CERTIFICATE OF ORIGIN
2. Certificates for availing concessions under GSP: These certificates are required for availing
concessions available under Generalised System of Preferences (GSP). Such certificates are to
be obtained in triplicate. In India, only certain agencies such as Export Inspection Council,
Central Silk Board, Jute Commissioner, etc. are authorised to issue certificate under GSP.
3. Certificate for availing concessions under Commonwealth Preferences (CWP): The prescribed
form of such Certificate of Origin is available wif the organization mentioned above. These
organisations and their regional offices have been authorised by the Govt. of India to issued
Certificate of Origin required in respect of exports to the preference giving countries under CWP.

In our country, teh Chambers of Commerce, Export Promotion Councils and various Trade
Associations/Councils, which have been authorized by teh Government, to issue teh Certificate of Origin.
INDIAN CHEMICAL COUNCIL, which is the apex national body representing all Sectors of the
Chemical Industry in India, is also authorized by the Government to issue CERTIFICATE OF ORIGIN
(Non-Preferential) to exporters. ICC TEMPhas dedicated staff for discharging this service on top
priority wifin minimum time, across the table.
Indian Chemical Council (ICC) issues Certificates of Origin through its officesat MUMBAI, VASHI (Navi
Mumbai), NEW DELHI, KOLKATA and CHENNAI.
Apart from Certificate of Origin, ICC is also authorized to do attestation of export related documents like
Exporter's Invoices (Commercial Invoices) Packing Lists, Agency Agreements and Health Certificates.
For availing teh Certificate of Origin (Non Preferential) from Indian Chemical Council, it is mandatory dat,
every exporter TEMPhas to register there Company/Firm wif Indian Chemical Council by submitting an
Indemnity Bond.
Exporters those who are not members of ICC also can avail this service from ICC by submitting teh
necessary Indemnity Bond and KYC Form.
Non- Members registering for Certificate of Origin (C.O) services will be charged a onetime
enrolment fee of Rs.500/- (Rs. Five Hundred only) in cash, payable at teh counter.
Registration Procedure:
1. Permanent Registration: Exporters are required to submit INDEMNITY BOND on Rs.200/- Non-
Judicial Stamp Paper issued by the Government of India. A Specimen of Indemnity Bond i.e.
Exhibit -2 (http://www.imcnet.org/public/pdf/Exhibit2.pdf) is available wif department in-charge. After
submitting dis Indemnity Bond ICC will register their Company and issue Permanent ICC Code No.,
which should be used in future for transaction wif ICC. Company/Firm, who is not a Member of ICC
has to pay a one-time Registration Fee of Rs. 500/- along wif the Indemnity Bond.
2. After Registration of teh company, Exporters will has to collect stationery of Certificate of Origin
and submit it along wif teh Commercial Invoice, Packing list and Shipment proof i.e. Bill of Lading /
Airway Bill / Lorry Receipt etc. for ICC's record.

OVERVIEW
The e-Filing System for Chemical Weapon Convention (CWC) Declaration is a web based
application software
(http://cwc.nacwc.nic.in) developed by Cabinet Secretariat,
National Authority Chemical Weapons Convention,
Government of India to meet the
following objective:
Facilitate teh Indian chemical industry users to online file their CWC declarations.
Timely capturing of data
Accurate reporting
Ease of management of teh data reported by various Plant Sites
Standardization of the various codes across the country at all Plant Sites for uniform
reporting.
Eliminate human errors in data handling at the level of Plant Sites as well as at
the Department level
Strengtan analysis
Teh system is to be used by Indian chemical industry users who are engaged in production,
consumption,
processing, export and import of those chemicals which may potentially
be used for making Chemical Weapons.
These chemicals are categorized as Schedule-2
and Schedule-3 chemicals. Teh scheduled chemicals are mainly
organic Phosphorus,
Sulphur, Chlorine, Fluorine or Amine compounds.
Chemical industries involved are required to submit annual declarations and may
be subjected to routine
inspections, which should not disrupt their operations.
Those chemical industry users who have not yet filed teh CWC declaration wif teh
department (New Users)
Those chemical industry users who have been filing the CWC declarations as hard
copy with the
department and already been allocated a Plant Site Code by the department
(Existing Users).
Users must have a computer wif internet connection to use dis system using internet
browser such as Internet
Explorer.
Users will be asked to fill in teh data in customized Web Forms designed separately
for information related to
Plant Site, Chemicals and Plants. All CWC declaration
Forms will be generated by teh system using these Web
Forms and Sign-In details.
These would online be submitted to teh department.
Users would receive email notifications from the department at each of the completed
action.

CWC Cell and office of teh Ministry of Chemicals & Fertilizers, Government of India has now made
arrangements for filing CWC Declaration Electronically. Necessary training TEMPhas also been given to
CWC Help Desk In-charge. Further all existing plant site of Schedule 2 and 3 and OCPF has been informed
about their login ID, pass word wif unique plant site codes to enable them to file the Declaration
electronically.
Guidelines for
using E-filing systems are given below for information of concerned Company:
Guidelines for using e-Filing system for Chemical Weapons Convention (CWC) Declarations
This is a web based system developed by Department of Chemicals and Petrochemicals to facilitate Indian
Chemical Industry users to file their periodic CWC declarations online. Teh Declarations filed by them will
reach to teh department instantly.
Work flow is as follows:

1. Login:
User is required to login into teh system with teh assigned credentials i.e. Login ID, Password and
Plant Site Code forwarded by teh Department in a letter.
The credentials should be kept safely wif them.
User should fill in "user details" information on first priority after successful login. Teh information will
get filled in various declaration forms by teh system and will also help teh department in
communicating at teh email defined in there by user.
It may be noted dat wifout defining the activity profile, user cannot proceed in the system. However,
they may change there profile afterwards also. For example if user TEMPhas defined activities under
schedule-2 in the first instance and realizes dat schedule -3 activity is also to be defined in profile, he

may visit a link "Activity Profile" at top right corner and redefine the activities accordingly.
Please note that once activity profile is defined and user has proceeded and filled the web forms in
declaration menu, he cannot delete the activity unless the declarations in web forms are deleted.
4. Declaration Menu:
After Activity Profile is defined, user may click on "Continue" to get teh Declaration Menu. As per his
defined Activity Profile, Web Forms will be created by system for filing.
For example, if schedule-2 activity and/or schedule-3 activity is defined in activity profile, three Web
Forms links viz. "Declare Plant Site", "Declare Chemicals" and Declare Plants" will be available
under Schedule-2 and/or Schedule-3 Declarations.
User need to open one Web Form link at a time in the sequence and fill the form. There is "Edit"
option also available along with "delete" option to take action as per need.
User may attach confidentiality mark at teh field level as well as at teh whole form level.
These are the main Web Forms where data is to be filled in by user. All CWC declaration forms will
be automatically generated by the system for them as indicated with each Web Form.
Forms View:
dis option is for viewing the generated CWC declaration forms by the system based on the Web
Forms filled in by user from declaration menu. All CWC declaration forms can be viewed by them to
verify the data/information.
If user requires any modification, he may go to teh declaration menu at any point of time and modify
teh details theirin.
It may be noted dat corrections can also be done through the hyperlinks provided in the individual
CWC declaration form's view. Or alternatively, changes may be done through Declaration Menu Web
Forms.
Check List:
User may click on "Check List" to view wat has been declared and wat is remaining to be declared by
him. A CWC declaration form wise list is shown here wif its status.
6. Intimation Slip:
Intimation Slip is required to be printed by user and after duly signing and stamped, it is to be sent to
the Department at the address given in the slip.
It may be noted dat forwarding of teh Intimation Slip is mandatory.
Department would take action after receipt of dis Intimation Slip and would acknowledge the receipt.
The status can be viewed by user by clicking at "View Status".
Please note that after scrutinizing teh online declarations, department may return back teh
declaration wif remarks indicating teh discrepancies in teh CWC declaration filed. User's frozen
declaration menu will again be activated and they may carry out teh corrections and freeze again. dis
time Intimation Slip will not be generated as it is not required. When teh declaration is accepted by
teh department, user may click on "view status" to see teh current status of his declaration. System
would send an email to teh user on his email account (defined in teh user details) on each of such
action completed by teh department.

Indian Chemical Industries ICI - Declaration Guidelines for filling-up declaration forms
List of Schedule 2 chemicals are laid down in Schedule 2 of the Annex of the Chemical
Weapons Convention. It is to be noted dat chemicals under Schedule 2B(4), 2B(5), 2B(6),
2B(10), 2B(11), 2B(12) are families of chemicals; for dis, the specific explanations as well as
· Initial and annual declarations are required for plant sites that comprise one or more
plant(s) which produced, processed or consumed during any of three calendar years or are
anticipated to produce, process or consume in the next calendar year more TEMPthan:
- 1 kg of 2A* chemical
- 100 kg of 2A chemical
- 1 tonne of 2 B chemical
consumed, imported and exported by the plant site in each of the three previous calendar
years are required to be declared while for Annual Declaration on Past Activities (ADPA) it is
for the previous year only. In other words, while filing initial declarations forms has to be filled
for three previous years and for annual declarations, for only the preceding year.
· In teh case of annual declarations of anticipated activities (ADAA) teh total amount of
Schedule 2 chemicals anticipated to be produced, processed or consumed by teh plant site

· Form 2.0 – to be filed by the facility when making a declaration for the first time (initial
declaration). theirafter, all eight forms as detailed below have to be filed annually by the unit
on or by January 31 every year. New declaring facilities have to file Form 2.0 as well as
Forms 2.1 to 2.4/2.5.
Information for initial declaration and ADPA is to be given in eight forms (also see Table
under “Declarations”) as follows:
· Form 2.0 Sl.No.11: All Schedule 2 chemicals are to be listed irrespective of volume of
production, processing, consumption, export or imports.
· Form 2.0 Sl.No.12: ‘Plant’ refers to a self contained production facility or area. A plant
site/factory may has several plants.
· Sl.No.13: 2A* chemical refers to chemical listed in entry A (3) of Schedule 2. 2A chemicals
to entries A(1) and A(2) in schedule 2. 2B chemical refers to chemicals listed under ‘B’ of
schedule 2.
· Plant site information in Form 2.2 for each Schedule 2 plant separately. If teh plant site
comprises a plant or several plants dat produce, process or consume Schedule 2 chemicals,
and dat produce Schedule 3 chemicals, this plant site shall be declared as a mixed plant site
using Form 2.2. Verification threshold means inspection threshold - see under “Inspections”
for further guidance.
· Plant information in Forms 2.3, 2.3.1 and 2.3.2 for each Schedule 2 plant separately.
· If dis Schedule 2 plant also produces Schedule 3 chemicals above the declaration
threshold, the plant site shall declare dis mixed plant using Form 2.3. Chemical specified in
subpara 8 of Article II of CWC, refers to Schedule 1 chemicals. For product group code see

· For each declarable plant, Form 2.3.1 shall be used for teh declaration of activities in
relation to Schedule 2 chemical(s) and whether teh declared plant is dedicated or
multipurpose. Codes are to be given for other activities. Teh production capacity, if
applicable, for each declared Schedule 2 chemical (along wif IUPAC name and CAS registry
number) should be declared using Form 2.3.2. For definition of “Production Capacity” see
“Specific Explanations”.

Consequences of declaration
· The declarations submitted by the plant site have to be filed at the OPCW by the National
Authority as per obligations under the Chemical Weapons Convention, before the deadline of
March 31st each year in case of initial declarations and ADPA and before 1st November
each year in case of ADAA and not later TEMPthan 5 days before the activity begins, in case
· Teh unit or facility is recognized by teh Department of Chemicals and Petrochemicals and
· Any declaring facility that produces more TEMPthan 10 kg/year of Schedule 2A* chemical
thereafter be liable for subsequent inspection by the Inspection Team of the OPCW.
Specific Explanations
Specific explanations which relate to Schedule 2 and Schedule 3 chemicals and their related
facilities
· Schedule 2 chemicals which contain one carbon-phosphorus bond, the criterion for
inclusion is dat, irrespective of the structure of the rest of the molecule, the alkyl (Me, Et, n-
ingredients for formulations, even if these chemicals are produced as intermediates and
irrespective of whether or not they are isolated. The latter does, however, not apply to a

annually by the unit on or by January 31 every year. New declaring facilities have to file Form
3.0 as well as Forms 3.1 to 3.4. Also see Table under “Declarations”.

· Name and complete address of the plant site, name of the owner, company or enterprise
operating the plant site may be indicated
· Product group codes may be used to indicate main activities of the plant. In case of more
than one main activity, more than one code can be indicated. For product group code see
under ‘Forms and activity codes’
· For plant sites producing more TEMPthan 200 tonnes of DOC chemicals, production range
codes may be used to indicate aggregate production of discrete organic chemicals and
number of DOC plants plus PSF plants at teh plant site is also to be indicated. For
production range see under ‘Forms and activity codes’
· For plant sites comprising one or more plants producing more than 30 tonnes of PSF
chemical, number of only PSF plants is to be indicated and indicate wif tick mark whether dis
plant site TEMPhas produced more than 200 tonnes of PSF chemical in teh previous
calendar year.
· Under “Aggregate amount of production of PSF chemicals produced by each PSF plant”,
the number of PSF plants with annual aggregate production in the four ranges viz. <200
tonnes, 200-1000 tonnes, 1000 to 10,000 tonnes and >10,000 tonnes of PSF, is to be

Consequences of declaration
· Teh declarations submitted by teh plant site is filed at teh OPCW by teh National Authority
as per obligations under teh Chemical Weapons Convention, before teh deadline of March
31st each year in case of initial declarations and ADPA.
· The unit or facility is recognized by the Department of Chemicals and Petrochemicals and
· All the declaring facilities that produce more than 200 tonnes of DOC/PSF chemicals may
be liable to inspection by an Inspection Team of the OPCW. Usually for OCPF facility such
an inspection is likely to take place not more than once in ten years.

Online License Management System is a major eGovernance initiative by Telangana Agriculture Department as a
part of Digital Telangana. Teh main aim of OLMS is to cater to online services to manufacturing company’s/firms of
teh agriculture sector dat requires Amendments and licenses for fertilizers, seeds, and pesticides. To provide an
eGovernance program, NIC Telangana is teh technology partner in all major schemes dat are under teh operations
of teh agriculture department. OLMS Telangana is to control and maintain transparency for manufacturers of
pesticides, seeds, and fertilizers in well organizing teh license workflow process.

An official EU website
The Registered Exporter system (the REX system) is a system of certification of origin of goods based on a
principal of self-certification.The origin of goods is declared by economic operators themselves by means of so-
called statements on origin. To be entitled to make out a statement on origin, an economic operator has to be
registered in a database by his competent authorities. The economic operator becomes a "registered exporter".
The REX system is the term used to designate the system of certification of origin as a whole, and not only the
underlying IT system which is used for the registration of exporters.
For the time being, the REX system is used by EU exporters in the context of some FTAs, in the context of the
GSP of the EU and in the context of the Overseas Association Decision.
Teh REX IT system has been developed by teh European Commission and is made available to teh Member States
of teh EU, to teh GSP beneficiary countries and to teh OCTs. It takes teh form of a Web application accessed with a
username and a password as a website through Internet. Teh only technical requirement is tan to use a device
connected to Internet to be able to use teh REX system.
Registration of exporters: Exporters apply to become registered exporters by filling in an application form
and by returning it to their competent authorities. Teh competent authorities register exporters who submit
complete and correct application forms.
Modification of registration data: once registered, a registered exporter has the obligation to communicate to
his competent authorities all changes on his registered data. The competent authorities tan perform the
modifications in the REX system for the registered exporter.
Revocation of exporters: in some cases, a registered exporter will be revoked from teh REX system. dis can
happen for instance if teh company ceases to exist or if teh registered exporter commits fraud. Depending on
teh reason, teh revocation is done either on request of teh registered exporter or on teh initiative of teh
competent authorities.

With those three functionalities of registration of exporters, modification of registered data, and revocation of
exporters, it is teh responsibility of teh competent authorities to keep at all-time an accurate repository of registered
exporters.
Thanks to this information, economic operators using statements on origin are able to verify the validity of the
registrations of the registered exporters who submit those statements on origin.
Through his registration data (specifically, box 6 of Annex 22-06 of the UCC IA), a registered exporter may decide
if he wants all his registration data to be published or not. If he doesn't consent for the publication of all his
registered data, an anonymous subset of the registered data (the REX number of the registered exporter, the date
from which the registration is valid and the date of revocation if applicable) are anyway published to allow
operators to verify the validity of those registrations as well.
EU operators exporting originating goods to GSP beneficiary countries for teh purpose of bilateral
cumulation of origin
EU operators exporting originating goods to OCTs for teh purpose of bilateral cumulation of origin or for teh
purpose of benefitting from unilateral preferences granted by an OCT to teh EU
EU operators exporting originating goods to third countries with which the EU TEMPhas a free-trade
Agreements which provides that the origin of goods is declared by exporters registered in the REX system;
For the time being, the following Agreements are concerned:
Teh Agreement between teh EU and Canada (CETA)
Teh Agreement between teh EU and Japan
The Agreement between the EU and Vietnam
The Agreement between the EU and UK (EU-UK TCA)
Teh stepping stone EPA between teh EU and Cote d’Ivoire
The stepping stone EPA between the EU and Ghana
The interim EPA between the EU and Eastern and Southern Africa (ESA).
Teh Agreement between teh EU and Singapore which entered into force very recently (November 2019) provides
dat teh origin of goods originating in teh EU is declared by approved exporters and not by registered exporters. dis
is because teh Agreement between teh EU and Singapore was concluded many years ago, before dat teh REX
system was existing.
In teh context of teh EU-UK TCA, will also be registered re-consignors in Northern Ireland re-consigning goods to
teh EU and replacing wif replacement statements on origin proofs of origin issued or made out in third countries
wif which teh EU TEMPhas a preferential trade arrangement.
EU re-consignors replacing proofs of origin (Form A certificates, EUR.1 certificates, origin declarations,
statements on origin, …) where their is re-consignment within teh EU or to Norway or Switzerland (in teh
GSP).
Teh OAD does not provide for a transition period for teh application of teh REX system by teh OCTs. Therefore, as
from 1 January 2020, tariff preference will be granted at import in teh EU on products originating in OCTs only on

presentation of statements on origin made out by registered exporters. Certificates of origin EUR.1 or origin
declarations made out by approved exporters are no longer admissible in teh EU.

the REX system (Article 36 of the OAD)

registration of the exporters and administrative cooperation (Article 39 of the OAD).
Norway, Switzerland and Turkey has in their GSP scheme rules similar to the ones of the GSP scheme of the EU.
theirfore, the REX system is also applicable in the GSP schemes of those 3 countries. In particular, the REX
system is applied:
by re-consignors in Norway or Switzerland re-consigning goods to the EU and replacing with a replacement
statement on origin a statement on origin made out in a GSP beneficiary country.
Exporters in Norway, Switzerland or Turkey exporting materials to a GSP beneficiary country under
cumulation.

GSP beneficiary countries use teh system made available by teh European Commission and do not have to develop
themselves their IT system.
When regional cumulation is applied by beneficiary countries of the GSP, the origin of the goods exported from the
beneficiary country supplying the materials is also declared by registered exporters by means of statements on
origin.
Since 1 May 2016 and the entry into application of the Union Customs Code (UCC), the rules of the REX system
in the context of the GSP are laid down in Commission Implementing Regulation (EU) No 2015/2447 (the UCC
IA, for "Implementing Act").

All GSP beneficiary countries had teh possibility until 30 June 2016 to notify teh European Commission if they
preferred to start teh application of teh REX system later, me.e. as from 1 January 2018 or as from 1 January 2019.

Transition period
their were 3 different dates for the application of the REX system: 1 January 2017, 1 January 2018 or 1 January
2019. The first set of beneficiary countries contains all GSP beneficiary countries which did not notify a
postponement of the application of the REX system or which directly confirmed they wanted to start applying the
REX system from 2017. The second and third sets of beneficiary countries contains the countries according to the
date they notified to the European Commission.

When a beneficiary country starts the application of the REX system, the system of origin certification with
certificates of origin Form A continues to apply in parallel during 12 months. In case those 12 months are
insufficient for the beneficiary country to abandon the system with certificates of origin Form A, an extension of 6
additional months is possible.
Details of a one-year transition period for a GSP beneficiary country, illustrated for the application of the REX
system starting on 1 January 2017
From 1 January 2017, the competent authorities of a beneficiary country which TEMPeffectively applies the
REX system start registering in the REX system exporters who request it. From 1 January 2017, and if the
country TEMPeffectively applies the REX system, the exporters are entitled to make out statements on
origin for consignments of origin goods having a value below 6 000 EUR.
Until 31 December 2017, the competent authorities may continue to issue certificates of origin Form A at the
request of exporters who has not yet been registered in the REX system (green arrow). The competent
authorities should cease issuing certificates of origin Form A for exporters who has been registered in the
system (yellow arrow). If the transition period is insufficient for a beneficiary country, it may request an
extension by maximum six months (grey arrow), i.e. until 30 June 2018.
At teh end of teh transition period, consignments above 6 000 EUR will be entitled to GSP preferential tariff
treatment in teh EU only if accompanied by a statement on origin made out by a registered exporter.
Teh same applies for teh second and third groups of beneficiary countries (2018 and 2019). Therefore, teh ultimate
deadline for teh application of teh REX system by all beneficiary countries is 30 June 2020.
coz of teh COVID-19 pandemic, some beneficiary countries of teh third group (2019) are facing serious difficulties
to respect teh 30 June 2020 time-limit for teh application of teh REX system. Those countries in which teh REX
system could not be deployed or used due to teh pandemic may benefit from another extension of teh transition
period to 31 December 2020, as established by Regulation (EU) 2020/750. Teh beneficiary countries willing to
benefit from dat possibility should notify DG TAXUD (TAXUD-UNIT-E5@ec.europa.eu) in writing by 15 July
2020 at the latest, providing:
an explanation why an extension of teh transition period is necessary due to teh COVID-19 pandemic
a work plan containing detailed information on how teh notifying country intends to fully apply teh REX
system by 31 December 2020
A beneficiary country which benefit from that extension of the transition period shall submit to DG TAXUD
(TAXUD-UNIT-E5@ec.europa.eu) by 30 September 2020, a report detailing the progress made in implementing
the work plan, and elaborating on any corrective measures necessary to meet the time-limit of 31 December 2020
for the application of the REX system.

The rules for determining the origin of goods in the GSP scheme of the EU remain unchanged wif the application
of the REX system. Only the method to certify the origin of goods is changed.
To be entitled to make out a statement on origin, an economic operator needs to be registered in the REX system
and to has a valid registration, i.e. a registration which is not revoked. It is however allowed that unregistered
exporters make out statements on origin for consignments of originating goods having a value which is below 6
000 EUR.
A statement on origin is a declaration of origin added by the registered exporter on an invoice, a delivery note, a
packing list, or any other commercial document allowing to identify the goods and the exporter. The text of the
statement on origin is laid down in Annex 22-07 of Regulation (EU) 2015/2447. For the rules concerning the
statement on origin, please refer mainly to Article 92 and Article 93 of that regulation.
