The aim of this research is to examine the factors that affect user's intention to use e-government services through mobile applications in Qatar. Based on valid responses from 1,340 adults out of a representative sample size of 7200 (response rate=18.6%) in Qatar aged 18 to 77 years old, this study uses factor analysis and structural equation model to identify the variables that influence users' intention to adopt mobile applications in Qatar. The present study supports the hypothesis through the findings that perceived usefulness and perceived ease of use leads to mobile application of e-government adoption. The present study adds a relevant and a novel contribution to the field of technology acceptance by encompassing the TAM theory to smartphone applications. The paper concludes with recommendations for institutional policy and future research.

In light of the staggering evolution of mobile technologies, the concept of mobility is gaining more attention worldwide. Recent statistics demonstrate mobile channels’ increasing significance in outreach and service delivery. However, governments and businesses face a challenge in reaping the benefits of mobile platforms: how to confirm the authenticity of mobile users and transactions. Mobile devices, by design, are well suited for enabling authentication and digital signing services, similar to traditional PC and laptop environments. But although various implementations support different authentication schemes, they still do not instill sufficient levels of trust and confidence. In this article we explore the practice of mobile identity management. We provide an overview of how EU countries tackle mobile identity. The main part of the article sheds light on the solution framework adopted in the United Arab Emirates (UAE) to address, recently launched mobile government transformation initiatives. Taking into account the newness of the topic, the content of this article should fuel the current limited knowledge base and trigger debate around the presented approaches.

ÖZ: Türkiye'de alanyazında e-devlet üzerine çokça akademik çalışma yapılmasına rağmen m-devlet alanyazınının aynı ölçüde gelişmediği gözlenmektedir. Bu minvalde çalışma m-devlet uygulamaları bağlamında Türkiye'deki büyükşehir belediyelerinin mobil arenadaki varlıklarını tespit etmeyi ve " hizmet " ve " demokrasi " gibi iki boyut özelinde değerlendirmeyi amaçlamaktadır. Çalışma kapsamında öncelikle mobil devlet kavramına ve bu kavramın kapsamına dair alanyazından açıklamalar getirilmiş, devamla Türkiye'deki büyükşehir belediyeleri " android cihazlar için geliştirilmiş mobil uygulamaları " inceleme nesnesi kabul edilmek suretiyle " Bilgilendirme " , " Etkileşim ve Katılım " ve " Sorgulama ve İşlem " olmak üzere ayrı ayrı başlıklarda değerlendirmeye tabi tutulmuştur. Bu çalışmanın odağında yerel yönetimlere yönelik mobil belediyecilik uygulamaları yer almaktadır. Bu minvalde çalışmanın, belediyelerin faaliyetlerini sistemli bir şekilde görüp değerlendirebilme ve eksilerini tamamlama fırsatı vermesi açısından önemli bir işlevi bulunmaktadır. Ayrıca çalışmanın m-belediyecilik ile ilgili uygulamalı çalışmalara ilavesiyle de bu alandaki çalışmalara bir çeşitlilik kazandırma potansiyeli mevcuttur.

ABSTRACT: While there is significant amount of research on e-government, there is not much work done on m-government. This study aims to evaluate " service " and " democracy " dimensions in their special area in the name of m-government for how they are exist in mobile applications. In the scope of this study firstly we tried to explain the concept and scope of mobile government, later and impending on " Information " , " Interaction and Participation " and " Inquiry and Transaction " categories are evaluated in Metropolitan Municipalities " mobile applications for android devices " .
