1. Introduction
CSIR-National Physical Laboratory (NPLI), New Delhi is
National Metrology Institute of India and is custodian of
National Standards of all physical parameters except
ionizing radiation which is maintained by Bhabha Atomic
Research Centre (BARC), Mumbai. India became signatory
of Meter Treaty in 1956, thus adapted International System of
Units.
Over period of time, various standards activities were started
and new standards were established at National Physical
Laboratory. The main thrust to uplift standards activities were
given during 1980-90 period which were done with UNDP
and PTB collaborations. In 1999, NPL signed CIPM MRA for
global recognition of test and calibration certificates issued
by NMI.
Accordingly, International Peer Review of various standard
activities started in 2003 and all the activities (except Fluid
Flow) of NPLI were peer reviewed by International Experts
of various NMIs. The two rounds of peer review are already
completed and third round of peer reviews are starting in
2018. The approved Calibration and Measurement
Capabilities (CMCs) of NPLI can be seen in Appendix-C of
BIPM website. This process is very time consuming and
normally takes 2-3 years after successful peer review for
entry into Appendix-C. The Fluid Flow group has planned for
peer review in 2018.

2. NPL Fluid Flow Calibration Facility
WFCF was established during 1992-1998 by PTB-Germany under NPLI-
PTB Technical Collaboration Program. Delft Hydraulics, Netherlands and
Calmeta, Germany executed the project on behalf of PTB-Germany. There
are two test rigs, namely, DN50 and DN200 in this facility using Weighing
Method as per ISO 4185 for calibration of different types of flowmeter.

It could not be maintained due to lack of trained manpower for such a
fully automatic system.
Finally, in 2001, the facility became inactive.
The facility was revived during 2008-09 but traceability was a problem.
In 2014, Prototype Water Flow Calibration System of DN100 size was
developed indigenously. Its uncertainty at 2000 kg collected mass is found
to be ±0.10% at k =2 (DUC contribution included) . It is now being used to
provide traceable measurement and calibration services. This was aimed
to develop capabilities for design and development of such systems
indigenously.
In 2014, the Gas Flow Calibration Facility (GFCF) based on laminar
flow elements and sonic nozzles was established .The uncertainty of
the system for flow range 10 sccm to 1100 slm is ±0.2% (at k=2).
This flow range for GFCF was chosen to meet the demands of various
users such as Pollution Monitoring Equipment Manufacturers; MFC,
MFM and Rotameters Manufacturers; Pharmaceutical Industries,
Aerospace Industries, Nuclear Power Industries, Central Pollution
Control Boards, R&D Laboratories, NABL Accredited Laboratories,
Hospitals, etc.

Most of the water flow laboratories are using hydrometer for water
density measurements. Therefore, their CMCs are poor. The cost of
digital density meter (offline/ online type) are very high.
