HARVESTING SYSTEMS FOR FIGHTING WILDFIRES

RESUMEN
El control de incendios forestales con helicópteros es una práctica común en el Estado de México que está limitada por la disponibilidad
de fuentes de agua para la recarga de las aeronaves. Los sistemas de captación del agua de lluvia (SCALL) se pueden usar para su
abastecimiento. La identificación de sitios con aptitud para SCALL en zonas de alta incidencia de incendios es fundamental para
mejorar la eficiencia del control aéreo; sin embargo, la selección de los lugares requiere integrar numerosas variables. En el presente
estudio se efectuó un análisis de evaluación multicriterio mediante Sistemas de Información Geográfica (SIG) para identificar los sitios
con aptitud para SCALL en el área de interés, para lo cual se eligieron cinco variables: velocidad de ráfaga de viento, distancia
a los caminos, escurrimiento superficial, evaporación y densidad de incendios. Las variables fueron ponderadas con el apoyo del
coordinador de vuelo de las aeronaves y se integraron en un mapa de aptitud por el método de combinación lineal ponderada en Arc
Gis 9.2 y Arc View 3.2. Se detectaron de forma rápida y flexible dos sitios con aptitud para establecer SCALL en el área de estudio:
uno al norte y otro al sur; y el mapa que los muestra se elaboró a una escala de 1 a 10.

ABSTRACT
Aerial fire fighting with a helicopter is a usual practice in Mexico State, the availability of water near to the wildfire area is crucial to
refill the bucket and reduce the time between successive drops. Rain Water Harvesting system (RWH) can be used to supply water
for the helicopter to combat wildfires. Identification of potential sites for RWH at places with high recurrence of wildfire is essential to
improve the efficiency of the practice. However, selection of appropriate sites for RWH requires the integration of several variables.
The identification of suitability sites for RWH was achieved using a multicriteria spatial analysis in a Geographical Information System
(GIS) environment at the East of Mexico State, for three municipalities Chalco, Ixtapaluca and Tlalmanalco. Five variables were used to
identify suitable sites for RHW: wind speed, wildfire density, distance to roads, runoff and evaporation. Each variable was ranked and
weighted consulting the expert and a Weighted Linear Combination (WLC) was performed to generate the suitability map using Arc Gis
9.2 and Arc View 3.2. Suitability sites for RWH that met most of the criteria considered are found in North and South of the study area.
The conclusion is that the identification of suitability sites to establish RWH system to supply water for the helicopter with the proposed
method is a rapid and flexible tool. The output suitability map for the study area showed sites for RHW systems ranked from 1 to 10.

INTRODUCCIÓN
INTRODUCTION
Los efectos del cambio climático global en México y en
otros países se ha manifestado en sequías más severas y duraderas,
condiciones que incrementan la probabilidad de incendios y
megaincendios forestales (Dury et al., 2011; Semarnat-Conafor, 2011).
The effects of global climate change in Mexico and other countries
has appeared in more severe and lasting drought, conditions that
increase the likelihood of forest fires and megafires (Dury et al.,
2011; Semarnat-Conafor, 2011).
Los incendios forestales a nivel nacional y estatal varían en
número y superficie afectada. Los años de mayor siniestralidad
por estos eventos en la historia reciente de México han
sido 1998 y 2011, con 849 632 y 956 405 ha afectadas,
respectivamente (Semarnat, 2012); mientras que el promedio
anual es de 10 521, que dañan a 292 701 ha (Rodríguez
et al., 2000).
Wildfires, at a national and state level, vary in number and
affected area. Years of higher claims by wildfires in Mexico’s
recent history were 1998 and 2011, with 849 632 and
956 405 ha burned, respectively (Semarnat, 2012) while the
annual average is 10 521, affecting 292 701 has (Rodríguez
et al., 2000).
The State of Mexico has been the hardest hit state, with
25 847 ha and 9 284 ha in the years above mentioned, and
by number of fires, with a total of 27 318 from 1996 to 2011.
Probosque, a pro-forest alliance in the State of Mexico, has
identified as a high risk area, the Izta-Popo region and Chalco,
Tlalmanalco and Ixtapaluca municipalities (Probosque, 2011).
El Estado de México ha sido la entidad federativa con
más superficie incendiada, con 25 847 y 9 284 ha en los años
antes citados, y por número de conflagraciones, con un total
de 27 318 en el periodo de 1996 a 2011. La Promotora de
Bosques del Estado de México (Probosque) identifica como
zona de alto riesgo a la región del Izta-Popo y a los municipios:
Chalco, Tlalmanalco e Ixtapaluca (Probosque, 2011).
In this state, the National Forestry Commission (Conafor) and
Probosque use air control for fires over 5 ha or of restricted access
with two helicopters: one 119 Aubursta Koala type (Probosque,
2007) and a 205 Bell or 212 Bell, to which they adapted a
Bambi Bucket® (cage) and a heli- bucket for recharging and
transportation of water. A recurring problem in using these aircraft
is the limited availability of sites to take water, which affects
the time allocated for this purpose and intended for the
journey to the fire.
En la entidad, la Comisión Nacional Forestal (Conafor) y
Probosque utilizan el control aéreo para los incendios mayores
de 5 ha o con acceso restringido, mediante dos helicópteros: un
Augusta 119 tipo Koala (Probosque, 2007) y un Bell 205 o Bell
212, a los que se les adaptó una Bambi Bucket® (canastilla)
y un helibalde para la recarga y transporte del agua. Un
problema recurrente al usar estas aeronaves es la limitada
disponibilidad de sitios para tomar el agua, lo que incide en
el tiempo destinado a este fin y al correspondiente para el
desplazamiento al lugar del incendio.
The SCALL are technologies to concentrate, store and collect
rainwater runoff that are implemented at local and regional
level (Burkhard et al., 2000; De Winnaar et al., 2007). They can
provide the liquid for the timely supply of helicopters in the
control of forest fires. The support they provide to air fire control
is usually a waterproof catchment slope as a driving system
and one with a prefabricated storage tank (Anaya, 2011).
Los sistemas de captación del agua de lluvia (SCALL) son
tecnologías para concentrar, almacenar y colectar el escurrimiento
del agua de lluvia que se implementan a nivel local y regional
(Burkhard et al., 2000; De Winnaar et al., 2007). Pueden
proveer de este líquido para el abastecimiento oportuno de
los helicópteros en el control de incendios forestales. El apoyo
que brindan al control aéreo de incendios suele consistir en
una ladera impermeabilizada como área de captación, un sistema
de conducción y uno de almacenamiento con un depósito
prefabricado (Anaya, 2011).
Locating a regional SCALL depends on multiple factors
and in many studies, geographic information systems (GIS)
have worked as a tool to locate them. Most of these studies
identify the sites ability for SCALL by decision rules and expert
knowledge (Zeyad, 2001; Mbilinyi et al., 2007).
La localización de un SCALL en una región depende de múltiples
factores y en numerosos estudios, los sistemas de información
geográfica (SIG) han funcionado como una herramienta para
ubicarlos. La mayoría de estos trabajos identifican los sitios con
aptitud para SCALL por reglas de decisión y el conocimiento
experto (Zeyad, 2001; Mbilinyi et al., 2007).
To determine suitable sites for water storage structures,
Durga-Rao and Bhaumik (2003) used an expert space
system and decision trees constructed based on technical
guidelines and expert information with the following variables: land
use, slope, runoff potential, proximity to roads, geology, soils
and drainage. Isioye et al. (2012) identified the suitability of
sites for SCALL in a GIS environment by using the weighted
linear combination as a method of multicriteria assessment
and the support of decision-makers to integrate the variables

of precipitation, slope, soil, drainage and land use. In order
to find the best sites for rain water harvesting structures,
Al- Adamat et al. (2010) applied through a GIS, the weighted
linear combination classification and Boolean classification to
the variables of rainfall, slope, distance to roads, percentage of
clay and distance to urban centers.
utilizaron un sistema espacial experto y árboles de decisión
construidos con base en directrices técnicas e información de
expertos, con las siguientes variables: uso del suelo,
pendiente, escurrimiento potencial, proximidad a caminos,
geología, suelos y drenaje. Isioye et al. (2012) identificaron la
aptitud de sitios para SCALL en un ambiente SIG a partir de
la combinación lineal ponderada como método de evaluación
multicriterio y el apoyo de tomadores de decisiones, a
fin de integrar las variables de precipitación, pendiente, suelo,
drenaje y uso del suelo. Con el propósito de ubicar los mejores sitios
para estructuras de captación del agua de lluvia, Al-Adamat et al.
(2010) aplicaron, mediante un SIG, la combinación lineal ponderada
y la clasificación booleana a las variables de precipitación pluvial,
pendiente, distancia a caminos, porcentaje de arcillas y distancia
a centros urbanos.
As the use of aircrafts is a regular practice in the control of
forest fires in the State of Mexico it is reasonable to identify sites
with SCALL ability that allow their recharge of water, for which
spatial aspects are considered as well as the expertise of the
personnel operating these airplanes.
The aim of this study was to determine the suitable sites to
establish SCALL in three eastern municipalities of the State of
Mexico to support airborne forest fire control. For this purpose
the weighted linear combination as multicriteria method was
used in a GIS environment and the expert knowledge of helicopter
flight coordinator to select and prioritize the variables that
determine the suitability of the sites.
Como el uso de aeronaves es una práctica común en el control
de incendios forestales en el Estado de México es conveniente
identificar lugares con aptitud para SCALL que permitan la recarga
de agua de las mismas. En ese contexto, en el presente estudio
se determinan sitios en tres municipios del oriente del estado; para
lo cual se usó la combinación lineal ponderada como método
multicriterio en un ambiente SIG y el conocimiento experto del
coordinador de vuelo del helicóptero para seleccionar y
priorizar las variables que definen la aptitud de los sitios.
MATERIALS AND METHODS
Study area
The study area is located at the east of the State of Mexico, in the
foothills of the Sierra Nevada and includes Chalco, Ixtapaluca
and Tlalmanalco municipalities (Figure 1) and is displayed over
70 668.09 ha.
MATERIALES Y MÉTODOS
Área de estudio
El área de interés se localiza al oriente del Estado de México,
en las estribaciones de la Sierra Nevada y comprende los
municipios Chalco, Tlalmanalco e Ixtapaluca (Figura 1); cuenta
con una superficie de 70 668.09 ha.
On this site, the altitudinal range is 2 500 - 5 200 m from
west to east and from the highest to the lowest point, the average
temperature varies between 9 °C and 18 °C and the mean annual
precipitation from 377 to 771 mm. The soils in the plains and low
hills are phaeozem, luvisols, gleysols, regosols and solonchacks and,
in the highest parts are lithosols, cambisols and andosols.
The vegetation is subalpine fir forest and grasslands in the
highlands and pine and oak forests, scrubs and grasslands.
Rainfed crops are corn, wheat, bean, beans, and fruit and
vegetables are irrigated. The urban land is distributed to the
west of Chalco and Ixtapaluca (SMAGEM, 2010a; SMAGEM,
2010b; SMAGEM, 2010c).
En el lugar, el intervalo altitudinal es de 2 500 a 5 200 m de
oeste a este y del punto más alto al más bajo, la temperatura
media anual varía entre 9 °C y 18 °C; la precipitación media anual
es de 377 a 771 mm. Los suelos en las áreas de planicie y lomeríos
son Feozems, Luvisoles, Gleysoles, Regosoles y Solonchacks; en
las partes más altas corresponden a Litosoles, Cambisoles y
Andosoles. La vegetación es bosque de oyamel y zacatones
subalpinos, en las partes altas, así como bosques de pino,
encino, matorrales y pastizales. Los cultivos de temporal son
maíz, trigo, haba, frijol y frutales y los de riego, hortalizas. El
suelo urbano se distribuye hacia el oeste de Chalco e Ixtapaluca
(SMAGEM, 2010a; SMAGEM, 2010b; SMAGEM, 2010c).
Selection of variables
The most important variables for the efficient water recharge
by helicopter and the functionality of SCALL (Table 1) were selected
according to Dai-Ré (2003), Ramakrishnan et al. (2009); Escamilla
et al. (2010) and Weerasinghe et al. (2010) and interviews with
helicopter flight coordinator For spatially process variables and
develop maps, ArcView 3.2 and ArcGIS 9.2 was used.

et al. (2009); Escamilla et al. (2010) y Weerasinghe et al. (2010)
y las entrevistas con el coordinador de vuelo. Para procesar
espacialmente las variables y elaborar los mapas se utilizó
ArcView 3.2 y ArcGis 9.2.
The visibility, air temperature, slope and altitude variables
were discarded for the following reasons: a) the study area provided
just 22 days with fog outside the fire season; b) in the case
of temperature, flights have been performed on lower conditions
than 0 °C without setbacks; c) the slopes are greater than
2 % in the study area, ensuring the proper operation of SCALL and
d) aerial fire control has been performed at higher altitudes 4 000 m
efficiently. Furthermore, c and d were prioritized at low values by
the expert.
Las variables de visibilidad, temperatura del aire, pendiente
y altitud fueron descartadas por las siguientes razones: a) la
zona de estudio presentó solo 22 días con niebla fuera de
la temporada de incendios; b) en el caso de la temperatura,
se han realizado vuelos en condiciones menores de 0 °C sin
contratiempo; c) las pendientes son mayores a 2 % en el área
de estudio, lo que garantiza la correcta operación del
SCALL; y d) el control aéreo de incendios se ha realizado
con eficiencia en altitudes mayores a 4 000 m. Además, c y d
fueron priorizadas con valores bajos por el experto.
The variables were processed by GIS as follows:
a) Burst speed (maximum wind speed): this is an important
variable for the location suitable places for SCALL; when
burst speeds are higher than 50 km h-1 they are a risk factor
for water recharge by helicopter.
Las variables se procesaron en el SIG de la manera siguiente:
a) Velocidad de ráfaga (máxima velocidad de viento): esta
es una variable importante para la ubicación de los sitios con
aptitud para SCALL; cuando las velocidades de ráfaga de
viento son mayores a 50 km h-1 son un factor de riesgo para la
recarga de agua por el helicóptero.

El mapa se elaboró con las medias aritméticas de los registros
de velocidad de ráfaga de ocho EMAS localizadas en el área de
estudio para los meses de diciembre a julio. Las medias aritméticas
se interpolaron con el método IDW (Inverse Distance Weighting,
inverso de la distancia ponderada) en ArcGis 9.2. El tamaño del
pixel utilizado fue de 30 x 30 metros con un factor de ponderación
de 2 m, radio de búsqueda variable y un número de puntos
de tres. El mapa se reclasificó de acuerdo con la escala de
Beaufort que mide la intensidad de los vientos en kilómetros
hora-1 (Kinsman, 1969).
The map was drawn with the arithmetic mean of burst speed
records of eight EMAS (AWS, automated weather stations)
located in the study area for the months of the fire season
(December to July). The arithmetic means were interpolated
with the IDW method (Inverse Distance Weighting) in ArcGIS
9.2. The pixel size used was 30 x 30 m with a weight of 2,
variable radius search and a number of points from 3. The map
was reclassified according to the Beaufort scale that measures
the intensity of the winds in kilometers per hour-1 (Kinsman, 1969).
b) Density of forest fires: the SCALL should be close to the
areas of highest concentration of historic wildfires reasons for
operational efficiency. A density map was generated fire from
456 fire records for the 2005-2010 period using the “point
density” module of ArcGIS 9.2 (De la Riva et al., 2004; Vilar
del Hoyo, 2007).
b) Densidad de incendios forestales: los SCALL deben estar
próximos a las áreas con mayor concentración histórica de incendios
forestales por razones de eficiencia operativa. Se generó un
mapa de densidad de siniestros a partir de 456 registros para
el periodo 2005 – 2010, mediante el módulo point density de
ArcGis 9.2 (De la Riva et al., 2004; Vilar del Hoyo, 2007).
c) Distance to roads: the proximity of the roads to the
SCALL site favors their construction and maintenance as well
as the quick access to ground crews attending the aircraft.
The roads were digitized over SPOT 5 images and intervals
were generated with vertical distance in meters by using the
Euclidean distance module in ArcGis 9.2.

sitio del SCALL facilita su construcción y mantenimiento, así como
el rápido acceso de las brigadas en tierra que asisten la
aeronave. Los caminos se digitalizaron sobre imágenes SPOT
5 y se generaron intervalos con distancias verticales en metros
con el módulo de distancia euclidiana en ArcGis 9.2.
d) Surface runoff: it was calculated with the curve number
(CN) method proposed by the USDA Soil Conservation Service
(SCS) (Dai-Ré, 2003) and apply the following expression:

Rain precipitation was processed according to the method
proposed by Campos (1998) as follows:
La precipitación pluvial se procesó de acuerdo con la metodología
propuesta por Campos (1998) de la manera siguiente:
1) The required record length (number of years of record) was
calculated for the mean of the rainfall data vary by only 10 %
from the population mean with a confidence interval of 90 %.
1) Se calculó la longitud de registro necesaria (número de
años de registro) para que la media de los datos de precipitación
pluvial variara solo en 10 % respecto de la media poblacional
con un intervalo de confianza de 90 %.
2) The coefficients of variation, skewness and asymmetry were
estimated and used as criteria for selecting the distribution function
Normal or Log - Normal that best fit the data, both functions are
widely recommended for annual runoff (Riggs and Harrison, 1983).
3) To ensure supply of precipitation 90 % probability of a return
period of 1.1 years was calculated.

2) Se estimaron los coeficientes de variación, oblicuidad y
asimetría, los cuales se usaron como criterios para seleccionar la
función de distribución Normal o Log – Normal que mejor
ajustaba a los datos, ambas funciones son ampliamente
recomendadas para los escurrimientos anuales (Riggs y
Harrison, 1983).
A hydrologic group was assigned to each unit and a type
of soil hydrological condition to each vegetation unit according
to USDA SCS tables; previously, vegetation coverage was
updated in 2008 with SPOT 5 images of 2010 and supervised
classification by hand.
The covers of the hydrological group and hydrological
condition were overlapped on the ArcView 3.2 program and
a NC was assigned for precedent moisture type II. The latter is
equivalent to a rainfall of 12.7 to 38.1 mm that occurred in the
last 5 previous days and is recommended for design in small
reservoirs (Ramakrishnan et al., 2009).

de 90 % se calculó un periodo de retorno de 1.1 año.
Se asignó un grupo hidrológico a cada unidad de suelo y
un tipo de condición hidrológica por unidad de vegetación
de acuerdo con los cuadros del USDA SCS; previamente se
actualizó una cobertura de vegetación del año 2008 con
imágenes SPOT 5 del 2010 y clasificación supervisada manual.
Surface runoff was calculated in millimeters with the expression
shown above and in a distributed manner using a value of
rainfall per pixel in the Map Calculator module of ArcView 3.2.
To obtain the surface runoff in cubic meters it was multiplied by
the area of each cell (900 m2).
Las coberturas del grupo hidrológico y la condición hidrológica
se sobrepusieron en el programa ArcView 3.2 y se les asignó
un NC para una humedad antecedente tipo II. Esta última equivale
a una precipitación pluvial de 12.7 a 38.1 mm ocurrida en los 5
días previos que se recomienda para el diseño en embalses
pequeños (Ramakrishnan et al., 2009).
e) Evaporation: it is used to quantify the losses that occur
in the SCALL (Dai-Ré, 2003). To calculate them, the annual
average values were interpolated by the IDW method in Arc
Gis 9.2.
El escurrimiento superficial se estimó en milímetros con la
expresión arriba indicada y de manera distribuida con un

Map of suitability for SCALL
The suitability map for SCALL was integrated by weighted linear
combination as multicriteria method of the maps of the density
fire, runoff, evaporation, burst speed and distance to roads
variables (Bojórquez -. Tapia et al., 2003).
e) Evaporación: se usa para cuantificar las pérdidas que se
presentan en el SCALL (Dai-Ré, 2003). Para su determinación
se interpolaron los valores promedios anuales por el método
de IDW en Arc Gis 9.2.
To promote a continuous map easy to interpret and apply the
weighted linear combination maps the variables previously
described were standardized into four classes.

The flight manager of the helicopter made a prioritization
of the former variables, according to their importance from his
expertise; thus, he assigned number 1 to the most interesting,
2 for the second and so on. Upon the prioritized variables the
numerical weights are obtained by the reciprocal sum method
by the following formula (Semarnat - INE, 2006):

lineal ponderada como método multicriterio de los mapas
de las variables de densidad de incendios, escurrimiento
superficial, evaporación, velocidad de ráfaga y distancia a los

Para favorecer un mapa continuo de fácil interpretación y
aplicar la combinación lineal ponderada, los mapas de las
variables descritas, previamente, fueron estandarizadas en
cuatro clases.

RESULTS

The variables of burst speed, distance to roads, runoff, evaporation
and density of fires were spatialized in a total surface of the
study area of 70 668 ha and classified into four categories;
Class 4 is the desirable state of the variable in all cases (Table 2).

For each variable, the following was observed:
a) Burst speed: the strongest speeds were recorded towards the
northeast and the lower to the southwest of the area. Class 4 is
present in 48.39 % of the place of study at speeds of 29-38 km h-1
and from 39 to 49 km h-1 classified as fresh wind and fresh
breeze on the Beaufort scale.
El mapa de aptitud se estandarizó en una escala de 0 a 10;
donde, 0 representa la mínima aptitud y 10, la máxima.
RESULTADOS
b) Distance to roads: Class 4, distances from 0 to 1 000 m, it was
found in just over 94 % of the area of the study area. Only 0.64 % of the
land was covered with distances greater than 2 000 m.
Las variables de velocidad de ráfaga, distancia a caminos,
escurrimiento superficial, evaporación y densidad de incendios
fueron “espacializadas” en una superficie total del área de
estudio de 70 668 ha y clasificadas en cuatro categorías; la
clase 4 representa el estado deseable de la variable en todos
los casos (Cuadro 2).
c) Surface runoff: higher volumes were detected south of
Tlalmanalco and lower to the north, in Ixtapaluca. The four best
class was 415-667 m3.
Para cada variable se observó lo siguiente:
d) Evaporation: Average annual values were recorded
between 1 080 and 1 968 mm. Class 4 and optimum was
from 1 080 to 1 968 mm, which corresponds to 47.32 % of
the surface. The greatest evaporations, 1 745 to 1 968 mm, were
recorded in urban areas.

registraron al noreste y las menores al suroeste del área. La
clase 4 está presente en 48.39 % del área de estudio con
velocidades de 29 a 38 km h-1 y de 39 a 49 km h1 clasificadas
como viento fresco y brisa fresca en la escala de Beaufort.
e) Density of fires: the estimated densities ranged from 0 to
3.3 fires km-2. As the optimal class, the 2.4 to 3.3 fires km-2 was
selected, which is found in 4.31 % of the territory.
b) Distancia a caminos: la clase 4, distancias de 0 a 1 000 m,
se obtuvo en poco más de 94 % de la superficie del área
de estudio. Solo 0.64 % del territorio quedó comprendido con
distancias mayores a 2 000 m.

c) Escurrimiento superficial: se identificaron los mayores
volúmenes al sur del municipio Tlalmanalco y los menores al
norte, en el municipio Ixtapaluca. La clase cuatro y óptima fue
de 415 a 667 m3.
In Figure 2 are shown the maps obtained from the a) burst
rate, b) a road distance, c) runoff, d) evaporation, e) fire density
and f) numerical curves map. The weighted linear combination
of a GIS allowed to establish support SCALLs to the aerial
forest fire control (Figure 3). The major suitability was identified
as northeastern of Ixtapaluca and south of Tlalmanalco. In 0.12 % of
these sites scored a top ten fitness value, 8.0 % with an aptitude
of nine and 20.17 % with 8. The 30.49 % of the study area
started with fitness of five (Table 3).
d) Evaporación: se registraron valores promedios anuales
entre 1 080 y 1 968 mm. La clase 4, y óptima, fue de 1 080
a 1 968 mm, que corresponde a 47.32 % de la superficie. Las
mayores evaporaciones, 1 745 a 1 968 mm, se registraron en
las zonas urbanas.

e) Densidad de incendios: las densidades estimadas fueron
de 0 a 3.3 incendios km-2. Como clase óptima se seleccionó la de
2.4 a 3.3 incendios km-2, misma que se encuentra en 4.31%
del territorio.
DISCUSSION
This investigation identified sites with suitability for SCALL to
support air traffic control forest of wildfires by using the weighted
linear combination as multicriteria method and the experience
of experts to solve a complex problem.
En la Figura 2 se muestran los mapas obtenidos de las
variables a) velocidad de ráfaga, b) distancia a caminos,
c) escurrimiento superficial, d) evaporación, e) densidad de
incendios, y f) mapa de curvas numéricas. La combinación lineal
ponderada de ellas en un SIG hizo posible identificar en un
mapa los sitios con aptitud para establecer SCALL de apoyo al
control aéreo de incendios forestales (Figura 3). Se identificaron
las mayores aptitudes al noreste del municipio Ixtapaluca y al sur
de Tlalmanalco. En 0.12 % de estos sitios se verificó una aptitud
máxima con valor de diez, 8.0 % con una aptitud de nueve y
20.17 % una aptitud de 8. Con cinco se ubicó 30.49 % del área
de estudio (Cuadro 3).
Some research studies with a similar scheme simplify the suitability
analysis to two variables: a) superficial runoff, by the numerical
curves method (Gutpa et al., 1997) and b) slopes (Mbilinyi et al.,
2007). Some others increase the number of variables in terms
of the superficial runoff and include the type of soil, vegetation
and land use (Stuebe and Johnston, 2007).
In the analysis of the suitability of sites for SCALL the slope
is of limited relevance, given the technology available today
(waterproofed slopes) which ensures surface runoff with only 2 %
slope (Anaya, 2011). Also, this can be tested in situ during the
design of the SCALL. Instead, for Gutpa et al. (1997) the slope is
crucial for SCALL of agricultural use by its direct influence on runoff.

DISCUSIÓN
La presente investigación permitió identificar sitios con aptitud
para SCALL de apoyo al control aéreo de incendios forestales
mediante la combinación lineal ponderada como método multicriterio
y la experiencia de los expertos para resolver un problema complejo.
Altitude was also a variable that was discarded in the
analysis mainly because air fire control has been performed
with greater efficiency over 4 000 m. In the study area there
have been no fires exceeding 5 ha at higher elevations.
Algunas investigaciones con un esquema similar simplifican
el análisis de aptitud a dos variables: a) escurrimiento superficial,
por el método de curvas numéricas (Gutpa et al., 1997) y
b) pendientes (Mbilinyi et al., 2007). Otros esfuerzos amplían
el número de variables en función del escurrimiento superficial e
incluyen el tipo del suelo, la vegetación y los usos del suelo
(Stuebe y Johnston, 2007).
One of the key variables for the identification of sites for their
ability to SCALL variability was runoff. Southeast of the area of
interest were identified from 415 to 667 m3 as a result of high
curve numbers (70, 73 and 86), regosol soil type and rainfall of
600 mm per year. Also the use of agricultural land, grassland
or absence of vegetation with moderate permeability soils
favored large runoff volumes. This was also observed by Sekar
and Randhir (2007) in a similar study in which soil types and
infiltration capacity directly affect these values. Instead, at the
northeast of the study area were identified runoffs of 163 to
280 m3 due to sheets of rain are smaller and have higher
permeability soils such as feozem.
En el análisis de la aptitud de sitios para SCALL la pendiente
tiene una importancia limitada, dada la tecnología disponible, hoy
día (laderas impermeabilizadas) que garantiza escurrimientos
superficiales con apenas 2 % de pendiente (Anaya, 2011). Asimismo,
esta puede analizarse in situ y durante el diseño del SCALL. En
cambio, para Gutpa et al. (1997) dicha es clave para SCALL de
uso agrícola por su influencia directa sobre el escurrimiento.
La altitud también se descartó del análisis, principalmente,
porque el control aéreo de incendios se ha realizado con
eficiencia en condiciones mayores a 4 000 m. En la zona de estudio
no se han registrado incendios que rebasen las 5 ha en
altitudes superiores.
As for the distance to roads, all sites identified as optimal
for SCALL were less than 1 000 m, i. e., in class 4 (0-1 000 m),
due to the extensive network of roads and existing roads in
the three municipalities. In other proposals, mainly agricultural, the
optimal distance to roads of SCALL was defined between 1 000
and 2 000 m (De Winnaar et al., 2007). For this work the
shortest distance was required for reasons of construction and
fast access for the ground crew assisting aircraft access.
Una de las variables determinantes para la identificación
de sitios con aptitud para SCALL por su variabilidad fue el
escurrimiento superficial. Al sureste del área de interés se
identificaron de 415 a 667 m3 como resultado de números
de curva altos (70, 73 y 86), suelos del tipo Regosol y

de suelo agrícola, los pastizales o la ausencia de vegetación
con suelos de moderada permeabilidad favorecieron grandes
volúmenes de escurrimiento. Lo anterior fue igualmente observado
por Sekar y Randhir (2007) en un estudio similar, en el que
los tipos de suelo y su capacidad de infiltración afectaron de
manera directa dichos valores. En cambio, al noreste del área
de estudio se identificaron escurrimientos de 163 a 280 m3 debido
a que las láminas de precipitación pluvial son más reducidas y
que los suelos tienen mayor permeabilidad, como los Feozem.

The corresponding density of fire, runoff and evaporation
had the highest numerical weights which defined the sites of
greatest suitability at the northeast and south of the study area.
This behavior was also observed by Weerasinghe et al. (2010)
in a similar project, where the highest numerical optimal weights
and classes of each variable determined the identification of
potential sites for SCALL.
En cuanto a la distancia a caminos, todos los sitios identificados
como óptimos para SCALL estaban a menos de 1 000 m; es decir,
en la clase 4 (0 a 1 000 m), debido a la amplia red de caminos y
carreteras existentes en los tres municipios. En otras propuestas,
sobre todo agrícolas, la distancia óptima del SCALL a los
caminos se define entre 1 000 y 2 000 m (De Winnaar et al.,
2007). Para el presente trabajo se requería la menor distancia
por razones de construcción y de acceso rápido para el
equipo en tierra que asiste a la aeronave.
The multicriterion method integrated and maximized optimal
levels of all the variables to identify suitability in virtually all cases
(Semarnat - INE, 2006). However, some sites were found in
the northern part of the study area with high possibilities for
SCALL in non-optimal classes (class 1: 75 - 117 km h -1) of the
burst speed variable. This is explained by the low number
of years of EMAS and of registration years measuring burst
speeds. In studies of wind speed, Simiu (1978) noted that the
meteorological stations with records under 10 years do not
have enough information to produce satisfactory results.
La integración multicriterio de las cinco variables con la
combinación lineal ponderada identificó los sitios con aptitud
para SCALL de apoyo al control aéreo de incendios forestales,
en los cuales, los pesos numéricos asignados a cada variable
representan la significancia que tienen de manera individual
en el análisis (Isioye et al., 2012). Asimismo, las clases definidas
para cada variable son los niveles de estado favorable y de
relevancia en una determinada fracción del territorio.
Other factors may be considered in an analysis of SCALL
suitability to support forest fire control, such as the interest
of the communities surrounding the project site, financing,
environmental impact, the relief or the area of the basin, but
they can be evaluated on the site selected to build the SCALL
also considering soil conditions and the design of the structure
(Sekar and Randhir, 2007; Ramakrishnan et al., 2009).
Las correspondientes a la densidad de incendios, escurrimiento
superficial y evaporación obtuvieron los pesos numéricos más altos
para definir los sitios con mayor aptitud al noreste y sur del área
de estudio. Este comportamiento también fue observado por
Weerasinghe et al. (2010) en un trabajo similar en el que
los mayores pesos numéricos, así como las clases óptimas
determinaron la identificación de sitios potenciales para
construir SCALL.
CONCLUSIONS
This research identified sites with SCALL suitability to establish
air support forest fire management in three municipalities at the
Eastern area of the State of Mexico after integrating variables
that directly affect the recharge of water by helicopters; in
addition, the functionality of SCALL through the weighted
linear combination method and the operator’s expertise
of flying helicopters.
El método multicriterio integró y maximizó los niveles óptimos
de las variables para identificar la aptitud en prácticamente
todos los casos (Semarnat – INE, 2006). Aunque, se
identificaron algunos sitios en la zona norte del área de estudio
con posibilidades altas para SCALL en clases no óptimas (clase 1:
75 – 117 kmh-1) de la variable velocidad de ráfaga. Lo anterior,
se explica por el escaso número de Emas y de años de registro
que miden las velocidades de ráfaga. En estudios de velocidad de
viento, Simiu (1978) observó que las estaciones meteorológicas
con registros menores a 10 años no cuentan con información
suficiente para producir resultados satisfactorios.
In this way and by applying the method described, the sites
with good suitability for SCALL were detected in just over 28%
of the northern zone of Ixtapaluca and southern Tlalmanalco.
The best weighted variables and their optimal levels defined those
sites, except for the case of burst rate where suboptimal classes
of this variable are found in places with good suitability for
SCALL, which could be due to the small number of EMAS and
of registration years.
Otros factores pueden considerarse en un análisis de aptitud
para SCALL de apoyo al control de incendios forestales, tales
como el interés de las comunidades aledañas al sitio del

proyecto, financiamiento, impacto ambiental, el relieve o el área de
la cuenca; sin embargo, estas pueden ser evaluadas sobre el
sitio elegido para construir el SCALL y tomar en cuenta, además,
las condiciones del terreno y el diseño de la estructura (Sekar
y Randhir, 2007; Ramakrishnan et al., 2009).
The identified suitability demonstrates the abilities of the weighted
linear combination and of the expert knowledge to identify sites with
potential for SCALL for support to aerial control of forest fires in a
low cost flexible way; it also provides a useful framework for
decision making on forest fires.
CONCLUSIONES
It is recommended that in future research are considered as
variables, fire impacted areas over 5 ha or those in less accessible
places, as in those is required the use of aircrafts, as well as
rainfall rather than the rate of surface runoff, that with the
available technological resources (waterproofing slopes) can
be controlled for SCALL design.
La presente investigación identificó sitios con aptitud para
establecer SCALL de apoyo al control aéreo de incendios
forestales en tres municipios de la zona oriente del Estado de
México, mediante la integración de variables que afectaban
directamente la recarga de agua de los helicópteros; además
de, la funcionalidad del SCALL a través del método de
combinación lineal ponderada y el conocimiento experto del
operador de vuelo de los helicópteros.
To the latter must be added the economic and social
elements that allow the decision about the kind of structure
(design) that is more affordable and provokes the lightest
environmental impact.
Se detectaron sitios con buenas aptitudes para SCALL
en poco más de 28 % de la zona norte de Ixtapaluca y
sur de Tlalmanalco. Las variables mejor ponderadas y sus
niveles óptimos definieron dichos sitios, excepto para el caso
de la velocidad de ráfaga en la que clases no óptimas se
encontraron en algunos sitios con buena aptitud para SCALL,
lo que pudo deberse al escaso número de Emas y de años de
registro.

La aptitud identificada demuestra las capacidades de la combinación
lineal ponderada y del conocimiento experto para identificar los
sitios con potencial para SCALL de apoyo al control aéreo de
incendios forestales de una forma flexible y a bajo costo, y
proporciona un marco útil para la toma de decisiones en
materia de incendios forestales.
Se recomienda que en futuras investigaciones se consideren
como variables a los incendios con superficies impactadas
mayores a 5 ha o los menos accesibles, ya que estos son los que
requieren de las aeronaves; así como a las precipitaciones
pluviales, en lugar de la tasa de escurrimiento superficial, que
con los recursos tecnológicos disponibles (impermeabilización
de laderas) se pueden controlar en favor del diseño del SCALL.
A lo anterior se tendrán que sumar elementos económicos y
sociales que permitan decidir sobre el tipo de estructura (diseño)
que sea más costeable y cause el menor impacto ambiental.
