EXECUTIVE ORDER NO. 05


Series of 2019

“REORGANIZING THE MUNICIPAL PEACE AND ORDER COUNCIL OF THE


MUNICIPALITY OF MALABANG, PROVINCE OF LANAO DEL SUR”

WHEREAS, Section 119 of the Muslim Mindanao Act No. 25 of the


Autonomous Region in Muslim Mindanao provides that there shall be
established in the autonomous region and every province, city and municipality
a peace and order council pursuant to Executive Order 309, as amended,
series of 1988;

WHEREAS, the role of the Municipal Peace and Order Council is very
indispensable to the attainment of peace and order as a springboard of total
development in the Municipality;

WHEREAS, Executive Order no. 309, s. 1988, as amended pursuant to


Section 116, Local Government Code calls for the organization of peace and
order council.

NOW THEREFORE, I, HON. MOHAMAD YAHYA BOLOTO MACAPODI,


Municipal Mayor of the Municipality of Malabang, Province of Lanao del Sur, by
virtue of the power vested in me by law, do hereby order and direct the
following:

Section 1. REORGANIZATION OF THE PEACE AND ORDER COUNCIL. The


Local Peace and Order Council of the Municipality of Malabang, Province of
Lanao del Sur is hereby reorganized.

Section 2. COMPOSITION. Under Section 119, MMA No. 25 in relation to E.O.


No. 309 of 1998, the Local Peace and Order Councils shall be composed of the
following:

MACAPODI
HON. LOMINOG ALI Vice Mayor as Vice Chairman
HON. ALIMODEN SANTICAN Sanggunian Representative
WINSTON BOTANGEN CHIEF OF POLICE
EBRAHIM S. ABUSALMAN MRL
LT. SHAJEED P. ANDIK PN(M) MARINES
JOHAIMA S. ZINAL SK FEDERATED PRESIDENT
Section 3. MEMBERS OF THE SECTORAL REPRESENTATIVE

The Chairman of the Municipal Peace and Order Council shall appoint
the three representatives from the private sector upon the consultation with
the members of the council and upon acquiring appropriate security clearance.
Departments, offices and agencies, and or field offices shall not sit in the
Municipal Peace and Order Council;

Section 4. DUTIES AND FUNCTIONS.

a. Formulate plans & recommend measures to improve/enhance peace &


order & public safety
b. Monitor implementation of peace & order programs & projects &
operation of Civilian Volunteer Self-Defense Organizations & other
counter-insurgency programs/activities
c. Make periodic assessments or peace & order situation & submit
recommendations to NPOC
d. Receive complaints against government personnel, civilian or military &
endorse to concerned agency.

Section 5. MUNICIPAL PEACE AND ORDER COUNCIL (MPOC)


SECRETARIAT.

The Secretarial of the Municipal Peace and Order Council shall be


headed by the DILG Officer assigned in the Municipality,

The Secretariat shall be assisted in its functions and duties by the


regular staff of the council chairman.

Section 6. EFFECTIVITY.

This order shall take effect immediately upon signing.
