PURPOSE
The Port of Fujaraih, is currently preparing for the project of refurbishment of the bulk handling
terminal at the city of Dibba. The Project scope consist briefly of the supply and performance of a
handling system from the new platform that will be performed by others and existing jetty at the port
area, to a new stockyard.
The handling conveyor alignment runs from the port to the new stockyard area in a 4.4 Km
approximated total length. Within this length there is a 1.2 km tunnel stretch from the port to the city
suburbs. After the tunnel, the conveyor runs upon steel supports founded upon reinforced concrete
raft footings.
The purpose of this document will be describing the visual inspection on site, and produce a pictorial
and written conditional survey report. The produced report will be based on the visual inspection
only, no core drilling, testing or structural sampling will be performed on the site and only external
area will be inspected.
Most developers and government authorities require conditional surveys to be conducted and
reports prepared by a professional surveyor for all sites adjacent to the proposed development site
prior to the commencement of any construction work.
For this matter TYPSA appointed Electra Surveying Engineering on behave of PHB, to perform
conditional survey and report on current defects which include settlement, cracking and any obvious
areas of deterioration of render, brickwork and concrete etc
The deliverables of this SOW are producing an independent report known as Conditional Report for
the inspected day, who will record the pre-construction conditions on the site, adjoining the developer
site and/or which may be influence by the developer work.
The survey will provide a final report which includes detailed photographs, (video if needed) and a
written component. By engaging Electra Survey our client will be provided with an independent report
which does not hold any bias towards either party.

By conducting a survey, prior to work commencing, client will be able to thoroughly assess
adjoining structures and ensure proper precautions are taken to minimize movement, vibration,
water overflow, loose site debris or any potential change to adjoining surfaces or features.
A conditional survey can also be used for site restoration after works have been completed. In
a case where roads, landscaping etc. need to be removed during construction the survey will be
utilized afterwards to ensure areas are returned to their original state.
Having a report conducted prior to commencement means that the company will have the
original site condition report as evidence to defend against any demands for damage should
they arise, and avoid expensive drawn out litigation.
Conditional survey reports are necessary for both contractors and property owners regardless
of the scale or complexity of the project.
In other words, conditional survey report is certainly not one of the more glamorous services that
Electra Surveying Engineering can offer, but none the less, this report is essential, particularly if our
client is an engineering company, contractor or developer about to embark on a new project.

PROJECT AREA
The proposed marine site is in port of Dibba and land site is outside of Dibba city in mountain area.
Both situated approximately 147 km NE of Dubai and 40km N of Fujairah, United Arab Emirates
(UAE).

This report is not a structural report; however, it does include a photographic record of the main
defects visible at the time of the survey. The report intendeds to contain an exhaustive list of minor
defects that are found in surrounding buildings, walls, fence, road, footpath including existing above
ground utility (general wear and tear, minor cracking, unevenness and blemishes).
Electra Survey will be reporting on building exterior if they are coming inside the requested survey
limit. The report is exclusively for the use of Dibba Bulk Handling Terminal location for Package 2
and is not to be used for any other purpose.
No responsibility/liability is accepted as the result of the use of this report by any other party. During
the inspection, Electra will not move objects that could be covering defects in the structure.
Photographs will be provided in the report and same photographs will be from the general areas that
may be affected by the proposed construction works and do not necessarily show defects.
The Conditional Survey Report mainly will record the existing conditions of the surrounding areas
also the existing conditions of the footpaths, street and nearby fences.
The main report shall not be construed as a certificate of warranty for the area, and the main report
will not cover issues such as building services, hazardous materials, fire safety, drainage, plant,
machinery, illegal building works, nor does it consider requirements of the National Construction
Code. Certification of any building or road works is excluded from this report
The scope of this project is not to be an exhaustive study, but is to preliminarily examine the
condition and the structures of the proposed survey area for the purpose of beginning discussion
on the most appropriate advice to the client with all necessary information before the Topographical
survey and any other design stage start.
Visual inspection will be performed on area where it is safe or reasonably possible to do inspection.
We will not be inspecting any part of the area that is concealed or inaccessible and therefore unable
to report.
It is to be stressed that it is not the intention of the report to enumerate each and every item on site
but rather to identify the area for surveying to see if any obstruction will interfere in the next process
of conducting topographical survey.
We will not undertake to assess the structural design of the any buildings or element existing on
site, but we will try to provide comment upon matters of concern that are considered to require
further investigation noted during our inspection.

PART 2: INTRODUCTION
The Conditional Survey Report is intended to record the current condition for Dibba Bulk Handling
Terminal - Package 2
The site inspection will be confirmed with client together, and the inspection need to be performed
in good weather conditions
This report of condition contains the following definitions and their descriptions are as follows:
✓ Good – No signs of wear of tear and able to perform the function for which it was installed.
✓ Fair – Showing signs of wear/soiling but still serviceable and functioning adequately.
✓ Poor – Subject to hard and long-term wear with repair and/or renovation generally necessary.
The below tables identify the classification of cracks and their sizes in relation to building, roads.

Scope of Report
The Conditional Survey Report is not intended to be a certificate of compliance of the area or an
insurance policy against problems developing with the building in the future.
Limitations
No responsibility can be accepted for defects which are latent or otherwise not reasonably detected
on a visual inspection without interference with or removal of any of the structure including fixtures
Electra will not be commenting on any environmental issues, hazardous materials and the like and
did not form part of the brief
Important Information
Any person who will relies upon the contents of the Conditional Survey Report does so
acknowledging that the above clauses, definitions and disclaimers that follow define the Scope and
Limitations of the inspection and form an integral part of the report.
Disclaimer of Liability
No liability shall be accepted on account of failure of the Conditional Survey Report to notify any
problems in any area’s or sections of the subject property physically inaccessible for inspection, or
to which access for Inspection is denied by the Surveyor (including but not limited to any area’s or

Report Definition
This report is limited to a visual inspection of areas where reasonable access is available at the time
of inspection. It does not purport to be geological as to foundation integrity or soil conditions,
engineering as to structural, nor does it cover the condition of electrical, plumbing, gas or motorised
appliances. It is strongly recommended that an appropriately qualified contractor check these
services prior to purchase.
