Plan Puts Billions Toward Affordable Housing in
Los Angeles
Enterprise joined the city of Los Angeles in announcing
Housing That Works, the Los Angeles five-year,
$5 billion plan to increase the affordable housing
supply in the city. Enterprise's Southern California
Office Director Jeff Schaffer stood with Mayor
Antonio Villaraigosa to unveil Enterprise’s $700 million commitment to the
city in support of the housing plan. The funds are allotted through loans,
grants and equity and will help with the creation and preservation of

Lauderhill - The city is offering 51 low-income families up to $10,000 each


to buy new townhouses at the half-built Georgetown Homes subdivision.
That offer has divided neighbors in the two-year-old community of 190
townhomes east of State Road 7 just north of Sunrise Boulevard.

"I'm very upset," said Carol Albano, a two-year resident. "Why are these
people getting a break? Why don't they give owners a break by paying
our association costs?"

Her neighbor Jose Lemos supports the idea.

"We need to move this economy," he said. "If a guy is able to buy a
home, it's a good idea."

Officials say the city has a big stake in seeing Georgetown succeed: It is
in an area marked for redevelopment, where malls and a gospel museum
are scheduled to open in a few years. The county's $70 million Central
Broward Regional Park opened nearby last year.

"A big part of our future is the redevelopment of State Road 7," said Don
Giancoli, the city's Community Redevelopment Agency director.

Giancoli said the sluggish housing market could further delay


Georgetown's construction or prompt its developer, Centerline Homes, to
scale back the subdivision. So the city partnered with Centerline to
provide the homeownership aid.
The program is expected to help Centerline sell units that aren't moving,
speed up construction of an additional 130 townhouses and support a city
initiative to increase the number of homeowners citywide.

City Manager Charles Faranda said he didn't expect other developers to


request similar aid. He said Georgetown is the only subdivision in the city
whose construction began in more flush times and has slowed.

"These are units that were already in the hopper," he said.

Officials from the city and Centerline said they didn't recall who initiated
discussions for assistance. Last week, the city began circulating program
fliers announcing the money, from a $510,000 state grant.

Vincent Miller, manager of the city's Office of Business and Neighborhood


Enrichment, said the grant will be divided among 51 people, including 15
city employees.

He said those eligible must have good credit and meet federal guidelines
to verify they are low-income. The guidelines are based on household
size. For example: a two-person household income cannot exceed
$45,550 annually, while a person living alone can earn no more than
$39,850.

The aid is restricted to first-time buyers or those who haven't owned a


home in three years. They must remain in the home five years.
The money will help provide down payments and closing costs at
Georgetown, where prices range from $164,900 for a one-bedroom,
1,268-square-foot townhouse to $199,900 for a three-bedroom
townhouse, with 1,673 square feet.

Program Aids Most Seriously Injured

WASHINGTON – A change in the law that allows certain seriously injured


veterans and servicemembers to receive multiple grants for constructing
or modifying homes has resulted in many new grants, the Department of
Veterans Affairs (VA) announced today.

Before the change, eligible veterans and servicemembers could receive


special adaptive housing grants of $10,000 or $50,000 from VA only
once. Now they may use the benefit up to three times, so long as the
total grants stay within specified limits outlined in the law.
“Veterans seriously disabled during their military service have earned this
benefit,” said Secretary of Veterans Affairs Dr. James B. Peake. “This
change ensures that every eligible veteran and servicemember has the
chance to use the maximum amount afforded to them by our grateful
nation.”

In order to ensure all previous recipients are aware of this opportunity, VA


has mailed more than 16,000 letters to eligible veterans, reaching out to
those who used only a portion of their grant or who decided not to use the
grant even after initially qualifying.

The response over the past year has been dramatic, with more than
4,600 applications received thus far. Of these, approximately 3,900
veterans have been determined eligible under the new law, and more
than 200 grants already awarded.

VA has averaged about 1,000 adaptive housing grant applications per


year during the past 10 years. Since the program began in 1948, it has
provided more than $650 million in grants to about 34,000 seriously
disabled veterans.

To ensure veterans’ and servicemembers’ needs are met and grant


money is spent properly, VA works closely throughout the entire process
with contractors and architects to design, construct and modify homes
that meet the individuals’ housing accessibility needs.

Eligible for the benefit are those with specific service-connected


disabilities entitling them to VA compensation for a “permanent and total
disability.” They may receive a grant to construct an adapted home or to
modify an existing one to meet their special needs.
VA has three types of adapted housing grants available. The Specially
Adapted Housing grant (SAH), currently limited to $50,000, is generally
used to create a wheelchair-accessible home for those who may require
such assistance for activities of daily living.

VA’s Home Loan Guaranty program and the Native American Direct Loan
program may also be used with the SAH benefit to purchase an adaptive
home.

The Special Housing Adaptations (SHA) grant, currently limited to


$10,000, is generally used to assist veterans with mobility throughout
their homes due to blindness in both eyes, or the anatomical loss or loss
of use of both hands or extremities below the elbow.

A third type established by the new law, the Temporary Residence


Adaptation (TRA) grant, is available to eligible veterans and seriously
injured active duty servicemembers who are temporarily living or intend to
temporarily live in a home owned by a family member.

While the SAH and SHA grants require ownership and title to a house, in
creating TRA Congress recognized the need to allow veterans and active
duty members who may not yet own homes to have access to the
adaptive housing grant program.

Under TRA, veterans and servicemembers eligible under the SAH


program would be permitted to use up to $14,000, and those eligible
under the SHA program would be allowed to use up to $2,000 of the
maximum grant amounts. Each grant would count as one of the three
grants allowed under the new program.
“The goal of all three grant programs is to provide a barrier-free living
environment that offers the country’s most severely injured veterans or
servicemembers a level of independent living,” added Peake.

Other VA adaptive housing benefits are currently available through


Vocational Rehabilitation and Employment Service’s “Independent Living”
program, the Insurance Service’s Veterans Mortgage Life Insurance
program, and the Veterans Health Administration’s Home Improvement
and Structural Alterations grant.

Are grants available for home builders?


Yes. Each year the Energy Office awards five grants up to $8,000 to
licensed builders to build and promote energy efficient ENERGY STAR
homes. If you are having a house built, you can work with your builder
and encourage him to apply for one of the five grants. Builders are also
eligible for reimbursement for the cost of a home energy rating up to $300
under certain circumstances: 1) an ENERGY STAR home in a local
Parade of Homes or 2) an ENERGY STAR home that will be used as a
model home for at least six months. The Energy Policy Act of 2005
includes tax credits for builders for new homes. See our page about the

First-time buyers can get big-time help with their down payment if they
buy a foreclosed home in Peoria.

The city's Down Payment Assistance Program awards qualified buyers a


$10,000 grant, which increases to $15,000 for a foreclosure purchase.

"This is an incentive to buy a foreclosed home in Peoria," said William


Patena, city neighborhood-services manager. "When you give an extra
$5,000 for a down payment, it helps people who may not otherwise afford
a home."

The program's budget of $150,000 is funded by federal dollars. Fifteen


new home-buyers received grants last year, Patena said.

A newly formed city task force charged with dealing with vacant,
foreclosed homes that quickly become neighborhood eyesores
recommended increasing the down-payment grants.
As of May, Peoria showed 1,397 homes in the foreclosure process,
according to city officials.

Patena encouraged first-time buyers and those who have not owned a
home in the past three years to apply for the grant.

"Even if they think they don't qualify, let us determine that," Patena said.
"A lot of times, people simply say, 'We are not going to qualify.' They may
not, but let us tell them if they will or won't."

• FHA Cash Down Payment Grants

Elimination of Non Profit Down Payment Assistance


On July 30, 2008, President Bush signed H.R. 3221 - Housing and
Economic Recovery Act of 2008. Section 2113 of the bill prohibits seller-
funded DPA (Down Payment Assistance) for loans backed by the Federal
Housing Administration. Prior to this bill, the seller could contribute up to
6% to the buyer to cover either a down payment or closing costs on an
FHA loan. The changes are effective October 1, 2008.

Down payment assistance and community redevelopment programs offer


affordable housing opportunities to first-time homebuyers, low-income
and moderate-income individuals and families who wish to achieve
homeownership.

Ameridream
The AmeriDream program offers gift funds up to 10% of the home's
purchase price which do not have to be paid back. Buyers must agree
however, to return any funds that are not used toward down payments or
closing costs and to return the funds if the sale of the home does not
close on the scheduled closing date.

Nehemiah
The Nehemiah Program has helped over a quarter of a million
Americans purchase homes. Unlike some down payment assistance
programs, Nehemiah offers down payment help to anyone who qualifies
for an approved FHA loan. Buyers can get up to 6% of the final contract
sales price for down payment and/or closing costs.

American Family Funds


American Family Funds (AFF) administers The Dove Foundation, a
non-profit charity offering down payment and/or closing cost assistance to
qualified American home buyers. Once you are pre-qualified for the FHA

apply for the AFF down payment assistance on your behalf.

Family Home Providers is a non-profit affordable housing company
offering down payment assistance to any family with steady employment
and good credit. Under the Family Home Providers plan, those with an
FHA loan are eligible for 3% of the final contract price of the home

Futures Home Assistance


Futures Home Assistance is a non-profit charity group offering a free
down payment gift up to 6% of the closing costs of a home purchased
with an FHA loan. The mission statement of Futures Home Assistance

be hindered because of a lack of down payment funds.

Grant America
The Genesis Program, also known as Grant America, is a non-profit
down payment assistance program. It is operated by the Penobscot
Indian Tribal Nation and is HUD-approved to offer up to $34,000 in
assistance, even to those living outside tribal jurisdiction.

Housing Action Resource Trust
The Housing Action Resource Trust or HART program is a non-profit
housing organization offering help to home buyers who qualify for FHA
"first mortgage" loans. A first mortgage does not mean "first-time home
buyers only," but rather those who are getting the initial mortgage and not
applying for a second mortgage or home equity loan.

Newsong
Newsong provides a down payment assistance program for residential
and commercial properties. This program offers a one-time gift for all
closing costs, and there are no income requirements or limits on who can
participate. Anyone who qualifies for an FHA loan can apply to receive
down payment help from Newsong.

Partners In Charity
Partners In Charity (PIC) is a non-profit group offering down payment
assistance on properties such as single-family homes, condominiums,
and multi-unit properties. Assistance is also available for rehabilitation
programs. Partners In Charity funds are offered to those who qualify for
FHA loans or are pre-approved for FHA loan amounts.

Responsible Home Ownership


The Responsible Home Ownership program is run by a non-profit
organization called Community Housing and Development Corporation.
This program offers down payment assistance to low-income individuals
who have steady income and good credit. Check with your loan officer if
you have specific questions about your participation in this program using
an FHA home home loan.

Quickdown
Quickdown is a program that works with non-profit agencies to provide
down payment assistance. Home buyers who benefit from Quickdown are
those who qualify for approved or pre-approved FHA home loans. This
