SUBJECT: FIRE DRILL PROCEDURE

TO: All Concerned

I. RATIONALE

The Government Arsenal holding in its storage facilities and manufacturing plant
highly combustible and explosive materials is at high risk of FIRE. With this, it is a must that
all employees in their respective divisions and offices should be aware on what to be done
in case fire and other emergencies. We can only do this by conducting constant
training/practise. Thus, fire drill is necessary to train and familiarize our employees on safe
and appropriate responses in case of fire and emergency to control and to maintain zero fire
incidents.

All divisions and offices should designate fire officer(s) (depending on the number of
personnel) who will act as first responder in case of fire. These fire officers should be
trained to familiarize the evacuation routes, location of fire extinguishers, circuit breakers
and obstructions that may delay or hamper the orderly evacuation of occupants and
impaired personnel.

The designated fire officers will be in charged on giving instructions regarding the
simultaneous evacuation process up to the accounting of personnel on a designated
assembly area (fire assembly point) and to administer search and rescue operations for
possible occupant that may have been left behind if there’s any.

II. OBJECTIVE

 To increased awareness and understanding of fire causes, hazards, and fire


prevention measures.
 To provide an orderly emergency response plan for all occupants.
 To ensure all exit routes and emergency staircase(s) are not obstructed and can be
used in an orderly fashion during emergencies.
 To ensure fast, organized and smooth evacuation of buildings during emergencies.
 To train fire drill and emergency evacuation officers to perform their duties and to
act as first responder during emergencies.
 To test the working conditions and effectiveness of all fire and emergency
equipment for all buildings.
III. PROCEDURE

For the purposes of visualizing possible scenario that may arise in case of fire,
simultaneous events and occurrences will be performed to predict possible responses of
occupants which will be evaluated/discussed by concerned fire officers and to be corrected
if there’s any.

1. Upon hearing/activation of the fire alarm system, the fire drill and evacuation
officer A should look into the situation/the location of fire which will be the basis
to commence the conduct of evacuation of occupants in an orderly fashion with
emphasis specially the impaired ones.

2. The fire drill and evacuation officer B, while waiting further instruction/return of
the evacuation officer A will give immediate instruction of the possible and
important documents/files/materials to be brought out giving emphasis on light
materials that could be carried on in one hand only.

3. The fire officer A, upon discovering the location of fire will shout “FIRE” as signal
for everyone to evacuate. The fire officer B will then give instructions on the
possible evacuation/exit routes. Simultaneously, the nearest office or personnel
from the panel board or circuit breaker will immediately turn off the electric
power to prevent/control the spreading out of the fire.

4. The building while lit with emergency lights, visibility is still normal for the
evacuation routes and the fire officer C will serve as arrow personnel pointing
out the routes to be followed by the evacuating occupants.

5. A safe area for assembly should be designated for purposes of accounting and
first aid treatment of injured (if there’s any) personnel. Supervisors or group
leaders should count their respective personnel to ensure no one is left inside
the building. If there’s any, the supervisor or group leader should immediately
notify the fire officers for possible search and rescue operation.

SIMULTANEOUS EVENTS TO BE CARRIED OUT

1. Establish a scenario defining where the fire will occur.

2. Activate the nearest pull box station in the scene of fire.

3. The Fire Officer A upon verification that there is really a fire breakout and upon
assessment of the situation shall order the sounding of the general alarm and
shall give order for a total evacuation of the building through any means of
communication possible.

4. The console operator upon noticing the alarm signal at the main control panel of
the fire alarm system notifies the Fire Officer A of the building about the fire and
subsequently calls up the nearest local Fire Department for outside assistance
(when necessary).
SIMULTENOUS ACTIONS TO BE TAKEN BY THE FIRE BRIGADE MEMBERS

1. The Fire Fighting Team (Arsenal Fire Brigade) promptly proceeds to the scene of
fire and performs the fire control/suppression operation with portable fire
extinguishers (and fire hoses If possible).

2. The Search and Rescue Team with worn smoke masks/SCBA, proceeds to the fire
scene, secure the safety of the affected personnel, starts search and rescue
operations for trapped personnel and brings them out to safety.

3. The Evacuation Team for each room (floor) shall guide the personnel on the
nearest fire exit and bring them out to the designated evacuation area.

4. The Utility Team de-energized power at the affected area upon the advice of the
Fire Marshall. Power at unaffected areas will be retained to guide the evacuating
personnel and responding fire brigade teams. If necessary completely cut-off
power in all areas.

5. The First Aid Team with first aid kits and portable stretcher proceeds to the fire
scene evacuation area and attend to the casualties.

6. The Security Team promptly executes the following:


 Prevents the entry of personnel (and guests) inside the building during the
drill.
 Prevents the entry of vehicles inside the compound during emergency
operations except that of the responding fire trucks.
 Directs traffic outside the building.
 Secure all company personnel and properties at the evacuation area.

7. After successful fire control, safe evacuation of personnel, the Fire Marshall upon
assurance from the fire brigade teams that all is clear and is safe to enter the
building, shall announce that all personnel can safely return to their respective
offices.

8. After the drill, an evaluation meeting shall be conducted with members of the fire
brigade and observers to assess the conduct of the drill.

EXIT Drill
• Occupational Safety and Health Administration (OSHA) requires monthly fire
drills conducted in all occupied facilities/buildings/areas.
• The fire drills should include staff from all shifts on a rotating basis (i.e. one per
shift per quarter).
• Primary and secondary evacuation routes should be established, and all
employees and impaired (juveniles) should be drilled to use either route.
• Exits should be clearly marked and all signs lit and unobstructed.

Remember to RACE during fire:


• Rescue – rescue clients in immediate danger.
• Alert – yell out “Code Red”/”Fire” (or whatever your facility implementing
procedure dictates), pull fire alarm, dial emergency phone number.
• Contain – Close all doors and windows.
• Extinguish/Evacuate – Extinguish small fires, evacuate clients, if appropriate.

IV. DUTIES AND FUNCTION

Fire Officer A - Fire Marshall


Fire Officer B - Evacuation Officer
Fire Officer C - Evacuation Officer
Fire Officer D - Evacuation Officer
Security - crowd control / communication
Medical personnel - First Aider
Fire Crew - Fire controller/suppressor

V. RESPONSIBILITIES

1. All Superintendents/Chief of Offices shall designate at least four (4) Fire Officers in
their respective areas (depending on the number of occupants).

2. Fire Officers will be the first responder during fire and emergencies and serve as fire
and evacuation officers.

3. They shall encourage all their respective personnel to participate during the fire drill.

VI. EFFECTIVITY

This procedure shall take effect upon publication and shall be conducted monthly or
on the discretion of the DA/ADA.

SUBJECT: Fire Drill Procedure

The Government Arsenal as the sole manufacturer of small arms ammunition for the
Armed Forces of the Philippines (AFP), Philippine National Police (PNP) and other law
enforcement agencies should be protected not only from threats and sabotage from lawless
elements but also on fire emergencies and natural disasters.

In this connection, this office has devised a Fire Drill Procedure (attached) for your
comment and notation prior submission to the DA/ADA and to be conducted on a regular
basis upon approval.
