“Forest, in the context of both the Public Land Act and the Constitution classifying lands
of the public domain into “agricultural, forest or timber, mineral lands and national parks,”
do not necessarily refer to a large tract of wooded land or an expanse covered by dense
growth of trees and underbrush. - Republic v. Court of Appeals, G.R. No. L 56948”
The discussion was all about Presidential Decree No. 795 otherwise known as the
Revised Forestry Code of the Philippines which was issued on May 19, 1975 repealing
P.D. No. 389 or the Forestry Reform Code of the Philippines and CA No 452 or the
Pasture Land Act and all other laws, orders, rules and regulation or any part thereof which
are inconsistent therein.
We were able to learn more about the State Policy on the purpose of our Forest
Lands, the definition of the terms under the law such as public forest and permanent forest
or forest reserves, the organizational structure of the Department of Environmental and
Natural Resources and the Forest Management Bureau which is primarily in charge of
implementing the law, the Classification and Surveys of the DENR, its utilization and
management, the policies governing timber in forest lands, forest protection, special uses,
qualifications, criminal offenses and corresponding penalties.
It is quite sad to note that during the 1960s, there are around 12,000,000 hectares
in the country which are devoted to forest lands and now, the forest coverage in the
country is only around 7,014,152 hectares which are comprised of mangrove forests,
open forests and closed forests. A factor might be industrialization and commercialization
of some lands.
The presentation made me appreciate the different forest lands we have in the
country as well as the vast natural resources which can be found therein. It was good to
know that we have different policies and laws in place as well as leading institutions
primarily in charge of making sure that our forest lands are being well taken care of and
protected against those individuals or corporations which may be taking advantage.
Truly, the Philippines is very blessed to have these forest lands and we as a
people, it is our primordial duty to take part in its preservation for the future generations
to experience and admire its beauty as well.
