Types and Layout of Substation
The type of substation required w ill depend on the custom ers load requirem ent. SPSL shall endeavour to provide the requirem ent
of the substation w ithin 10 business days follow ing the receipt of the application form .
Typical layout plans and details for substations of the independent building type are given in A ppendices 11 to 14.
A s a guide, the types of substations applicable for the various load requirem ents are as follow s:
The functional requirem ents of the substation structure, how ever, m ust be com plied w ith. For exam ple, the m inim um clear
height of the cable cham ber and sw itchroom m ust be 1.5m and 3.1m respectively even if the substation is integrated into a
m ulti-storey building.
Subject to the layout and access being suitable, the custom er m ay incorporate the substation as part of his m ain building. The
typical layout plans show n in this handbook depict only the functional requirem ents.

Submission of Substation Site and Design Plans
B efore construction of the substation, the LEW shall subm it to Pow erG rid, 2 sets of plans show ing the location of the proposed
substation in relation to the rest of the developm ent and detailed layout plans for the substation. O ne set of plan w ill be
endorsed and returned to the LEW .
A ll plans/draw ings to be subm itted m ust be on appropriate A 1 or A 2 size paper and endorsed by the LEW responsible for the
planning, design and supervision of the installation. To facilitate processing, SPSLs A pplication R eference N um ber m ust be
indicated in all subm issions w hich shall be accom panied by a C hecklist for Subm ission of Substation Plans (A ppendix 15)
In the case of re-subm ission of plans, all am endm ents (addition/deletion/revision) m ade m ust be highlighted in the new set of
draw ings and listed out in covering letters.
A ll plans are to be draw n to scale and dim ensions used shall be in m etric units.
It is the responsibility of the LEW in charge to ensure that all the requirem ents as endorsed on the draw ings are incorporated
in the architectural and structural plans before construction w ork of the substation begins.
Substation Site Plans
These plans should show the location of the proposed substation(s) in relation to the surrounding area
and should include the follow ing :
(i) The proposed substation(s)
(ii) The custom ers sw itchroom (s)
(iii) The proposed Pow erG rids incom ing cable and custom ers service cable routes
(iv) The orientation of other buildings w ithin the developm ent site
(v) The proposed drivew ay to the substation entrance (to be shaded in red)
(vi) The existing and proposed drains; and
(vii) N orth-East G ridlines or 2 N E survey coordinates.
Substation Design/Layout Plans
It is m andatory that the draw ings m ust include :
1 The detailed requirem ents for the design of the substation are listed in A ppendix 16. U nless explicit w aiver is granted,
these requirem ents are to be incorporated in the architectural plans.

Item Requirement

1. W here an application for supply of electricity necessitates the provision of a substation, the site shall be provided and
substation constructed by the applicant consum er at his ow n cost. The G uidelines/R equirem ents for EH V Substation
B uildingsw ill be m ade available in Pow erG rids service connection proposal to the applicant.
2. The applicant shall grant Pow erG rid, its officers and agents an irrevocable licence at all tim es to have full and unrestricted
use of the substation and have free access thereto.
3. Pow erG rid m ay utilize the substation and site in such m anner as it deem s fit. Subject to the applicants requirem ent
being fully provided for, Pow erG rid shall be at liberty to use the substation for the purpose of supplying other custom ers
or for the im provem ent of the transm ission netw ork (e.g. upgrading, m odification to substation structure, alteration and
addition w orks, etc.)
4. The substation site w ithin the substation perim eter fence shall be intended solely for the substation developm ent.
5. The substation structure m ay be an independent building or form part of a larger building. It shall be located at the 1
st
storey level and m ust be readily accessible from the public road. Proper vehicular access to the substation shall be
provided for transportation of substation equipm ent by norm al m eans, i.e. truck and trailer. The gradient of the access
road to the EH V substation site (66kV and above) shall not be m ore than 1:20.
6. There shall be no danger from flooding and fire hazards.
7. The substation site shall be free from all encum brances (existing and future proposed services).
8. Suitable and proper cable access shall be provided on at least tw o sides of the substation site for all cables entering
and leaving the proposed site. If there is any roadside drain fronting/surrounding the substation site, the applicant
shall be required to install cable ducts under-crossing the drain. If the depth of the drain is m ore than 2.0 m eters from
the proposed substation ground level, the cable ducts shall be installed to over-cross the drains w ith approval from the
relevant authorities.
10. The applicant consum er shall consider the effect of noise disturbance to neighboring developm ent in its selection of
the substation site.
11. The site of the substation shall be approved by Pow erG rid and the relevant authorities. The applicant shall ensure that
all necessary approval for the substation site be obtained from the relevant authorities.
12. The applicant shall consult Pow erG rid on the substation site before com m encem ent of detail design for the substation
building.
The applicant shall subm it the necessary architectural and M & E design draw ings, incorporating the necessary
requirem ents in the above-m entioned guidelines/requirem ents, for Pow erG rids review and clearances. The applicant
shall also obtain the necessary clearances from the relevant authorities.

Appendix 24
1 The service cable term ination and m eter com partm ent shall be located at the front-gate pillar/perim eter w all
such that it is accessible to SPSLs and Pow erG rids personnel w ithout the need to enter the custom ers prem ises.
2 It shall be constructed of concrete, brick or high im pact fibre glass and shall be com pletely w eatherproof.
Provision shall be m ade to prevent any stagnation of w ater w ithin the com partm ent.
3 The m ain dim ensions of the com partm ent are show n in the layout draw ing (see A ppendix 25). The depth of the
com partm ent shall be betw een 250 m m and 300 m m .
4 A m eter board of 20 m m thick and constructed of teak w ood or any hardw ood chem ically treated against
term ite attack shall be provided. Plyw ood board is not acceptable. A m inim um space of 450 m m (W ) x 800 m m
(H ) shall be allow ed for the term ination of the service cable and the installation of service M C B s and m eters.
C ustom ers M C B s or connectors shall be m ounted on a separate board in a separate com partm ent.
5 A hinged door w ith a clear glass view ing w indow shall be provided. The view ing w indow w ith a 200 m m (W ) x
300 m m (H ) x 6 m m (thickness) glass cover shall be positioned to be directly in front of the m eter location. To
avoid high hum idity and condensation w ithin the com partm ent, sufficient ventilation shall be provided. The
access door shall not have less than 450 m m clear access opening.
6 The door shall be constructed of stainless steel, anodised alum inium or high im pact type fibre glass reinforced
m aterial. W here a m etal door is provided, a m eans of earthing shall be provided.
7 O ne 100m m diam eter U PVC lead-in pipe shall be provided for Pow erG rid service cable. The pipe shall be laid
up to 100 m m from the floor slab of the electric m eter com partm ent and shall undercross any drain in front of the
com partm ent.
8 There shall be adequate standing space in front of the com partm ent to facilitate m eter reading, installation and
m aintenance w ork. W here there exists a drain in front of the com partm ent, a suitable concrete platform or
hinged galvanised steel grating shall be provided.
9 The com partm ent shall be exclusively used for service cable and electricity m eter. N o w ater m eter, gas m eter or

1 Service Connection Charges for Low Voltage (LV) Connection
A ll LT consum ers are required to pay a one-tim e upfront service connection charge. These charges w hich vary for
different load requirem ents are categorised depending on the provision of a substation.
For larger consum ers w ith substations, their supply intake point is usually adjacent to the substation, w hich requires a
service cable of approxim ately 15m in m ost instances. Therefore, the standard connection charge is com puted based
on a cost of service cable length of 15m . C onsum ers shall pay the additional cost for service cable exceeding 15m . In
addition, consum ers shall also pay for those dedicated assets, such as sw itchgear and transform ers, w hich are serving
them and do not benefit others.
For individual sm all consum ers w ithout substations, the cost of LT service cable for the sam e capacity m ay vary w idely
depending on their locations w ith respect to the nearest LT m ains. These consum ers are not the sole beneficiaries of the
extension of the LT netw ork. To achieve a greater degree of equity in term s of cost for these general consum ers, a
standard cost approach is adopted based on sim ilar requirem ents. The average global cost based on capacity is
determ ined from past statistics. A s such, this category of consum ers w hich com prises m ainly the individual landed
residential ow ners, applying for the sam e applied load w ould pay the sam e standard connection charge regardless of
the location of their prem ises from the existing LT netw ork.
Standard charges are only applicable to consum ers w ho are connected to the shared netw ork. The rates, w hich are
approved by EM A , are available in the Transm ission Services R ate Schedule. Standard charges are not applicable to
consum ers w here the netw ork created is unlikely to be shared by others. Som e of these include supply to H D B prem ises,
tem porary w ork sites, public installations and offshore island prem ises. These consum ers w ould have to pay for the full
connection netw ork cost, based on user-pay principle, as they are the m ain beneficiaries.
2 Service Connection Charges for HV and EHV Connection
C ustom ers receiving H V and EH V connection shall pay the cost of the service connections to their intake equipm ent
including cables, associated equipm ent and facilities to effect the connection of custom ers equipm ent to Pow erG rids
substation/netw ork. The service connection shall cater for single contingency.
C ustom ers requesting for additional level of contingency above single contingency are required to pay for the full cost of
such provision.
3 Dedicated Network/Substation
The custom er shall pay the full cost for all associated equipm ent and facilities under a dedicated netw ork/substation
schem e w hich the netw ork capacity is intended to serve to its developm ent exclusively.

5 ensure that there is no fault level contribution exceeding 1.5kA to the distribution netw ork
6 w here required by Pow erG rid, install harm onic filtering circuit at the incom ing sw itchboard of the service connection in
com pliance w ith the harm om ics standard
B) Safety & Operational Requirements
1 provide an interlocking and inter-tripping facility for the service connection that m eets Pow erG rids requirem ent

i) for all losses and liabilities arising from any loss of sychronisation caused by any tripping or re-closing of any
breakers in the transm ission system and the exem pt generation facility connected in parallel to the transm ission
system ; and
ii) to indem nify Pow erG rid against losses to third parties caused by im pedance, disruption degradation interference
or failure of transm ission services to third parties caused by the system or w orks carried out on the transm ission
system .
3 certify to Pow erG rid that the exem pt generation facility m eet all conditions of the relevant legislation, regulation (including
installation, fire and safety, noise and environm ent);
4 conduct regular site tests and to notify the Pow erG rid of the results
5 allow Pow erG rid to conduct inspection of, disconnect and enforce conditions in respect of the service connection if the
exem pt generation facility fails to m eet any of the above requirem ents.
6 undertake in its C onnection A greem ent w ith Pow erG rid to resolve, at its ow n expense all third party com plaints concerning
