Singida Municipal Council was formerly known as Singida Township Authority from 1961 to
1972 under the District Executive Officer, and all activities were administered by Singida
District Council.
In 1972 the Government changed the Colonial local Government Administrative System and
gave chance to the establishment of Regional Administrative System under the act of Regional
Administrative System where by all activities were transferred to the Central Government. In this
period Singida Municipal Council which was known as Singida Township Authority was
monitored by region as sub-District heeded by Assistant District Development Director who
worked under the Regional Development Director. This system gave rise to the establishment of
Village government councils, District Development Committee and Regional Development
Committee.
After the Government seeing the weakness of Regional Administrative System, it decided to
establish Township Authority, following "Interim provision of urban authorities act of 1978"
to all towns with the exception of Songea, Shinyanga, Sumbawanga and Singida which did not
meet the requirements to be the Town Council and remained as small town authorities.
From 1978 to 1980 the process of re-establishment of local government authorities started and in
1982 under the act No. 7 to 10 local government Authorities were established with the aim of
giving more authority to the public citizen according to the constitution of the United Republic
of Tanzania section No. 145 and 146 where Singida Township Council was announced in the
year 1980.
On 29th July, 2005 Singida Town Council was announced to be Singida Municipal Council by
the Government Announcement No. 219.

To coordinate efficient provision of quality social economic, services and maintain peace and
order to community of Singida Municipal Council through good governance and suitable live
hood.

1.4 ACTIVITIES PERFORMED BY THE ORGANIZATION
To provide social services within the people example education system and health
To improve infrastructure like roads, within municipal council in order to reduce accident
and simplify transportation
To maintain peace and security among the people in the organization by providing them
all cohesive apparatus like police force
1.6 CUSTOMERS
The customers of the Singida municipal council are those people who living in Singida and all
civil servant in singida municipal.

CHAPTER TWO
To supervise office activities within organization this was done through knowing
different procedures that should be followed during performing different activities such
activities are prepared of monthly report and assigning duty to other employees.
To develop project activities, this was done in co- operation with my supervisor during
the whole process of stating developing the project by considering with resources
available, nature of the project and identifying procedures that will be used to that
project.
To make computer maintenance. In my field attachment was change or remove the error
to the computer after changing Cmos battery in order to make setting, like date and time.
Another duties is to make installation of window server, and installation of printer in the
computer.
Other duties is networking connecting .This was the duties performed in my field
attachment since during my field were use different device of network. Example switches
and router to perform network well, so that is the duties and responsibility assigned to my
field attachment.
Another duties or main duties is to terminate RJ45 and networking connecting and to
make configuration and registration of POS .this was duties performed in my field
attachment.

2.3 WORKING ENVIRONMENT
The working environment is good because the relationship with other staff was good cooperation
and offer their contribution and encouragement in the whole process of allocate tasks to do and
show procedures on how to work in the office without supervision and work under pressure.
Also they showed participation inside and outside the organization and help in knowing the
various department and their duties.
Lack of enough: of equipment in the office or organization, like computer and printer I
would like to advice singida municipal to buy enough tools such as computer, printer and
other equipment in order to simply work in the office.
Lack of money: that most users they have lack of enough of money to run different
activities such as food, transport and other basic needs.
Lack of electricity in singida municipal council we know that electricity is very important
in the electronic device example computer and network devices so in the singida
municipal there was the problem of electricity.
Lack of public awareness concerning tax or revenues collection. Also another problems
that I was facing during field programme, this was serious problem, that the public or
citizen they do not know the whole process of Taxation but we have tried to educate them
about the process but it was still the problem.
Lack of experience, There some task which were assigned by the internal supervisor
sometimes occoured ploblems since some case need much experience in handling them
like configure new POS.

2.5 SOLUTION TO THE PROBLEM
Increases of office equipment, this is the one of the things that l was like is like computer
within office and Increases office space.
Some of organizational where not aware ICT program .so I would to advice the united
republic of T Tanzania to find proper alternation to introduce ICT program in different
area of Tanzania and increase devices in the office.
I advise municipal council they should buy electrical generator so it can provide
electricity when there problem of that.
Municipal should increase electronic equipment like computer, UPC and other equipment
so they can reduce shortage of that equipment.

Against my expectation I was listened and every suggestion or view I gave was taken in to
consideration.
I get knowledge how to use different network device. Example Router, Switch,
PDU, UPS, RJ45, and other different device.
Another new knowledge gained during field attachment is the connecting of local
area network (LAN) and terminate of UTP cable.

2.9 RELEVANCE OF ATTACHMENT
The field attachment was somehow relevant to me because not all things I have learned from
class I met at field and not all things at field I taught at class but for those which is relevant to me
help to integrate theory received from lecture and practice. It enhanced my skills, Knowledge,
Work ability, attitude towards my area of specialization, and develops habits of critical thinking
and exposed to managerial decisions.
The practical training also helped me to receive new ideas, problem solving techniques,
analytical skills and enjoying modern technology. It enable me to acquire new knowledge in
workplace. It is not possible to acquire all of the required knowledge in class therefore the
practical training has filled the gap that were not possible to be filled in class.
Due to the duties and task assigned to me in my placement that I have explained above, the
practical training was is of much relevance. I gained a lot in term of knowledge for example I
was able to experience practical things like repairing computer some other office staff like
printer, configure new POS, terminating RJ 45 cable.
My internal supervisor gave me some assignment which relating to what I was taught at class
like writing document in Microsoft word and excel which Increase my knowledge and which
gave me confidence in work.

CHAPTER THREE
3:1 CONCLUSION
I have got a chance to conduct my field attachment at Singida municipal council especially to the
ICT department, I have learn many new things and share idea from different members of the
organization.
The strength of the organization where I conduct my field, there is good team work among
members of the organization, also there was a good cooperation and accountability among staff
members that lead to the increase of efficiency and effectiveness in performing duties ,also the
strength of National Institute of Transport college was the provision of supervision to the
students especially in the process of preparing a report, also they provide chance to the students
to gain practical knowledge apart from college.
The weakness of the organization, there is great shortage of working facilities in organization,
Shortage of allowance to the students who conduct their field attachment, poor arrangement of
working facilities and record keeping, weakness of Tanzania public service college is there is no
provision of field overview or introduction to students, also there is not enough time to conduct
field attachment the time provided is not enough and it is limited and also there is no allowance
to the students.

CHAPTER FOUR
4:1 RECOMMENDATIONS
Practical training is very importance for student because it help to practice the theory learned in
class also acquire new skills, Knowledge and developing positive attitude toward my field of
study and I do appreciate the support from singida municipal council and instructor and advice
when need from them.
My recommendation to organization of Singida Municipal Council was to advise them to ensure
that there is good cooperation among the staff members and the students also there is enough
facilities within the organization.
Also the institution should help the student to find the organization to conduct their field for
those fail to get and some student goes to practical training late because of getting trouble in
finding the placement for practical training. And the student should know the assessors before
going to Practical training area so as to have communication and able to report some problem to
their assessors
