Dear Mayor Dailey, Mayor Pro-Tem Matlow, and Tallahassee City Commissioners Richardson and
Williams-Cox, and Jack Porter:

The national news agencies on yesterday have reported that the FBI has put out an alert that potential
violent demonstrations may occur at the Capitols of all 50 states prior to and beyond the Inauguration of
the President and Vice President of the United States on January 20, 2021.

I take these warnings very seriously, especially after witnessing the occurrence of death and violence
perpetrated by white nationalists last week. Some called the takeover of the Capitol building acts of
sedition and insurrection.

Similar to the muscled-up preparation of the militaristic show of force by TPD on September 5, 2020,
against peaceful protesters supporting “Black Lives Matter,” I request that the police department will be
doubly ready to quell any destructive white nationalist who may seek to conduct armed protests in our
city.

Already, there is the reality of a double standard regarding TPD’s use of force standards against protest
causes related to Blacks. Given the FBI's national warning concerning the potential and proven display
of violence by white nationalists, I ask that the city’s police forces will be as equally determined to
arrest and prosecute white nationalists who illegally protest as was the case for citizens who did nothing
illegal on September 5, 2020.

Please know I will reach out to Sheriff McNeil to secure his most energetic response to white
nationalists as was demonstrated against proponents of BLM.

People Focused. Performance Driven
You no doubt, are aware that there exist elements that seek to revive the original American Constitution.
They believe this is the route to “Making America Great Again.” I, however, am strongly convicted in
the belief of democracy where the winners of public elections are recognized as those designated to hold
public office. My thoughts are not seasonal ones, but eternal ideas central to a civil society.

Please, do not allow racism and bigotry to become an even larger and enhanced dynamic in Tallahassee.
Should white nationalist protesters come to promote white supremacy through violence – I encourage
that every single unlawful act be prosecuted as faithfully as against Black Lives Matter protesters.

Clearly, local and national police are amped up and have a low tolerance for BLM protesters.

Will Tallahassee's police show deference and privilege to white nationalist protesters this Saturday and
beyond?

Many are watching to see if local police enforcement standards during protests are based on the theme
of protesters and their cause.

I would appreciate your most serious consideration in directing your police force to enforce the law with
equal aggressiveness against white nationalist protesters. Finally, what plan and how will police
agencies in community collaborate to secure our community against terrorist, anarchists and unlawful
protesters?

Sincerely,

Bill Proctor
