BARANGAY DILA
EXECUTIVE ORDER NO. 20 SERIES OF 2020
WHEREAS, on March 12, 2020 the Inter-Agency Task Force for the Management of
Emerging Infectious Disease (IATF-EID) per Resolution No. 11, Series of 2020, raised the COVID-19
threat to the highest alert level, Code Red Sublevel 2, due to the evidence of sustained transmission
of the disease. Concomitantly, President Rodrigo Roa Duterte approved the recommendation to
place the entire Luzon in Enhanced Community Quarantine.
WHEREAS, the Bayanihan to Heal as One Act empowers the national government to
provide and emergency subsidy to eighteen (18) million low-income families through the DILG-
DBM-DOLE-DSWD-DA-DTI-DOF Joint Memorandum Circular No. 1 series of 2020 providing the
guidelines for the Social Amelioration Program (SAP). In Region IV-A, a maximum amount of six
thousand five hundred pesos (PhP 6,500.00) a month for two months shall be provided to low-
income families to provide basic food, medicine and toiletries.
WHEREAS, an integral part of the SAP Program is the distribution of the Social
Amelioration Card (SAC) which is a form distributed at the barangay level that captures the family
profile which will be the mechanism for the affected families to access the Social Amelioration
Programs of the government;
WHEREAS, the local government units and the barangays are in the forefront of this
program to provide assistance to the IATF in the efficient implementation of the Social
Amelioration Program:
2. Ensure that the issuance of the of the barangay clearance and/or barangay certification as
one of the documentary requirements is issued free-of-charge for the applicable
beneficiaries of the program;
3. Adopt a full disclosure policy in the releasing of the list of potential or target beneficiaries:
including publicly and conspicuously posting the names of the potential beneficiaries listed
in the entrance of the Barangay Hall and in the barangay’s Official Facebook account;
4. Ensure that all qualified beneficiaries are granted with the correct amount intended for
them; and
5. Document the distribution of the SAP grant to all qualified households thru pictures and
securing a copy of the payroll and posting the same to Barangay’s Official Facebook account;
Section 3. EFFECTIVITY
This order shall take effect immediately.
