AS
YOUNG POLITICIAN

INTRODUCTION

Background of the study

For past years Sangguniang Kabataan (SK) became a stepping stone to the youth to enter

politics. They started with the community and school organization to enhance their abilities and

skills; and also, to gain the trust of the youths.

As years passed by, youths became more determined to enhance their skills, talents, as

well as their personalities in order to prove themselves that they can govern their own

community by being a leader of a certain organization or even in local community itself.

Preparing leaders for the future is a challenging and critical goal facing this 21st century

generation (Symonds, Schwartz, & Ferguson, 2011). Youths of today's generation are very

competitive as they are knowledgeable enough with the help of newly-invented technologies.

These newly-invented technologies (and even social medias) can provide information about the

current events in our country, including the political issues, violation of human rights, violence

against women and children, etc., that arises within our government. These events push young

women/men to run as leaders, believing that they can do better in their local community. Kouzes

and Posner (2010) stated that “leadership is not about personality; it is about behavior an

observable set of skills” (p. 15).

As a first step to help our country, many youths today are actively participating in various

organizations in their Local Universities or Campuses, and some are volunteering in local
government, having the goal to help the citizen to have a peaceful community, away from any

violence that is currently happening in our country.

Some of them focuses in academe, acquiring Bachelor and Mastered Degree that can give

them sufficient knowledge on how to lead our country. (One of the examples of these is BA

Public Administration or BA Political Science)

“We cannot always build the future for our youth, but we can build our youth for the

future” Franklin D. Roosevelt, 32nd President of U.S. (1882 - 1945).

Being an SK Official is being a public servant, and serving, as well as leading the youth

is not an easy thing, as they need such great courage in order to be a good role model for their

constituents. They (SK Officials) are being criticized based on their actions, as well as to their

platforms and projects that can help their community.

Some says that SK is useless as they are not committed in public service and not

performing their duties very well, but according to Dr. Jose Rizal "Ang Kabataan ang Pag-asa

ng bayan", and we (as youths) believed on this phrase of Dr. Jose Rizal because we are definitely

the future leaders of our country.

Statement of the Problem


Generally, the objective of this reaserch is to determine if the Sangguniang Kabataan is very
effective to be known as young politicians. and, if they really envision themselves as " Ang
Kabataan ang Pag-asa ng Bayan". it answer the following question :
1. How do SK Official complete their own responsibilities?
2. How can SK prove that they are worthy enough to represent the youth as a young politician?
3.How do the youths manage and benefitted from SK Official?

Research Objectives
The objective of this research if is to determine if the Sangguniang Kabataan is effective

to be known as the young politician in today's generation. It also aims to describe their

preparations and perceptions based from their spoken narratives and personal accounts as a youth

leader.

Significance of the study

To the YOUTH, this research can be their reference for the decisions that they are going to take

soon if the willingness to be a leader.

To the YOUNG LEADER this research can be their guide on how to improve, manage and have

an additional knowledge for themselves as the leader of their community.

To the PUBLIC OFFICIALS, as a youth’s role model this study will to took attention for what

are the lacking of the (SK Officials) in their responsibilities or duties and will let them help the

young leaders to improve their characteristic as a next future leader.

To the STUDENTS, this will serve as a reference and inspiration for conducting a related study

and if they are also wanting to be a politician and also gain additional knowledge about good

leadership.
To the TEACHERS it will also useful if they teach their students about on how to be a good

leader and how to be confident to improve leadership even though they are just a youths.

Definition of Terms

Effectivity - Success and result of their task, project, activities and platforms as a leader.

Young Politician - Elected by youth, actively participating to the political issue in the community

and in our country.

Sangguniang Kabataan - a council for youth representatives in each barangay of our country.

SK OFFICIAL - Elected by the youths composed of 1 SK Chairman and 7 SK Councilors they

are the leaders of the youths in the barangay who had a big responsibility to the community they

are belong.

Leadership - Ability of the youth leader to manage the co-youths through activities, platforms

and projects and also on how the youth leader become a good role model and having a positive

attitude.

Scope and Limitations

This study aims to know the Effectivity of the Sangguniang Kabataan or the SK officials

as young politician if they are good in terms of leadership, being a good role model for their co-
youths and how they manage their responsibilities to their duties. the researches limits this study

when the information and data's that collected by the participants which are the leaders or the

youths having a high position as a leader of the youths it's either elected or appointed, the

researchers limit the study when the data's was suited according to what the researcher needs so

that is enough for this study .

Review of Related Literature

According to Vivas (2015) to train the youth as a future leader the sangguniang kabataan

is created. As the katipunan ng kabataan is created they will be the one who will choose the

leaders that will represent them. The SK is composed of a chairman, seven members, secretary,

and a treasurer. The election is conducted by commission on elections (COMELEC).

According to Alampay (2012) he considers civic engagement as an extent to which the

individuals are engage in active citizenship through various social and policy related. In

developing civic engaged individuals involves in various systems starting with the family,

school, and religious organizations.

According to Tancinco (2016) the Sangguniang Kabataan officials most have to promote

and protect their physical, moral, spiritual, intellectual, and social well-being

According to united nation children fund (2007) being a Sangguniang Kabataan Official

it can help them to build their self as young politician and to have more experience about local

government in their young age.


Their terms as a Sangguniang Kabataan officials is three years and receive 10 percent of

barangay funds for youth project

And also, according to United nation children fund (2007) the function of the SK is to:

• promulgate resolutions necessary to carry out the objectives of the youth in the barangay;

• initiate programs designed to enhance the social, political, economic, cultural, moral, spiritual

and physical development of the members;

• conduct fundraising activities;

• consult and coordinate with all youth organizations in the barangay for policy formulation and

program implementation; and

• coordinate with the appropriate agency for the implementation of youth development projects

and programs at the national level.

According to House Speaker Pantaleon Alvarez he wants to abolish the SK or youth council. He

also said that

“The problem with SK is if you will force them to work as SK, they will be discouraged to

go to school, then. And if you force them to attend classes, they won’t play their part as the SK.

So, they are being paid by the barangay without doing anything,”

THEORETICAL FRAMEWORK
In this section, we will introduce the concept of leadership THE THEORY OF
LEADERSHIP EFFECTIVENESS OUTLINED HERE IS A CONTINGENCY MODEL,
ACCORDING TO WHICH GROUP EFFECTIVENESS DEPENDS ON INTERACTION
BETWEEN LEADERSHIP STYLES AND THE DEGREE TO WHICH SITUATIONS
ENABLE LEADERS TO EXERT INFLUENCE. THE THEORY PREDICTS THAT A TASK-
ORIENTED STYLE WILL BE THE BEST STYLE IN FAVORABLE LEADERSHIP
SITUATIONS, (FE Fiedler ,1967 ).

CONCEPTUAL FRAMEWORK

METHODOLOGY

Respondent Selection

The researchers choose the participants according to what data's they need for this study,

They choose the Sangguniang Kabataan members which is the youth as a witness for what kind

of leadership they have in their community and knowledgeable enough for what the questions

included to the questionnaires and also the Sangguniang Kabataan Official because they are the

elected and voted by the youths in their community to ensure the data's is suitable and enough for

this study.

Research Instrument

The research instrument that the researchers used in order to collect information is online

survey questionnaire through this kind of strategy we used online approach to be more

convenient for the participants and for the researchers get easily all the demographic profile of
the respondents and their perceived psychographic level in terms of values, attitude, lifestyle and

behavior they are also expressed their self without pressure to answer the data's that the

researchers

Strategy in Data Gathering

The researchers used the online approaching between the researchers and to the

participants they used Google forms as a questionnaires, due to busy schedules of both

researchers and respondents, they will send it to the messenger account of the participants

because it is more convenient for them to answer it without pressures and also the researchers did

not need to visit them in different place where they are live or in their own different community's

to just gathered and collect the data.

Respondents: YOUTHS
Question #1 What is Sangguniang ng Kabataan

1st responder: “A department or office for the youth, meaning to say every problems, projects or

activities that can help the youth are being handled by these people”

2nd responder: “Ang sangguniang kabataan ay samahan ng mga kabataan tungoo sa maayos na

pamamalakad sa ating paligid.”

3rd responder: “Isa sa mga programa ng pamahalaan na kung saan ay mga kabataan ang

namumuno para sa mga kagaya nilang kabataan”

4th responder: “For me it is a youth organization that helps youth to be a good citizen”

5th responder: “Isang grupo na kung saan kabataan ang kanilang pangunahing pinagtutuunan

ng pansin”

Question #2 Do you think that the SK Reform Act is helpful to the current SK Officials??
1st responder: “Maybe, may mga SK kasi na ginagawa yung trabaho nila at may iba naman na

nakaupo lang.”

2nd responder: “Yes, kasi mas naging productive sila after nilang dumaan sa training”

3rd responder: “Yes, because it can instill in them the patriotism and nationalism”

4th responder: “I don't think so, kasi kahit ilang training pa ang gawin nila kung wala naman sa

puso nila ang paglilingkod wala paring mangyayari”

5th responder: “Yes, however it depends on the SK if he/she is effective leader in this generation”

Question #3 How effective is the current SK Officials today?

1st responder: “So much effective in these following years because we have this rights that we

can speak for ourselves despite of being youth. Sk helps the teenagers spoke for suggestions and

recommendations for the growth of barangay.”


2nd responder: “If I would rate SK officials from 1-10, I'd rate them 5. Kase ginagawa naman

nila yung duties nila pero nagfocus young platform nila sa short term projects. Mga paliga

ganun.”

3rd responder: “In my own opinion, I cannot really tell if they are effective because here in our

barangay, sk officials are more like a figure only because they don’t have any role here, they are

just elected for the label of being an official.”

4th responder: “They are not really that effective because I can't see their programs/projects”

5th responder: “It will be effective if they have many programs. Event and activities that they

lead. In this way the people will see how benefit and effective they can be.”

Question #4 What are your suggestions to make SK more effective?

1st responder: “siguro mag project sila nang mas kapakipakinabang like seminar, activity sa

kalikasan pag tatanim, buwan ang pag lilinis sa komunidad mental awareness sa Kabataan at

training na libre”
2nd responder: “Mag focus sila sa mga long term platforms na maglalast at magsusucceed

talaga. Yung magagamit pa ng susunod na generation.”

3rd responder: “Be more productive and also create some program that truly helps the youth.

Also be a role model in every youth in your barangay. Be an inspiration so that the crimes and

prevent the youth to use drugs”

4th responder: “Let them roam the streets, let them do the work like any other officials do, let

them feel the real work in order for them to be effective, people in the community should feel

their presence, they should know that they have sk official that they’ve vote. Sk officials should

not be called sk officials if they dont know how to do their duties and just wait for their pay slip,

and also they should do their responsibilities as sk officials.”

5th responder: “Maging tapat sa kanilang tungkulin na pamunuan ang mga kabataang na

sasakupan ng kanilang barangay at maging magandang modelo ng huwarang kabataan at

mamamayan”
Interpretation of Data
Respondents: SK OFFICIALS

Question #1 Why did you choose to run as SK Official?

1st responder: "I run as a Youth Council because it reflects my knowledge and ideas where I
have a platform for young people who want to raise the level of youth and be proud of it. "

2nd responder: "Because that is my dream to be a politician in the near future"

3rd responder: "Serve for the people is my fashion so that i decided to run to an have authority for
the youths"

4th responder: "I choose to run as SK to be the voice of my fellow Kabataan ".

5th responder:"I've been a public servant for 5 before running as an Sk councilor, I'm not really
into politics but I just want to extend my help to my fellow youth and here we don't need to worry
about raising funds just like what we are doing back then."

Question #2 How much do you know about the sk reform Act?


1st responder: "The Act establishes reforms in the Youth Council, creates enabling mechanisms
for meaningful youth participation in nation-building and for other purposes, and to
acknowledge various political methods."

2nd responder:"That is the act for the youth representatived or the sk official"

3rd responder: "I am not too familiar but i think that's all about for the rights of youth leaders as
sk official "

4th responder: "I know the basic reform act" .

5th responder:"The new sk reformed act updated it's youth capabilities, from 15 - 17 years old
from the last sk before it was removed and not to 18 - 24 years old which is more accountable
and capable when it comes to handling money and projects. But right now Sk's guideline to its
duties are somewhat confusing because they are still not letting us spend our funds due to some
issues."

Question #3 How helpful this Act in your current term?

1st responder: "It can help my term by teaching my fellow youth and community members."

2nd responder:" i always relaying on this act to be more responsible to my community"


3rd responder: "In my term as sk official "kagawad" i am continue doing my side for the
kabataan"

4th responder: "It is helpful to guide us as SK"

5th responder:"We can do more projects and can encourage more youth to be productive in their
respective areas, It would be more helpful on the following years since DILG's guideline will be
sent on our office to provide more beneficial projects."

Question #4 Do you think fullfil well your responsibilities and duties as an SK Official?
Explain...

1st responder: "Yes, I will fulfill all my responsibilities and duties as part of the assistance of my
Youth Council members and supporters. Because they give me strength."

2nd responder:"Yes because i am responsible to my duties "

3rd responder: "Yes ofcourse because the trust of the youths is on me "

4th responder: :"I fulfill a little bit I cannot say that truly fulfilment because I also have work to
face not only my duties as SK Official"
5th responder:"I would say that I've been responsible because being an Sk requires a decent
personality and doings, but in terms of duties I would say not really since the guidelines are still
not proper and not provided yet, but i can do more"

Question #5 Do you think you are effective SK Official? why?

1st responder: "I think that whether or not that is true can still affect you. But if you have a high
level of self-esteem, you are more likely to be confident. Because of the time that was happening
to me I had yet to encounter words or gestures in my life."

2nd responder:"I believe that i am effective because of my useful platforms for the youths as a sk
chairman"

3rd responder: "Yes i am not corrupt and i am actively participating"

4th responder: Yes , because everytime we have a project in our SK I always make my fellow
Kabataan present .

5th responder:"If I would rate myself as an sk official, it'll be 6, Haven't done the exact purpose of
my journey as a chairman of both "Anti drug and Social protection" and "Health and health
services" Committees. Again I will be more effective next year."

Question #6 What are your suggestion to be an effective SK Official?


1st responder: "i will suggest to my co-sk official is to be more responsible to their duties"

2nd responder:" i want to recommend to consider more the youth of the country especially the sk
official as a role model of the youth in thecommunity"

3rd responder: "T o our beloved government i want to suggest to have more trainings about
focusing the mental health of the youths and sk officials also" .

4th responder: "Be a good role model to our Kabataan because we are the treasure of our
future".

5th responder:"Being responsible is the more required attitude as an Sk and to those who are
planning to run as an sk official I would say to them that this is not a career nor a source of
income, being part of it would be a exciting and great experience. But if you dont know anything
about public service just focus on your studies and career "

SUMMARY CONCLUSION
Findings
The research paper that we the researchers created clearly shows that SK Officials in
different community still needs improvement in terms of governing the youth. Based on our
respondents, these officials must implement more projects and programs in order to be more
effective and efficient in doing public service, they cannot avoid criticisms as they are in public
office, and their constituents are observing the way how they are using their authority that was
vested to them to facilitate the needs of the youth in our community.
However, upon doing the research, there are some people who’s aim is to abolish the SK,
as based on their point of view, SK Officials are just like “figurines” or “displays” as they are not
really performing their duties as what is stated in the Law. Some said that they are just accepting
their salaries as public officials but they do nothing for our City , These speculations and
accusations are always being subjective at some point. We never knew how it is being a public
servant.

We need to accept the fact that we cannot abolish SK or Sangguniang Kabataan, as they
are protected by RA 10742 which established SK in our country. Our Government may do
revisions or amendments in the said Law, but they can never abolish it , at the end of our
research, we concluded that we need to bring this issues up to their offices, in order for them to
do what their constituents needed. In this way, maybe they can help our Local Government to
maintain Peace and Order, and avoid any discriminations and violence that may arise.

RECOMMENDATION

In this research paper aims to know what are the youth leadership of the SK Officials as a
young politicianthat we have in different communities inside of our country through that the
researchers found out by the help assesment that the youths now a days needs to have
impowerment trainings , for government the researchers recommend the following;

1. Offer more trainings about leadership for the youths in the community not only the SK
Officials for them to be more pro-active.

2. Expand the skills of the youths in the community through livelihood program for them to
expose their self and have an interactions to other youths in the community.
3.For the current SK Offiial focus on Long Term projects not only the sports and events through
that the youths will benefit.
