1. Executive summary
The proposed production capacity expansion project of specialty chemicals will be established
at existing production facility. The existing production capacity is 1997.34 MT/year which is
to be expanded up to 5121.5 MT/year. The expansion will be done by installation of additional
equipment in the production unit. Total cost for expansion will be 2404.2 Lakh rupees.
The company is manufacturing specialty chemicals which are used as precursor in polymer
industry. Due to technology development and market need the demand of any specific
specialty chemical fluctuates as desired raw material for polymers. The company wishes to
capture this higher demand of its products, so that it can supply the specialty chemicals as per
market needs.
The major sales of its products are presently in domestic market and if demand exist the
company exports the products. In future the company expected that there is higher need for
some of its products in domestic markets. To capture this opportunity company is expanding
its production capacity of specialty chemicals.
2.5 Import/ export scenario:
India’s polymer industry is major supplier of different types of polymer products globally.
Company’s products are used as initiator in polymer industry. The major supply of its
products is in domestic market and in future it will be the same as demand of its products is
higher. The higher production will be an import substitution for specialty chemicals. This also
leads to generate revenue from domestic market and the company’s clients can manufacture
their products at very competitive price
Presently company employs about 80 skilled and unskilled employees at its existing unit in
three shifts. In proposed expansion additional 40 employees will be needed.
3. Description of Project

Company is located at Plot no. E-18, 19, 20 & C-61(Part), MIDC Mahad,District Raigad-
402302. Company has valid consent to operate from Maharashtra Pollution Control Board
for manufacturing of specialty chemicals.
The expansion will be carried out on existing plant. The existing plot area is 86478 sq. m.
which is adequate for the expansion. All other facilities required for production are also
available at plant site therefore no alternate site has been considered for the expansion.
The exiting production capacity of the unit is 1997.3 MT/year, which will be increased up to
5121.5 MT/year of specialty chemicals. By products of 1296 MT/year will also be produced
after expansion.

The manufacturing process of organic peroxides and stage wise mass balance of
manufacturing of organic peroxide (Trigonox EHPW-60) is explained below.
ORGANIC PEROXIDE
The raw materials are dosed into the Stirred Reactor, wherein the reaction occurs under
conditions of controlled temperature. At the end of the reaction, the stirrer is stopped and the
reaction mixture allowed to separate as a product layer and an aqueous layer. The aqueous
layer is then sent to salt recovery. The residual raw material in the product layer is removed by
different aqueous and buffer solution washes. After separation and draining of all there
washes, the product layer is transferred to the Drying Vessel. In the Drying Vessel, dissolved
water present in the product layer is removed by drying over magnesium sulphate.
Subsequently, the product is transferred to a Dilution Tank where it is diluted by solvents to
the required final concentration. From the Dilution Tank, the product is drained into suitable
packaging containers. In the case of a solid product, the product from the Dilution Tank is
transferred to a Drum Flaker and the solid flakes collected are stored in suitable packaging
containers. Final products are stores in refrigerated store rooms at temperature ranging from -
20 C to 10 C depending on the Product.

The raw material details are given in following table. Existing raw material use is 2283.2 MT/
year. After expansion it will be 10,021.38 MT/ year.

A salt recovery plant is proposed to recover valuable salt from effluent stream. The part
quantity of recovered salt will be utilized in manufacturing process or will be sold as
byproduct i.e.1296 MT/year sodium salts. The remaining quantity i.e. 144 MT/Y would
be disposed through the CHWTSDF.

3. Effluent generation:
Total Effluent generation after expansion: 496 CMD. The domestic and process effluent is
treated in 700 CMD ETP consisting of primary treatment and sequencing batch reactors as

recover salt from high TDS effluent stream. One additional SBR of 250 CMD capacity is
proposed.

4. Site Analysis
4.1 Connectivity
The project is located in Mahad industrial area which is easily accessible from Mumbai- Goa
highway, further connecting to the project site by internal access roads developed by MIDC.
Nearest Railway Station: Veer, approximately at a distance of 18 km.
Nearest Airport: Chatrapati Shivaji International Airport approximately at a distance of 166
km.
Location and Access
The industrial area is centrally located and easily accessible through all modes of transport.
Road: The entire industrial area is well connected by internal roads.
Available Road Network: Mumbai – Goa highway (NH 66) at a distance of approximately 4
km from the project site.

4.3 Topography:
The co-ordinates of the project site are 18° 6'43.11"N and 73°29'27.24"E. The toposheet 47
F/8 is given below to show the topography of surrounding area.
The soils in the area are formed from the Deccan Trap which is predominating rock formation
with small out crops of Laterite at a few places in the Poladpur taluka. The soils are medium
black and black soil which can be further grouped as Forest, Varkas, Rice, Khar or Saline,
Coastal Alluvium and Laterite as per the location and topographical situation.
The climate in proposed area is characterized by hot summer and general dryness throughout
the year except the south west monsoon season.
Climate Classification: Project site features a semi arid climate. In rainy season the climate is
very humid.
Rainfall: The analysis of long term rainfall data indicates that normal annual rainfall over the
district ranges from 2200 mm to more than 3000 mm in the plains and it is above 5000 mm in
the hills. The average rainfall around Mahad area is 3360 mm in rainy season.
5. Planning Brief
5.1 Planning concept:
The expansion work will be started after receiving environmental clearance. The time
schedule and planning of expansion will be determined after discussion with architect and
civil contractors.
The Mahad MIDC have adequate road network and water will be provided by MIDC,
therefore company will not be relied on ground water in the MIDC area.
Electricity is provided by MSEDCL. No additional power transmission lines are required.
The construction material is available locally and it will be transported through road
network.
5.5 Amenities:
Basic amenities like road, electricity, process water will be available at site. The drinking
water will be provided by further purification of process water by RO purification unit. In the
plant personal hygiene facilities will be provided to workers as per the rule.
6. Proposed infrastructure
6.1 Industrial area
The proposed expansion of Akzo Nobel India Ltd. will be carried out at existing
manufacturing site at Plot E-18, 19,20 & C-61(Part), MIDC Mahad.
6.5 Connectivity
The site can be accessed by national highway and connecting state highway from Mahad to
Solamkund village. The Mahad MIDC have excellent internal and connecting road network
therefore no additional connectivity infrastructure will be constructed.
The unit will be established in notified industrial area of Mahad MIDC. No rehabilitation and
resettlement will be envisaged.
It is proposed that the project will be commissioned after 12 months from grant of EC. The
cost estimation is presented in CA certificate attached as annexure 1.
9. Analysis of proposal :
Proposed production activity will provide employment to the local residents, resulting
financial and social benefits of the nearby people.
Indirect employment will be generated by the proposed unit like canteen, transportation
facilities to workers.
The export will result in generation of foreign exchange to the country.
