QUOTATION FOR COUNSULTANCY SERVICES FOR PREPARATION OF DPR


FOR PROVN OF STP AT SARAIBARI IN JORHAT MIL STN
(JOB NO : 41SA/RW/07/2021-22)

Dear Sir(s),

1. Quotation documents for the subject stores is uploaded on


www.defproc.gov.in.

2. Quotation documents are being floated under a one Cover System and shall
be downloaded from above Website. Scanned copy of enlistment letter in MES
alongwith its enclosures, if any, will be uploaded in Cover-1 as pre-qualification
criteria and Financial Bid shall be uploaded with bidders own Digital Signature
Certificate (DSC) online as per the critical dates mentioned in NIQ under Cover-1.
Bid will be opened on the date mentioned in NIQ for evaluation.

3. The bidder shall quote item wise rate in BOQ which should include
overheads and profits, all taxes / duties/ Service Tax as applicable as per
Government /competent authority orders on the matter and other factors bearing
on item wise rate and insert the figures in BOQ, after satisfying himself the
provisions in the quotation and sign, verify validate with his own Digital Signature
Certificate (DSC).

4. (a) (Pre-qualification Criteria).

(i) Scanned copy of enlistment letter in MES alongwith its


enclosures, if any, shall be uploaded as pre-qualification criteria in
Cover-1

(b) (Financial Bid).

(i) The bidder shall download BOQ from e-procurement portal


and enter the Bidder name and rates in figures only and upload the
same as Financial Bid in Cover-1.

(c) In the event of lowest bidder revoking his offer or revising his rates
upward (which will be treated as revocation of offer), after opening of
Quotations and the same will be cancelled.

5. PRICING OF QUOTATION.

(a) The bidder shall calculate his own item wise rate which should include
packing & forwarding and freight paid based on the specification of stores
given in the BOQ and enter rates in figures only.

(b) Bidder’s particular attention is invited to the facts that he is required


to fill the rates specifically in the BOQ downloaded as per Para 4 (b) above
and the same has to be uploaded with his own Digital Signature Certificate
(DSC) and not to submit separate quotation in other form.

6. Scope of Consultancy Work. Details as per BOQ attached and subject to


terms and conditions, consignee’s instructions, specific conditions and general
conditions mentioned in quotation documents.

7. INCOME TAX DEDUCTION AT SOURCE.Please note that under Section


194 – C of the Income Tax Act 1961, the income tax will be deducted at source.

8. The work will be completed within 90 days from the date of issue of job work
order.

PAYMENT INSTRUCTIONS

9. Payment shall be made on successful completion of consultancy certified by


the Inspecting Authority after satisfying that the entire job work has been
completed as per scope of the consultancy.

10. Original copy of work order, each page duly signed and stamped will be
attached with the original Bill.

11. Prescribed pre-stamped, pre-receipted bill in triplicate will be submitted to


the paying authority after fulfilling conditions as mentioned above.

12. Payment will be made through e-payment by GE Jorhat. All taxes will be
deducted at source, as applicable.

TERMS AND CONDITIONS OF QUOTATION.

13. All required services will be done by the firm and his rates would be deemed
to include the cost of completion of entire scope of consultancy work as per job
work order which should include all types of taxes/levies etc.

14. The Consultant shall provide and complete the Consultancy Services to the
satisfaction of the Client within 90 days from the date of placement of Job order
including check/ approval by client.

15. Extension of time may be granted for delays caused, which in the opinion of
the Client were beyond the Consultants control, provided the Consultant applies
for such extension of time in writing within seven days of the occurrence of any
events which caused delay.

16. Water supplies in Saraibari, Jorhat locality – 150 KLD. Capacity of STP may
be design accordingly.

CONSIGNEE’S INSTRUCTIONS.

17. The stores will be consigned to : GE Jorhat.

18. Address : GE Jorhat Mil Stn.

19. The work will be completed and handed over to client within 90 days from
the date of agreement (including check/approval of client).

20. The rates quoted is deemed to be including + 5% variation in total area of all
structures for which no adjustment shall be made and for delivery of stores inside
the premises of the consignee as per consignee’s instructions of the quotation
documents.

22. The consultant shall provide the excel calculation sheets, word documents,
pdf documents, STAAD file, Auto CAD drawings in hard and soft copy. Design
folders and drawings duly vetted by IIT/NIT/Govt Engineering College shall be
submitted alongwith above soft copies.

CONSULTANCY SERVICES TO BE PROVIDED BY THE CONSULTANT

23 SCOPE OF CONSULTANCY SERVICES

23.1. The Consultant shall provide detailed consultancy services for Design
of waste water collection and disposal scheme and a waste water treatment
plant (WWTP) at Saraibari . The waste water shall include (but is not limited)
discharge from water closets, kitchens, bath, cloth washing and other domestic
uses using fast aerobic treatment with self sustaining process having no
requirement of sludge recycling and requiring least skill in operation and
maintenance.

23.2. The design parameters of the Sewage Treatment Plant shall be as given
below: -

(a) Inlet sewage characteristics: Refer para 2.5 here-in-after.

(b) Treated sewage characteristics shall be as per Appendix ‘D’.

23.3. Treated wastewater shall be re-used for arboriculture/ washing


purposes should invariably be planned while selecting scheme . Reuse be
restricted to only non potable applications i.e. irrigation, arboriculture, recreation
lake, eco lake, gardening,fire fighting, air conditioning, flushing and car wash.
Tertiary treatment must be designed.

23.4. The overall treatment shall be based on the most effective and
economical life cycle considerations. Use of land area for the WWTP, though not
a direct cost, shall be kept to reasonable minimum. For removal of organic and
nitrogenous pollutants, bio-chemical aerobic treatment processes, which
involve minimum skilled operator involvement, shall be preferred. Where non-
potable reuse is planned, suitable tertiary treatment through media filtration
and, if required based on the wastewater characteristics, use of activated carbon
filters shall be provided. The percentage of wastewater which can be reused shall
be brought out in the consultancy report.

23.5. The following manuals/ guidelines shall be adhered to the latest edition
while designing STP plant & Sewage Scheme: -

(a) The Technical Instructions- 05/2011 & 06/2011 issued vide E-in-C's
Branch, New Delhi,

(b) The guidelines issued vide following letters by E-in-C's Branch, New Delhi

23.6. -Blank-

23.7. The treatment plant design shall incorporate the following units at
minimum: -

(a) Pre-treatment

(i) Receiving Sump cum Pumping Station at inlet to STP with suitable
coarse screen and ventilation.

(ii) A grit chamber with an oil and grease skimmer.

(iii) Equalization tank, suitably aerated.

(b) Primary Treatment. Primary Clarifier – if this is avoided in


technology being adopted then a fine screen must be provided.

(c) Secondary Treatment

(i) Bioreactor
(ii) Clarifier

(d) Tertiary Treatment (if required and to the extent required duly
justified)

(i) Media Filter


(ii) Activated Carbon Filter

(e) Disinfection apparatus

Note : Above para 23.7(a) to 23.7(e) is a broad guidance only. Final scheme is
to be made as per guideline of Pollution Control Board and vetted by any
IIT/NIT.

23.8. Consultant has to prepare Detailed Project Report (DPR) in accordance


with various proposed guide lines as given at Para 23.2 & 23.5 herein before with
complete design calculations for the sewage treatment scheme along with layout
diagram of the scheme, design calculations for electro-mechanical equipment such
as sewage sumps, control pump house, treated waste water sump, submersible
sewage pump sets for pumping sewage from the sump to proposed STP location,
pipe lines, hydraulic calculations with diagram, site reports, flow chart, sewage
scheme marked on contour maps, sketch of scheme showing ground & invert levels
of manholes.

23.9. The technology/ process & OEM/ Vendors for supply of


electromechanical components of various types for waste water treatment
processes as approved by E-in-C's Branch, New Delhi shall be integrated while
designing the scheme with the equipment being supplied by approved OEM/
Vendors without affecting the plant efficiency and economics. and scheme shall be
designed duly complying with the requirement as specified in Para 23.5(a) to (e)
herein before. However, the design of the plant shall remain the Consultant’s
responsibility and must be complied with documents enumerated at Para 23.5(a) to
(e) herein before.

23.10. While sizing for components of the treatment plant and the sewer
network, the Consultant shall note that the civil components of the plant and
sewer network are to be designed as per details given as under:-

23.11. The scheme/ scope of work shall also include for provision of necessary
control cables with Panel Boards, measuring instruments and cables distribution
system complete including provision of independent earthing for control panel
board, non clog raw water sewage pumps, air compressors and all machineries and
earthing shall be as shown in Electrical Plate No. 03 of MES Schedule Part-I 2009
and to operate the entire plant in a systematic manner to achieve the sewage
treatment and disposal of the effluent/ sludge. External services viz. approach
roads, area drains all-around, fencing with gate to secure the area, external
electrification, etc. shall also be suitably provisioned in the DPR.

23.12. The Scope / Scheme of STP (DPR) shall also include: -

(a) Topographic survey, alignment survey, foundation investigations, raw


sewage analysis all as specified.

(b) Complete detailed design commencing from sewer network to final


disposal of treated waste water as specified.

(c) Aeration blowers, coagulant flocculent dosing systems, flushing tank,


any other pumps as required as per design and fixing arrangements for
pumps and other equipments etc. as required as specified.

(d) Provision of back wash system to the filtration system as specified.

(e) Provision of bypass connections from Sewage Treatment Plant to


underground sump including suitable size 02 Nos sluice valves shall be
considered by Consultant as specified.

(f) Complete details of pumps and other items along with pamphlet, literature,
makes, network of pipe line and other details shall be submitted by
Consultant as specified.

(g) Preparation of layout plan of all the areas with network of sewer, sewage
lines (new & old) and preparation of contour map @ 0.5 m interval
superimposed on the layout plan. Design of Sewer net work and scheme of
STP to achieve the outlet standards as specified.

(h) Network of Sewer, Sewage lines STP shall be shown on the drawing along
with levels/gradient as specified.

(i) RCC open static water tank for treated wastewater of suitable capacity shall
be considered as specified.

(j) The pump set of suitable capacity for pumping treated water along with
suitable size of pump house shall be designed as specified.

(k) The distribution network of pipes carrying the treated water from the static
water tank up to the point of usage (buildings/ gardens etc), valves, pit
covers and stand posts shall be designed as specified.

(l) The network of pipes carrying the recycled water, valve pit covers and stand
posts shall be designed in such a way to avoid cross connection with potable
pipes as specified.

(m) Provision of laboratory with chemicals if required, cost of testing and the
parameters of treated water with testing equipments for 3 years as specified.

(n) Any other works which are essential for the completion of entire work /
scheme in a workman like manner as specified in here-in-after , TI , policy
letter etc.

23.13. The Consultant shall provide general arrangement drawings, all


construction drawings for complete sewerage system including STP and
structural drawings of water/sewage retaining structures. The drawings shall
be vetted by any one of the IITs/ NITs/Govt Engineering College.

23.14. Consultant to note that approval of scheme shall not absolve


Consultant’s responsibility from ensuring and achieving of desired results of entire
STP scheme and the Consultant shall be bound to reply to the queries and give
clarifications as and when required by any agency, till the completion of main
project and any amendments/ observations brought out at any stage by E-in-C's
Branch, Pollution Control Board or the Department shall be complied by the
Consultant in his designs and drawings without any extra cost.

23.15 The cost benefits analysis for all options be done by consultant to
facilitate selection of most efficient and viable system i.e centralised or
decentralized, in consultation with GE and user.

23.16 To avoid accidental cross connection with fresh water lines, measures as
mentioned in Ser No. 24.3.1 are to be ensured. However, suggested value are given
in Appx. It will be appropriated to have a water body of not more than at suitable
depth in the station where treated effluent can be stored. The percolation and
evaporation from water bodies can be designed as final disposal. The water
bodies may also act as storage tank for other reuse purpose. To avoid re-
appearances of bio mass, foundation/car cades be provided.

23.17 The parameters for reuse of treated water is presently for Irrigation for non
edible crops. It is recommended that the parameters be incorporated for fire
fighting/ ECO lakes.

23.18 Contours, existing networks, water supply lines, underground cables and
other survival should be marked. Details of existing sewer including size of
sewer, load and invert level are essential required for syn chronization with new
schemes.

24. BRIEF SCOPE OF WORK.

24.1. Visit to site for compilation and assessment ground data and carrying
out field investigations i.e. Topographical and Alignment survey, Foundation
investigation, Sewage sample testingfor physical and chemical analysis.
24.2. For existing sewage disposal scheme and sewer network, efficacy of
existing components of treatment plant will be studied recommendations as
under, with detailed justification will be given :-
(i) Components of the existing plant to be retained and used with the proposed
central sewage scheme.
(ii) Requirement of repair and modifications, if any, to existing infrastructure.
(iii) Existing ground levels shall be taken at 5m grid and upto5m beyond the
outer edges of the proposed work through Total Station. All these levels will be
recorded in level books and contour shall be plotted on graph papers.

24.3. FIELD INVESTIGATIONS:-

24.3.1. TOPOGRAPHIC SURVEY: - Topographic survey, temporary bench


mark (TBM), plane table and grid survey of the project area, planning of drainage
zones, identification of routes of sewage lines and locations of sewage pumping
stations (SP STN/S) and sewage treatment plant/s (STP/s). This includes, for given
value and location of corresponding gts permanent BM/s (PBM) of Topo Sheet of
Survey of India or any established reference PBM/s in the Project Area, carry out
TBM survey on pre identified permanent structures and establish values of the
network of such TBMs for the further use in Area Contour, Alignment and Plot
Surveys. Plane Table the Project Area showing layout of existing buildings/
structures/ septic tanks/static water tank/ drains/ roads/ underground and
overhead service lines etc, Using known values of TBMs in grid survey, conduct
Grid Survey @ 5.00 m grid, plot contour @ 5.00 m interval with contour @ 1 m
interval and reproduce entire data on plane tabled project area map in suitable
scale for distinct legibility of all details.

22.3.2. ALIGNMENT SURVEY:- This will include Survey of Alignments as


identified by consultant on plane tabled and grid surveyed project area map as
refer above, survey @ 25m interval marking chainage and ground level, along
roads and feasible routes of existing and proposed sewage lines and connecting
to existing septic tanks including taking levels and widths of roads/ drains (top,
sides and bottom or bed levels as relevant) and at every change of direction
horizontally and/or vertically and locating and measuring invert levels and pipe
diameter in existing Manhole Chambers (MHs).

24.4. FOUNDATION INVESTIGATIONS.

24.4.1. Open Trial Pit Strata Stratification. This will include excavating trial
pit@ every 500 m along alignment of proposed sewage lines, 1.5 x 1.5 x 2 m and
noting strata and GWT as seen as per depth from GL. Minimum two (02) nos @
each Sewage Effluent Pumping station and 05 nos@ each STP shall be taken.

24.4.2. Exploratory Trial Bore Geo Technical Investigations. This will include
confirmatory trial bore investigations for foundations of structures of SP Stn/s and
STP/s for RCC Designs. The investigations comprise mobilization and de
mobilization of staff and drilling equipment/s, their setting and shifting,
drilling 100 mm dia bore in soils, identifying geological classification type of
soils serially from top and GWT and collecting disturbed sample where
SPT<50, NX size 100mm dia bore in rock up to 6m dep[th to reach safe economical
foundation, identifying GWT and collection rock samples and marking them
geological classification type wise, serially from top below soils to bottom and GWT
where SPT>50, Standard Penetration test in soil @ every 1.5 m depth vertically,
conducting lab tests on soils for Sieve Analysis, Atterberg's Limits (LL & PL),
Suplhates and Cholrides and Free Swell Index, conducting laboratory tests on rock
core samples for Dry Density, Specific Gravity, Water . Adsorption, Porosity and
Saturated Crushing Strength / Point Load, inferences and recommendations on
SBT and foundation strengthening and submission of Geotechnical Report.
(Minimum three no for each STP and one No. for effluent pumping station).

24.5. Raw Sewage Analysis (Grab Sample - min 3 lit plastic can) The analysis
shall include as specified following.

(a) Physical: Total Dissolved Solids (TDS) and Suspended Solids(SS)

(b) Chemical: pH , Three day Biological Oxygen Demand BOD, Chemical


Oxygen COD, Dissolved Oxygen DO, Ammonical Nitrogen as NH3 ,Total
Nitrogen TN , Oil and Grease, Total Phosphorous TP as PO4, Bacteriological:
Most Probable Number (MPN) and E Coli.

24.6. Based on certified data as given, assess user domestic and non domestic
strength for sewage flow computation, assessment of peak flow, assess use of
existing sewage lines and connecting them to proposed sewer net work, identify
Drainage Zones – alignments of sewage lines and pumping mains/s, locations of
Sewage pumping stations and STP(s) and propose scheme for safe end-use of
effluent from STP. The Site Inspection Report will form part of Preliminary Report.

2.7. Submit (05 sets) hard copies of Preliminary Report comprising field
assessment and design considerations, proposed central sewage scheme
comprising of sewer network, sewage treatment process and STP and its
rough cost along with soft copy on e-mail comprising of the following: -

(i) Prepare basic input data for designs of sewer network, prepare
simulated zonal/ sub zonal hydraulic network of primary – secondary and
tertiary lines and finalise hydraulic network design on computer aided
program for sewage lines (for line – length, flow, material of pipe, dia,
velocity, slope : for node or MH: chain-age, GL, IL, depth of cutting, identify
type of sewer appurtenances) and prepare necessary drawings on AutoCAD

(ii) Prepare hydraulic design of optimsed pumping main based on selected


alignment and GLs (peak design discharge, material, diameter, velocity,
frictional losses, total head) – configuration of sump and corresponding
operating levels ie MWL, AWL, LWL – pumps (type, no operating and
standby, working hours, rated head and discharge, power requirement (in
kW), Pump House dimensioning, prepare technical specifications for E&M
equipments for estimates and prepare necessary drawings on AutoCAD.

(iii) Finalize Sewage Treatment process and Flow Sheet, hydraulic design for
sizing of civil works for ED and Plinth Area estimates and E&M equipments for
estimates, finalise layout on surveyed plot and grid plan with contours and
report of foundation investigations, hydraulic flow diagram and P&I diagram
and prepare necessary drawings on AutoCAD.

(iv) Prepare AEs for items covered under MES - SSR - Part I Specifications
(2009) and Part II Rates (2020) updated to current rates using prevailing
Quarterly Zonal price circular applicable to the Project Area and Work
Classification / ED-2007 Rates and assessed rates by rate analysis and
by Market rates supported by Quotations for enabling obtaining necessary
administrative approval.

24.8. Prepare and submit 05 sets of Architectural, Structural and RCC


Drawings on AutoCAD for STP and preparation of BOQ including estimation of
quantities.

24.9. The detailed design, specification of each component of Sewage


treatment process along with OEM/manufacturer’s catalogue (wherever applicable)
as E-in-C approved manufacture, detailed working drawings, BOQ and cost
estimates will be submitted in the form of a DPR in 05 Sets for Jorhat Mil stn in
folder.

24.10. MES Organisational Arrangements for Management Liaison with


Consultant.

24.10.1. The Consultant shall have regular liaison with various sections of the
office of HQ CE Shillong Zone/ concerned CWE/GE for inspection of existing
infrastructure and prepare DPR.

24.11. DATA SERVICES AND FACILITIES

24.11.1. MES may assist to the Consultant for the records, maps, drawings,
reports and other technical data in their possession to assist the Consultant in
gathering date required for preparation of DPR solely for the purpose of work to
be done under this contract.

24.11.2. Information material borrowed by the Consultant shall remain the


property of MES. All such borrowed material/data and that provided by MES
shall be handed over to MES on completion of job. Apart from
data/information provided by MES, any other data/information required for
completion of the studies shall be collected by the Consultant himself through
field survey and investigation and borrowing from other agencies without any
extra cost of department.

25. Scope of work shall also include Taking off quantities, Preparation of
Bills of Quantities and yard stick as described in the subsequent paragraph: -

25.1. Quantities of each and every item of works as shown on drawings shall
be taken off. Abstract of items available in SSR-2020 and the remaining items shall
be prepared separately. Pricing shall be done on the basis of rates available in SSR-
2020 otherwise it shall be done on the market price and market rate analysis shall
be attached. The taking off quantities/preparationof abstract sheet/
preparation of market analysis with minimum two supporting quotations of
original manufacture shall be carried out on Microsoft Excel Software latest
version. The detailed estimate shall be required to be got checked from authorities
of this HQ before submitting final hard copies.

25.2. Bill of quantities and cost estimates will be prepared for the
Architectural drawing, structural drawings and all Services including technical
specification as mentioned hereinbefore based on SSR-2020. Market rate with
justification of rate for the items not covered in SSR-2020 shall be applied only
after rates vetted by the department.

25.3. The consultant shall submit the prints and soft copy of all documents
pertaining to the above.

26.1. Miscellaneous.

26.1.1. The Consultant shall submit all working drawings on A-0 size sheet
only.

26.1.2. The Consultant will be solely responsible for the supply for all personnel
and all materials, equipment, supplies office accommodation for both his own and
counterpart staff, office services, computers and accessories and transport to
complete the work required by this contract.

26.2. The DPR (05 Sets) both job separately binding folder duly vetted and
complete in all respect shall be submitted within 90 days of placement of work
order.

26.3. All soft copies of the design and drawing will be forwarded on email
address of this HQ i.e.ceshiz-ec-army@nic.in and concerned CWE/GE.

27. The Contractor has to follow all the directives issued by MES /

28. Cost of Testing including Transportation of Materials or Equipments or


Items, provision of all facilities for Testing in accordance with Specifications
and/or IS shall be borne by the Contractor unless otherwise mentioned.

29. The Job shall be completed to the entire satisfaction of the Chief Engineer or
an officer appointed by him.

30. Expenditure of the subject Job Work Order is chargeable to


Code Head: 01/902/33.

31. The decision of Chief Engineer Shillong Zone, the Accepting Officer shall be
final and binding in case of any dispute.

32. General Condition: -

(a) The bills along with connected documents will be subject to the pre
audit prior to releasing of payment after deducting mandatory taxes at
source, as applicable.

(b) If the Consultancy services by the stipulated date is expected to be


delayed due to any cause beyond your control, it shall be brought to the
notice of this HQ immediately on the happening of the event causing delay in
the completion of services, given notice thereof in writing to the accepting
officer under intimation to the consignee who after consideration of
circumstance causing delay in the services may grant reasonable extension
of the completion.

(c) If the Consultant commits any breach of any provisions of Job order
the Client shall be entitled to cancel the Job order and on such cancellation
the fees payable shall be proportion to the services if any already rendered by
the Consultant as assessed by the Client less ten percent.

(d) If at any time after placing the Job order, the Client decides to
postpone or abandon the Project, he may give seven days notice in writing to
the Consultant and terminate Job order. If the Project or any part thereof is
postponed, the client may in lieu of terminating the Job order request the
Consultant in writing to suspend carrying out of the services under this Job
order for the time being. If the client does not require the Consultant to
resume performance of his services in respect of any postponed work within
sixty days from the date of suspension of carrying out of his services, such
work shall be considered to have been abandoned and this Job order shall be
deemed to have been terminated.

(e) All payment to the consultant shall be made through e-payment/NEFT


by GE Jorhat. NEFT mandate form shall be enclosed alongwith submission of
original bill for payment. Pl also ensure GST numbers are mentioned at time
of submitting the bills. No additional amount will be paid for GST on work
order placed.

(g) In case the Consultancy services are not completed within the
stipulated period the order will be cancelled without any liabilities what so
ever towards the deptt.
