Summary
EXECUTIVE SUMMARY
Central university of Kashmir (formerly known as Central University of Jammu and Kashmir) is one of the 14 newly established
pace-setting central universities established in different states of India by an Act. of Parliament in 2009. However, the academic
programmes started w-e-f session 2010. At the beginning only three PG programmes were introduced and simultaneously a
number of UG, PG & integrated programmes have been started, the details of which are given as under:

The university is presently operating through a number of campuses acquired on rent basis, owing to the fact that construction
of multi-storeyed buildings at original site of university campus at Tulmulla (Ganderbal) has not yet been completed. Presently,
the construction work is going on for pre-engineered 2-storied buildings which are expected to be completed within next six
months. Hopefully, in the month of June-2016 some teaching departments may be shifted to Tulmulla (Ganderbal). At present,
the three rented campuses are housing various teaching departments, the details of which are given as under:

NEW PROGRAMMES
The University has started a couple of programmes from the academic session 2016. These programmes are likely to include
Integrated B.Sc./M.Sc. Chemistry in the School of Physical and Chemical Sciences and a couple of B. Tech. courses in the School
of Engineering and Technology. In addition to this, integrated M.Phil-Ph.D programme has been started in the Department
of Urdu, Mathematics and Political Science. Besides some short-term certificate/ diploma courses in Dress Making, Mobile
Repairing, Auto Mobile Engineering, Library Science. Physical Education, Legal Drafting and Petition Writing, Desk Top Writing
& Food Science Technology are being started at Tulmulla (Ganderbal) for the benefit of the local community.
NEW COURSES
In addition to this, the university is proposing to launch some on-line MOOCs courses including Certificate Course in Pre-
Primary Teachers Training, Early Childhood Care and Education (ECCE) and Computer Applications. Besides these, the University
has also introduced higher order skill development vocational degree programmes namely B. VOC in Retail management &
B.VOC in Tourism & Hospitality in consonance with the national requirements as outlined by the National Skills Development
Corporation and the guide lines of the UGC.
BOARD OF STUDIES
The academic programmes run by this University have been designed in a manner to pursue and promote excellence,
innovation and creativity. A significant departure has been made from traditional lecture method and new ICT enabled
pedagogy has been adopted. As a result of that substantial gain in learning, divergent and critical thinking has been achieved
through various programmes effective linkage with community and society has been established. The university follows a
systematic process in designing and revision of existing curriculum. For inclusion of new and/or revision of courses, basic work
is made in terms of in-house discussions by Departmental Committees of respective departments. Feedback of students is
also taken into consideration by the faculty members. Based on these, Board of Studies (BOS) consisting of experts of subjects
and faculty members together design the curriculum. Periodically as per requirement, the curriculum is developed or revised.
Board of Studies have a wide representation of faculty and experts from the department of leading universities in the country.
The recommendations made by Board of Studies are placed before the respective School Boards and finally before Academic
Council for approval.
CURRICULUM DESIGN
The curriculum design through an equitable proportion of hands-on practical training for skill acquisition and sound theoretical
knowledge serves to equip the students to face real-time challenges and societal needs. The curriculum attempts to address
the needs of various stakeholders such as Industries, Government Agencies, Banking Sector, Educational Institutions, Tourism
Department, Print and Electronic Media etc. The University gives a great deal of academic freedom enabling the introduction
of new & innovative courses. The University with 16 departments has focussed more on skill based technical courses and
integrated programmes to ensure employability of the pass outs. University uses the guidelines of regulatory bodies for
developing or restructuring the curricula. In addition to the UGC model curriculum, the University is following the guidelines
of other regulatory bodies like Bar Council of India, NCTE, Tourism Hospitality, Management Associations, etc. In view of the
feedback from the stakeholders and the subject experts from across the country, revision of the existing programmes takes
place.

ADMISSION
Central University of Kashmir along with other Central Universities of the country announces admission for July Academic
session every year for all available courses. The University undertakes huge publicity in a planned manner. The admission
notification is issued as advertisement in leading state and national daily newspapers. The notification of admission contains
detailed information about the UG, PG, Integrated and research Degree programmes which include the Intake of students,
eligibility criteria and process of admission. A prospectus of University is also distributed to the students in order to provide
information to the aspirants who wish to join any course in our University. The academic, administrative and financial aspects
related to the admission are also stated clearly in the prospectus and in the notification of admission. The same information

ACADEMIC CALENDAR / CURRICULUM TRANSACTION STRATEGY
The University is preparing and notifying a consolidated academic calendar well in advance. In addition to this, a detailed plan
showing Curriculum Transaction Strategy (CTS) has also been introduced. The main objective of CTS is to keep the students
aware well in advance about the content, method of delivery and ready references at micro level (unit base) for the entire
semester. Curriculum Transactional Strategy (CTS) has been introduced as an innovative practice to keep the learners informed
well in advance about their teaching learning schedules. The entire teaching-learning process is student- centric. Apart from
ICT-enabled teaching on the part of the teacher, adequate arrangements are in place to conduct tutorials, group discussions
and presentations. The course teacher tries to give individual attention to each student to the maximum.
TEACHING-LEARNING PROCESS
The teaching-learning process has undergone a sea change during the last four years. In fact the teaching-learning process
is ICT- enabled. Usually the teachers are making PPTs, which is followed by discussion. Students are encouraged to ask
questions as and when they desire so. Teachers are trained to accomplish high order instructional objectives laying focus on
comprehension & understanding on the part of learners. The affectivity of teachers is continuously being evaluated through
C.I.A. where students are encouraged to make their presentation and reply to the queries and questions raised by the fellow
students. The system of teaching-learning has been upgraded from one with the focus on rote-memory to the one with
development of divergent thinking abilities. Students are encouraged to think critically, rationally and take active role in the
deliberations within and outside the classrooms. The university has a pool of well qualified human resource sufficient to meet
the requirement of the curriculum. There is some shortfall of ‘Associate Professors’ which remain unfilled. However, against
these vacancies, contractual faculty is being engaged to meet the requirement.
STATUTORY BODIES
As a Central University, the University plans and manages its human resources strictly in accordance with the guidelines of
MHRD and the UGC. The decisions taken in the Executive Council (EC) and Academic Council (AC) and other statutory bodies
constituted as per the University Act are implemented in letter and spirit.
LEARNING OUTCOMES
The University has to a great extent succeeded in achieving the intended learning outcome. In fact, the entire process of teaching
learning has been restructured to achieve the learning outcomes one by one through classroom transactions, tutorials, group
discussions, field visits, small projects and case studies. Mostly the remarks of the concerned course teachers on presentation/

test papers and the grades achieved in End Semester Examinations are analysed to overcome the deterrents identified in
the process. In addition to this, End Semester Examination workshops are conducted to debate and discuss thoroughly, the
omission and commissions if any and remedial measures are suggested. Besides this, use of e-books, use of internet in the
browsing centres and focus on making PPTs- all have helped the students to learn more meaningfully and effectively.

STUDENT COUNCIL
The University is managing a wide range of activities for its students. There is a student council in place. Student representatives
are on the Board of Studies (BOS), Hostel and Transport committees, Canteen and Sports Committee and Alumni Association.

university is following the guidelines of MHRD and UGC. These general guidelines are then adopted to cater the specific needs
of the university in-terms of its specific requirements and in relation to the number of programmes to be introduced from time
to time. The teaching and non-teaching staff is deputed to various refresher/orientation, training, workshops, seminars and
conferences to enhance their professional development.
IQAC
The IQAC is in place w-e-f June 2014. It is serving as a whistle blower to ensure that qualitative improvement is brought about
in all the important aspects of the university namely teaching, research, extension and administration. The IQAC is visiting the
departments, making on-the-spot assessment of teaching-learning process and suggesting remedial measures. The specific
measures taken in this direction include a formalized structured system of student evaluation of the teachers, Students’
feedback on curriculum, learning resources, evaluation system, Extension lectures by Guest faculty from other universities,
augmentation of learning resources including library, browsing centre, reading room, creation of smart classrooms, grant of
financial assistance for conducting Minor Research Projects by the faculty, identification of inspired teachers to participate and
compete at the national level, encouraging teachers to attend orientation and refresher courses outside the University system
and orienting young faculty towards publication of papers in quality journals.
GREEN AUDIT
The green audit is done periodically. However, in the present circumstances some difficulties are being faced owing to the fact
that the university is operating from several rented campuses. Efforts are on to construct buildings at its permanent campus at
Tulmulla which may hopefully take a couple of years or more.
NIRF RANKING
It is heartening to note that CUK has obtained a slot in the National ranking in first rank band of between 101 - 150 along with
Central University of Gujarat. This has happened within a short history of 6 years of the University and it is expected that if the
university maintains and sustains the present pace of growth and qualitative improvement in teaching-learning process it will
surely get a rank within first 100 universities within a short span of time.
BEST PRACTICES
The University has been continuously working for establishing good and innovative practices and in this direction the following
measures taken by the University are worth to be mentioned here.
• CTS as an Innovative Practice
Introduction of CTS as an innovative practice has helped to make the process of teaching learning more systematic,
student centric, time effective and result oriented. This practice has been started as a micro level approach to teaching
learning process.
• ESE Workshop
The second innovative practice introduced in the university is conduct of End Semester Workshop at the end of each
examination twice a year. The main objective of this workshop is to update and sensitise the faculty about the new
innovations and techniques of evaluation. The errors and omissions on the part of evaluators, examiners, and paper
setters if any are addressed to and remedial measures are being provided on the spot. Through this workshop, the faculty
of the university is sensitized about the weaknesses and challenges about the examination system. The faculty of the
University has showed significant improvement in their evaluation process. The University is arranging experts for special
extension lectures on this occasion.
• Online Feedback of Students
The third innovative practice introduced in the university is Online Feedback of Students for Teachers and the University
System. The main objective of this feedback is to improve the teaching learning process. From this year, the students have
submitted their feedback about their faculty and the university as a whole on-line. Through this feedback, the teachers
are kept aware about their areas that need improvement from student’s point of view. The entire student feedback is

analysed and subsequently used for bringing about improvement in teaching learning process, Curriculum Designing and
Instruction improvement in examination system etc.
• Digitized Online Assessment (DOA.)
The University has recently started conducting second Continuous Internal Assessment through online mechanism. It is
believed that the system being more efficient in terms of economy of time in conducting & declaring of results. This has
been done on pilot bases and is restricted to only few departments. The said DOA being less subjective and more objective
shall provide an opportunity to the students to achieve higher scores. It shall also help the students to prepare themselves
for NET/SET/JRF, PSC screening tests and other competitive examinations. After carefully examining the feedback it is
expected that DOA shall be implemented in all the departments of Central University of Kashmir.
STRENGTHS
• Central University of Kashmir has been established as a pace setting institution along with other 14 Central Universities. As
such the focus in the University is on adopting multidisciplinary approach to create new knowledge with a social purpose.
The curriculum designing, instruction and evaluation in this University has undergone a significant change and has set a
departure from the traditional routine and rhetoric curriculum designing, teaching and examination. This policy shift is
a major strength. In fact, the subject experts on our own Boards of Studies and School Boards from leading institutions
at the national level including Central Universities, IIT’s, IIM’s, National Law Universities, NCTE, NCERT, have significantly
contributed in this direction.
• Our teaching-learning process is completely ICT-enabled and student centric. We are following an innovation practice
of Curriculum Transaction Strategy (CTS) wherein a detailed break-up of the syllabus at the micro level is provided to the
learners at the beginning of each semester. The CTS contains the schedule regarding the number of lectures, number of
PPTs, number of tutorials, discussions for each semester together with unit wise coverage through core-readings.
• Strength with us is our student-teacher ratio of 10:1. This ratio is helping us in paying individual attention to each student
in the class catering to diverse needs of learners.
• The other important feature is our effort to cater to the diversities by enhancing inclusive character of our own classrooms:
50% of our students belong to SC/ST, other backward classes (OBC) & PWD categories.
WEAKNESSES
• The University till date could not develop its own campus owing to the poor quality of land allotted by the State Govt. in
2010. The construction of the University buildings at the allotted site (Tulmulla, Ganderbal) could not materialise during
the last five years. As a result of this, the University started operating from multiple rented campuses in Srinagar. As an
alternative, in the first instance, the University now has decided to construct pre-engineered buildings which are expected
to be completed within the next four months.
• The University could not yet appoint faculty at the level of Professors and Associate Professors. 72% of the Professors
positions and 92% of Associate Professors positions are still lying vacant because of non portability of pension.
• A number of academic programmes especially those which require establishment of laboratories with the state of art
facilities could not be established due to rental nature of the existing campuses.
• Several programmes aimed at fostering social responsibility and community development could not take off.
• No organised sports activity for students could be managed due to lack of a full-fledged sports ground at the campus.
• Dearth of supportive staff is also one of the major issues which hamper the speedy disposal of the cases pertaining to
administration, academics, research etc.
OPPORTUNITIES
• The University has a great scope for becoming a pace-setting institution in the entire northern region of the country.
• MOU with three northern central universities shall facilitate the following:
• Credit transfer in all common programmes;
• Professional development of faculty of the three universities through establishment of common Human Resource
Development Centre.
• Collaboration in Research and Consultancy;
• Cultural Integration
• Upliftment of the local community through Skill Development need-based courses to be launched at the site of the new
campus.
• The University has great potential to become a Centre of Excellence in due course of time.
• The University is focusing on floating MOOCs for the benefit of distance learners.

• In view of the increasing public demand, the University is launching new programmes in the faculties of Science,
Engineering and Technology.
• There is a scope for undertaking more extension activities for the tribal population residing within the jurisdiction of the
University.
• The University is planning to start some selected courses for the student clientele in the area of Leh and Kargil also.
CHALLENGES
• Recruitment of teaching faculty especially at the senior levels of Professors and Associate Professors is one of the most
serious challenges for the smooth functioning of the University. Special efforts need to be undertaken to attract talented
faculty at these levels even if some relaxations in the service conditions may have to be granted.
• Construction of the University campus at the allotted site at Tulmulla Ganderbal is another serious threat in view of the
fact that nothing has been done on this issue during the last five years. Under all normal circumstances, hopefully it is
expected that within next two to three years, the campus buildings may come up at the allotted site.
• Serious attention and consideration is to be given to the retention of faculty especially those who have been appointed
from outside the state. In the present circumstances, these faculty members especially Assistant Professors prefer to leave
as soon as they get any opportunity to work in their own areas of residence.

Yes. The Department carried out a detailed assessment and came up with the suggestion of launching M.Com from
academic session 2017-18. The rationale for launching the programme was the huge number of institutions offering
B.Com and limited avenues of doing M.Com in the state. Due to the vast demand supply imbalance the Department
played active role in introducing the new course and formulated the modalities for the same including the best syllabus
and some demanding courses like GST and Interest free banking. Which are currently taught in few universities only.

• Department conduct a 10 day workshop on Research Methodology (25th April-3rd May 2016. Professor. S Rangnekar,

resources persons of the workshop.

The Department has a holistic method of monitoring each student and allotting mentors for students. The mentors are
entrusted with the task of assessing the customized needs of the students. Extra tutorials are used to create parity among
the students. Extra group assignments, teaching through case methods. Industrial tours, and guest lectures are arranged
based on the learning objectives.

e-transaction for university repository. This e-content has been crafted keeping in view the customised newds of the

The Department of Politics & Governance appreciates the value of effective curriculum transaction strategies and even
an excellent curriculum will not be fruitful if there are no appropriate transaction strategies. We believe that the main
responsibility for curriculum transaction lies on the teaching faculty who are encouraged to use innovative and varied
types of pedagogies to foster a learning environment for the students where intellectual understanding and critical
thinking are nurtured. A broad range of teaching techniques are employed by our teaching faculty to achieve these
goals. Apart from the traditional lecture method, we also utilize several complementary techniques like Seminar (small
group teaching), Tutorials, Research seminar, Exercise classes, Workshops (classroom based practical classes), Problem-
solving sessions, Work based practice and Fieldwork. Information Technology aids are used extensively to facilitate these
techniques wherever necessary. In order to assess the effectiveness of our curriculum transaction strategies, continuous
assessment is done through evaluation and through student feedback. Our assessment methods include not only tests
and exams, but we also encourage exhibitions, performances, presentations, simulations, multimedia projects, and a
variety of other written, oral, and visual methods to evaluate learning outcomes.

The Department has generated the awareness among the masses and elites about the conservation of environment. It
was first time possible that the theology and religion was linked with the hardcore issues faced by the human beings on
the surface of this planet.
51. Detail five major Strengths, Weaknesses, Opportunities and Challenges (SWOC) of the department:
Strength:
Most of the faculty members in the department are polyglot and are good at textual studies. Five faculty members are
having PhDs to their credit which enables the faculty to nourish the research based ambiance in the department.
Weakness:
As the University is operating from rented buildings therefore lack of sufficient infrastructure hampers the smooth growth
of the faculty and students.
Opportunity:
The department is inter-disciplinary and multi-disciplinary in nature and therefore can offer more multi and inter-
disciplinary courses to the students. It has a very high potential of exploring possibilities for student and faculty exchange
at national and international level.
Challenge:
To cope up with modern techniques and methods of teaching and prepare the students for quality research in social
sciences.

The department intends to launch M.A. in Vedic Studies and M.A. in Islamic Studies. In addition to this the Department
plans to launch a post-graduate diploma in textual studies. The department is in process of signing MoUs with different
national and international institutions in near future. Further, the department intends to launch its annual research journal,
