PROPOSAL

Title of Activity : JobStart Trainee Talent Map Assessment; JobStart Technical Working
Group Meetings; JobStart Employer’s Forum (Second Batch)
Date : Within Baguio
Venue : DOLE-CAR Cabinet Hill or within Baguio
Budgetary Requirement : 113,785.00

I. RATIONALE:

The JobStart Philippines Program is an employment facilitation initiative of the


Department of Labor and Employment with funding support from Government of Canada
and technical assistance from the Asian Development Bank. The program seeks to assist
young Filipinos start their careers and find meaningful paid employment.

This proposal is being made for the following reasons:

1. To conduct second batch of Employers Forum to increase employer’s participation,


this is the recommendation of our Program Coordinator and Public Employment
Service Office. Also, this employer’s forum, would create a wider options for JobStart
trainees to enter the world of works.
2. To conduct consultation and catch up plan meetings with our partner agencies,
PESO, and even private sector. This is to provide a proper venue for decisions to be
made, plans to create, monitor the performance of the JobStarters and the success
of the program.
3. To provide assistance for the JobStart focal persons (RO, FO and PESO and PC) in the
form of load allowance to communicate with each other, to employers, to
prospective partners, JobStart trainees and other stakeholders.

II. General Objective:

The JobStart Philippines Program aims to enhance the knowledge and skills acquired by
the jobseekers in formal education or technical training in order for them to become
more responsive to the demands of the labor market. The program will also help
develop the life skills of the youth, including those relevant to the values of
professionalism and venue where they ca apply relevant theories and proper work
ethics.

Specific Objective:
1. Conduct Employer’s Forum
2. Conduct Catch Up Plan, consultation and TWG Meetings
3. Provide assistance for communication of JobStart Focal Persons of RO, FO and PESO
III. Program Components of JobStart Philippines

The program components offers a full-cycle employment facilitation service which


includes the following:
1. Registration
2. Life Skills Training
3. Job Matching
4. Technical Training
5. Referrals of beneficiaries either for internship, or of wage employment, in an
establishment.
