Organisation of the Fire Management Team for Zenith Bank Plc Tower

Building
In the design of the Fire Management Team for the above mentioned facility, two
groups have been constituted to manage fire related issues for the facility. They are:
 The Fire Safety Committee
 The Fire Marshals

The Fire Safety Committee


The responsibility for managing fire related issues for the above mentioned facility
rest primarily on the shoulders of the fire safety committee constituted by the facility
managers to whom the committee is answerable. The fire safety committee
comprises of individuals chosen from the various departments of the bank and from
the building tenants.

Duties of the fire safety committee


 Developing and maintaining an adequate fire management system
 Appointing fire marshals
 Organising fire marshals into working groups
 Assigning roles and responsibilities for fire marshals

 Developing appropriate fire safety inspection and reporting schedule and


template
 Developing Fire Safety Awareness Program
 Follow up on recommended action plan for identified fire hazards
 Liaising with facility managers on the above
 Arranging for and conducting fire drills
 Review of fire management system

For effective operation of the fire safety committee, regularly scheduled meetings
must be held. Below is an agenda for the first meeting and for subsequent meetings.

Agenda for first meeting


 When and how often it will meet
 How many members constitute a quorum
 Who will chair the meetings
 Who will act as the minute secretary
 How records are to be kept, filed and stored
 Those to serve as fire marshals

Possible Agenda for Subsequent Meetings


 Review of the duties of the fire marshal
 Arrangement for building occupants’ training and awareness
 Review of fire safety equipment maintenance schedule

 Design and review of inspection and reporting schedule and templates


 Reports review
 Appropriate action to take following a fire safety inspection report

 Design and adoption of most appropriate evacuation procedure for the


building (Clear Down)
 Arrangement for the conduct of a fire drill

Fire Marshals
A team of fire marshals, to be constituted by the fire safety committee to whom the
fire marshals are answerable, will be vested with the responsibility of implementing
and executing the actions required under the fire management system. The fire
marshals will be arranged into groups with each group given a floor(s) to manage.
Each group will have a coordinating marshal as its head. It is to the coordinating
marshal that members of a group report during evacuation and at other times. The
coordinating marshal reports to the safety committee on behalf of its group.

Duties of a Fire Marshal


Can be divided into routine and emergency duties
Routine duties:
 Assessing fire risk
 On going fire hazard identification
 Ensuring the precautions identified in the fire risk assessment are maintained
 Conducting fire drills
 Staff training and awareness – pep talks, tool box briefings, seminars
 Safety checks and inspection
Emergency Duties:
 Taking appropriate action in the event of a fire incident
 Ensuring as far as possible the safe evacuation of everyone from the premises
 Taking roll call
 Undertaking fire fighting – where possible
 Calling fire and rescue – where necessary
 Meeting fire and rescue service and passing on information

 Assisting fire and rescue service
