I responded to the intersection of Nelson and Griggs. Ofc. Schurr had reported a traffic stop and that one subject was actively running from
him. I responded in vehicle 3367 with overhead lights and sirens. There were several radio checks on Ofc. Schurr in which he was not
responding. I verified with dispatch that more cars were enroute to his location and that Ofc. Schurr's vehicle still mapped at Nelson and
Griggs. Dispatch advised his car was still there. Ofc. Schurr then got on the radio and advised he was involved in an OIS. I made sure there
were two ambulances enroute to the location. I arrived shortly after Ofc. Grace and Mott arrived. They arrived at approximately the same
time as Sgt. Johnston arrived. I parked at the NW corner of Griggs and Nelson. Ofc. Schurr and the others were North and East of the
intersection, in front of 17 and 17 Nelson. As I approached I observed on subject lying face down between the two address, near the
front yard. There was no movement. I made contact with Ofc. Schurr and had him holster his department issued firearm and fall back to
where I had parked. He followed my directions and went to where the incoming cars were responding. We then cleared the suspect car which
Ofc. Schurr had initially stopped. Once that was cleared we made several commands to the subject lying in the yard. There was no
movement and we did not see the suspect did not have any weapons in his hands. We then checked for signs of life and for wounds. Ofcs.
administered CPR. I advised dispatch for medical to come to the scene.

Sgt. Dionne, who had also responded, advised me Ofc. Martin was Ofc. Schurr's companion officer and he was able to get a public safety
statement.

At that time I directed units to create a perimeter and to tape of the areas at Nelson and Orville, Griggs and Silver, Griggs at Newark, and
Nelson and Elliott. Ofcs. Newton and Sanders then conducted a canvas of the neighboring houses for witnesses or security cameral footage.
Ofc. Grandy remained with the suspect.

I advised Lt. Bush of the incident and he advised he was contacting the appropriate unit commanders.

I was advised of a two cameras which were mounted to neighboring houses and I advised Det. Weston who had arrived onscene.

While onscene I also spoke with Chief, DC Rifenberg, Cpt. Bylsma.

While MSP was onscene I checked with all the perimeter units and made the appropriate adjustments as they were needed.

Ofc. Lahuis then transported Ofc. Schurr's patrol vehicle to HQ. He was followed by MSP and Ofc. Sanders.

I stayed onscene until MSP was finished and notified GRPD personnel they could clear.

Sgt. Johnston stayed at the scene until Merl's completed towing the suspect vehicle and GRFD finished a wash down.

I responded lights and siren to assist Officer Schurr who was calling for help after a traffic stop that turned into an Officer Involved Shooting.
BWC/DICV activated.

Sgt. Tim Johnston was first on scene and I arrived shortly after that with several other Officers. I covered on the car until we were ready to
clear it. Other Officers were covering the suspect.

Officer Schurr advised that the suspect was down and he was ok. A second subject in the car was secured and we cleared the car.

The suspect was on the ground in front of 17 Nelson. He was not moving and still had Officer Shurr's ECD and body cam next to him.

I cut the suspect's shirt with my knife to assist Sgt. Johnston who was doing CPR. Officer Sanders hooked an AED up to the suspect.

Once the scene was secured medical units took over. The suspect was pronounced dead. TOD was 08:33 hours per Dr. at Butterworth
Hospital.

I then spoke with witness , who lives at

immediately stated "your Officer, he did all the right shit." "He did everything he could do to deescalate the situation."

stated that he was upstairs and saw that there was a traffic stop outside. He stated that the Officer was at the driver's side of the car
and told the suspect "I'm arresting you."

stated that went downstairs and saw the Officer wrestling with the suspect in front of 17 Nelson. stated that he yelled to the
suspect to stop. He stated that he also yelled to the passenger of the car to tell his friend to relax.

The suspect continued to fight with Officer Schurr. The suspect's flip flops were in front of house and he stated that the Officer
tackled him there first and then he ran south.
initially thought the the flip flop was the Officers radio until the walked out there and saw it was a shoe.

Officer Schurr had called out on the radio that the suspect's has his ECD(Taser). I asked if he saw the suspect with the Officer's
Taser and he stated "yeah he took the Officers Taser!"

I asked where the other occupant of the car was during this. He stated that he was standing inside the open passenger door of the
car.

I asked again if he saw the suspect take the Officer Taser. stated that the Officer deployed the Taser but it didn't work and the
two were still tussling and the suspect tried to take the Taser.

stated that he ran upstairs to get his phone when he heard a loud pop. I asked him if he saw the suspect point the Taser at the Officer
and he stated " No they were tussling and he took it away." stated again the the Officer did the correct thing.

I advised that MSP investigators were on the way an they would need to speak with him.

I then spoke with the resident of , who goes by

stated that he was in the house when he got a motion alert on his Ring camera. stated that he didn't by the subscription for the
Ring so it doesn't save any video.

stated that he looked outside and saw the Officer struggling with the suspect. He stated that the Officer Tasered the suspect once and
went back inside to get his phone.

stated "I think he Tasered him again." stated that a moment later he heard a gunshot and saw the suspect drop. He stated that the
Officer walked back to the car and handcuffed the other occupant.

I asked if he saw the Officer shoot the suspect. He stated that he couldn't see who had a gun because the Officer and suspect were
scuffling, but he heard a shot and saw the suspect hit the ground.

was also advised that MSP investigators would be there to speak with him.

I remained on scene at Nelson and Griggs until MSP investigators were done. I then drove Officer Schurr's car back to the GRPD motor pool
where it was secured. The AED from this cruiser was taken as evidence by MSP.

I got a ride back to the scene and cleared.

On 4/4/2022 at 08:13 hours, I (Sgt. T. Johnston #543) responded with lights and siren to Nelson and Griggs. Officer Schurr had called out a
traffic stop at that location on a tan Nissan Altima and moments later broadcast that the suspect was running from him northbound. There
was a long period of radio silence during which Dispatch made numerous attempts to check on Officer Schurr's status.
Just before I arrived, Officer Schurr got on the radio and stated that he had just been involved in a shooting and that the suspect was
down on the ground. Dispatch advised that Medical Units were being sent.
I arrived onscene and saw Officer Schurr taking cover behind a tree on the parkway which was about 20 feet south of the location of his
cruiser. I observed one male lying face down in the front yard of 17 Nelson Ave SE. The man's hand was concealed underneath his body
near his waist possibly concealing a weapon. I did not know if the suspect had shot at Officer Schurr, but Officer Schurr had stated that he
was "10-4" just before I arrived.
A suspect vehicle (tan Nissan Altima) was in front of Officer Schurr's fully marked GRPD police cruiser, which had it's overhead lights
activated. They were facing northbound on Nelson just north of Griggs Street. The passenger side door of the Nissan was standing open and
a second subject who had presumably exited the vehicle was standing beside the Nissan on the passenger side next to the open door.
Officer Schurr maintained coverage of the suspect who was down in the yard. I drew my firearm, took a position of cover behind the rear
bumper of Officer Schurr's cruiser and began giving loud verbal commands to the subject standing next to the car. He was slow to follow
direction and would not keep his hands up on his head. I had to give repeated commands before he would comply. Officer Lahuis, Officer
Grace, Officer Mott and Officer Sanders arrived behind me and came up to assist.
My goal was to make the scene safe as quickly as possible so that we could safely move forward to render aid to the subject in the front
yard without being attacked or shot by the subject standing outside the car or any other unseen person who may have been inside the
suspect vehicle.
The man standing next to the Nissan was called backward to our location, secured, and patted down for weapons. The subject's slow
responses to my commands, lack of any verbal responses, and general lethargic demeanor made be believe he may have been under the
influence of alcohol or a controlled substance. He also was holding a lighter in his hand. Officer Mott took custody of that individual. The
subject was wearing a yellow and gray Nike hooded sweatshirt and he dropped the lighter as he was being handcuffed.
I then coordinated with Officer Sanders and Officer Lahuis to move forward and clear the Nissan to ensure that no other subjects were
inside that could pose a threat to us. The rain and reflections on the car windows obscured my ability to see clearly into the suspect vehicle.
Additionally, I still did not know if the suspect on the ground was hiding a firearm underneath of him and he had not been responding to any
verbal direction. Once the suspect vehicle was deemed to be clear, I then approached the downed man while other Officers maintained
lethal force coverage while moving up with me. As we approached I observed a black angular object partially visible under the suspect's left
hip and initially thought it was the grip of a handgun, but as I got close enough to grab onto him I then was able to distinguish that it was
Officer Schurr's Body Camera that had apparently been dislodged during the struggle. I rolled the subject over, rolling him to the west and
onto his back. I observed that Officer Schurr's Taser was lying undrneath the suspect where his hand had been and also Officer Schurr's
Body Worn Camera, which was still recording. The Taser had been deployed and the wires and probes were on the ground. The man had
blood coming from his nose and I could also see blood on the shoulder area of his sweater.
I could not detect any pulse on the subject and began CPR chest compressions. Officer Grace returned with an AED. I lifted the man's
sweatshirt to check for wounds and saw none. We had to cut his sweater open to place the AED pads on this chest and ribs. No shock was
advised and we continued with CPR performed by Officer Sanders and I. GRFD and LIFE ambulance arrived to take over the life saving
measures but soon declared the man was deceased.
Rain and sleet were falling down and in an effort to preserve the scene two new yellow foam blankets were placed over the deceased
suspect, taser, BWC, and puddle of blood where the suspect had been lying face down prior to being rolled over.
I then conferred with Sgt. Calati and Sgt. Dionne to make sure that all of our Officer Involved Shooting Protocols were being put in place
and the scene was protected.
Officer Schurr was assigned a companion Officer and checked by EMS. The scene was taped off and Officers were assigned to go door to
door in an attempt to locate and identify any neighbors who had witnessed what had happened.
I briefed Deputy Chief Rifenberg and Captain Bylsma when they arrived.

On 04/04/2022 at approximately 0905 hours - I was contacted by Detective A. Johnson to assist with collecting video evidence on an officer
involved shooting that happened near Nelson Ave / Griggs St SE. I was asked to meet Detectives Johnson and Weston at 17 Nelson Ave
SE.

I arrived on scene and worked with the resident, , to share the video that was captured of the officer involved shooting. has
Xfinity at the address which provides home security that includes an exterior mounted camera and doorbell cameras. accesses the
surveillance video via her cellular phone.

Using her phone, and the Xfinity App, I was able to share several videos video text message to my department issued cell phone. The Xfinity
application would only allow the sharing of videos in clips that were about 2 minutes in duration. I shared a total of 17 clips from two different
cameras.

I asked if she would allow me access to her account via my laptop because I believed the mobile version of the application was now
allowing her to share longer clips. did not feel comfortable logging into her account on my laptop. She tried to access her account on
her tablet but was unsuccessful.

While on scene, I made contact with Captain Bylsma who was debriefing the Michigan State Police investigators who were conducting the
investigation into the shooting. Sergeant Turbergen provided me with his business card so that I could share the videos to him as soon as
possible. I sent each of he 17 videos to him via text message.

When I returned to the Grand Rapids Police Department, I uploaded the videos to Evidence.com where they were stored under this report
number.

R/O responded to the listed location to assist with an officer calling for help.

Upon arrival the initial scene was secured. R/O was directed by Sgt Calati to canvas the houses on Nelson Ave, between
Griggs St and Orville St. At 0828 hours R/O began the canvas.

17 Nelson - heard one gun shot but were in bed on the back side of the house. Both ran to the front and looked
outside. They said they saw several police officers giving commands and a subject in a white sweatshirt being arrested. Then they went up
to the subject on the ground.

17 Nelson - No one home

17 Nelson - said he heard yelling and then heard one gun shot. said when he went to the front window he saw one subject
down on the ground and a group of police officers moving towards him.

17 Nelson - said she was sleeping, as was everyone else in her house. did not see or hear anything. has a
Ring Doorbell and the camera captured video of the traffic stop and full incident. This information was relayed to Sgt. Calati and then to Det.
Weston.

17 Nelson - said she did not see or hear anything.

17 Nelson - said him and his wife did not see or hear anything.

17 Nelson - No answer but there was a Ring Doorbell.

I Responded to Nelson Ave Se and Griggs St Se on an Officer involved shooting involving Officer Christopher Schurr.

On arrival, Sgt. Calati and Sgt. Johnston were already on scene, securing witnesses and protecting the scene. I then met with Officer Schurr
who was sitting inside of a police cruiser. I checked Officers Schurr's physical welfare and confirmed that he was not injured.

I then obtained a public safety statement from Officer Schurr for the purpose of obtaining specific information needed to assist in the
investigation, safety of the public and preservation of evidence.

Following the public safety statement, I assigned Officer Patrick Martin as Officer Schurr's companion Officer and then requested that medical
respond to check Officer Schurr's vitals. After being medically cleared at the scene, I directed Both Officer Martin and Ofc Schurr to respond
to the training unit at HQ.

I then remained on scene until MSP cleared the scene following their investigation.

On 4/4/22 Officer Mott and I were working a two officer car assigned to unit 1625 in vehicle 3474. Officer Mott and I were assigned to the
South Service area for the shift.

At approximately 8:11 a.m. I heard Officer C. Schurr working unit 1915 call over the air that he was initiating a traffic stop in the area of
Nelson Ave SE and Griggs St. SE. Briefly after this Officer Schurr notified units via radio that he had one flee from the vehicle running North.
At this time Officer Mott and I began to head to the area to assist with the apprehending the suspect.

As Officer Mott and I were in route to Officer Schurr's location Officer Schurr notified units via radio that he had been involved in an officer
involved shooting. Officer Mott and I then arrived on scene and I observed Officer Schurr positioned North of Griggs on Nelson, Officer
Schurr was on the East side of Nelson. It appeared that Officer Schurr was still holding cover on a black male who was lying face down in a
front yard Northeast of Officer Schurrs location. At this time I positioned myself behind cover next to Officer Schurr and held lethal cover on
the described suspect in the yard. The suspect was located in the front yard of a house located approximately of
Griggs on of the street. The suspect was in the front yard of a yellow colored house and was laying North of a driveway. The
suspect's feet were facing Southwest (towards Nelson) and the suspect's head was facing Northeast (towards the described yellow house).
Suspect was a black male, approximately 25-35, approximately 200 lbs, braided black hair, medium complexion, grayish jeans.

As I was holding cover on the suspect I was notified by Officer Mott and Sgt. Johnson that there was an additional suspect involved with the
investigation. Officer Mott and Sgt. Johnson announced that they were addressing a passenger involved with the suspect vehicle. Officer
Mott and Sgt. Johnson announced that the suspect was in custody and briefly after additional officers were able to secure the vehicle, which
was clear of additional suspects.

Once the suspect vehicle was announced clear Sgt. Calati, Sgt. Johnson, Officer J. Sanders, and I approached the suspect to provide
medical aide. As we approached, the suspect was laying face down in the yard and appeared to have a gunshot wound to the rear of his
head. Announcements were made to the suspect to display his hands and the suspect did not move, his right arm was positioned under his
body and was not visible. The suspect was addressed and positioned face up, the suspect at this time was unresponsive and CPR was
immediately initiated by officers. At this time I provided cover for the officers providing medical aide as a result of not knowing if there were
additional outstanding suspects involved in this investigation. CPR was continuously performed by Officers, Fire and EMS and a defibrillator
was attached to the suspect as well. As medical treatment was being provided I did not observe the suspect display any signs of life and he
was later pronounced as being deceased. Two new medical tarps/blankets were used to cover the suspect and additional evidence, which
was a Taser, body worn camera, and what appeared to be blood on the dirt, that was positioned directly South of the suspect.

It appeared that prior to positioning the suspect face up that he was laying on top of or directly next to the Taser and body worn camera. It
also appeared that the described Taser had been discharged and I observed Taser wires and a Taser probe near the suspect.

When the suspect was pronounced deceased I was relieved from the suspect's location and assisted Officer Mott with removing the other
involved suspect, , from our police car and placing him in Officer Partak's police car. I observed Officer Mott search
and released the wallet and phone to Officer Pratak. No additional action taken.

I remained on scene until the scene was declared secure and Officer Mott and I were relieved by Sgt. J. Dionne.

There did appear to be a black male, approximately 30 years old, recording the incident from inside of the yellow house.

Weather conditions: sleet (medium-heavy down pour), approximately 35 degrees, cloudy. Fahrenheit.

Officer Mott's follow-up report:

On Monday, April 4, 2022, at 0811 hours Officer Grace and I were a two-man unit under callsign 1625. We were assigned to the south
service area operating marked police cruiser 3474. I was the driver while Officer Grace was the passenger. While patrolling the area of 1100
Bemis we heard radio traffic from Officer Schurr conducting a traffic stop near Nelson and Griggs St SE.

A short time later we heard Office Schurr state he had a subject running Northbound on Nelson just north of Griggs St SE. At this time, I
activated my emergency lights and sirens near Bemis St SE and Eastern Ave SE. While enroute to the area of Nelson Ave SE and Griggs St
SE, dispatch raised Officer Schurr multiple times with no response.

Officer Schurr came back over the air stating he needed units and he had been involved in a shooting. Officer Grace and I arrived on scene
as well as Sgt. Johnston at the intersection and immediately approached from South of Officer Schurr’s location. I observed Officer Schurr to
the left of a parked vehicle. At this time, Officer Grace provided lethal coverage on a suspect laying face down to the East of the street. The
subject was approximately 10 yards East of the curb in a front lawn. The suspect was oriented in a north-south direction with his feet to the
south. I was unable to see the suspect’s hands from my position. I, along wit Sgt. Johnston, began to address another male who was
standing next to the open passenger side door of a car in the middle of the street.
I transitioned to hands free and place the unknown male into handcuffs and immediately conducted a pat search of his person with nothing
illegal found.

I proceeded back to my vehicle on Griggs St SE and placed the male, later identified as , in the back of my patrol vehicle.
While walking back to the patrol car I asked if there was anybody else with him or any weapons to which he replied no. stated his
wallet was in his pants and I removed his wallet and phone from his person and placed it in the front of the vehicle. I noticed his phone was
on camera mode however, it did not appear to be recording. I placed phone on airplane mode. asked several times “Is my
friend alright?” I told I did not know anything and that I was sitting with him. At no time did I question or read his
constitutional rights.
I informed Sgt Dionne that I had the in my cruiser. Sgt Dionne instructed me to sit in the vehicle and to not question or read the Miranda
rights to the

The decision was made to have Officer Partak transport to the police station for further questioning. I removed from the back of
my vehicle and walked him to Officer Partak’s vehicle. Prior to placing him in the back of Officer I checked spacing and double locked the
handcuffs. was searched once more and placed in Officer Partak’s vehicle.

At this time, I returned to my vehicle prior to Sgt. Dionne instructing myself and Officer Grace to clear from the scene. We proceeded to HQ
and placed our body worn cameras on the docking station for the video to upload.

BWC/ICV activated and operational.

INFORMATION

At approximately 08:11 hours on 04/04/22, I responded with other officers to Nelson Ave SE & Griggs St SE.

I initially heard Ofc. Christopher Schurr broadcast over the radio that he was making a traffic stop at that location, followed shortly after by an
update that a subject was running NB. I began driving emergency to the scene at that time.

I heard Ofc. Schurr broadcast a request for additional officers before advising over the radio that he had been involved in a shooting. Ofc.
Schurr advised over the radio that he was okay, but the suspect was down.

ACTIONS ON SCENE

As I arrived on scene, I was directed to Nelson Ave SE & Orville St SE to block any SB traffic. I blocked the street with my patrol vehicle and
initially ran to the scene to determine if any assistance was needed there.

As I approached, I observed multiple officers turning the suspect over onto his back, preparing an AED, and beginning CPR. The suspect's
eyes were open and motionless and there was frothy blood coming from his nose and mouth. I did not see any obvious movement or other
signs of life.

Due to the number of officers already rendering aid, I returned to my patrol vehicle to secure the perimeter and ensure that Fire and EMS
could access the scene from Orville. I assisted with taping off the street and remained posted at Nelson & Orville for the remainder of the
incident.

I responded to Officer Schurr's traffic stop from the North Service area after he requested more cars to assist after a suspect had fled on foot.
I could tell from the distressed tone in Officer Schurr's voice that he was in some sort of struggle or altercation. While I was enrout, Officer
Schurr advised over the Grand Rapids South Talkgroup that he had been involved in a shooting and he was okay.

When I arrived on scene there was already several Officers up at the immediate scene who advised that there were no outstanding suspects.
I assisted in putting up crime scene tape at nearby cross streets to secure the scene for investigation purposes.

I then maintained security at the Griggs/Newark intersection until relieved.

On 04/04/2022 at approximately 08:16, I responded to the area of Nelson Ave and Griggs St to assist on the scene of an officer involved
shooting.

I arrived on scene and was directed by Sgt. Dionne to help with the canvass of the area. I knocked at 11 Griggs St and was advised by a
neighbor that the residents weren't home. I noticed a ring camera installed on the door, but it was facing south towards Griggs St, and most
likely wouldn't have captured the area of the scene.

I spoke with the resident at 11 Griggs St who told me she heard one gun shot but nothing else. I spoke with the resident of 11 Griggs St
who did not hear or see anything. I made contact with the resident at 11 Griggs St who told me her young daughter reported hearing one
gun shot but nothing else.

Finally, I spoke with the resident of 11 Griggs St, . told me he heard one distinct gun shot this morning, but didn't
see or hear anything else. I asked about cameras and pointed out a camera that was mounted on the north side of his house. The
camera angle points north along Nelson Ave and appeared to be pointed in the direction of the scene. said he would review his
footage to see if it captured anything. He also noted that the videos store for at least a month and he'd be willing to share whatever he had
with detectives if needed.

Once my portion of the canvass was complete, I was instructed by Sgt. Calati to relocate to the north end of the perimeter. I assisted with
blocking the intersection of Nelson Ave and Orville St until advised by Cpt. Bylsma that we could clear.

On 4/4/22 at approximately 8:11 hours, I responded to Nelson/Griggs to assist Ofc. Schurr with a traffic stop. Ofc. Schurr urgently asked for
additional officers. I responded with lights and sirens activated. Ofc. Schurr did not answer the radio despite numerous attempts by dispatch
to raise him, leading me to believe he was in trouble. Eventually, Ofc. Schurr was able to get on his radio and advised he had just been in a
shooting.

Upon arrival, I found Ofc. Schurr standing a short distance away from the scene with Sgt. Dione. I was assigned to be Ofc. Schurr's
compation officer and had him sit in my cruiser. The weather outside was terrible; cold, rain/snow and wind.

Ofc. Schurr's uniform pants had dirt and mud on them, along with his duty belt and hands. His ECD was missing from its holster. Ofc. Schurr
was out of breath and coughing, as one does after hard physical exertion in the cold. He asked for water, but I had only a very small amount
in a bottle I already drank from. I retrieved his water bottle from his cruiser so he could have a drink.

I stood by with Ofc. Schurr until LIFE Ambulance arrived to check on him. After medics cleared him, we went downtown to meet staff at the
GRPD training unit. I collected Ofc. Schurr's outer clothing, boots and body armor in paper bags at Forensics' request. Body armor was too
big to fit in a bag but was left with the other clothing.

Ofc. Reinink drove Ofc. Schurr's vehicle home and I picked Ofc. Reinink up to bring him back to GRPD Headquarters.

At approximately 0823 hours I self dispatched to Nelson and Griggs SE after hearing that an officer had been involved in a shooting.

I arrived and was directed to block the intersection at Griggs and Silver SE which was accomplished using crime scene tape and my cruiser.
I was then directed for traffic control at the intersection of Griggs and Nelson. I was summoned to 11 Griggs SE by a female who asked
what was going on. I asked her if her or anyone inside had seen the incident. She replied that no one had. I continued to provide traffic
control - ingress / egress to the scene.

I was called by Deputy Chief Rifenberg advising me of an Officer Involved Shooting that had just taken place on today's date. I was
assisting at a Firearms training session at our outdoor shooting range. He asked I come back to HQ to open the Training Unit for the involved
Officer and his companion Officer could use one of the classrooms.

I responded to HQ and opened the large classroom in my office. A short time later Officer Schurr and Ofc P. Martin came into the office
along with Officer Reinink as his Union representative.

I conferred with Lt Forner reference conducting a round count of Officer Schurr but we needed Forensics to photograph / process Ofc
Schurr's uniform and gun belt prior to that. Once that was completed Ofc Schurr was allowed to shower and change over into his street
clothes. We then conducted a round count in the Training Unit armory outside my office. Lt Forner was present along with a MSP D/Sgt. Ray
Sowa. Ofc Schurr was also present. I emptied each spare magazine and each contained 17 rounds. I cleared the chamer of his issued Glock
17 Handgun, Serial number and emptied the magazine in it. There were 17 rounds total between the round in the chamber and
the magazine. There were 51 total rounds counted.

After I conducted the count I left the armory and Forensics left with the evidence to be tagged. See other's reports for more information.

On 04-04-22 at 0810 hours I responded to the area of Griggs/Nelson in reference an Officer Involved shooting.

Once on scene myself, Ofc. LaHuis and Sgt Johnston cleared the vehicle related to the traffic stop. After clearing the vehicle I immediately
grabbed an AED to provide life saving measures.

I applied the AED pads on the subject. The AED did not advise a shock. Myself and Sgt. Johnston performed CPR on the subject until we
were relived by GRFD.

Once the scene was secured, Sgt Calati directed me to canvass the immediate area. I canvassed the following dwellings :

At the date and time listed myself and Detective A. Johnson responded to an officer involved shooting near Griggs St and Nelson Av.
Detective Johnson and I were tasked with assisting at the scene. We were advised that per GRPD policy the Michigan State Police would be
handling the investigation. Detective Johnson and I were advised by patrol officers on scene that 17 Nelson Av Se had an exterior
surveillance camera that may have captured the incident. Johnson and I made contact with the female resident who stated that she did in
fact have an exterior surveillance system and she could view that video on her phone. The resident advised that she did not know how long
it would be saved for and she stated that she would forward me the video clip of the shooting to preserve as evidence. This was attempted
but was unsuccessful.

Detective Roszkowski was then contacted and asked to respond to the scene. Roszkowski has some additional training and expertise in
video systems. Roskowski was able to obtain a couple video clips of the incident from 17 Nelson Av Se.

Detective Johnson and I stayed on scene until Detectives from MSP arrived on scene. The video clips were forwarded by Roskowski to the
MSP Detectives and we briefed them on the circumstances surrounding the incident as we understood them. I was also advised that Officer
Schurr's body camera was still activated on the ground near the decedent. This information was also relayed to MSP Investigators.

Johnson and I then were instructed to return to GRPD Headquarters and assist with getting two of the MSP detectives to the Major Case
Team Interview area so they can speak with a witness.

4/4/22:

While at my desk and after hearing an officer ask for additional officers, he then advised he was involved in a shooting (OIS) and the suspect
was down. Det. Weston and I responded to assist the scene, which was in the 1700 block of Nelson (just north of Griggs St SE.) The area
was cordoned off from Orville to Griggs on Nelson, securing the entire block. We were advised that per GRPD policy the Michigan State
Police would be responding to handle the investigation.

Upon arrival we were briefed by Sgt. Calati and were advised the suspect was not transported and he was still on scene. We walked up the
middle of Nelson and observed a body underneath a yellow blanket lying on the south lawn of 17 Nelson Ave SE with his feet partially on
the driveway of 17 Nelson Ave SE.

Det. Weston and I were advised there was a surveillance camera at the southwest corner house (Nelson/Griggs). We contacted
who lives at 11 Griggs St SE, and he confirmed he’d checked his cameras which are all motion activated, but nothing was located,
other than when all the officers were arriving on scene. See Det. Allen’s report for his initial contact. I asked if he’d heard anything, and
said he was in bed when he heard a loud gun shot, which is also what he’d told Ofc. Allen.

Det. Weston and I then began to check for additional cameras in the area. A camera was detected at 17 Nelson Ave SE and as we were
walking toward the front door Ofc. Newton advised that he’d just spoken to a female named who advised her camera did capture the
incident. A male opened the front door and we asked if was there, and she then came to the front door. I was able to view the camera
footage on her phone and she then tried to email it to Det. Weston, but the file was too big, so we had Det. Roszkowski respond so she could
obtain the file properly.

Once MSP arrived on scene and were briefed, Det. Weston and I cleared and we escorted two MSP detectives from the scene to the motor
pool, and then up to the Major Case Team iinterview room where the front seat passenger was waiting to be interviewed.

We stood by during the interview but nothing more was needed from us.

On 4/4/22 I was in my office when I heard radio traffic from Officer Chris Schurr advising he was in a foot pursuit. Shortly there after Officer
Schurr announced he needed more cars which was then followed by Officer Schurr advising he was just involved in a shooting.

I contacted MCT Detectives Weston and Johnson who were already preparing to respond after hearing the same radio traffic. I directed both
to respond to the scene and advised that I would also be en route.

I responded directly to the scene and found that a solid perimeter had been established and that the scene itself had been secured. I met
with Sgt. Tim Johnston who briefed me on the incident. Sgt. Johnston advised that he obtained a public safety statement from Officer Schurr,
assigned Officer Martin as a companion Officer, and that both had been cleared from the scene and were en route to the Training Unit. Sgt.
Johnston also advised that a passenger from the suspect vehicle was taken into custody and was being transported to HQ.

Detectives Johnson and Weston were tasked with assisting with the neighborhood canvass and reported back that they located a resident
with a ring camera that captured much of the incident. I asked that they contact Det. Katie Roszkowski and have her respond to the scene to
assist with video retrieval.

I met with DC Rifenberg who was on scene. DC Rifenberg advised MSP had been contacted and their OIS investigators were en route to the
scene. MSP Detectives arrived on scene and I met with D/Sgt. Aaron Tubergen who advised he would be the investigator in charge. I
briefed D/Sgt. Tubergen on the incident, did a walk through of the scene, and advised him of video being retrieved from a nearby home. I
also advised D/Sgt. Tubergen that the passenger from the suspect vehicle had been detained and was transported to HQ for eventual
interview. D/Sgt. Tubergen tasked two MSP Detectives with responding to HQ to interview the passenger and I tasked Detectives Weston
and Johnson with returning to HQ to assist as needed.

I remained on scene for the duration and was the point of contact for MSP as the scene was processed. Once notified by D/Sgt. Tubergen
that the on scene investigation was complete and MSP was clearing I cleared all GRPD personnel and ensured that all perimeter tape was
removed.
