quarter of the 2021/22 FY. The specific training
date will be fixed when need is confirmed by the target groups/board members and executives following
selection of the potential vendor/trainer offered.
The Proposed Trainers/Training Providers:

This training will be delivered with CBE’s internal trainer capacity (subject matter experts and internal
trainers from Risk and Compliance Mgt Division if confirmed by the target groups/participants. Also the
courses can be outsourced to potential foreign vendors based on the need and comments of respected
board members and executives.

Methods and venue:This course shall be delivered via online/zoom or elearning platform and classroom
based on preferences and conformation of the target groups/participants and also per the schedule. The
training will be held at Addis Ababa, at CBE’s venue.

Course Title-02BET:Advanced Risk and Compliance Management Strategies training proposed for
CBE’s Board of Members and executives

COUSRE DESCRIPTIONS

Basically the course aims to address board members and executives with an update on main areas of
interest regarding risk and compliance management matters. The target groups will be aware of risk and
compliance management, sustainability and reporting issues. Also will consider how the core elements of
risk and compliance strategies have been developed, challenged and re-defined in the recent years, and
how these frameworks are adopted practically by entities and their stakeholders.

COUSRES OBJECTIVES

Upon completing thetraining, the participants shall able to :

 Learn essential risk and compliance management concepts and frameworks


 Understand the importance of risk management and compliance culture and implementation of
compliance policies and procedures
 Learn key concepts in order to mitigate fraud and other compliance risks
 Define the roles of key players in implementing risk and compliance frameworks
 Identify and discuss emerging risk and compliance issues and trends
 Explain the benefits and risks of conducting board evaluations
 Discuss how board evaluation process is conducted
 Learn ways to strengthening compliance through developing an effective risk management
culture
 Understand and explain the fundamental of Bank risk management
 Understand committee formation, training, rotation, evaluation and succession
 Understand the roles and responsibilities of key players and stakeholders , and
 Understand how to practically introduce a sound governance regime organization.
Note: The course contents and objectives will be co-design, customized and improved to be aligned with
international and national requirements and needs of target groups before signing contract agreement
with the potentials training vendor/trainer when offered.

Target Groups: CBE’s Board of Members and Executives (who did not attended the courses in the past
two years)

Duration/Date: 4-5 Days (for classroom training) and 3:30 to 5:00 hours (for virtual/online training to be
completed within 2-3 days). The bank planned to deliver this training before end of second quarter of the
2021/22 FY. The specific training date will be fixed when need is conformed by the target groups/board
members and executives following selection of the potential vendor/trainer who offered course.

This training will be delivered with potential foreign training vendors which will be recruited through
formal bid process. Also the courses can be outsourced to one of CBE’s existing partner-potential foreign
vendors based on the preferences and comments of respected board members and executives.

Addis Ababa ,at CBE venue, based on the preferences and conformation of the target groups/participants
and also per their schedule.

Course Title-03BET:Financial Law Fundamental training proposed for CBE’s Board of Members and
executives

COURSE DESCRITIONS
Basically the course aims to update the board members and executives with basic financial law
knowledge, information’s and updates on the financial laws fundamental on the main areas of interest
regarding concepts and financial law fundamentals and any other board matters. Thus overall the courses
will provide participants with legitimate financial system training. It will also provide participants with
basic knowledge on relationship of substantive (statutory) law and the legal procedures, as well as the
method and means by which substantive law is made and administered in financial institutions.
Participants will among other things, learn how the lending bank starts recovery procedures; how to apply
thecountry’s and international business laws on credit cases and credit decision making. Also will enable
to consider how the core elements of financial law fundamental and framework have been developed,
challenged and re-defined in the recent years, and how these frameworks are adopted practically by
entities and their stakeholders.
COURSE OBJECTIVES
Upon completion of the training, Participants should be able to;
 Identify, and explain the causes of bad loans and their impact on the solvency and sustainability of the
lending institution
 Possesses knowledge of the set of procedures, laws or regulations designed to prevent and stop the
practice of generating income through illegal actions, hiding the source of the illegal income and
passing the earned income as Justifiable
 Perform the drafting process, from organizing the initial contract to amending the signed agreement
and also learn how to analyze and comment on a contract that another lawyer has drafted
 Adopt the most appropriate negotiation strategy depending on the circumstances of the case.
 Assess situations, developing findings, conclusions and/ or recommendations for an appropriate
course of action for the recovery of bank debt, and
 Be able to apply laws governing credit management to the bank’s operating context.
Note: The course contents and objectives will be co-designed, customized and improved to be aligned with
international and national requirements and needs of target groups before signing contract agreement
with selected potentials training vendor/trainer who offered course delivery.
Target Groups: CBE’s Board of Members and Executives (who did not attend the course within the past
two years). Also middle level management, operative managers and Aattorneys working in the Legal
and / or Anti Ethics and Corruption Function with Financial Law competency requirements at Novice to
Intermediate proficiency levels are the target groups for this course.

Duration/Date:4-5Days (for classroom training) and 3:30 to 54:00 hours (for virtual/online training to be
completed within 2-3 days). The bank planned to deliver this training before end of third quarter of the
2021/22 FY. The specific training date will be fixed when need is conformed by the target groups/board
members and executives following selection of the potential vendor/trainer who offered course delivery.

Proposed Trainers/Training Providers:

This training will be delivered with potential foreign training vendors which will be recruited through
formal bid process. Also the course can be outsourced to existing partner-potential foreign vendors based
on the preferences and comments of respected board members and executives.

Course Title-04BET:Corporate Governance & Board Leadership training and exposure visit
for board members and the president
Target Groups: Board Members and the executives

Duration and Methods :4-5 days for classroom training and 3:00 to 4:00 hours for zoom/webinar or
virtual training mode of delivery. The bank planned to deliver this training before end of third quarter of
the 2021/22 FY. The specific training date will be fixed when need is conformed by target groups/board
members and executives following selection of potential vendor/trainer who offered course.
Trainer/vendor and venue :

This training will be delivered with potential foreign training vendors which will be recruited through
formal bid process. Also the course can be outsourced to existing partner-potential foreign vendors based
on the preferences and comments of respected board members and executives. The training will be held
in at one of the selected Asian, European country or Dubai and any other selected venue.

Course Title-05 BET: Internal Control and Financial Analysis training for board
members and executives
Course content: Will be co-designed and customized with selected potential ETPs/trainers when the
need is confirmed by the target groups/board members and executives.

Target Groups: All CBE’s Board Members, the president and executives

Duration and Methods: 3-4 days for classroom training and 3:30 to 5:00 hours for zoom/webinar or
virtual training mode of delivery. The bank planned to deliver this training before end of third quarter of
the 2021/22 FY. The specific training date will be fixed when needs conformed by the target groups/board
members and the executives following selection of potential ETP vendor/trainer.

Trainer/vendor and venue :

This training will be delivered with selected potential ETP/foreign training vendors that will be recruited
through formal bid process. Also the training can be outsourced to one of the CBE’s existing partner-
potential foreign and local vendors based on the need and comments of respected board members, the
president and executives. The training will be held in Addis Ababa, at CBE venue.

Part-II:
In addition the following training courses are proposed for board members, executives and all
VPs for 2021/22 FY
1. Course Title: Banking Innovation and Financial Strategies (overseas training & exposure visits)

Target Groups: the president and all VPs


Duration and Methods : 3-4 days for classroom training and 2:30 to 3:00 hours for zoom/webinar or
virtual training mode of delivery. The bank planned to deliver this training before end of third quarter of

the 2021/22 FY. The specific training date will be fixed when need is conformed by target groups/board
members and executives following selection of potential vendor/trainer who offered the course.

Trainer/vendor and venue :

This training will be delivered with potential foreign training vendors which will be recruited through
formal bid process. Also the course can be outsourced to existing partner-potential foreign vendors based
on the conformation and comments of respected board members and executives. The training will be held
at one of the selected Asian, European, Dubai or at other venue.

2. Course Title: Transformational Leadership and Managing Changes

Target Groups : Executives and All VPs , and middle level managements

Duration and Methods : 3-4 days for classroom training and 2:30 to 3:00 hours for zoom/webinar or
virtual training mode of delivery. The bank planned to deliver this training before end of third quarter of
the 2021/22 FY. The specific training date will be fixed when need is conformed by the target
groups/board members and executives following selection of the potential vendor/trainer. The training will
be held in Addis Ababa ,at CBE venue.

Trainer/vendor and venue :

This training will be delivered with potential foreign training vendors which will be recruited through
formal bid process. Also the course can be outsourced to CBE’s existing partner-potential foreign
vendors based on the preferences and comments of respected board members and executives.

3.Course Title: Strategic Alignment &Trust Building

Target Groups: the executives, all VPs and middle level mgt
Duration and Methods: 3-4 days for classroom training and 2:30 to 3:00 hours for zoom/webinar or
virtual training mode of delivery. The bank planned to deliver this training before end of second quarter of
the 2021/22 FY. The specific training date will be fixed when need is conformed by the target
groups/board members and executives following selection of the potential vendor/trainer who offered the
course.

Trainer/vendor and venue:

This training will be delivered with potential foreign training vendors which will be recruited through
formal bid process. Also the courses can be outsourced to existing partner-potential foreign vendors based
on the preferences and comments of respected board members and the executives. The training will be
held in Addis Ababa ,at CBE venue
4. Course Title: Executive Coaching for senior Managements
Target Groups: The president and all VPs
Duration and Methods : 5-6 days for classroom training and 6:00 to 7:00 hours for zoom/webinar or
virtual training mode of delivery. The bank planned to deliver this training before end of second and
thirdquarter of the 2021/22 FY. The specific training date will be fixed when need is conformed by the
target groups/board members and executives following selection of the potential vendor/trainer that can be
local or foreign training provider.

Trainer/vendor and venue : This training will be delivered with the potential foreign training vendors that
will be recruited through formal bid process. Also the course can be outsourced to one of the existing
partner-potential foreign vendors based on the need and comments of respected target groups and
executives. The training will be held in Addis Ababa, at CBE venue.

5. Course Title-05 BET: Internal Control and Financial Analysis training for board members
and executives
Note: This training course is proposed for both the CBE’s board members and executives, and we expect
need conformation from all target groups.

Course content: Will be co-designed and customized with selected potential ETPs/trainers when the
need is confirmed by the target groups/board members and executives.

Target Groups: All CBE’s Board Members and executives

Duration and Methods: 3-4 days for classroom training and 3:30 to 5:00 hours for zoom/webinar or
virtual training mode of delivery. The bank planned to deliver this training before end of third quarter of
the 2021/22 FY. The specific training date will be fixed when needs conformed by the target groups/board
members and the executives following selection of potential ETP vendor/trainer.

Trainer/vendor and venue :

This training will be delivered with selected potential ETP/foreign training vendors that will be recruited
through formal bid process. Also the training can be outsourced to one of the CBE’s existing partner-
potential foreign and local vendors based on the need and comments of respected board members, the
president and executives. The training will be held at Addis Ababa, at CBE venue.

6. Course Title: Equity and Subsidiaries Management for CBE’s Overseas Board

The program contains training and exposure visit which a visit will be determined based on the COVID-
19 situations. This training program will be held from Q3 TO Q4 of 2021/22 FY based on the schedule of
the target /participants when conformed.
