Vision
- The vision of Cab. 6-24 is to make the life of the people become prosperous and
successful through the leadership and plans of the elected Barangay officials and
each of the members of the community.

B. Location, Accessibility, Topography and Climatology


Barangay Cab. 6-24, formerly Villa Marcos, is one of the 91 barangays in the City of
Ilagan, in the province of Isabela. This barangay is situated at approximately 17.0271,
121. 9782, in the island of Luzon. Elevation at these coordinates is estimated at 55.2
meters or 181.1 feet above mean sea level.
The adjacent barangays of Cab.6-24 shares a common border and these include the
following:
- Cab. 7 (Nangalisan), Ilagan, Isabela
- Cab. 9-11 (Capugotan), Ilagan, Isabela
- Cab. 2 (Dappat), Ilagan, Isabela
- Cab. 3 (San Fernando), Ilagan, Isabela

Elected and Appointed Barangay Officials


The present composition of the Barangay Council was elected in May 2019 and their
term of office will end this October 2022 Barangay Election. It has 9 elective officials, a
Chairman of the Council with 7 Kagawads, 1 Sangguniang Kabataan Chairman and 2
appointive officials the Brgy Secretary and Treasurer. There are 12 Barangay Peace and
Order Officers, 1 Barangay Midwife and the Barangay Health Workers.

1.0 Social Development
1.1 Population
Barangay Cab. 6-24 has a total population of 1,181 individuals which was determined in
the 2020 Census. The household population in the 2015 Census 1,126 broken down into
254 households or an average of 4.43 members per household 157 individuals of the
population are considered as vulnerable persons. It has a land area of 291.8 hectares.

Population by age group

According to the 2015 Census, the age group with the highest population in Cabeseria 6
& 24 is 5 to 9, with 132 individuals. Conversely, the age group with the lowest
population is 80 and over, with 7 individuals.

Combining age groups together, those aged 14 and below, consisting of the young
dependent population which include infants/babies, children and young
adolescents/teenagers, make up an aggregate of 30.46% (343). Those aged 15 up to 64,
roughly, the economically active population and actual or potential members of the
work force, constitute a total of 64.48% (726). Finally, old dependent population
consisting of the senior citizens, those aged 65 and over, total 5.06% (57) in all.
The computed Age Dependency Ratios mean that among the population of Cabeseria 6
& 24, there are 47 youth dependents to every 100 of the working age population; there
are 8 aged/senior citizens to every 100 of the working population; and overall, there are
55 dependents (young and old-age) to every 100 of the working population.
The median age of 26 indicates that half of the entire population of Cabeseria 6 & 24 are
aged less than 26 and the other half are over the age of 26.

Historical population

The population of Cabeseria 6 & 24 grew from 954 in 1990 to 1,181 in 2020, an increase
of 227 people over the course of 30 years. The latest census figures in 2020 denote a
positive growth rate of 1.01%, or an increase of 55 people, from the previous population
of 1,126 in 2015.

1.2 SOCIAL SERVICES and STATUS OF WELL-BEING
1.2.1 Health and Sanitation
There are 1 (no. of) health personnel in the barangay, a Midwife with 5 Brgy. Health
Worker (BHW) and 1 Brgy Nutrition Scholar (BNS) servicing the entire population of
1,181 individuals. 1 Midwife from the City Health Office (CHO) rounds in certain days in a
week, specifically every Wednesdays and Fridays, for health care services and has a
Barangay Health Center with complete basic facilities and programs or services.
Basic health care program and commodities such as Child Care including Expanded
Program on Immunization (EPI), Integrated Management on Childhood Illnesses (IMCI),
Grantisadong Pambata (Vitamin A and Deworming), Nutrition-Micronutrient
Supplementation (Iron and Micronutrient Powder) and OPT (2-7 Months), Control and
Prevention of Infectious Diseases such as Tuberculosis, STI/HIV, Dengue, Typhoid,
Leprosy, Rabies, Malaria and Soil-Transmitted Helminthiasis, Local Health System
Development which include Laboratory, Inter-Local Health Zone and Ordinances Made
and Implemented, Lifestyle Related Disease such as Diabetes, Mellitus, Hypertension
and Cancer, and lastly, Safe Motherhood and Family Planning like Pre and Post-natal
check-up, TT Immunization, Vitamin A and Iron Supplementation, Exclusive
Breastfeeding promotion, Families/Couples attended classes practicing responsible
parenthood and facility based deliveries. Both natural and contraceptives are also being
provided by the City Health Office (CHO) occasionally augmented by the barangay health
fund.

Leading cause of diseases on children are infections, climactic conditions such as


Fever, cough and colds and contaminated water that causes dengue and malaria and
foods that can lead to diarrhea and poisoning. On the other hand, the causes of diseases
on adults are improper nutrition that causes hypertension and poison (including
contaminated foods and water), Drugs (over or wrong usage of medicines) and some are
hereditary such as heart and lung diseases. The nearest hospital is the San Antonio
Hospital, RHU 1 in the San Antonio part of the City of Ilagan.

School administration in cooperation with the barangay is implementing nutritional
feeding amongst malnourished children and clean – up drive was regularly conducted for
diseases prevention such as dengue and malaria which is very common in the barangay.
They conduct clean-up drive every 2 nd and 4th week of every month to maintain the
cleanliness of the surrounding. Meanwhile, the following table shows the access to
sanitary toilet of each household in the barangay.

Access to clean and potable water where the 254 households of the barangay were
at Level 2 water system. The water was tested by the authorities and declared to be safe
for drinking but most of the households prefer and buys mineral water to commercial
water stations in the barangay and in the mainland.

BARANGAY WATER SUPPLY SYSTEM

1.2.2 Education, Culture and Recreation


Education
The barangay has a Day Care Center within the barangay catering to pre-schoolers
manned by Child Development Worker with the help of the parent volunteers. The
barangay has a complete Elementary Education that caters the children from Grade 1 to
Grade 6. There are 6 school buildings and an additional of another building of the Day
Care Center for Pre-schoolers.
Secondary education from Grade 7-10 of the Junior High Schools is only accessible
at the next barangay including the Senior High School which only offer 1 Academic Track
– GAS Strand and 2 Technical and Vocational course, Electricity and Home Economics.
Meanwhile, the tertiary level is only available at the city proper on the población area.
Absence of secondary school in the barangay posted major challenges among the
students because they need to walk more or less 1 kilometer from them to attend their
classes. While college students who are enrolled in the university need to rent a lodging
house which they can stay with during school days.
Tertiary educations are available in public and private colleges and universities in
the city proper of Ilagan and its neighbor municipalities. Some students are enrolled at
the Isabela State University – Ilagan Campus, ISU-Cauayan and in a private school in
Ilagan which is Saint Ferdinand College.
TESDA Courses are being offered through vocational skills development scholarship
projects of some development partners and NGOs as part of the recovery program and
economic resiliency.

1.2.3 Welfare [4Ps, Elderly, PWDs, among others]


There are 50 families which are 4 Ps beneficiaries that receives quarterly cash grant,
the DSWD in partnership with the Barangay Council occasionally render medical
assistance and financial to Senior Citizens and PWDs such as BP monitoring and health
referrals.

1.2.4 Housing/Shelter
242 houses of the total 254 households in the barangay were made in concrete
materials. The 12 remaining houses are still made of light material and semi concrete
mixed material. All of the units were constructed by their own financial capability
without any assistance from any Non-Government Office or Local Government Unit.

1.2.5 Protective Services


- Among the 11 members of the Peace and Order Team, 3-4 0f them were doing
mobile roving night watch in motorcycles provided by the Local Government Unit.
There is also a tanod outpost which also has a small jail. About more or less 1 hour
is the needed time to travel to the nearest Police Station at the city proper.
- Communication through cellphone – sending SMS, online chat and call.

3.1.1 Power Generation


Isabela Electric Cooperative (ISELCO II) provided the electricity in the area. There are
1 Generator sets and 0 unit of solar power from the barangay that covers emergency
electricity during power outage.

The road that provides mobility within the barangay is concrete. There are some
part that is rough road when going to the city proper but does not cover a whole 1
kilometer, it is just a small part.

3.2 Social Support

The Barangay is being served by the medical and health staff of the City Health Office of
the city of Ilagan that is located at the city premises. Nearest hospital is about more or
less 15 Km away and is located at San Antonio, City of Ilagan, Isabela.

III. Risk Profile
A. Hazards Historical Hazard Events
Since the 1950s, 4 major typhoons were documented by the community in their
Disaster Timeline workshop. The earliest Super Typhoon they could recall was Typhoon
Amy which struck the village in 1950s destroying their sources of livelihood, and houses
and number of casualties. Two recent typhoons brought large damages in the barangay
Typhoon Ruby in December 2014 and Super Typhoon Yolanda in November 2013 was
the most devastating typhoon that the community had experienced. One hundred per
cent (100%) of the houses, livelihood, public structures and properties were damaged
and 3% of the population were injured.
The people observed that typhoons are getting more intense and destructive,
comes more frequently like the cases of Typhoon Ruby December 2014 and Typhoon
Amang January 2015 which struck just a month apart. Typhoon Yolanda has taught that
typhoon induced storm surges can be very fatal as government estimated more than
6,000 casualties just in Samar and Leyte area alone and lost billions of pesos worth of
damages in infrastructure and economy.

Hazard Identification
In recent disaster events the barangay identified and ranked the hazards in term of
probability and impact. Identified Typhoon was ranked 1 st, Earthquakes and
landslides /Drought ranked 2nd and 3rd respectively and fire ranked 4th.

C. Vulnerability
The whole of the barangay is considered on high risk to the devastating effects of
typhoon 56 houses out of the 72 households are built with light materials.
A total 118 of the 280 population of the barangay are classified as vulnerable
individuals composed of PWD, Senior Citizens, Pregnant/Lactating mothers and children
and were to be prioritized and assisted if evacuation warranted.
The last evacuation experienced by the barangay for a typhoon was during Typhoon
Yolanda in 2013 which evacuated a total of 56 families to private houses, Barangay Hall
and school buildings.

D. Capacity
With around three years since Super Typhoon Yolanda/Haiyan struck the barangay
DRRM projects and programs employed by the MLGU and its development partners of
INGOs and agencies increased the people’s capacities in terms of awareness to hazards,
preparedness and capacity to response.
Barangay Disaster Risk Reduction and Management Committee formulated its
contingency plan to a worst case scenario of super typhoon. With the meager allocation
of 5% BDRRM Fund the barangay continuously accessed resources from outside sources
for DRRM. Currently implementing recovery projects in the barangay with participation
of active people’s organizations of farmers, fisherfolk and women.
Participated in the Salcedo Municipal Wide Simultaneous Super Typhoon Drill
conducted last March 5, 2016 which mobilized 78 of its families. This was in partnership
with the UNDP, Plan International and MDRRMO.
The barangay received various equipment from programs of NGOs, there are trained
BHWs and Emergency Response Teams (ERTs) in basic life support and search and rescue
and with basic life saving equipment. The barangay has 1 handheld radios in network
with the control MDRRMO emergency radio network and to ACCESS 5 of
Tacloban.
