Panimula
Ang pinagyamang modyul sa Filipino ay inihanda para sa mga
estudyante na matugunan ang matinding pangangailangan, mga
pagbabagong nagaganap sa paligid, karanasan. Ang layunin ng modyul na ito
ay magbigay ng alternatibong paraan upang mapag-aralan ng mag-aaral ang
mga kaaalaman at kasanayan hinggil Filipino na tumatalakay sa mga
mahahalagang aralin na nakatuon sa Globalisasyon. Sumasaklaw sa mataas
na lebel ng pag-aaral na ito ang teorya, konsepto, perspektibo, anyo, isyu,
suliranin, kasaysayan, at kahalagahan ng global perspektibo sa loob at labas
ng bansa.

Paglinang/Pagtalakay. Ito ay naglalaman ng mga babasahin kaugnay sa
aralin na pag-aaralan ng mga estudyante.

buong abstrak. Sa ibaba nito ay ang hindi hihigit sa limang susing
salita.

In 1492 Christopher Columbus set sail for India, going west. He had the Nina,
the Pinta and the Santa Maria. He never did find India, but he called the people he
metI set off for India 512 years later. I knew just which direction I was going. I went
east. I had Lufthansa business class, and I came home and reported only to my wife
and only in a whisper: "The world is flat."
I wish I could say I saw it all coming. Alas, I encountered the flattening of the
world quite by accident. It was in late February of last year, and I was visiting the
Indian high-tech capital, Bangalore, working on a documentary for the Discovery
Times channel about outsourcing. In short order, I interviewed Indian entrepreneurs
who wanted to prepare my taxes from Bangalore, read my X-rays from Bangalore,
trace my lost luggage from Bangalore and write my new software from Bangalore. The
longer I was there, the more upset I became -- upset at the realization that while I had
been off covering the 9/11 wars, globalization had entered a whole new phase, and I
had missed it. I guess the eureka moment came on a visit to the campus of Infosys
Technologies, one of the crown jewels of the Indian outsourcing and software industry.
Nandan Nilekani, the Infosys C.E.O., was showing me his global video-conference
room, pointing with pride to a wall-size flat-screen TV, which he said was the biggest
in Asia. Infosys, he explained, could hold a virtual meeting of the key players from its
entire global supply chain for any project at any time on that supersize screen. So its
American designers could be on the screen speaking with their Indian software writers
and their Asian manufacturers all at once. That's what globalization is all about today,
Nilekani said. Above the screen there were eight clocks that pretty well summed up the
Infosys workday: 24/7/365. The clocks were labeled U.S. West, U.S. East, G.M.T.,
India, Singapore, Hong Kong, Japan, Australia.

platform where intellectual work, intellectual capital, could be delivered from
anywhere. It could be disaggregated, delivered, distributed, produced and put back
together again -- and this gave a whole new degree of freedom to the way we do work,
especially work of an intellectual nature. And what you are seeing in Bangalore today
is really the culmination of all these things coming together."
At one point, summing up the implications of all this, Nilekani uttered a phrase
that rang in my ear. He said to me, "Tom, the playing field is being leveled." He meant
that countries like India were now able to compete equally for global knowledge work
as never before -- and that America had better get ready for this. As I left the Infosys
campus that evening and bounced along the potholed road back to Bangalore, I kept
chewing on that phrase: "The playing field is being leveled."
"What Nandan is saying," I thought, "is that the playing field is being flattened.
Flattened? Flattened? My God, he's telling me the world is flat!"
Here I was in Bangalore -- more than 500 years after Columbus sailed over the
horizon, looking for a shorter route to India using the rudimentary navigational
technologies of his day, and returned safely to prove definitively that the world was
round -- and one of India's smartest engineers, trained at his country's top technical
institute and backed by the most modern technologies of his day, was telling me that
the world was flat, as flat as that screen on which he can host a meeting of his whole
global supply chain. Even more interesting, he was citing this development as a new
milestone in human progress and a great opportunity for India and the world -- the
fact that we had made our world flat!
This has been building for a long time. Globalization 1.0 (1492 to 1800) shrank
the world from a size large to a size medium, and the dynamic force in that era was
countries globalizing for resources and imperial conquest. Globalization 2.0 (1800 to
2000) shrank the world from a size medium to a size small, and it was spearheaded by
companies globalizing for markets and labor. Globalization 3.0 (which started around
2000) is shrinking the world from a size small to a size tiny and flattening the playing
field at the same time. And while the dynamic force in Globalization 1.0 was countries
globalizing and the dynamic force in Globalization 2.0 was companies globalizing, the
dynamic force in Globalization 3.0 -- the thing that gives it its unique character -- is
individuals and small groups globalizing. Individuals must, and can, now ask: where
do I fit into the global competition and opportunities of the day, and how can I, on my
own, collaborate with others globally? But Globalization 3.0 not only differs from the
previous eras in how it is shrinking and flattening the world and in how it is
empowering individuals. It is also different in that Globalization 1.0 and 2.0 were
driven primarily by European and American companies and countries. But going
forward, this will be less and less true. Globalization 3.0 is not only going to be driven
more by individuals but also by a much more diverse -- non-Western, nonwhite --
group of individuals. In Globalization 3.0, you are going to see every color of the
human rainbow take part.

ang Pilipinas ay kikilalanin bilang bagong tigre sa ekonomiya sa Timog Silangang Asya. Mula sa dati ay
mahirap at naghihingalo ay tatanghalin tayo bilang bansang may pinakamabilis na ratio ng pag-unlad
at kakain sa atin ng alikabok ang mga kalapit- bansa sa nakakabulag na bilis ng ating pananagana.
Magkakandarapa kasi ang mga dayuhang korporasyon sa pag-uunahang makapag-negosyo sa ating
bayan. Paano ba naman eh dito sa atin matatagpuan ang pinakamasarap na putahe sa pagni-
negosyo : murang lakas-paggawa, mababait at hindi reklamador na mga trabahador (it’s more fun in
the Philippines baby!). Wag mag-aalala ang mga kapitalista; protektodo kayo ng gobyerno
laban sa mga magri-reklamo...may mga batas kaya na magtitiyak na hindi mabibitin si foreign
investor sa kanyang panggagahasa sa yaman ng bansa. Nariyan ang privatization, deregulation,
liberalization at kung ano-ano pang syon para wala talagang istorbo sa malayang kalakalan at
negosyo. Welcome to the free trade, welcome Globalization, welcome to the World Trade
Organization (WTO)!

Nasaan ang pangakong kaunlaran ng Globalisasyon? Magda-dalawang dekada na buhat ng
sumapi tayo sa WTO pero hindi kaunlaran ang ating naranasan! Libo-libong manggagawa ang
natanggal sa trabaho, libong pabrika at mga kumpanya ang nagsara dahil sa lintek na kumpetisyong
dala ng lintek na Globalisasyon!
Naka-ilang presidente na tayo (may tabako, may babaero, may unano at ngayon ay kalbo) pero wala
pa ring trabaho ang milyong Pilipino habang ang mga mga pinalad ay nagtitiis sa kakaramput na
sweldo at walang katiyakan at proteksyon sa mga kontraktuwal na trabaho. Patuloy na inilalayo ng
gobyerno ang mga manggagawa sa kani-kanilang mga pamilya sa pamamagitan ng paglalako nito sa
ibang kapitalistang bansa bilang mga OFW.
Sahod bumaba, presyo tumaas! Niloloko tayo ng gobyerno nang sabihin nitong sa pagpasok natin
sa WTO at Globalisasyon ay papatak ang biyaya ng kaunlaran sa buong mamamayan. Napako ang
sahod ng manggagawa sa halagang sapat lang para makabalik siya sa pinapasukan at makapagtrabaho
pa kinabukasan habang patuloy ang pagsirit ng presyo ng mga pangunahing bilihin. Ipokrito ang
gobyerno nang ito mismo ang nagsabing kailangang kumita ng P996 kada araw ang bawat
manggagawa gayung siya rin ang nagtakda na ang minimum na sahod ay P426 lang sa National Capital

Region. Linggo-linggo tumataas ang presyo ng langis at kasabay na tumataas ang presyo ng lahat ng
mga bilihin at serbisyo dahil sa kawalan ng kontrol ng pamahalaan sa mga higanteng korporasyon
bunga ng patakarang deregulasyon.
Manggagawa tayo! Magkakapatid tayo sa uri!
Di man tayo magkaka-kilala alam nating wala tayong pag-aari at mabubuhay lamang tayo sa pagbi-
benta ng ating lakas-paggawa, ng ating talino’t kasanayan. Tayo ang mga magkaka-
uring namamasukan sa mga pabrika, opisina, fast food centers, mga naglalakihang mall at shopping
centers, mga tsuper, guro, nars, call center agents, batilyo, mangingisda, security guard, gasoline
attendant. Kapatid natin ang mga vendor na nakakikipaghabulan sa mga awtoridad para
makapaghanap ng ipakakain sa kanilang pamilya. Kauri natin ang mga maralitang sinasalanta na ng
kalamidad ay sinusunog at dini-demolis pa ang kabahayan. Ang mga kabataan nakapagtapos man o
natigil sa pag-aaral ay walang ibang patutunguhan kungdi ang magbenta ng kanilang lakas-paggawa,
sila ang susunod na henerasyon ng manggagawang babalikat ng buong bigat ng krisis na dala ng
kapitalismo.
Kahit sa mga bansang mauunlad gaya sa Amerika at Europa ay grabeng kaapihan at kahirapan ang
dinaranas ng kanilang mga manggagawa. Tulad dito sa Pilipinas, inaalisan ng benipisyo at proteksyon
ang mga manggagawa at mamamayan upang isalba ang mga naluluging kumpanya o mga
korporasyon. Inaalisan ng mga serbisyong dati ng tinatamasa ng mga manggagawa at mamamayan.
Pagsalba (bail out) sa kapitalista, pagtitipid (austerity) naman sa manggagawa. Kahit sa mga bansang
promotor ng kapitalista o ng imperyalistang globalisasyon ay umaalingasaw ang baho ng sistemang
kapitalismo.
Kung palpak ang kapitalismo bilang sistemang panglipunan mayroon bang sistema na babago sa
kalagayan ng manggagawa?????? Ang sagot ay MERON! ...Tadah!!!! Ito ang SOSYALISMO!
Ito ang sistemang panglipunan kung saan ang paggawa ng lipunan ay hindi para sa
kapakinabangan ng iilang kapitalista. Ang lilikhain nating mga manggagawa ay para sa
pangangailangan ng lipunan at hindi para pagtubuan ng iilan. Sa kapitalismo sama-sama o
sosyalisado ang paggawa pero napupunta lang sa kapitalista ang tubo na nalikha ng
manggagawa. Kabaliktaran ito ng sosyalismo na hindi negosyo o pinagkakakitaan ang
edukasyon, pabahay, kalusugan at mga marapat na serbisyong panglipunan kungdi isang
obligasyon ng pamahalaan na ibalik sa mamamayan ang bunga ng kanilang pinagpaguran.

Engineer in the making.” Ang aking “HEPE” ay isang “OKRA,” ayos naman
siya, medyo hini lang nakikipagkwentuhan. Sinama pa nga niya ako sa isang mall sa

Sobrang seryosohin ang trabaho, walang buhay, kaya siguro iniwan ng asawa ha ha
(ang sama).
Naku malapit na naman pala umakyat ang mga “ALIMANGO” dito para mag-
inspect! Sana maganda ang maging feedback tulad noong nakaraan.

Saan tayo kumukuha ng impormasyon? Sa kasalukuyan, numero uno pa ring
pinagkukunan ng impormasyon ang telebisyon na may 89%, sunod ang Internet na
45%, radio na 36%, diyaryo na 12%, at magazine na 4% (TNS Digital Life 2012). Kaya
nga’t kung basura ang impormasyong nakukuha natin sa telebisyon at FB, basura rin
ang mapupulot at mababasa ng ating kabataan. Subalit kaiba sa Internet, ang
telebisyon ang pinakamarami, pinakamura, at pinaka-accessible sa lahat ng media sa
ating bansa. Maski sa cellphone may instant TV ka na. Kung kaya’t kung hindi natin
nasasala ang klase at kalidad ng impormasyon dito, siguradong magiging trash bin
lang ang isipan natin. Ano baa ng ibig sabihin ng information literacy? Sa depinisyon
ng UNESCO Information Literacy Primer, sinasabing information literate ang isang tao
kung alam niya kung kalian kailangan ang impormasyon upang makatulong sa
kanyang pang-araw-araw na buhay, propesyon, pagkilos at pagbuo ng desisyon.
Dagdag pa rito, kailangang mapangnilayan, maisalin o maisabi, maiayos niya ang
impormasyong ito na maiintindihan, makukuha, at mapapakinabangan ng iba. Halos
lahat naman ng pagkakataon, kailangan natin ng impormasyon. Subalit ang pokus
dito’y ang pagkakataong kailangan nating kumuha ng matinong impormasyon at
madalas matakaw tayo sa impormasyon kapag nag-aaral tayo o nakapaloob tayo sa
Sistema ng edukasyon. Ang mga bata ay ang may pinakamalakas na appetite sa
impormasyon dahil mausisa sila, palatanong at makulit upang malaman ang mga
bagay-bagay sa paligid nila. Kailangang sa ganitong sitwasyon, nalalaman nila kung
paano at saan makukuha ang impormasyon. Sa ngayon hindi na ang guro ang balon
ng kaalaman ng mga bata dahil nandiyan na si Google at ang buong kalawakan ng
Internet.Ngunit sina Google, Yahoo!, Facebook, at marami pang iba ay para lamang
sa mga may kayang Filipino. Nagpapahiwatig kasi ang UNESCO na ang pagiging
information literate ay kailangang-kailangan sa information society at ngayong 21 st
century. Sa kasamaang palad para sa Pilipinas, hindi pa tayo handa! Huwag tayong
maniwala na nasa information society na ang Pilipinas. Marami sa atin ang nabubuhay
pa sa kasalukuyan na parang walang pinagkaiba noong dekada ’70 dahil marami pa
rin ang naghihirap at naghihikahos sa buhay. Sabi nga ni National Statistical
Coordinating Board Secretary General Jose Ramon G. Albert, hindi nagbago ang
poverty incidence ng bansa simula noong 2006 hanggang sa ngayon na nasa 28% ng
kabuuang bilang ng sambahayan sa bansa. Ayon sa TNS Digital Life 2012, 7 sa 10
Pilipino ang walang akses sa Internet; 15% lang ng kabuuang sambahayan ang may
Internet connection; at 1.9 sa 100 Filipino lang ang may fixed Internet connection.
Samakatuwid, tulad ng dambuhalang hati sa pagitan ng mahihirap at mayayaman,
ganito rin ang makikita sa paggamit ng Internet. Kung kayat 3 sa bawat 10 lamang
ang proud na Facebook capital tayo ng mundo. Mallit din ang pagkakataong sa 3
bawat 10 Pilipino masasabi nating information-literate sila. Hindi porke’t naka-FB,
naka-iPad o tablet, naka-smartphone tayo ay information-literate na tayo. Sa
katunayan walang makapagsasabi kung ilang porsyento ng ating populasyon ang
information-literate. Wala pa kasing ginagawang komprehensibong pag-aaral tungkol
dito. Pero makapaghihinuha tayo na sadyang maliit na porsyento ito at ito’y tunay na
kalunos-lunos. Sa kasamaang palad, sa bagong K-12 na kurikulum ng DepEd, walang
matinong information literacy sa content at performance standards nito at hindi pa

naipatutupad ang ICT roadmap for Education. Kahit na nasa 21 st century na tayo. Sa
mga sumusunod kong kolum, tatalakayin koi to nang husto. Subalit ngayon, naging
malinaw na malayo pa tayong maging information-literate. Maski mass media ay hindi
nakaligtas dito. Saan ka ba makababasa ng diyaryong ang headline ay tungkol sa
lovelife at sexually transmitted disease ng isang artista? O di kaya’y ang bungad ng
balita sa TV ay tungkol sa hiwalayan nina X at Y. Nakalulungkot na baka sa pagdating
ng panahon hindi na natin alam kung ano ang ipinagkaiba ng basura sa impormasyon.
