A Perfect Preparatory School for the Mission Karmayogi

I .Vedhik – The Vision

Vedhik Erudite Foundation is formed by a group of retired civil servants and

academicians who served our nation in several leading capacities with highest
responsibilities and were inspired by the path breaking proposals of our Hon.
Prime Minister Shri. Narendra Modiji enshrined in the visionary and unique
programme of Mission Karmayogi unveiled in September 2020 and are driven by
a patriotic zeal to identify, adopt, nurture and train, more than one lakh
deserving students with exceptional capabilities and fire in their minds from the
rural and suburban parts of India, and handing over them back to the nation as
worthy individuals capable of taking up leadership roles in the governance of all
walks of life, nationally and globally, through actions driven by thoughts
governed by the Indian ethos, sensibilities and value systems.

II. The Background -Mission Karmayogi

The Union Government of India has announced a programme to transform the

capacity building in the bureaucracy through institutional and process reforms
by name Mission Karmayogi– The National Programme for Civil Services
Capacity Building (NPCSCB). This is a programme intended to prepare Indian
Civil Servants for the future, by making them more creative, constructive,
imaginative, innovative, proactive, professional, progressive, energetic, enabling,
transparent and technology enabled. At the same time this mission is so designed
that it remains entrenched in Indian Culture and sensibilities while drawing
resources from the best institutions and practices of the world. This mission has
been necessitated due to the following reasons:

1. Develop domain knowledge besides administrative capacity.

2. To formalize the recruitment process to match public service to the

servant’s competence.

3. These reforms are the need of the hour.

4. The growth of the Indian economy makes it more complex and hence
demands greater governance capacities.

This mission envisages beginning right at the recruitment level and investing in
the civil servants for more capacity.
This programme proposes appointments to posts above Joint Secretary from
cadres other than IAS.

This mission provides great value addition through:

1. Transition from Rule Based to Role Based HR model.

2. Strengthening Behavioural, Functional and Domain Competencies.

3. Application of uniform training standards.

4. Vision for new India through right attitude, skills, and knowledge aligned
to the Indian value systems.

5. On-site learning coupled with off-site learning.

6. Adoption of best practices from the leading learning institutions.

This mission emphasizes the importance of the person in authority having the
required skill and experience in the relevant area- the right person for the right
job - and a great behavioural change in the bureaucracy to embrace the change
that is the need of the hour. Mission Karmayogi aims at ease of business, ease of
living for the common citizen, and a citizen-centricity.

III. Vedhik IAS Training Academy

Vedhik IAS Training Academy, India’s largest online IAS academy intends to train
the youngsters of this country to qualify for the highest offices of the government
through competitive examinations and was started by DR. Babu Sebastian,
Former Vice Chancellor, Mahatma Gandhi University and Kannur University,

IV. Mission Karmayogi and Vedhik Academy

The outline of the Mission Karmayogi announced in early September 2020, was a
great food for thought for the top leaders of Vedhik IAS Academy. Being ex-civil
servants, they were having similar opinions regarding the timely changes
necessary and even demanded by the bureaucracy. Their long experience in the

civil service and their involvement in the civil society after their service period
had made their minds clear about the requirement of a total change in the
attitude of the civil service and addition of Indian ethos and values to the
governance system.

Being in the field of training, their eyes immediately caught the greatest
requirement for the success of the Mission Karmayogi without which this
marvellous initiative could partly fail in meeting all its objectives. In the opinion
of the leaders of Vedhik IAS Academy, Mission Karmayogi offers a great plan to
vitalise the Civil Servant once he gets inside the system. The Government can
also modify the recruitment policies to accommodate the modified qualities,
qualifications and requirements demanded by the Mission Karmayogi
programme. But the greatest requirement for the best success of this mission

V. Vedhik Erudite Scholarship Programme

Vedhik IAS Academy proposes to institute a programme by name Vedhik Erudite

Scholarship with the help of NGOs, Corporate, Individuals and Charity
organizations to sponsor scholarships to students from rural and suburban areas
across the nation mainly from government and aided schools. The operation of
this scheme is detailed below.

a. The local execution office of Vedhik IAS Academy in the particular district
identifies the school.

b. The school teacher, Headmaster or the PTA identifies a boy and a girl
student each from High School and Higher Secondary School levels, who
can become a worthy addition to the esteemed Indian Civil Service.

c. No entrance examination is conducted at this stage.

d. The students are granted a scholarship of Rs. 30,000/- by a socially

responsible individual or entity, which will be the fee of enrolment to the
Vedhik IAS Academy. By paying this fee he or she can access the online
classes, learning materials and model examinations of Vedhik Academy
until the students succeed in achieving their goal.

e. The student, his parent, the headmaster, and the local Vedhik counsellor
and the sponsor will have continuous communications regarding his
progress.

 f. It is proposed to induct 10,000 students from Kerala by March 31st 2021
and increase it to 1,00,000 students across India by March 2023.

g. The training programme will have modules of Indian culture and ethos,
value education, Personality development, employability and leadership
skills, Yoga and Meditation so that the young students get tuned to the
fundamentals behind Mission Karmayogi from a very young age.

VI. The Unique Features of Vedhik Erudite Scholarship

IX. Conclusion:

Minister Shri. Narendra Modiji’s future vision about a responsible, responsive,
