1.0 Scope

This manual established the Health Safety & Environment management


requirement to be compiled by the Organization including their sub-
contractors during construction. This organization is expected to exceed the
requirements given in this manual. Requirements given in this manual will
supplement the work of HSE management as mentioned in the relevant
acts/legislation, contractual conditions and job specifications. In case where
different documents stipulate different requirements then the most stringent
shall apply. Health, Safety and Environmental Manual details the Health,
Safety and Environmental management system of MKCIL in meeting the
requirements of following:

a. OHSAS 18001: 2007 Occupational Health and Safety Management Systems


b. IRC: SP:108-2015 Environmental Management Systems

2.0 HSE Policy

MKCIL is committed to ensure the following:

a. Meeting and exceeding customer’s HSE requirements and expectations;

b. Good Health & Safety of Employees, contractual workers while safeguarding


material and equipment from damage;

c. Environment protection by minimizing pollution and optimizing the use of natural


resources;

d. Compliance of all safety and regulatory requirements;

e. Continual improvement of HSE performance through team work, innovation, skill and
competence;

f. Spreading awareness of HSE among employees, contractors and interested parties.

3.0 HSE Objectives-I

The objectives are:

a. Operations without incidents and accidents;


b. The assurance of safe working conditions in order to reduce the level of
professional diseases, personal traumatism and loss of time caused by it.
c. Taking measures to expect the unsafe working conditions.
d. The timely identification and estimation of industrial dangers and risks for the
company employees and the inhabitants within areas of company’s activities,
decreasing possibilities of their occurrence and preventing any losses.
e. The betterment of environment & care for nature to reduce the effects of
construction wastes, contaminants dumping.
f. The efficient use of natural resources.

4.0 HSE Objectives-II

a. The assurance of manpower health and life protection, materials & capital equipment
protection, minimization of any potential risks dealing with MKCIL activities.
b. The implementation of HSE requirements as well.
c. Prevention of emergency situations and risks caused by violations of HSE
requirements for occupational health, industrial and environmental safety and other
requirements for construction.

5.0 HSE Management System

The following elements are mandatory in the MKCIL HSE Management system:

a. Management & Responsibilities.


b. Policy & General tasks.
c. Organization chart, policy, resources, standards and documentation.
d. Risks assessment & management.
e. Plans and development of procedures.
f. Plans of emergency responses.
g. Implementation and execution control.
h. Performing audits and inspection.

6.0 HSE Plan

6.1 Management and Responsibilities

 MKCIL management board have the responsibility for understanding of HSE policy,
behavior code, procedures, compulsory rules, instructions & HSE needs of clients.
The MKCIL board will ensure the conduction of HSE procedures & training for all
personnel before beginning of any Project work.

 MKCIL management board will always keep an open dialogue flow with
customers/clients. Fulfilling all Customer HSE procedures & requirements such as
honesty, respect, and meeting are mandatory.

 Functional duties, permissions and responsibilities of all personnel responsible for


construction safety are reflected in MKCIL HSE Management system.

 MKCIL Managers at all levels will be responsible for management & execution of
process tasks and goals in the area of industrial and ecological safety, accident free
operation, labour and environment protection

 MKCIL employees who are responsible for execution of any Project work are also
responsible for violation of HSE requirements. Depending on the violations
behavior and degree, the employees may be subjected to disciplinary,
administrative and financial punishments.

6.2 RESPONSIBILITIES, AUTHORITIES AND ACCOUNTABILITIES


Responsibilities, authorities of personnel who manage, perform and verify HSE
activities are as detailed below.

6.2.1 Managing Director

MD is the Chairman of the HSE Department and is responsible for periodical reviews
of company level HSE management and to provide necessary resources.

6.2.3 Project Manager

The Project Manager will be fully responsible and accountable for all activities of
the work site. His detailed responsibilities include the following:

a. Implement MKCIL and Client HSE Policy and HSE Plan.

b. Ensure the provision and use of suitable safety equipment and protective clothing.

c. Ensure that plant, vehicles and equipment are suitable, regularly maintained,
correctly operated and not misused.

d. Ensure that all accidents are reported and investigated.

e. Initiate action to rectify the unsafe conditions and practices.

f. Ascertain that all 'First Aid' facilities are kept available and maintained.

g. Ensure that provision of a tidy and well-organized working environment.

h. Ensure that the employees, under his control, are adequately trained for the work in
hand.

i. Issue clear, specific and regular instructions on HSE requirements, when directing
operations.

j. Set and maintain a personal example at all times.

k. Take part in:

• The Investigation and reporting of incidents.


• Site HSE Audits
• Site Hygiene inspections
• All HSE meetings.

6.2.4 Safety Engineer

a. Ensure that supervisors and workers have received the necessary / required HSE
Induction training.
b. Conduct regular HSE inspection at sites. Monitor Toolbox talks conducted by
Project Engineer/ Supervisor
c. Conduct Toolbox meetings at area level. (Tool Box Talk review on other
activities.)
d. Take part in investigations of accidents (incidents’ including near misses).
e. Gathering and compiling of safety data.
f. Interact with Project Manager, Supervisors and Workers
g. Perform safety audits as per specific instructions.

h. Identify the areas of environmental protection requirements.


i. Discuss with Management on training requirements and implement education of
the workforce.
j. Monitor the activities involving potential environmental damage and advise the
Project Manager on corrective actions.
k. Discuss with the Project Manager/ Project In-Charge on the effectiveness of the
HSE monitoring programme.
l. Monitor First aid facilities

6.3 General Tasks

MKCIL considers the following to be general:

a. Development and implementation of measures to improve personnel’s working


condition and life, industrial and environmental safety, in order to prevent
accidents during work, professional diseases and lessen the negative influence
upon environment.

b. A detailed analysis of the dangerous factors involved and the risks being covered
along with development of compensative measures.

c. Assurance of safety, labour and environment protection regulations being


prioritized.
d. Constant betterment of the HSE system/

e. Each worker’s job conforms to the needs of the industrial & environmental safety
in the work place.

6.4 General Tasks

MKCIL considers the following to be major tasks:

6.4.1 Debris Disposal

Following precaturion we wiil take while disposing of debris/waste material:


we take care that,

• Our dumping site shall not contaminate any water sources, rivers
• Public perception about the location of our debris disposal site is always positive
• During the site clearance and disposal of debris, public or private properties are not
damaged and traffic are not irrupted
• In the event of any spoil or debris from the sites being deposited on any adjacent land,
the same concessionaire and contractor immediately removed and the affected area is
restored to its original state.
• Effective water sprays during the delivery and handling of material when dust is likely to
be created.
• Material having the potential to produce dust, shall not loaded to level higher than the
side and tail board
• During disposal of debris, proper waring sign to be installed.

6.4.2 Quarry Management


• We take care that our borrow pit sites shall be restored to a safe and secure area usable
to the public enabling safe access to the restored site by filling the quarry pit floor to
approximately the access road level.
• Quarry sites are located away from the residential area.
• We also take care that direction of smoke which is omitted from crusher plant is opposite
to the residential area.
• We take that noise level shall be monitored at already designated locations in
accordance with the ambient noise quality standard.
6.4.3 other precaution

• We take care that no indiscriminate exploitation of natural resources


• disposal of debris and waste should not pollute air and water
• In no circumstance debris in any form should be allowed to be dump anywhere except
the designated places and left uncovered as it can degrade the land, obstruct the
channels and water courses, present unsightly landscape and increase dust pollution.
• recycling of waste in general for using construction for helping the larger cause of
environment.
• Communication should not suffer from our construction activity.
• Use of diverse mix of local species native to the corresponding natural vegetation type.
• ensuring that restoration minimizes any additional temporary disturbance, particularly soil
erosion and loss of adjoin regenerating natural vegetation.
• Avoiding work during nights to facilitate movements of mammals and carnivores.

6.4.4 Health care Facilities

our construction camp facilitated with sanitary latrines and urinals and sewerage drains
should be provided for the flow of used water outside the camp. The sewerage system
for the camp is properly designed built and operated so that no health hazardous
occurrence and no pollution to the air, ground & water course take place. We also
provided garbage bins in the camp and regularly emptied and dispose in a hygienic
manner.

 Shelter at workplace
At the work place we have provided free of cost shelter for all workers as well as three
times meals.

 Canteen facility
we have provided a cooked food free of cost for the benefit of workforce and we also
take care that the kitchen is maintained clean and all ingredients which used for cooking
is of good quality.

6.5 HSE Organization

The implementation and management of projects at different stages of construction will


be undertaken with the co-operation of the respective managers, technical persons and
engineers in accordance with assigned functions and duties. The duties and
responsibilities of the respected people as per the HSE schedule were mentioned in their
job descriptions.
The immediate control over construction and environmental safety will be carried out by
the HSE Department of MKCIL.

6.6 Induction Training for Employees

• MKCIL will organize program of illustrated, drawn up induction training in


accordance with project HSE requirements.
• MKCIL will provide induction training of HSE for each employee before work
execution to help familiarize with a project requirement and procedures.
• People who did not pass the given induction training will not be admitted to the project.

6.7 HSE Legislation

• Whole production activities of MKCIL are conducted in accordance with legislation


requirements applicable within India and under constant control of state supervision
authorities and control within all areas of management from project construction upto
their commissioning.
• These are regulatory acts, norms, rules, instructions, requirements, within the area
of HSE are used within all sites.
• MKCIL will continuously monitor changes in legislative requirements
applicable for the construction sites.

6.8 Emergency Response Plan

• During the construction activity there could be possibility of many emergency


situations taking place on the project: accidents, fires, explosions, emissions, and
spillages of harmful and hazardous substance.

• For the purpose of eliminating consequences of emergency situations before the


beginning of the work for each project, there will be possible emergency response
plan prepared in accordance with customer emergency procedure to control unsafe
working conditions on the project.
