Dated: 06.10.2001.

NOTIFICATION
No. QAL/3441/2001.- The following rules approved by the Board of Governors
Q.A.L. in its 30th meeting held on 01.09.2001 are hereby notified. They shall come
into force with immediate effect.
I- General
The Quaid-e-Azam Library is essentially meant for Research & Reference and is
strictly a non-lending Library.

1. Membership.- Membership of the Library shall be open to the citizens of


Pakistan and foreign nationals in terms of the conditions laid down below:

2. Categories of Membership.- Membership will fall under the following


categories:
A. General:
I. Ordinary
II. Student
B. Casual:
C. Life:
i. Regular
ii. Honorary

[A. Ordinary Membership.- Minimum academic qualification for ordinary
membership shall be graduation or equivalent degree in any recognized
academic or professional discipline from a recognized University or private
Institution approved by the Secretary of the Board.

B. Student Membership.- Student membership shall be granted to those


students who are enrolled for regular graduate classes (13 th year and
above) of recognized colleges and universities (govt. and private
institutions approved by the Secretary of the Board).]

4. Life Membership:

A. Regular Life Membership:


i. A person, who is qualified to become an ordinary member, can apply
for Regular Life Membership.

B. Honorary Life Membership.- The BOG, may, at its discretion, confer an
Honorary Life Membership on:-
i. A person who has made an outstanding contribution in any public,
academic, technical or other fields, and whose association with the
QAL will add to the standing of the library.

5. Casual Membership:
a. A person who is otherwise qualified and acceptable for one of the
prescribed types of membership, but for some valid reasons wants to use
the library for a short period only, may be allowed to become a casual
member for the laid down minimum period of 30 days with a possibility of
up to two extensions of 30 days each.
b. Candidates of CSS, PCS & other competitive examinations, can become
Casual Members for a period of 30 days prior to the start of the
competitive examination extendable up to 120 days. Condition of a post-
graduate degree in this case shall not apply.

6. General Considerations:
i. The qualification/conditions prescribed for various types of membership
are being mentioned as a yardstick. This does not confer any right on any
applicant to claim a membership per se.
ii. The management may reject any application without assigning any
specific reason.
iii. Where these rules happen to be silent on any aspect of membership
process, the matter will be put up to the Secretary of the Board for
decision.
iv. The Chief Librarian will be competent to take decisions on membership
issues where it is not particularly assigned to the Secretary of the Board.
v. N.B. The membership granted under old Library Membership Rules for
any of the above categories shall be renewed only if the above conditions
under these rules are fulfilled.
II. Issue and Cancellation of Membership:
(1) The membership for all categories will be awarded by the Chief
Librarian.
(2) The issuing authority may suspend the membership due to a valid
reason to be recorded. Then it may cancel the membership after given opportunity of
being heard.
(3) (i) Notwithstanding anything contained in these 2rules, the
Chief Librarian may suspend for 15 days any category of
membership on a complaint or occurrence of indiscipline,
indecency, damages/loss of Library property or criminal act, for
reasons to be recorded in writing. Then he may cancel the

membership or award some other punishment after affording an
opportunity of hearing/defence to the member concerned.
(ii) Such member can also be asked to vacate the premises
immediately besides any other action warranted under law.
(iii) In case of damage/loss/left of library material, a fine of double
the price of the item, as mentioned in the library record, shall be
charged and if the record/proof of the item is not available, or in
case of rare material, a Committee of the experts shall
determine the price or cost of the item. In case the fine is not
paid legal action shall be taken.
(4) All the orders of the Chief Librarian will be appealable before the
Secretary, BOG whose decision shall be final.
(5) The Chief Secretary, BOG may review any case and pass any orders
regarding decision made under the above provisions.
(6) The Chief Secretary/Chairman, BOG may cancel or forfeit any
membership at any time without assigning any reason.
III. A. MEMBERSHIP FEE
The rates of membership dues shall be as under:-
Category Annual Dues Security
i Student Membership Rs.100/- Rs.500/-
ii Ordinary Membership Rs.300/- Rs.500/-
iii Life Membership Rs.10,000/- (once only) Nil
iv Casual Membership Rs.100/- (for one month but renewable up to two months Rs.200/-
on payment of Rs.100/- each time)
B. DEPOSITS
1. In case of lapse or termination of any kind of membership, granted
under previous rules, the security deposits may be withdrawn within the period of 3
years from the date of lapse/termination of membership. If the amount is not
withdrawn by a member within the prescribed period, the amount shall be
confiscated & transferred to library to its normal budget in the miscellaneous head.
However, the period of withdrawal of security deposit for casual members shall be
six months after lapse of their membership.
2. All membership fees and securities etc. shall be deposited in the
miscellaneous head in the Bank account of the Library.
3. The income realized from this investment shall be utilized on the
purchase of books, periodicals, equipment as well as preservation of
books/periodicals.
IV. ADMISSION
Admission of the library shall be open to members only.
V. GENERAL INSTRUCTIONS.
1. Private photography is not allowed inside the library except with the
permission of the Chief Librarian in extra-ordinary circumstances.
2. A membership card shall be issued to each member in the prescribed
manner. It shall be strictly “non-transferable”.
3. Male and Female readers are not allowed to sit on one table without
prior permission of the Librarian-in-charge. In case, however, they are allowed to sit
on one table under exceptional circumstances, they will refrain from gossiping/loud
discussion.
4. A member who loses his card shall at once inform the Chief Librarian in
writing. A duplicate card will be issued to him on payment of duplicate card fee of
Rs. 50/-.
5. Members must conduct themselves in a dignified manner. Silence must
be strictly observed in the Library and the reading rooms.
6. Eating and drinking is forbidden in all parts of the Library.
7. Smoking is prohibited in the library.
8. Members shall not enter those parts of the library, which are not
normally open to them. They shall also not bring visitors into the library without the
permission of the Chief Librarian.
9. No pets shall be allowed inside the library building.
10. Every member must produce the membership card if requested for by
the library staff.
11. The members shall observe the norms of decency and good behavior
and shall maintain discipline and decorum in the library. They shall accede to any
request of the staff with a review to enforcing the library regulations.
12. The members shall leave their personal belongings such as books,
brief cases, handbags, etc. at the entrance of the Main Hall of the library, They will
also be required to submit for inspection any book or object, which they are carrying
while leaving the library. Physical search by library staff will be a routine duty.
13. The library will not be responsible for personal belongings left by
members in the library.
14. Readers shall neither replace books in the book shelves nor transfer
the books from one reading room to another.
15. Books shall not be transferred from one person to another.
16. The library shall not receive any telephonic call or mail on behalf of any
member.
17. Members are not allowed to bring their personal books & mobile
phones inside the library.
VI. OTHER FACILITIES FOR READERS
1. Special rooms have been provided for scholars and researchers. They
can transfer books from one section to other by making request to the Chief
Librarian.
2. Readers may use the microfilm/microfiche facilities available in Audio-
Visual Section.
3. Photostat copies of the pages from books or periodicals or paper
required for research purposes can be provided on payment of paisas 65 per sheet.
Normally not more than 25 to 30 pages will be copied at a time. Each copy is subject
to Copyright Act and a complete book will not be reproduced.
4. Internet, E-mail & Fax facilities have been provided on payment of
prescribed charges.

VII. SUGGESTION BOOK


A suggestion book shall be kept in the Library in which the members may
record their suggestions, if any, for improving the general/reading facilities in the
library. If shall be put up to Chief Librarian on every Saturday and to the Secretary
BOG on 1st of each month.
VIII. TIMINGS
1. The library shall normally observe the following timings for members on
all working days:
08:00 TO 20:00 HOURS
2. The Secretary, BOG/Director General Public Libraries is authorized to
make any change in the timings which will be displayed on the notice board of the
library.
IX. WORKING DAYS
The Library will remain open on all days except on Sundays/gazetted holidays
and any other day declared as a closed holiday by the competent authority. On
Fridays the following timings will be observed.
Morning: 8.00 a.m. To 12.30 p.m.
Evening: 2:30 p.m. To 7.00 p.m.
