India: Projects & Programs:: India, Ibrd Sign $713-M Pact For Infrastructure Sector Projects
INDIA and the IBRD signed three agreements for assistance aggregating $713 million towards
infrastructure projects. These include the Third National Highway project which envisages IBRD
funding of $516 millions, a loan of $62 million for the telecom sector reform technical assistance
project and the second renewable energy project for which the IREDA will get a loan of $80
millions.
The loan for the National Highway project which will be implemented over a period of five years
will be used for four to six leaning of 477 km of high traffic volume stretches of the National
Highway No. 2 in Uttar Pradesh and Bihar. The project also includes a component for corridor
management, road safety improvement and institutional strengthening. The single currency loan
has a variable spread and rate with a grace period of over five years and a maturity period of five
years. It is expected to be completed by December 31, 2005.
The total cost of the telecom sector reform technical assistance project is estimated at $72
million with a World Bank loan of $62 million and a counterpart funding of $10 million by the
Government. The loan will primarily be used to upgrade spectrum management capabilities of
the Department of Telecommunications (DoT).
PROJECT INVESTMENT:
Nearly 51% of the total Bank lending to India is by IBRD loans. This includes various
developmental projects like Nathpa Jhakri Project, National Dairy Project and Upper Krishna
Irrigation. India had 450 projects of which around half were carried out by IBRD. Its assistance
has been extended to the Railways, Power, Fertilizer and Telecommunication sector.
Satluj Jal Vidyut Nigam (formerly Nathpa Jhakri Power Corporation Ltd) has run up all six
250MW units of the Nathpa Jhakri Hydroelectric Power project. Four of the units have already
been commissioned, and the last two (Units #1 and 2) began working in March 2004, four
months ahead of schedule.
As a whole, Nathpa Jhakri boasts the largest and longest headrace tunnel, largest desilting
chambers, deepest and largest surge shaft, and the largest underground power complex. The
project has added 1,500MW capacity to the Indian Northern Grid since the the first unit was
commissioned in October 2003. The Union power ministry is reportedly treating this as a
benchmark for future hydroelectric projects.
The Nathpa Jhakri project, which began in 1993, is for a 1,530MW installation on the upper
reaches of the river Satluj in the Kinnaur and Shimla districts of Himachal Pradesh, in the
foothills of the Himalayas.
The project includes a 60.5m-high dam and underground desilting complex and a 27MW Francis
unit. It supplies Himachal Pradesh and the Northern Regional Grid States in India. A high-
voltage transmission system (220kV) transports power from the Nathpa Jhakri hydro station to
Haryana's grid system.
Apart from its various projects mentioned above IBRD recently invested in development of
transportation facility in India. Its investment were as below.
IBRD - $350 million: Lower freight and passenger transport costs will reduce transport
bottlenecks affecting economic development and will benefit the traveling public, agricultural
and industrial producers, consumers, and local communities in Andhra Pradesh. Total cost:
$485.5 million.
IBRD - $51.5 million: Technical assistance will be provided to state governments to support road
infrastructure finance and maintenance reform. Total cost: $68 million.
IBRD - $50 million: Assets lost in the floods and cyclones in Andhra Pradesh last year will be
restored and actions will be taken to reduce future hazards. Total cost: $220 million.
The World Bank has sanctioned a $50.7 million loan to India for upgrading roads in Tamil Nadu.
The loan will be used to upgrade 1,380 km of roads and for two lining of 720 km road in the
state’s core network. This funding is additional financing to the Tamil Nadu Road Sector Project,
which became effective on 31 October 2003, with a loan amount of $348 million.
The additional loan from the International Bank for Reconstruction and Development (IBRD)
has a 25-year maturity including a five-year grace period. Till date, the project has improved
around 850 km of roads and upgraded 570 km of existing state highways to two lane roads. The
additional financing will help meet a cost overrun, primarily caused by an increase in the prices
of construction materials and an appreciation of the Indian rupee
The Bank's State-level lending programmers for Karnataka will also bring the private sector into
water management contracts in 13 northern urban bodies. The Bank President, Mr. James
Wolfensohn, said here that "a decision has been taken to work closely with the State Government
and the Chief Minister can count on our partnership" in developmental activities.
INFRASTRUCTURE
1. Rural Roads: Rural roads are revitalizing village economies in Rajasthan and Himachal
Pradesh.
2. Mumbai Urban Transport Project (MUTP): The MUTP is carrying out much-needed
improvements to Mumbai’s rail and road infrastructure.
3. Resettlement under MUTP: Resettling the displaced is an unprecedented exercise in
improving the lives of the urban poor.
4. Building State Highways in Andhra Pradesh: A new inter-state highway linking Hyderabad
with Chennai has brought prosperity to the remote regions.
RURAL DEVELOPMENT
1. Empowering the Poor in Tamil Nadu: The livelihoods and quality of life of the rural poor,
particularly women and other disadvantaged groups, is being improved.
2. Reclaiming Saline Lands in Uttar Pradesh: Large tracts of saline lands in UP have been
rendered fertile, boosting productivity and raising farmers' incomes.
3. Better Crops, Higher Incomes in Dry Watershed Lands of Karnataka: Degraded lands have
been brought under cultivation and farm yields have risen in the drought-prone regions of
Karnataka.
4. Restoring Rain Water Reservoirs - Tanks - in Karnataka: Rural communities in the poorest
and driest districts are restoring traditional rain water reservoirs - known locally as tanks - to
increase the productivity of their land.
5. Computerizing Land Records in Karnataka: With World Bank assistance, 20 million land
records have been computerized, benefiting 6.7 million farmers in Karnataka.
6. Improving Agriculture in Assam: Tubewells and community-managed irrigation systems
extend farming season in Assam, farmers' incomes rise significantly.
7. Reversing the Degradation of Natural Resources in the Lower Himalayas: Farmers in the
lower Himalayan regions of Punjab, Haryana, Uttarakhand, Himachal Pradesh and J&K have
conserved soil and water, improved drinking water supply, and built roads and bridges.
CREATING JOBS
Small and Medium Enterprises: The World Bank is financing the SME sector in India to increase
job creation.
HEALTH
1. Eliminating Leprosy: Access to diagnosis and treatment services has increased, particularly
for the poorest, cutting leprosy cases in half between 1993 and 2000.
2. Controlling TB: Remarkable progress is being made in controlling the spread of tuberculosis
- a leading cause of illness and death in adults in India.
3. Reducing the Incidence of Cataract by more than half: The World Bank has been a leading
partner in India’s efforts to address cataract blindness with a special focus on women and
those living in tribal and remote areas.
RECONSTRUCTION
Rebuilding After the Tsunami: Helping to rebuild lives and livelihoods after the 2004 tsunami.
Examples of how people in India are working with the World Bank to transform their own lives
today and set the stage for a brighter future.

homes and livelihoods in the Indian fishing villages of Cuddalore, no proof of ownership made
