CONTINGENCY PLAN FOR LIMITED FACE TO FACE CLASSES

I. INTRODUCTION
Base from the record, Jalajala is included in the third class municipality in the province of Rizal and
Barangay Sipsipin is the first barangay to enter the historic town of Jalajala. It’s name wasderived from the
word “ Sipsip Ahas” a kind of bush plant that thrived abundantly inthe place up to the present. Although
the tronel is going modern with the advent ofmodern technology the people still cling to some old customs
and tradition like the “Bayanihan” the customary courtesy greetings like “ magandang umaga” and
others,the use of “ po” and “opo” when talking with the elders. Praying the angelous andkissing the hands
of elders as a sign of reverence and many more. Celebrating fiestas and observing important celebrations
are included to that practice.
The leader of the barangay is Hon. Luzviminda A. Villaran , and her active barangay kagawad’s. The
different sitio’s that composed the barangay are the following: Butchingue, Central A and B Linis 1 & 2,
Puang and Sampalucan. The Barangay lies between the long rolling mountain in the east and Laguna Lake
in thewest, Puang creek in the North and Jalajala creek in the South. Its total land area is 402 hectares
with more than 5522 populace. Almost 50% of the Barangay aretransients while the rest are migrants. The
other half of the population mostly camefrom Morong, Cardona, and other neighboring towns. They were
evacuees duringWord War II and selected to stay in the baranagay permanently.
It’s work force consist mainly of farmers, fisherman, fruits and vegetable raisers, poultry and swine
raisers, drivers, carpenters, laborer, teachers and other professionals. The barangay economic status is
not too low. Some residents seek greener pasture in some foreign lands to improve their living conditions
and provide a brighter future for their loved ones.
The people enjoy the good service of electricity, good roads and modern men of transportation and
health services given by its benefactor. With the assistance coming from the provincial government like

Sipsipin is a barangay in the municipality of Jalajala, in the province of Rizal. Its population as
determined by the 2015 Census was 4,926. This represented 15.27% of the total population of Jalajala.

The  population of Sipsipin grew from 2,082 in 1990 to 4,926 in 2015, an increase of 2,844 people.
The latest census figures in 2015 denote a positive growth rate of 1.81%, or an increase of 443 people,
from the previous population of 4,483 in 2010.

Sipsipin Elementary School is the only learning institution found in the barangay. Its existence started
from schooling in the house of Tata Ambo Pablo Aquino, a good man from the place with a multi-grade classes
of Grade I and II with a very small enrollment way back in 1955. The dream of the residents of having a
permanent place of study for their children materialized when Don Francisco De Borja, , a haciendero
donated a parcel of his land for the school site. This land now the site where Sipsipin Elementary School
occupies at present.
As the years passed, the enrollment increased and have Grade I-VI classes with four teachers. The
school was the annex of Jalajala Elementary School under Mrs. Belen B. Fernando (deceased) . Then the
Parent Teachers Association under the leadership of Mr. Ricardo O. Cruz (deceased) made resolution to the
higher office to grant the opening of Grade V-VI classes and was approved. Then, Sipsipin Barangay School
became Sipsipin elementary School in 1984 with Mr. Ricardo O. Cruz as teacher-in-charge. The enrollment
increased yearly and the school got established when Mrs. Susana p Abiog became its principal. Some
principal who contributed a lot for the development of the school included, Mrs Rizalina Belleza, Mrs. Avelina
T. Aquino, Mrs. Myrna Cruz, Mrs. Mercelita T. Paz, Mrs. Carmen Merced, Mrs, Adelina Marana, Mrs Gloria C.
Vista, Mrs. Dorina A. Tibay, Mrs. Arceli E. Fullado Mrs. Marilou B. Nonato and Mr. Perfecto E. Precilla. At
present there are 5 school buildings that house the 788 school children from Grade 1 to 6 classes and 23
teachers under the supervision of their principal, Mr. Froilan M. Francisco.
For this school year, our country and the world at large are facing new challenges brought about by
this unforeseen public health crisis. In this battle, all actions will be anchored on serving the public and on
ensuring that the health and safety of the learners, teachers and personnel will be given priority. As we
continue to confront the issues brought about by the pandemic
Due to present situation, the school developed emergency operations plan to respond
to multiple emergencies. Department is committed to strengthen mandate in complying with quality standards
prescribed in this new normal period. Thus, contingency plan is created which is aligned with Presidential
Proclamation No. 922 calling all government agencies to render full assistance and cooperation and mobilize
the necessary resources to undertake critical, urgent and appropriate response and measures in a timely
manner to curtail and eliminate the COVID-19 threat with the declaration of a State of Public Health Emergency

by the President. This Contingency Plan is also anchored with DepEd Order No. 12 series 2020 or The
Adaptation of Basic Education Learning Continuity Plan for school year 2020-2021 considering the Covid-19
Public Health Emergency which goal is to deliver accessible, quality, liberating, and safe basic education
services amid these critical times. It expresses oneness with the Filipino nation in its fight against the COVID-19.
This will effectively and efficiently address the educational needs of all learners employing various innovative
strategies during this pandemic situation.
In lieu with this, the officials of Barangay Sipsipin strictly implement the standard safety
measures mandated by the Department of Health. Despite of the of the safety protocols that were implemented
barangay Sipsipin reported some case and it is verified by the Municipal Health Office.

II. PURPOSE AND OBJECTIVES


Purpose

The purpose of this Contingency Plan is to provide operational actions that will be undertaken by
Sipsipin Elementary School in response to Presidential Proclamation No. 922 calling all government
agencies to render full assistance and cooperation and mobilize the necessary resources to undertake

critical, urgent and appropriate response and measures in a timely manner to curtail and eliminate the
COVID-19 threat with the declaration of a State of Public Health Emergency by the President. This will also
ensure learning continuity, protect the health and safety of learners, teachers and personnel and to
prevent the further transmission of COVID-19; ensure proper restoration, operation and continued
delivery of public services of Sipsipin Elementary School during and after the disruption caused by the
pandemic. Moreover, this is to provide a plan / approach that is holistic, comprehensive, integrated and
pro-active under institutionalized policies, structures, coordination mechanism and management.

This Contingency Plan aims to:


1. Align with the Harmonized National Contingency Plan for the COVID 19 of the National Disaster Risk
Reduction and Management Council (NDRRMC).
2. Establish the coordination and communication mechanisms among the central office and the affected
and assisting regions
3. Set the response and rehabilitation or early recovery roles and functions of the DepEd Central Office
and the affected and assisting regions for purposes of education continuity.
4. Provide guidance for the continuing capacity building of DepEd offices and schools.
5. Determine the preparedness and prevention and mitigation measures to reduce the impacts of the
COVID 19 pandemic.
6. Support the identification of needed equipment and supplies to reduce the impacts of the COVID 19
pandemic
7. Ensure continuity of learning in the event that a member of the school community becomes a close contact,
suspect, probable, or confirmed COVID-19 case or if a school lockdown is needed due to a resurgence of
COVID-19 cases within or outside the school
8. Provide strategies to reintegrate school operations to ensure the safe resumption of face-to-face classes.

III. SPECIFIC SCENARIOS AND REQUIRED ACTIONS

The scenarios specify those that may affect the school setting. Recognizing the shared
responsibility of each stakeholder in preventing the transmission of the virus, the actions that must be
undertaken by the school to coordinate with each stakeholder are listed in each scenario.

Scenario 1 A household member of a learner or school personnel shows symptoms of


COVID-19 but has not been tested. The learner or personnel is not showing
symptoms of COVID-19.
Scenario 2 A household member of a learner or school personnel is a confirmed case of
COVID-19. The learner or personnel is not showing symptoms of COVID-19.
Scenario 3 A learner or school personnel is identified to be in close contact with a
confirmed case of COVID-19 outside of their household. The learner or
personnel is not showing symptoms of COVID-19.
Scenario 4 A learner or school personnel shows symptoms of COVID-19 but is not known
to be in close contact with a confirmed case.
Scenario 5 A learner or school personnel shows symptoms of COVID-19 and is in close
contact with a confirmed case.
Scenario 6 A learner or school personnel who has symptoms tests negative for COVID-19
and is not known to be in close contact with a confirmed case.
Scenario 7 A learner or school personnel who has symptoms tests negative for COVID-19
but is known to be in close contact with a confirmed case.
Scenario 8 A learner or school personnel tests positive for COVID-19.
Scenario 9 There are confirmed cases of COVID-19 outside the school. There are no
known close contacts in the school. A granular lockdown in the barangay was
announced by the LGU.
Scenario 10 There is a high resurgence of COVID-19 in an adjacent barangay. The affected
barangay is known to be frequented by members of the barangay where the
school is located.
Scenario 11 There is a resurgence of COVID-19 in multiple barangays in the municipality
where the school is located, and there is a change in the risk classification of
the municipality. The barangay where the school is located is not adjacent to
the barangays with COVID-19 resurgence. There are no known cases in the
specific barangay of the school.

Scenario 1. A household member of a learner or school personnel shows symptoms of COVID-19 but has not
been tested. The learner or personnel is not showing symptoms of COVID-19.

Involved Stakeholders Required Action


Household member  Prior to the implementation of face-to-face classes, parents/guardians
showing symptoms of learners, as well as school personnel, shall be oriented to
immediately inform the school if any of their household members
experience COVID-19 symptoms. They shall then be responsible for
informing their household members regarding the protocol.

 If a household member of a learner/personnel showing symptoms of


COVID-19 informs the school regarding their condition and has not yet
been tested, the school may advise him/her to seek assistance from
BHERT.
Learner or personnel in the  Since the learner of personnel may be considered a close contact, the
same household school shall advise the learner or the concerned personnel to
remain/return home and to self-monitor at home until the results of
the available COVID-19 test have been released.

 If the identified close contact is a learner, provide appropriate support


for a temporary shift to distance learning modality while waiting for
the COVID-19 test result.

 If the identified close contact is a teacher, identify the substitute


teacher who will temporarily conduct distance learning among the
learners that the teacher is handling, while waiting for the COVID-19
test result.
Learners or personnel in  Provided that there is no confirmed case or close contact in the
the same class and week as school, the school shall still allow other learners and personnel to
the exposed person attend face-to-face classes.

 If the identified close contact is a teacher, only the class that the
teacher is handling will be temporarily shifted back to distance
learning until the teacher is allowed to return to school. The school
shall inform parents/guardians of learners in the class regarding the
situation and the temporary shift in learning modality.

to the affected teacher if needed.

teacher who will conduct distance learning among the learners that
the teacher is handling. The school may provide psychosocial support
to the affected teacher if needed.

 If necessary, the school shall provide psychosocial support to the


learners who were shifted back to distance learning or to any other
school member whose mental health was affected by the situation.
Household members  If the close contact in the school is a learner, the school shall engage
other household members regarding the home-school arrangement,
including the time of pick-up of the learner (if in school at the time
the information was communicated).

 Note: The LGU shall inform them if they are also identified as close
contacts. If not a close contact, they may continue attending school
or going to their workplace without a need for quarantine. If they are

learning until he/she is cleared to return to school. This may include
psychosocial support if needed.

 If a teacher is showing symptoms, identify the substitute teacher who


will conduct distance learning among the learners that the teacher is
handling, until the affected teacher is cleared to return to school. The
school may provide psychosocial support to the affected teacher if
needed.

 Ensure that the learner or personnel strictly follows the advice of


local health authorities, especially on the required number of days of
isolation.

 For asymptomatic: Ten (10)-day isolation has passed from the first
viral diagnostic test and remained asymptomatic throughout their
infection.

 For mild to moderate COVID-19 confirmed cases: Ten (10)-day


isolation has passed from the onset of the first symptom, respiratory
symptoms have improved (cough, shortness of breath), AND have
been afebrile for at least 24 hours without the use of antipyretic
medications.

 For severe and critical COVID-19 confirmed cases: Twenty-one (21)-


day isolation has passed from the onset of the first symptom,
respiratory symptoms have improved (cough, shortness of breath),
AND have been afebrile for at least 24 hours without the use of
antipyretic medications.

 For immunocompromised, do RT-PCR testing on the 10th day. If RT-


PCR test results turn out positive, refer to Infectious Disease
Specialist. If RT-PCR test results turn out negative, discharge from
isolation.

 Medical certification or repeat testing is not necessary for the safe


return to the school of immune competent individuals, provided that

IV.ACTIVATION, DEACTIVATION, AND NON-ACTIVATION OF CONTINGENCY PLAN


The contingency measures in this document aligns with the 2019 NDRRMC Harmonized National
Contingency Plan (HNCP) for COVID-19 Pandemic. This will enable Sipsipin Elementary School to have better
coordination horizontally, i.e. DepEd with other NDRRMC agencies, and vertically, i.e. DepEd Central Office .
A. Activation - The contingency plan shall be activated and implemented based on the risk situation of the
covid-19 pandemic in the province upon the duration of COVID 19 pandemic. Afterwards the RD directs the
SDS’s and School Heads who shall mobilize and implement necessary response and mitigation actions at the
divisions down the school level across the region

B. Deactivation- In case that the covid-19 pandemic will have a vaccine and treatment already available
and upon the declaration of the Secretary of DOH, RD’s, SDS’s and school heads and the recommendation of
IATF or other authorized agencies and government officials. The RD through Regional DRRMC if it approves
recommendation for demobilization and deactivation of the CPs and Normal Alert Status.

C. Non-activation – When the response plan is enough for the needs of the affected individual of all the
LGU’s, the Contingency Plan will not be activated.

The Safety Officer is, in turn, responsible to the
IC/UC for the systems and procedures necessary
to ensure ongoing assessment of hazardous
environments, including the incident Safety Plan,
coordination of multi-agency safety efforts, and
implementation of measures to promote
emergency responder safety as well as the
general safety of incident operations. The Safety
Officer has immediate authority to stop and/or
prevent unsafe acts during incident operations.

A. INITIAL RESPONSE

General Guidelines for Initial Response


In the event that an individual in the school shows symptoms, becomes a close contact of a confirmed
case, or tests positive for COVID-19, it is critical to have a timely initial response to ensure little to no spread of
the virus among other members of the school community. There are 3C’s that stakeholders must remember in
responding to any school situation related to COVID-19.

Coordinate Tasks
Other members of the school community may feel worried and become uneasy if any situation related
to COVID-19 arises in the school. As a means of preparation, the school head must clearly identify the role of
each teaching and non-teaching personnel, and provide the necessary training for their actions to be well-
coordinated. The following are the tasks for Response that must be delegated by the school head:

a. Maintaining safety and health protocols, and order in the classrooms

b. Engaging the parent/guardian on the home-school arrangement, including the designated time of
pick-up of their child/children, if a need arises

c. Coordinating with local health authorities

d. Preparing the heeded resources (e.g. alcohol, face mask, face shield, etc.) to prevent the
transmission of COVlD-19 ‘

Collect Information
To assist health authorities and the local government unit in contact tracing, the immediate responding
health personnel or designated clinic teacher must collect the following information of the individual who
shows symptoms or is reported to be: a close contact of a confirmed case:

a. Who: name of individual gender, age, grade level or occupation, the section included in or handling

b. When: date, if in school (i) time of entry to school, (ii) time of isolation in the clinic if at home (i) time
of report

c. Where: school name, school address, the home address of the individual (if at home during the time
of the report)

d. What: symptoms experienced by the individual (if any)

e. How: details on where or how the individual was infected, or who is the confirmed case to whom the
individual became a close Contact

All concerned stakeholders must be well informed to avoid the possible transmission of the virus, and
to guide the school community in the necessary actions in case there will be a need to transition to a distance
learning modality.

a. Contact the identified health authority (e.g. barangay health station, rural health unit) to cooperate
regarding the appropriate measures such as tracing and quarantine, or referral to a hospital if needed.

b. Contact other school personnel (from the different set of classes per week) in case there will be a
need to shift to a distance learning modality. A teacher must also be informed and guided if he/she
shall be a substitute teacher in case a fellow teacher becomes unable to physically report to school for
a long period due to being infected with COVID-19 or other acceptable reasons.

c. Contact the family of the individual who showed symptoms or identified to be a close contact of a
confirmed case of COVID-19. The family must also be informed regarding the actions that will be
undertaken by the school, as well as the protocols that must be observed at home as advised by health
authorities.

d. Contact the families of individuals from the same class as the person who showed symptoms of
COVID-19 and inform them of the protocols that must be observed, as well as the possible shift to
distance learning modality.

e. Contact families from other classes from the set of classes in the same week as the person who
showed symptoms of COVID-19, as well as those from the set of classes in the other week to inform
them of the current school situation.

During a school lockdown, it is important to continue engaging learners in meaningful activities to
ensure the continuity of learning. However, some learners or school personnel may need additional support in
transitioning back to distance learning and managing their emotions after learning about the situation in the
school or in the community. During this period, the support from the family and other school personnel shall
play a critical role in adapting to the change in environment and coping with the resurgence of COVID-19
cases.

1. The school local hotline/help desk shall remain open for parents/guardians in need of assistance in
the distance learning of their child/ children. Teachers may utilize this platform to encourage parents/
guardians in their role as learning facilitators at home and to provide additional support to learners in
their independent study.
2. The school shall establish a cleaning and maintenance routine to ensure that all school facilities are
organized and functional until the resumption of face-to-face classes.
3. The school may perform critical administrative tasks on-site provided that they are given permission
by the LGU.
4. The school shall provide the required personal protective equipment to non-teaching personnel who
shall weekly conduct the cleaning and maintenance routine of the school, and those who will need to
perform administrative duties whenever necessary. The school shall ensure that they will be properly
compensated for physically reporting to school during the school lockdown.
5. The guidance office shall remain operational to ensure that psychosocial support and services shall
be made available for all the members of the school community. In the absence of a guidance office,
affected learners and school personnel shall be provided with Psychological First Aid (PFA) by trained
teaching and nonteaching personnel in schools. They shall also be assisted for referral to the
counselling services provided by the Schools Division Office, if further interventions are needed.
6. The school shall provide the appropriate support needed by the non-teaching personnel while they
are unable to physically report to school on a daily basis.
7 .After the school lockdown, the school shall seek the consent of parents/guardians through a written
form for the participation of their child/children in the resumption of face-to-face classes.
