MINUTES OF THE REGULAR MEETING
MITCHELL SCHOOL DISTRICT 17-2
December 13, 2021

The regular meeting of the Board of Education was called to order by President Deb Olson at
5:00 PM at Longfellow Elementary School 110 North Mentzer Street, Mitchell South Dakota,
Davison County.
The Pledge of Allegiance was recited.
Roll call of members present: Deb Olson, Brittni Flood, Matthew Christiansen, Shawn Ruml, and
Kevin Kenkel. Absent: None. Others present: Dr. Joseph Graves Superintendent, Steve
Culhane, Business Manager.

Motion by Kenkel, seconded by Christiansen to approve the agenda as presented. Motion
carried.

Motion by Flood, seconded by Ruml to approve the consent agenda which includes the minutes
of the board meeting on November 8, 2021. These minutes had been furnished to the Daily
Republic in unapproved form all in accordance as per SDCL 13-8-35. Also on the consent
agenda that was approved were the claims and the Personnel items.
New Certified Hires: Kindra Clark, 7th grade Head Girls Basketball Coach, $2,101, effective
2021-22 school year. McKenzie Mertens, 10th grade Girls Basketball Coach, $3,246, effective
2021-22 school year. Pat Moller, 10th grade Boys Basketball Coach, $4,380, effective 2021-22
school year. Riley Berggren, 8th grade Head Boys Basketball Coach, $2,290, effective 2021-22
school year. Esther Witte, Assistant Girls Basketball Coach, $4,559, effective 2021-22 school

Motion by Christiansen, seconded by Kenkel to approve on second and final reading revisions
to School Board policy 201, School Board Legal Status to recognize student representatives to
the School board. Motion carried.

Motion by Flood, seconded by Ruml to approve the 2022-2023 school calendar. Among the
dates noted are; 1st day of school will be Wednesday August 17, 2022; Christmas break will be
Friday December 23, 2022 thru Tuesday January 4, 2023; last scheduled day of school will be
Friday May 19, 2023 and graduation will be Sunday May 21, 2023. Motion carried.

Discussion was held about adopting a decision on livestreaming of Future school board
meetings. Dr. Graves presented 3 options to the school board. They were option 1; remaining
status quo with the Mitchell Daily Republic as they are currently providing livestreaming
options of their website thru a paywall. Option 2; Provide funding to the Daily Republic to
livestream meetings at a cost of $350 per meeting. Option #3; Provide livestreaming of school
board meetings using District technology & personnel. Dr. Graves recommendation is to select
option #1.
Motion by Ruml to select option #2 to provide funding to the Daily Republic to have them
provide livestreaming of board meetings. There was no second to this motion, thus the motion
died.

Motion by Flood, seconded by Kenkel to select option #1 to remain with the Daily Republic to
provide the livestreaming as they currently are doing, but have the School Board review these
options again in June of 2022 to see what will be the best option moving forward at that time.
Voting in favor of this motion are: Flood, Kenkel, Christiansen & Olson. Voting against the
motion: Ruml. Motion passes 4-1.

Board members reported on the meetings they had attended since the last meeting.
During Dr. Graves Superintendent report, he mentioned that the State of SD as a part of their
fiscal budget were allotting 5 million dollars to MTC for the building of the Agricultural building
on campus. Also, MTC was applying for the prestigious ASPEN award. Four years ago, MTC was
in the top 5 in the country. During the Governor Noem’s budget address, she indicated that she
would be providing a 6% increase in education funding. There was no school on Friday May
10th and this day will not be made up. Dr. Graves explained that he does not call school on/off
for Mitchell Christian as they have told him that they want to make that decision on their own.
Dr. Graves does for Mitchell Schools, Mitchell Tech and John Paul Catholic schools as they have
indicated that they will do whatever the public schools do.
During public commentary, Debra Emme asked the school board to look at the school protocols
that limit access to schools only to school employees and students. Barbara Stadler told the
school board that she is supportive of Governor Noem drafting legislation that if passed would
require schools to set aside a minute of prayer to start the school day.

Mitchell Technical College, last fall, determined that its powerline program was in need of
digger derrick truck and a bucket truck and so issued RFPs for both. At the time, the Board
approved a successful bidder but that bidder was unable to fulfill the contract because of a
lack of inventory, an unfortunately common malady these days.

As a result, MTC issued a new RFP for both vehicles and opened bids on January 5, 2022.

One bid was received for the digger derrick truck, from Custom Truck One Source of Canton,
OH. The bid is $111,985 for a 2013 International 4300 with a Terex Commander 4047
digger derrick. As this bid met specifications and was within the budgetary expectations, I
hereby recommend that we accept this bid. (Funding will come from one-time state
equipment dollars and Perkins funds.)

No bids were received for the used bucket truck. Therefore, we will be pursuing competitive
quotes for a used bucket truck and, once those are received, we will bring a recommendation
to the Board for that purchase at a later board meeting.

Each year, the Board is responsible for setting the election for those school board seats
which have either exhausted the three-year term or are, for some other reason, vacant. For
about the last 15 years, we have operated our elections with the City of Mitchell or Davison
Country or both, in order to share, and thereby reduce, costs and to enhance voter turnout.

Thus, we would hold the election with Davison County and with their officials in charge of the
balloting process, on Tuesday, June 7, 2022. Seats currently held by incumbents Kevin
Kenkel and Deb Olson will be up for election for school board.

I recommend approval of holding the election jointly with Davison County on June 7, 2022.
(The City has no election this year.)
