Tóm tắt: Bài báo sử dụng hai phương pháp mang tính quốc tế là phương pháp chỉ số Hirschman-Herfindahl (HHI) và độ co giãn của cầu để xác định mức độ tập trung và cạnh tranh của thị trường viễn thông di động Việt Nam. Đối với phương pháp chỉ số HHI, bài báo sử dụng dữ liệu thị phần theo doanh thu. Đối với phương pháp xác định độ co giãn của cầu, bài báo sử dụng mô hình hồi quy với chuỗi dữ liệu thời gian cho toàn thị trường. Kết quả tính toán cho thấy mức độ tập trung cao và sự ảnh hưởng lớn của giá tới cầu dịch vụ trên thị trường di động Việt Nam so với nhiều nước khác. Đây là những phương pháp quan trọng giúp các cơ quan quản lý đưa ra các biện pháp thích hợp, cũng như gợi ý chiến lược kinh doanh cho các doanh nghiệp trên thị trường. The Trends series of reports seeks to examine the latest developments in technology and regulation that are shaping the ICT sector worldwide and identify best practices that can help guide governments and the private sector in creating a safe and smart digital society. It is my belief that by identifying the critical issues raised by advances in technology, and recognizing the successful ap- proaches that governments, operators and service providers have developed to address them, we can contribute to meeting the challenge of extending access to cutting-edge ICT networks and bringing the experience and benefits of the digital ecosystem to all the world’s people.

This MBA project was based on strategy and performance analysis. It was about determining the “CRITICAL SUCCESS DRIVERS FOR A NEW FIXED-LINE TELECOM ENTRANT IN KSA MARKET”. The study focused on KSA market and its attractiveness for investment especially in telecom industry. The ICT regulator “CITC” role is in creating an attractive investment environment and what required steps to be taken in order to improve and foster the telecom fair, healthy competition. Also, the study looked at what suitable entrance strategy, how position itself in the market and how to employ the marketing mix in its effort of building a customer base as fast as possible in order to sustain growth.  Field surveys were conducted. The surveys were designed based on the strategic map that is being developed as a result of this case-study analysis based on the adopted models and frameworks suggested by the literature. These surveys spans the areas of entry and (post-launching) operation strategy; launching event period; customer value proposition: product development management and customer care and support (CC&S); organization & restructuring.

Selain menjadi ladang uang bagi para pelaku bisnis, tentunya semua bisnis yang berlangsung di sebuh negara juga harus bisa memberikan pendapatan bagi negara tersebut. Begitupun sektor telekomunikasi, dengan banyaknya layanan telekomunikasi baik di darat, laut maupun angkasa menjadikan telekomunikasi menjadi sektor bisnis yang seharusnya mampu memberikan sumbangsih bagi pendapatan negara. Di Indonesia, pendapatan dari sektor telekomunikasi masuk dalam Pendapatan Negara Bukan Pajak (PNBP) yang dikelola oleh Kementrian Komunikasi dan Informatika (Kemkominfo).

No national goal has been set for how the National Broadband Network should provide competitive advantage for Australian small or medium enterprises (SMEs) participating in the global digital economy. This paper proposes robust national goals for how the NBN should serve both our digital society and our digital economy. From this perspective it considers the merits of merging NBN Co with InfraCo, and the pros and cons of public versus private ownership of the merged entity, "NetCo".

This paper analyzes the Open Internet Order declared by the Federal Communications Committee (FCC) in the US and derives some insights for Turkish communications policies. Following the Telecommunications Act of 1997, the legal barriers against consolidation of telecommunications companies and media companies were removed by the FCC. The following two decades have been a period of consolidation between these two sectors. The vertical integrations formed with the internet service providers, media companies, and audio-visual content producers. This consolidation brought a contradiction between policy goals. On the one hand, consolidated companies’ investment performance rose, as the vertical and horizontal integrations strengthened financial capacity of the companies. The regulatory holyday declared for internet service providers encouraged vast infrastructure investment. On the other hand, the competition has been regressed by the consolidation. The consolidation of the media producers with the telecommunications operators raised concerns on freedom of expression. Consequently, the Open Internet Order, which is a net neutrality regulation, came into force in 2015 to limit the scope of consolidations. I argue that, these policy issues are to be in the agenda of the Turkish communications policy too, as the vertical agreements are formed among Turkish operators and digital television platforms in the recent period. As the penetration of the internet service rises in Turkey, the commercial and political implications of this consolidation are to get more significant. In this respect, I produce an analysis of regulatory framework and level of consolidation in Turkey, and a foresight of policy.

In the light of the forthcoming liberalization in the provision of public voice telephony services and infrastructure in the European Union (EU), particular concerns have been expressed with regard to the realization of these competition principles in the less favoured regions. This article discusses the case of Greece, the country which has traditionally lagged behind other member states in both network infrastructure and institutional reorganization of the sector. Evidence from documentary and interview-based research shows that, although little progress has been made in liberalization policy and practice, underlying trends expressed by domestic and foreign actors could lead to a situation where signs of infrastructure competition may appear.

In the course of technological changes in the information technology area and of completing the Internal European market, reforms in the traditional structure of the European telecommunication sector have become a key issue. This paper presents the policy reforms in the Greek case. Focusing first on the importance of regulation as a background activity to any type of change, the paper then gives an overview of the situation in the Greek telecommunication sector and evaluates the plans for privatization. It is argued that the new regulatory framework and the shift to private ownership are necessary, but not sufficient, conditions to deal with the political externalities the country faces.

Abstract Local Number Portability (LNP) remains one of the challenging technical hurdles toward true competition in the local exchange. While short term solutions, such as NPA overlays and remote call forwarding exist, longer term solutions are still in the developmental and early implementation stages. Sections 251 and 271 (c)(2)(B) of the Telecommunications Act of 1996 specifically require number portability, so the need to find and evaluate viable long term solutions is urgent.
