DISASTER RISK REDUCTION AND MANAGEMENT PLAN

INTRODUCTION:
The Barangay has the inherent responsibility of protecting its members from the effects of
terrorism, fire explosion, serious weather disturbance and other disasters affecting
community, government as well as private facilities. To cope with these effects the
Barangay council together with the Disaster Coordinating Council has developed a disaster
control organization and program that is applicable to Barangay Guiwan I, thus this
DISASTER RISK REDUCTION AND MANAGEMENT PLAN.
OBJECTIVE:
This Disaster Risk Reduction and Management Plan aims to come up with an efficient and
effective procedure in the management of disaster and emergencies in Barangay Guiwan I.
BARANGAYPROFILE:
One of the two barangays created out of Guiwan District of the poblacion, Guiwan I is the first poblacion
barangay that one will set foot on when we travel to Palompon thru the Villaba – Palompon concrete
national highway or thru the Matag-ob – Palompon national highway. It is the only poblacion barangay
that has a two-storey concrete barangay hall and one of the best barangay drainage systems. The second
most thickly populated poblacion barangay and the seventh in the municipality, its population is recorded
at 1,738 in 386 households according to the 2015 latest census on population conducted by PSA and a
land area of 176.8 hectares.

In the “Indigay sa Barangay” Program of the municipality, it got 3 rd place in category A. It was
awarded as having the Best Banting during the town’s annual fiesta celebration. Every fiesta and
Christmas season, Guiwan I has always an attractive lighting system.

PERSONSINVOLVED:
Any procedural system of Action necessitates a proper flow of command and action. Hence
in the Barangay Disaster Risk Reduction and Management Plan, an organization structure is
herein created to provide a vivid representation of responsibilities and sequence of
command and action. These people are carefully selected and appointed according to their
positions in various organizational set-up in the community, allowing the easy flow of
information, command and appropriate actions as the need arises.

DUTIES & RESPONSIBILITIES OF THE BDRRMC
1. Chairman – Barangay Chairman Alberto P. Villas
 The chairman is responsible for:
 Developing the disaster risk reduction and management plan to protect lives & property
and to minimize damage in the even of calamity
 Coordinate such plan with the next higher authority
 Select, organize, train adequate staff to conduct the emergency operation required on the
plan
 Establish designate primary & alternative evacuation areas
 Direct & supervise the activities of the evacuees / victims during an enforced stay in the
shelters.
The Barangay Captain performs at least the following duties
a. He ensures that the basic provisions of the plan are disseminated to all persons in the
barangay
b. He establishes a Barangay Disaster Operation Center from where the activities of the
BDRRMC maybe directed in an emergency.
c. He maintains liaison with the Mayor who is the CDRRMC Chairman
d. He maintains liaison with the other barangay
e. He maintains and conducts training courses for disaster activities with assistance from
appropriate agencies.
f. He coordinates arrangements for and directs all duties and exercises.
g. He exercises command responsibility for the implementation of the Barangay
Preparedness Plan
h. He arranges for and supervises the storage and disposition of required supplies and
equipment.
i. He works closely and cooperates with the CDRRMC Chairman all matters involving
planning, organization, training and operations and
j. He assess the nature and extent of damage
2. Assistant Chairman – Eleonor L. Mazo - Peace and Order Chairman
 Performs the same duties as that of the chairman in his absence.
3. Warning Service Leader – Kag. Nelia P. Pobadora
Function: – insure that warning signals can be received by all residents in the barangay and
performs that following task
 Educates all residents on the meaning of different warning signals……..
 Organized the warning services and assign member to certain block in the Barangay.
 Keeps and maintains appropriate warning device such as sirens, bell, gongs, lights, horns
and operates these devices when needed.
4. Rescue Service Leader – CAREST INCIDENT COMMANDER
– Kag. Peter M. Chavarria
 Responsible foe locating injured, trapped and moving them to some place where they can
be cared for safety in an emergency under the general direction of the Barangay Chairman.
5. Evacuation Service Leader¬¬ – Kag. Arnulfo D. Marquez
 Responsible for surprising and expending the planned and controlled movements of all
residents in an emergency. Under the general direction of the Barangay Captain the
evacuation service leader programs the following duties.
1. Plans movement routes and establishes movement procedure to give effect to the
evacuation plan
2. Divides the barangay area to convenient zones and the respective zone leaders will be
automatically the zone evaluation leader
3. Directs and surprise evacuation activities during drills and actual emergencies.
6. Disaster Relief Service Leader – Kag. Antonio R. Salazar
with Day Care Teachers
 The Disaster Relief service Leader will be responsible for:
1. Receipt of evacuees / victims from evacuation service leader
2. Receipt of supplies like canned food, clothing, medicines, household, utensils, equipment
needed for operations, materials for temporary shelter and others.
3. Inform the MDRRMC through the Barangay Chairman the status of disaster relief activities
and coordinate with other relief agencies.
7. Medical Service Leader – Kag. Joveniana J. Toledo

The medical service leader serves as the head of this service. He is responsible for training
and equipping all personnel assigned to perform medical or first aid services in an
emergency. Her duties include among others:
1. Supervising the selection of first aid or medical treatment areas in shelter and elsewhere
required
2. Direct first aid and or medical help operations and controlling access to medical supplies
as required to assure the proper use, conservation and availability for emergency use
3. Maintain adequate sanitation and hygienic standard and other matters relating to
emergency health hygiene and medical activities with in the barangay during emergency
4. Inspect the storage and handling of food and water in drinking areas.
8. Fire Brigade Leader – Kag. Marino Rey M. Buot
 The fire brigade leader serves as the head of the Fire Brigade. He organizes fire-fighting
teams for initial fire fighting operations. His duties include:
1. Providing fire-fighting instructions through available sources such as training schools,
local fire depts. and others
2. Assure that fire fighter know their stations, locations of fire fighting equipment in their
area of responsibility and the alarm signals which direct them to their stations.
3. Deploy fire-fighting personnel to fire areas to extinguish or contain fire pending the arrival
of regular fighting force.
9. Damage Control Services- Kag. Napthali L. Perez Sr.
1. Establishing a plan to attend to gas valve, power switches, and others
2. Deploying personnel after any disaster or to reconnoiter and correct damage to utilities or
to report conditions which require assistance
3. Clearing roadways and streets of fallen trees and other debris
4. Cleaning canals and waterways of accumulated trash / junk
5. Putting marks or signals on open manholes unrepaired dangerous structures / facilities
pending the arrival of technicians.
DUTIES AND RESPONSIBILITY OF SUPPORT SERVICES- Eleonor L. Mazo
1. Security Service Leader –
– shall be responsible for:
a. protecting persons and properties in vacate houses or areas, evacuation centers and
areas of operation.
b. Implementing and enforcing personal identification and control by checking unauthorized
persons and vehicles in cordoned areas.
c. Performs escort duties in the transport of persons, supplies and equipments and
coordinating with the PNP for the security of the areas
2. Supply Service Leader
– shall be responsible for determining the supply requirements of all action teams. She shall:
a. Identify the source of such supplies as maybe needed
b. Received such supplies and channel the same to the service leader as needed
3. Transportation Service Leader
– the transportation leader shall be responsible for the transport needs of the BDRRMC.
duties include:
a. identifying all locally available transport facilities in the barangay and tapping these
resources as needed
b. supporting the transportation needs of the barangay during operation activities
4. Communication Service Leader –
– the communication service leader shall be responsible for:
a. receipt of warning information from the local Civil Defense authorities of other sources
and disseminating the same to the Barangay Warning Service Leader, Maintenance of
appropriate communication link with the city government; Organization and equipage of
couriers
b. keeping records of all warning and communication message
c. acts on all communications pertaining to disaster in behalf of the Barangay Chairman.
PROCEDURE OF IMPLEMENTATION:
I. PRE-DISASTER PHASE – Prevention

III. POST DISASTER PHASE – rehabilitation
 
1. PRE-DISASTER PHASE
The pre-disaster phase is the prevention aspect of the plan. This is also considered as the
education/information phase. The Barangay Government must see to it that all residents are
aware of the different types of disasters, its characteristics, warning signals or precautionary
measures and its effects to lives and properties. The basic concept underlying the pre-
disaster phase is self-protection. It is the LGU’s responsibility to make certain that the
community knows how to react in an emergency. This is accomplished through organizing
and training small groups of residents and tapping existing government and private
institution for the performance of specialized tasks.
 
Activities undertaken:
1. IEC on the types of disasters, its corresponding signals and warnings, mitigating
circumstances, precautionary measures and is effects. Contact persons and numbers are
also disseminated during assemblies and meetings.
2. Trainings of selected community members on specified tasks during disaster and
emergencies
3. Identification of prone areas of calamities
a. Fire
b. Flood
c. Earthquake
d. Terrorism/ Bombing
e. Landscape
4.Identification of contact people and number
5.Identification of Evacuation Centers
6.Identification of Healt Clinics and Hospitals

2. DISASTER PHASE
In an event of any disaster or emergency tapping the organized and trained individuals for
specially assigned tasks is the best course of action, this is the rescue, relief and medical
service aspect of the plan. For each type of disaster or emergency or for any area of
concern, there is an organized team trained on each field of expertise. Each purok is
provided with a communication facility. Purok commanders, Purok Tanod Chief and
members of the rescue team are provided with such. These key communicators are strictly
instructed to be on monitor 24 hours a day for informations and instructions which they
would disseminate to the workforce for action. In each area of concern, there is an identified
communication center to avoid overlapping of stations and commands, because it is a fact
that failure or delay of action is often caused by unclear and unspecific informations and
instructions. These concerns are classified as follows:
Rescue:
1. Police Work Augmentation – Barangay Police Chief
2. Traffic Concerns – Barangay Traffic Enforcers
3. Fire Concerns – Fire Brigade / Substations
4. Water Overflow, flood – San Isidro Rescue Team
5. Accident – All Sorts
Camen REScue Team
6. Drug related Concerns – Drugwatch Commander

The communication nerve center is at Barangay Hall. All information could be channeled
thru a 24-hour operator which would then forward all call to proper channels or commanders
for individual concerns.

Evacuation is also part of the rescue operations. All purok of Guiwan I automatically become
the responsibility of their respective evacuation commander. The purok commander to
which the disaster occurs automatically taps the transport service leader and the security
service team to facilitate the evacuation of victims to the Elementary School School – or to
the Multi Purpose Court who would then turn over the victims to the relief service leader.

Disaster relief Services are to be performed with the supervision of the Disaster Relief
Service leader. Victims or evacuees are to be properly accounted by them. They are
responsible for the receipt of supplies like canned food, clothing, medicines, household
utensils and equipment needed for operation, material for temporary shelter and others and
distribute the same to the disaster victims. It is also their responsibility to inform the
BDRRMC through the Barangay Chairman of the status of disaster relief activities and they
are also tasked to coordinate with other relief agencies.
Medical operations:
This is performed by trained personnel/medical and first aid services in an emergency. A
medical service leader supervises this work. Aside from the medical team, the members of
the rescue team also performs first aid operations. The duties of the medical leader includes
the following:
1. Supervise the selection of first aid or medical treatment areas in shelters and elsewhere.
2. Directs first aid and/or medical self-help operations and controlling access to medical
supplies as required to assure the proper use, conservation and availability for emergency
use.
3. Maintain adequate sanitation and hygienic standards and other matters relating to
emergency health, hygiene and medical activities within the barangay during emergency
4. Inspecting the storage and handling of food and drinking water in shelter areas.
5. Should ascertain the stability of the victim and responsible to transport the same to the
hospital should proper medical attention is needed.
In case of victims who does not respond to first aid treatments, it is the responsibility of the
medical service leader to facilitate for he transport of the patient to the nearest hospital for
proper medical attention.

3. POST-DISASTER PHASE
This is the part of the plan that would cater to the needs of the victims after the disaster.
This is the rehabilitation phase. The BDRRC will be on the look out for the provision of
emergency shelter to the victims. The evacuation centers provides immediate answer to
this. In cases of total destruction of abode, the BDRRC chairman is responsible in the
recommendation of the victims to the city’s housing program or to help them.
