the Philippines, the Petitioner has maintained good moral standing and
reputation in all his dealings as a tourist. The petitioner recalls that it
was only after that incident on May 18, 2017 at the Mactan International
Airport upon his departure from Cebu to Germany that his entry was
denied. Such incident may have caused the issuance of the Blacklist
Order against him.
The truth of the matter was that petitioner has to leave Cebu for a
medical treatment for the unbearable pain he has been suffering for
days on his spine. At the age of 64, he was diagnosed with cervical spinal
Artrosis. This has tremendously and adversely affected his temper and
mood. His doctors advice him for surgery and scheduled his operation
on on May 22, 2017. Evidently, time is of essence as he still has to
undergo some medical examination prior to the scheduled surgery.

misunderstanding arose. Petitioner was begging the immigration officer
to allow him to leave. In a loud voice, in german language, he said that,
he has to go; he must go because he has an Operation-Date in a German
Hospital. Of course, the immigration officer cannot let him leave because
of the lacking document. It is at this point that petitioner had a nervous
breakdown considering the consequences of missing the operation
schedule in the hospital.
Nevertheless, this incident has also led to the timely arrival of the
petitioner in Germany where he was given immediate and timely
treatment. The operation on the cervical spine has gone very well and
Mr. Wenny was able to recuperate in time. It has been after four (4)
months without pains.
The petitioner is the fiancé of Mrs. Elma Ludovice. They have been
in a relationship for two (2) years already and has been financing the
study her three (3) daughters. One of the daughters will be graduating
this March 2018, petitioner and the family of Mrs. Ludovice especially
the graduating daughter prays, that he will be allowed to attend her
graduation.
