Eligibility criteria to apply for RUCO Aggregatorship

 Be an Indian citizen and be a resident of India.


 Have passed minimum graduation examination or equivalent from a recognized University. The
criterion of educational qualification is not applicable for Female applicant or belonging to
Freedom Fighter (FF) category.
 Be not less than 21 years and not more than 60 years in age as on the date of Application.
 There is no age restriction for applicants applying for locations reserved for Female applicant or
under FF category.
 Not be a signatory to distributorship/dealerships agreement, terminated on account of proven
cases of malpractices/adulteration with any organization in the country.
 The State Aggregator must have minimum net worth of Five Crores and ready to finance the
working capital requirements of the RUCO collection. The payments to the FBO will immediately
at the time of collection as per the quality and quantity of discharge. The state aggregator must
have firm offtake commitment from the Biodiesel plants for purchase of UCO.

 The Sub-Aggregator must have minimum net worth of fifty lacs and ready to finance the working
capital requirements of the RUCO collection. The RUCO-collector must have minimum net
worth of five lacs.

 Basic facilities required for operation of RUCO


State Aggregator/Sub-aggregator or Collector
Storage and Collection infrastructure of UCO

 RUCO Aggregator would require a Covered Storage facility for storage of barrels/containers and
UCO storage tanks duly registered by any one of the local authorities like State FDA/
Municipality/Local Bodies/ State Pollution Control Board for storage of
 100,000 kg UCO in Tanks (State Aggregators),
 25,000 kg UCO in Containers/barrels/Tanks (Sub-aggregators)
 5000 kg UCO in Containers/barrels/tanks (RUCO-Collector).
 The UCO storage area should be plain, free from live overhead power transmission. Canals /
Drainage / Nallahs should not be passing through the plot.
 The Aggregator must ensure that an all-weather motorable approach road (public or private
road connecting to the public road) of minimum 2.5 metre width is made available to provide
access of UCO vehicle to the for UCO Godown. In case of private road connecting to the Public
Road, the same should be either owned/registered lease or having a right of way from the
owner(s) of the land.
2. RUCO State Aggregator office
The State Aggregator should have an office with IT infrastructure to support the RUCO
application and Data management.

3. Infrastructure For collection UCO - In addition to the Godown for storage of UCO, Collection
Vehicles will be required for effecting collecting UCO from the FBO’s in the authorized area of
operation.
 10 RUCO vehicles mounted with required hardware for testing and weighing of
collected UCO (State Aggregators),
 3 RUCO vehicles mounted with required hardware for testing and weighing of
collected UCO (Sub-aggregators)
 1 RUCO vehicles mounted with required hardware for testing and weighing of
collected UCO (RUCO-Collector).

Application process
 Individual who fulfills the eligibility criteria for State- Aggregators, Sub-Aggregator and Collectors
are required to submit complete application form to BDAI office as per the due date given below.
 Individual who fulfills the eligibility criteria and already registered with BDAI before 31 st
December 2018 should complete all formalities and submit the completed application by 10 th
January 2019. The date of interviews will be communicated to eligible bidders who have
submitted complete application by 11th January 2019.
 New applications will be accepted for all vacant locations as shown in the column “to be
appointed” from 31st January 2019 to 15th February 2019. The date of interviews will be
communicated to eligible bidders who have submitted complete application by 20 th February
2019.
 A candidate can apply for more than one State/location. However, in such cases, he/she will
have to submit separate application for each location. Each application should be accompanied
with the requisite application fee.
 Applicants should submit only one application for one location. In case more than one
application is received from an individual, all the applications would be clubbed together and
treated as one application. In such cases, application fees received against all other
applications would be forfeited.

Mode of selection
Selection is done by inviting applications from general public through advertisements published
on BDAI website https://bdai.org.in. Selection of RUCO Aggregator/sub-aggregator/Collector for
given location is done by interview from all the eligible applicants for that location.

Tenure of distributorship
The tenure of the Aggregatorship shall be for an initial period of 10 years and renewable for
every 5 years thereafter, subject to the examination of the performance of the distributorship by
the respective BDAI and decision thereon.

About RUCO

1. India is one of the fastest growing economies in the world. The total vegetable oil
consumption is about 22.5 Million MT per year. It has been discovered that adulteration
of vegetable oils with used cooking oil (UCO) is a major health hazard. During frying, oil
undergoes degradation due to their exposure to elevated temperatures - physico-
chemical, nutritional and sensory properties of the oil (Total Polar compounds). The
toxicity of TPC is associated with several diseases such as hypertension, atherosclerosis,
Alzheimer's disease, liver diseases, high levels of bad cholesterol etc.
2. The National Biofuel’s Policy 2018 focuses on laying down stringent norms for avoiding
the entry of UCO in food stream and developing a suitable collection mechanism for
conversion into Biodiesel.
3. Food Safety and Standards Authority of India (FSSAI) has notified the Food Safety and
Standards (Licensing and Registration of Food Businesses) First Amendment Regulation,
2017 w.r.t quality of vegetable oil for repeated frying in the official gazette of India, stating
that vegetable oil having developed TPC more 25% shall not be used.
4. The FSSAI under the Ministry of Health & Family welfare, Government of India has
launched RUCO, which stands for Re purpose Used Cooking oil for conversion to Biodiesel.
