ABSTRACT

A Fire Safty Officer or personnel is the first and last point of contact to all the employees of
an organization. Whether an industry is small scale or large scale, the perimeter of the
industry, its men, material, machinery, and their safety are guarded at the entrance and key
points by a security guard. Security guards work round the clock and 365 days of a year at an
industry. So, in most of the industries, they are trained on fire, first aid, and safety to act on
emergency rescue.

Our study will focus on studying the role of Safty Officer in fire and safety operations at an
industry facility and understand to what extent they can be the real fire marshals with them
being present 365 days unlike other staff in an organization.

REVIEW OF LITERATURE

DETAILS OF THE TOPIC AND INFORMATION:

Emergencies in Workplace:

An emergency poses an immediate risk of significant harm to health, life, property or the
environment. Preparing for emergencies is an important part of your workplace health and
safety. The very nature of emergencies means you never know when you may be required to
act, so understanding the types of emergencies that may occur, and the steps that should be
taken to handle them is crucial.

Why prepare for emergencies?

 Keep employees and responders free from harm

 Manage life-threatening situations
 Minimize damage to the environment, equiment, machinery, tools, etc.
 Minimize downtime

Elements of an emergency management program

 Prevention: policies and procedures to minimize the occurrence of emergencies

 Preparation: activities and procedures to make sure your organization is ready to
effectively respond
 Response: the action to be taken when an emergency occurs
 Recovery: practices to resume to normal business operations

Industries employee security guards 24/7. As they are present all the time, it is important
they are trained on basic fire and safety hazards or emergencies.

16
SECURITY GUARD:

A security guard is a person employed by a government or private party to protect the

employing party's assets (property, people, equipment, money, etc.) from a variety of hazards
(such as waste, damaged property, unsafe worker behavior, fire, criminal activity such as
theft, etc.) by enforcing preventative measures. Security guards do this by maintaining a high-
visibility presence to deter illegal and inappropriate actions, looking (either directly, through
patrols, or indirectly, by monitoring alarm systems or video surveillance cameras) for signs of
crime or other hazards (such as a fire), taking action to minimize damage (such as warning
and escorting trespassers off property), and reporting any incidents to their clients
and emergency services (such as the police or paramedics), as appropriate.

Security officers are generally uniformed to represent their lawful authority to protect private

property. Security guards are generally governed by legal regulations, which set out the
requirements for eligibility and the permitted authorities of a security guard in a given
jurisdiction. The authorities permitted to security guards vary by country and subnational
jurisdiction. Security officers are hired by a range of organizations, including businesses,
government departments and agencies and not-for-profit organizations.

Security guard services are given considerable training to their agents before they send them
out into the field. The security guard training involves everything from necessary combat
skills to reconnaissance training and even down to human relation skills. After all, security
guards work with people. Here are some of the training security guards undergo

Martial Arts and Combat Skills

This is very necessary to ensure the safety of the lives and property of the client. Every
security guard is taught at the very least, basic self-defence tactics.

Firearm Training

Depending on where a security guard will work and the kind of clientele there, a security
guard may learn about firearms and its use.

First Aid Training

First aid skills are a necessary tool that every security guard learns before he goes out into the
field. In the case of an emergency, a security guard must be able to render help to the injured
and must know CPR.

17
Computer and Alarm System Training

Primarily, corporate security guards, are taught about what is expected of them during
emergencies. They learn the steps to take in case of any emergency to mitigate the loss of
lives and property.

Human Relation Skills

Here, security learns how to communicate effectively with people and learn tips to control
and direct a large number of people if the need arises.

Other general knowledge, such as how to drive, is also included in security guard training.

WHAT ARE THE ROLES OF SECURITY GUARDS DURING AN EMERGENCY?

Security guards are trained to respond in any kind of emergencies. However, their role in a
certain emergency situation is often determined by their client or employer. This is one of the
main things that should be documented before security guards work on site.

For instance, an emergency response to an intruder alarm depends on the employer’s

preference. The security guard can either do the following:

1. Call the clients and the police and wait for their arrival
2. Investigate the main cause of alarm and secure the area.

Either way, the security guard will act based on the protocol given by the client.

18
19
One of the main parts of your security guard’s duties and responsibilities is to detect and
prevent fire. Your security guard should always be on the lookout for fire hazards –
regardless if they’re operating on a fixed point or on patrol.

They need to watch for common things that are likely to generate a fire. It can be something
like combustibles placed near heat or high-temperature areas or some electrical equipment
that are producing heat or sparks when they shouldn’t.

Your security guards should also be routinely scanning for shreds of evidence that a fire has
started already like checking the fire alarms if they have been activated. Unusual smoke and
heat should also be a clue that a fire has started.

Security guards are also responsible for the following:

 FREE CORRIDORS: Corridors that can be used in an emergency evacuation should

always be free of impediments, combustible materials, and any other obstructions.
 SAFE FLAMMABLES: Explosives, flammables, or any other thing that can explode
or combust should never be stored near potential ignition sources
 CLEAR EXIT DOORS: Both sides of exit doors should be kept clear and should
always be accessible.
 DAMAGED FIRE SUPPRESSORS: Fire suppressors like fire doors should be
replaced right away when damaged. Security guards should report any damage to
building owner so necessary actions can be taken.
 OPERATING FIRE ALARMS: Security guards should always check if fire alarms
are working.

Basic security guard training

The fire is a common and serious emergency situation that security has to deal with. As a
security guard, your main duty is to protect people and property but the fire can destroy both
in a minute.

You should manage and look over the fire hazard on your site. Mostly, the security guards are
the first person to detect in the early stage of fire. In the case of fire, you have to know how to
react quickly and confidently.

20
So, you should know the available types of fire equipment and their location on your site. Not
only this but also you must get training for operating the fire equipment. Your own safety and
safety of others depends on your hand.

If you have not experienced the fire scene before, it is hard to imagine how it looks like. The
fire in the video and movies is nothing because we do not feel the heat and breath of smoke.

In the real fire, many things existing such as smoke, flame and heat many people kill through
inhaling the smoke than getting burnt. The transparent gases are released from the burning
substances. The gases are lighter than the air so they can spread quickly throughout the
building. They are toxic that the result, people can die quickly after inhaling it.

The fire is quick and fatal. When you are at the fire scene you may have not time to think
how to handle it. Most importantly, you should know your fire safety plan very well and your
role in case of fire at your site.

What are fire safety and emergency procedures plans?

Every company has an emergency situation plan which includes evacuation routes,
firefighting equipment and the contact number of In-charge in the case of an emergency.

Some company has a complex emergency situation plan I mean the different emergency has a
different action plan and different contact person depending on the emergency. Even though
how the detail of the plans is, the purpose is the same, prepare people before an emergency
happen.

Make sure there is an emergency situation plan in your workplace not only this but you read
and understand also. If you are sure the plan does not exist then, ask the client and inform
your supervisor or manager regarding this.

Another important point is to read the plan often. Doing this can remain fresh in your mind
the emergency procedure and your role on it. That’s why in case of emergency you can
handle a situation without thinking what is in your emergency responding plan.

21
If there is no emergency situation plan in your site ask your roles in case of emergency. Don’t
wait until the situation happens and look for the answer. As a security guard, you have the
rights to suggest your company or clients if anything relates to the safety and security of the
people and property.

Fire elements;

The fire can take place if the following 3 things are presented and coordinated with each
other.

Fuel:  The fuels are substances which burn in the fire if they get enough heat. The material
can be anything and any form such as solid, liquid or gas. In other words, these called
combustible materials.

Heat:  The heat brings enough temperature to the material and they ignite that’s the cause of
the fire. Without sufficient temperature, the fire can not start.

Air:  The fire requires oxygen to breathe and grow just like we do. For our respiratory, we
need 21% of the oxygen so, it is not hard to fire take place anywhere people can breathe.

Fire classification;

1. Class A, (Ordinary combustible): paper, wood, plastic

2. Class B, (Flammable liquid): petrol, diesel, kerosene, paint, thinner

3. Class C, (Flammable gases): LPG & CNG

22
4. Class D, Electrical

5. Class E, Metal fire

The easiest way to deal with fire is preventing it from happening in a first place

Fire put out method;

Cooling: In this method, we lower the temperature if we remove the heat from the fire the
fuel will cool, without enough temperature the fuel cannot combustible and burning.

Smothering: Smothering is another method of putting the fire out. Here, we remove the air
or oxygen from the fire. For Examples, putting a lid on a frying pan or covering the fire by
fire blanket.

Starvation:  When we remove the fuel from the source of fire such as turning off the gas,
removing anything that is burning or may burn. pump flammable liquids away from a
burning tank.

A security guard must familiar with the following things.

Eire-doors

 Fire doors are intended to keep a fire within a specific area, some doors are
designed atomically closed in the event of a fire alarm.

The Fire exits

 Fire exits provide an escape route for people in case of fire.

Panic Bar

 Panic bars allow a fire door to remain unlocked from the inside but locked from
outside.

 Know your building and always assume that every fire alarm is a real fire.

23
Fire blanket:

  Look like cloth but made of special chemical and fiber. if the fire is small we can
cover the fire using the blanket.

 If the fire is in the human body you can use to wrap the person’s body to put out
the fire.

 But make sure when you use the blanket it covers the full fire otherwise, the fire
will not stop.

Cause of the Fire Hazards

Poor housekeeping: – Sometimes things are not properly put away, lying around or put in
the wrong place.

Poor maintenance: – Sometimes things are not kept in good repair or are not properly made.

Improper uses: – Sometimes things are used carelessly or not according to the
manufacturer’s guidelines.

Arson: – Arson happens when someone starts a fire on purpose.  It is important for security
guards to be on the lookout for this.

Spontaneous combustion: – Chemical changes can take place in some materials.  Over time,
enough heat can build up inside to make them burst into flames. For example, Oily rags,
flammable liquids, floor oils, hay, grain, charcoal, soft coal, and foam rubber can all start on
fire if not properly stored.

Fire extinguishers and their uses

As a security guard, you must know and trained to handle the fire extinguisher in case of fire
at your workplace. When fire you must use the specific fire extinguisher for a specific fire to
put it out.

24
Types of fire extinguisher;

1. Water:- It is the cheapest and most widely used fire extinguishers. Used for Class
A fires. Not suitable for use in Class B (Liquid) fires, or where electricity is
involved.
When you use the water extinguisher to put out the Class B fire the oil is lighter and it can
easily float in the water hence, the fire can spread. If you use the water to put out class E
(Electrical) fire it is a danger of shock if the electricity line is not off.

2. Foam fire extinguisher:- It is more expensive than water made of chemical liquid. Used
for Classes A & B fires. Foam spray extinguishers are not recommended for fires involving
electricity but are safer than water if unknowingly sprayed onto live electrical apparatus.

3. DCP  (Dry Cleaning Powder fire extinguishers):- DCP Often called the ‘multi-purpose’
extinguisher, as it can be used on classes A, B & C fires. Best for running liquid fires (Class
B).

But, make sure when used for (class C) fire can be dangerous without first isolating the gas
supply.

When you use the DCP indoors, the powder can unclear vision or damaged goods and
machinery. It is also very messy.

4. CO2 fire extinguisher:- Carbon Dioxide or CO2 is generally use against the fire at
electrical apparatus, and will also extinguish class B liquid fires, but beware of when used in
class B fire can ignite again.

25
Colour Coding of fire extinguisher

Water – Red

Foam – Cream

Dry Powder – Blue

Carbon Dioxide (CO2) – Black

Halon – Green

(Halon fire extinguisher is illegal to present against any types of fire because of the health
concern of the people but still some cases the military and police may have exceptional rights
in some country ).

Extinguisher

1. Handled extinguishers

2. Movable extinguishers

3. Water extinguishers

4. Chemical powder extinguishers

Hose cabinets:

 Contain fabric hose

 Are water-based

 May required you to break the glass door

 May operate under greater pressure

Method of use the fire extinguisher

“PASS”

26
P= pull the safety pin

A= Aim the low at the base of the fire

S= squeeze the lever above the handle

S= sweep side by side.

Fire prevention

1. Be observant (why are those people looking up, is there is any fire on the room)

2. Be aware of your normal surroundings (To ensure the availability of the Are there
items blocking fire exits).

3. Building fire may also be a crime scene. If the fire has been deliberately set, you
should prepare to answer questions from the police officers.
On the one hand, the security guards have to know fires safety plan of their site and another
hand knowing how to deal with fire is equally important.

Dealing with fire:

 The goal of dealing with fire is not just to put it out, but to possibly put in a place
where it damages E.g. if you have a burning wastebasket you may able to pull it
into the center of the room.

 Guards have not fired fighter, but you can save lives and property by acting
quickly on a small fire. Security can prevent a small fire from becoming a big one.

 There are other ways that a fire can extinguish without directly involving a
security guard (sprinkler system)

 The security guard should know the standpipe system which is for the civil defense
to connect water to continue the function of sprinkler system.

27
Fire emergency procedure step by step

Responding to the fire is a part of the security guard duty. Most of the sites have a security
control room equipped with a fire panel, from where you can determine the location of the
fire. In this lesson, you would learn the basic fire emergency procedure step by step but you
should study the SOP (Stander Operating Procedures) of the site, because, that is the
important guideline for responding to the fire.

Alarms and sensors;

Most of the companies, buildings, and sites may have fitted with fire alarms and sensors. As a
security person, you would be their 24hrs, so, it is your responsibility to respond to the fire
alarm immediately.

Control panel

28
Control Panel– It is one type of equipment, which administrates the alarm and sensors.
Depending on the model, it also controls the sprinklers and other fire suppression systems.

Discovery of fire

If you find a fire, you must respond quickly and responsibly. It is important that you should
follow the stander method that has developed for responding to the fire is R.A.C.E

 Rescue– any person from the immediate area

 Alert others – pull the alarm and call 999 or radio the control room and inform the
operator. Shout “Fire, Fire, Fire”.

 Confine the fire – close any doors

 Extinguish – use the appropriate extinguisher and extinguish the fire

As a security guard, you should aware of the following;

 manual alarm locations,

 emergency exits,

 escape routes and

 Extinguisher locations.

Safety!

Before attempting to fight a fire, ensure that;

 Your escape route has not blocked

 All personnel are clear of the immediate area

 A general evacuation is already underway

 To Activate a test burst from the extinguisher before approaching the fire.

 If you fail to extinguish fire be prepared to escape!

29
Emergency Evacuation

The successful evacuation depends on awareness and preparation. These following points are
very crucial at the time of evacuation.

 Escape routes

 Assembly points

 Evacuation Signs and lighting

 Hydrant and hose access points

 Drills for all staff

The Role of a Security Guard in Case of Fire

Security guards are responsible for identifying potential threats and responding to
emergencies. These include various situations, from trespassing to burglaries. Emergencies
also involve fire, and even though it's the firefighters' job to fight it, security guards play an
important role in the process. Their tasks in this matter vary depending on the demands of
their employer and the training they've received. In any case, before starting the job, security
guards should be presented with documented employer's expectations, familiarise themselves
with the procedures, and confirm everything is clear.

The role of a security guard in case of fire could be divided into two main elements. The
actions he should take before the fire starts and after that, or in other words, prevention and
reaction. Here are the activities that each of these stages consists of.

Prevention and preparation:

Many fires can be avoided if someone notices the risk on time. On the other hand, those that
couldn't have been avoided should be handled well to limit the damage of property, and most
importantly, save lives. A security guard can significantly contribute to the success in both of
these scenarios by doing the following things:

The policies and procedures provided by their employer should form the foundation of
security guards' actions. It's vital to get to know them well and to refresh the knowledge from
time to time. These procedures determine specific reactions to emergencies such as fires,
evacuation routes, available fire equipment, and emergency contact numbers. Such policies

30
have been prepared to improve the standards of conduct in dangerous situations. By
following them, security guards make sure to act in the most efficient way. If the workplace
has no emergency procedures, a security guard should suggest his employer to create them, as
they are vital for his job but also for his own safety.

Regular patrols, which are part of the daily routine for most of the guards, play a
significant role in preventing fires. Security officers have to monitor the premises and
carefully observe if there are no risks related to fires. The most common events or items that
should draw their attention are smoke, the smell of smoke, unexpected sparks, unusual heat,
exposed electrical wiring, or flammable objects.

In order to react quickly and effectively to the fire, it's essential to have efficient equipment at
one's disposal. It includes, above all, fire alarm systems and fire-extinguishers. An employer
may demand that security guards regularly check if fire alarms work well and if fire-
extinguishers are not expired or broken. Additionally, security guards should know the
locations of fire equipment and be familiar with its instructions of use. It would be highly
beneficial if they received appropriate training in this field.

If there's fire, it's often necessary to evacuate people. Whether it's an office building, a shop,
or an event, exit signs have to be visible, and evacuation routes should always be accessible
and clear. These tasks are also the responsibility of security officers. While patrolling the
premises, they should pay attention to any obstructions on both sides of the emergency exits,
check if the signs are well visible, and keep the exit routes clear at all times.

Appropriate procedures during fires

When the risk of fire transforms into the actual fire, the role of a security guard is secondary.
Extinguishing the fire is the firefighters' job. However, the support of security guards is still
very important. They are usually the first to notice the fire, and, just like during any other
emergency, they are expected to react quickly. Once the fire alarm sounds, a security guard
should investigate the source of fire, confirm it and notify appropriate units (fire department,
supervisor, and if necessary, also police department). If the fire alarm doesn't go off, they
have to localise and activate it.

31
While waiting for the emergency services to arrive, security guards should use their
experience and communication skills to manage the situation. The priority in such a case is to
ensure the safety of the people staying on the premises by assisting in the evacuation process.
If the guards are familiar with evacuation procedures, they can coordinate the process. It's
also essential to keep everybody informed and calm them down if they start to panic.

Once the firefighters arrive, security guards can provide them with the necessary information
regarding the source of fire, characteristics of the building, and the status of evacuation
procedures. Their observations may be useful for reporting purposes as well.

In some cases, if the fire is not significant and doesn't spread quickly, a fire-extinguisher is
sufficient to put it out. Then, the fact that security guards are trained in using fire equipment
might turn out to be helpful.

The role of a security guard in case of fire is extremely important. Their tasks are mainly
related to prevention and preparations; however, the knowledge of evacuation procedures is
highly appreciated too. The goal of every security guard should be to do everything to avoid
fire hazard and, if it's not possible, to save lives and minimise the damage caused by fire.

SECURITY GUARD RESPONSIBILITIES IN FIRE EMERGENCIES

Security personnel will: Have primary responsibility for initiating the emergency evacuation
alarm and contacting the local fire department. Often be assigned to monitor special fire
protection equipment such as fire pumps to be certain they operate as required.

32
ADDITIONAL RESPONSIBILITIES:

1. Who will make the decision to evacuate the facility?

2. Who is responsible for communicating and answering questions for television, radio,
and newspaper media? Will these individuals be separated into one area to try to
control their access?
3. Who is responsible for notifying company officials who are not at the facility? Is an
emergency call list up to date and easily accessible?
4. Has the local fire department recently toured the facility? Have maps and diagrams of
the location of hazardous materials been given to them?
5. Who is responsible for testing the plan by conducting a fire drill? Who must approve
the fire drill?
6. Who is responsible for writing the final report of the emergency?
7. Who is responsible for conducting follow-up on the items which need attention for
follow-up after the emergency?
8. If an employee is seriously injured, what procedures will be followed in notifying
next of kin?

Without proper training, security personnel should immediately evacuate from the area of
a fire. A security officer should attempt to extinguish a fire only if:

• All persons are out of the building.

• The fire department has been called.
• The fire is small and confined to the immediate area where it started.
• You can fight the fire with your back to an escape route.
• Your extinguisher is rated for the type of fire you are fighting.
• You have had training in the use of the fire extinguisher.

33
Whether or not security personnel should receive training in First Aid and CPR from a
certified instructor, such as from the American Red Cross or similar organization, is
subject to your company policy and client requests. Check with your supervisor

Security Guard and his role in Construction Safety:

Construction site security guard is responsible for opening and unlocking of construction site
and site cabins, as well as meeting and greeting visitors and staff, ensuring that the correct
signing procedures are maintained.

The construction site security guard job description also involves the responsibility of
maintaining a professional conduct while providing assistance to customers, employees,
visitors, and guests; and questioning and preventing any unauthorized access, as well as
reporting of any suspicious persons, vehicles and/or packages.

The site security guard controls all vehicles and visitors to the construction site; logs the
listing of all vehicles, deliveries and visitors on the construction site; as well as escorts
visitors to the construction office, and secure entrance during non-operating hours.

The security guard is responsible for ensuring information is correctly communicated to the
site supervisor; and providing security for building material stored on site.

They are involved in assisting during emergencies, patrolling the sites, monitoring all entry
points, writing reports and log book entries, as well as being in complete uniform at all times.

Role of a Construction Safety Officer

Security Guard and his role in Construction Safety:

34
Security guards, also called security officers, patrol and inspect property to protect against
fire, theft, vandalism, terrorism, and illegal activity. These workers protect their employer’s
investment, enforce laws on the property, and deter criminal activity and other
problems.

Construction site security guards provide visual surveillance on the premises, deter

criminals and prevent the theft of costly construction materials and equipment. They also
keep employees and visitors safe, and provide peace of mind.

Security officers serve in many pivotal roles on an active construction site. Their presence
onsite aids in the prevention of theft, minimizes property damage, deters vandals and
promptly addresses unexpected events including fires. Experienced security officers prevent
trespassers from entering dangerous building sites, which in turn reduces the risk of
compensation claims from serious injuries. While these are some of the more common duties
and responsibilities of construction site security officers, they are far from the only tasks
performed.

Security for Your Site

A mistake some construction companies make is to underestimate the value of having

security for their site. Due to the nature of the business, security sites are filled with potential
hazards; from heavy machinery to costly construction materials, construction sites face a high
level of risk each day on the job site. Having professional security officers on the premises
not only provides safety but also prevents financial loss.

What Do Construction Site Security Officers Do?

The construction industry is seeing steady growth across the country. Unfortunately, this
growth is an opportunity for thieves to make quick money at the cost of business owners.

35
While these criminals pose a serious threat to construction projects, businesses can take the
proper precautions to prevent costly problems by hiring security officers to monitor the
premises.

One of the biggest concerns that construction companies have is how to keep their crew,
equipment and materials safe. Theft and vandalism cost the construction industry billions of
dollars each year which can significantly cut into their profit margin. The good news is that
there is protection available for these businesses. Construction site security offers a variety of
solutions designed to protect your investment.

How Do Security Officers Offer Protection?

Security officers provide businesses with protection by offering a wide range of security
services, such as surveillance, business monitoring, armed or unarmed officers and other
security solutions. Security officers maintain a high-visibility presence to deter inappropriate
or illegal actions that could result in costly liabilities for the construction company. They also
serve to minimize damage by watching for signs of crime or other hazards, such as fires.

Review contractors safety programs

One of the key responsibilities of a construction safety officer is to review and approve
contractors' safety programs. In the review, the safety officer should be sure that:

 The contractor has a written safety program

 It is being implemented properly
 It is meeting all the requirements of WHS

36
The contractor's safety program should set forth:

 Hours and days for work activities

 How the work will be performed, including how high and hazardous areas will be
approached
 Safe operating procedures for equipment such as loaders and cranes
 Securing sites to ensure safety from falling objects or other hazards

The construction safety officer should also look out for violations of existing WHS
regulations, including general industry standards for construction. Also, he/she will be
required to evaluate safety and health requirements for the type of construction to be
performed.

SECURITY GUARD AND ROLE IN ACTIVATING ALARM SYSTEMS

Security guards respond to alarms. Therefore, they should understand the basic principles of
protective and fire alarm systems. Here are some of them:

 Infrared Alarms: These are the most common alarms that detect motion in large
areas by picking up the changes in heat.
 Seismic Alarms: These detect physical shocks in different frequency ranges like
breaking glass.
 Ultrasonic Alarms: These are a rare type of alarms that detects motion using
bouncing sound waves.
 Physical Contact: These alarms go active when the two parts of a sensor come apart
when a door or a window is being opened.
 Photo-Electric Beams: This type of alarm goes active when it detects a visible or
infrared beam being broken.
 Microwave: This detects movements using bouncing microwaves.
 Vibration: This alarm detects movements using sensitive sensors mounted on
structures like fences.
 Trip wires: It detects when someone physically bumps a strung wire.

When responding to an alarm, guards should inform a supervisor, another guard, or the
dispatcher if possible. If a crime is witnessed, the guard should immediately call the police

37
and observe the area from a safe distance. In times like this, the security guard’s safety should
be the priority.

A security alarm is a safety mechanism which notifies the condition that needs urgent
attention or response. In prime time, the alarm was quite primitive like a dog barking, bell
with strings and other noise-making devices.

But, by today the alarm system has become more complex and accurate on giving the
information about the broader range of the security issues. Using the alarm in an organization
is to develop safety mechanism.

Generally, alarm uses to notify intrusion, fire, smoke, the release of toxic chemicals, changes
in the environment such as temperature or humidity, and the malfunction of equipment.

TYPES OF ALARM SYSTEMS

 Intrusion alarm

 Fire alarms

 Trouble/distress alarms

Major parts of the alarm:s

Although the major components of the alarm system may vary on brands, the modern ones
are more complex and made up of 3 parts such as sensor, transmitter and annunciator.

1. sensor

2. transmitter

3. annunciator or control panel

Sensor:

Sensors are a kind of switch. This hardware receives and detects the information from the
protected area. A sensor is part of an alarm that determines whether something is wrong.

Mostly sensor designed to detect smoke and heat, high temperatures, gauges on boilers and
heaters measure fluid levels and pressure.

38
 The sensor knows whether something is wrong by detecting a change from good
condition to a bad condition

 The glass barker sensor knows when the glass has broken because it has sound
frequency during the breakage.
There are several kinds of sensors such as:

 Photoelectric

 Motion

 Pressure

 Electromechanical (mechanical switch in a circuit)

Transmitter:

The transmitter works between the sensor and control panel which passes the information
from the sensor to the control panel. This could be anything like hard wiring, telephone wires,
fibre optic lines, and radio signals etc.

Transmitter sends the signal from the sensor to the control panel advising that something has
been taken place in the protected area.

Control panel:

In other words, the control panel is the brain of the whole alarm system because it receives
the signal via transmitter and warns us the problem that has developed. There are many
functions of the control panel but I have listed important ones as following;

 It receives the signals and takes the action it is programmed to take.

 Not all alarms are audible some alarms such are bank robbery alarms are not audible.
These are called silent

 They are silent in order to alert the police.

 Annunciator: is an announcing or sounding device.

Types of security alarm;

1. Local: local area sounding

39
2. Central station: centralized monitoring (Control Room)

3. Remote/ direct connection: It goes directly to a person responsible for the alarmed
premises but May not be there.

Alarm response;

 The best alarm response is by a security guard prepare what to do in advance and
what to do when getting to an alarm location.

 Many of the alarms a securityguard response is false.

 All alarms a security guard responds should be treated as if genuine (Actual)

 False alarms are alarms which are not genuine

A genuine alarm is considered an alarm in which something caused the alarm to

function as it should and the cause is able to be determined.

TWO TYPES OF FALSE ALARM:

1. Alarms which are false because of faulty

2. Alarms which are false because they have been trigged unintentionally e.g. a
motion sensor activated due to a gust of wind.

The common cause of false alarm;

1. Technical malfunction: Improper installation

2. Operator error: the person monitoring die alarm accidentally

3. Environment cause: wind/rain triggering an alarm sensor

4. Power of surges: can cause alarm to activate, when power is re-set

COMMON CAUSES OF ALARM ACTIVATION;

There are four main reasons why an alarm will activate:

 A specified event has taken place (an intruder has entered the premises, for
example), (approx. 0.01%);

40
 A malfunction has occurred, (approx. 19.69%);

 Human error, (approx. 45.80%); or

 Undetermined, (approx. 34.50%).

How to response intrusion alarm?

 Have a plan: Know how you are going to respond in advance whether it is a plan for
your site or as an individual.

 If possible know or observe what is happening before you attend the scene

 Try and respond with more one security guard

 Think about your action before you take them

 If someone has a weapon act appropriately: do not directly approach someone with a
weapon, watch from an if possible and report your observation.
 Distress Alarm;

A distress alarm detects a problem with a person or thing could be a crime or call for
help.

 Distress alarm as one that announces trouble or change in a condition such as panic
alarm or alarm that signals faulty signals.

 Change in condition: it means a change from a normal to trouble condition.

Example for distress alarms:

 Personal panic alarm

 Medical alarm (In hospital (ICU) for quick medical response)

 Equipment alarm: To warn of an equipment failure

Security alarm system warns the people about the problem in a protected area, in addition, it
helps to prevent crime and reduce workplace accidents. In a large organization or site, all the
security systems coordinate in a place which calls the control room.

41
Control room;

The control room functions with the most complex security system and coordinates between
them.

Control room functions

1. CCTV Monitors – closed-circuit television

2. Recorders (video recorder)

3. CCTV control

4. Alarm monitoring panel

5. Public announcement system

6. Radio base station

 In larger building the control room functions as the emergency operation centre
(EOC)

 EOC is to coordinate an emergency response from one central location in order to

ensure that an incident commander can have access to all information and resources
in one place.
The control room is also the security office:

The control room is also a security office in the same fashion maintaining it professionally is
your responsibility. However, all of the security personnel are not allowed to enter the control
room they are responsible to manage it who have permission;

How to maintain your office and control room?

 Keep your area clean

 Maintain your area professional

 Keep unauthorized people out

 The appearance of your office reflects the professionalism of you and your company.

In summary:-

1. There are three main types of alarm (intrusion, distress and fire)

42
2. The most alarm has 3 parts ( sensor, transmitter and annunciator)

3. Typically alarm coordinate one of these ( local, central station and remote)

4. Alarm response is usually the responsibility of a security guard on the alarmed

premises

5. The best alarm response is by a guard to should be as genuine

6. A control room can function as the emergency operations certain the event of a
large scale emergency or disaster

7. An intrusion alarm detects a potential attack on something that is being protected

8. Intrusion alarms should be treated as a warning that someone is trying to commit a

crime, whether theft or damage to property

9. A distress alarm going off indicates or a change in condition, such as a panic alarm
or an alarm that faulty equipment

10. An intrusion alarm can install in Door/window, a showcase in the jeweller and
vehicle.
SECURITY GUARD AND HIS ROLE IN EMERGENCY FIRST AID:

First Aid Security guard training is a very essential lesson for the security personnel, because,
it is a life-saving Technic for the casualty person at the scene of a medical emergency.

What is First Aid?

First aid is the immediate treatment of a patient before trained medical personnel can take
over.

What is the aim of first aid?

1. Preserve life

2. Prevent further harm

3. Promote recovery
These three points are usually referred to as 3P” (principle of first aid).

How should you respond to a medical emergency?

43
 Assessing a medical emergency quickly and safely,

 Call for appropriate assistance

 Identify the injury or illness

 Give early and appropriate treatment in order of priority

 Comfort and reassure a casualty

 Hand over to emergency services

 Prepare and submit incident reports

What is important for the security guard at the scenes of a medical emergency?

When you arrive at the scenes of injury or medical incident the most important thing is to
survey the sites and identify the following;

 What physical hazards are present?

 How can the risk of further harm be reduced?

 Levels of consciousness of the casualty or casualties

What types of hazards could include in the medical scene?

Responding to the medical incident, a security guard should control the hazards present at the
site the types of hazards could include;

 Vehicles and traffic

44
 Machinery and equipment

 Live electricity

 Contaminants or chemicals

 Debris and damaged construction materials

 Flammable liquids or gases

What does mean basic life support?

Basic life support at the medical emergency is to provide the following three things;

 Initial assessment of a casualty

 Maintaining an airway and breathing

  Resuscitation – CPR
In the case of Catastrophic Bleeding: If a casualty is bleeding from a major artery, death
will occur within a matter of minutes.

In case of Heavy bleeding: If there is obvious heavy bleeding, treat this as first priority
before continuing with the cycle of primary care.

Conclusion: Many country’s private security regulatory agency has included First Aid in
security guard training, because, the security guard will see several accidents that need
medical assistance in the first place.

SECURITY GUARD AND HIS ROLE IN CHEMICAL LEAKS:

Security is a top priority for leading chemical producers. Responsible care companies should
be expert in chemical security and work hard to safeguard the communities. Chemical

45
professionals should collaborate with governments, national and international chemical
organizations to raise awareness about chemical.

Government Regulations: Rules and Laws are different from country to country. E.g. a) the
legislation needed to fulfill requirements under the chemical; b) Weapons Convention–Each
country passes appropriate laws; c) Each country must declare and track certain chemicals.

Chemical Security Assessment Characterize chemicals and threats: a) Evaluate chemical

compounds at a facility (Asset Assessment); b) Evaluate adversaries who attempt to steal
those chemicals or equipment (Threat Assessment).

2. Characterize the facility a) Evaluate the likelihood the facility will be targeted; b) Evaluate
the likelihood of a “Risk” or an Event that has consequences.

3. Characterize the risk: On facing an accident or a disaster, we should determine what is

acceptable and what is unacceptable risks; develop risk statement; assess the risk by
determining likelihood and consequence to allow for strategic decisions on control measures;
ideally we consider elimination or substitution first, to remove the hazard. A combination of
measures might be used based on their effectiveness and our ability to use them and maintain
them. Cost versus performance (risk reduction)

Contact that person immediately and inform them of the situation. Complete and
incident report on the situation. Wait to see if the alarm persists or if any further damage
appears to have been caused. If it doesn't escalate, reset the alarm.

What are the 3 steps to respond to a spill?

 Communicate the hazard. Immediately notify others working in the area and any supervisory
personnel of the hazard, and if the situation warrants it, evacuate the area. ...
 Control the spill. This step focuses on ensuring that the spill does not become any worse. ...
 Contain the hazard. ...
 Clean up the spill and any damage.

Emergency Planning and Response is Based on Four Principles:

1. Anticipation: It means the emergency planning and the response.

2. Recognition

46
3. Evaluation

4. Control

Examples for applying these principles:

If people are expected to use extinguishers, they must be trained.

Clearly post each room with emergency phone numbers.

And after hours phone numbers/ person(s) to be contacted.

Centrally locate safety showers and eyewashes. And teach employees to properly use the
Safety Shower.

Centrally locate spill clean-up kits. Clean up spill: only if you know the chemical hazards
have appropriate equipment and are trained to do so!

47
CONCLUSIONS generally, it is a chain of commands to handle specific safety/secure
responsibilities within the facility. Chem. Security, in conjunction with Labs Safety Team
individual science teachers, holds responsibility for developing and maintaining a safe
working environment for lab workers. Finally, security, the staff & employees are one team,
responsible for Secure/Safe Lab. And finally, together we can design, build, and operate
safe/secure laboratories!

Thus from the above literature, we can say that a security guard is key to any
establishment and he/she has to be trained to handle an emergency as a first responder
in the premises.

Now, we shall check with few companies, if they are training the guards enough to be a
first responder in case of a fire or safety issues.

which makes us understand that guards work even cover public holidays. They are
present at an industry facility all the time. So preparing them on fire and safety of the
premises and people could be an advantage to the employer.
 When asked if the security guards deployed at their premises should be trained on
basic first aid, 77.3% of the population answered that it is required, 18.2% answered
