This book presents the contributions of African and Latin American experts on economic development to the seminar Strategies against poverty: Designs from the North and Alternatives from the South organized by the Conferencia Latinoamericana de Ciencias Sociales, CLACSO, the Comparative Research Programme on Poverty, CROP and the South- South Exchange Programme for Research on the History of development, SEPHIS. The purpose of the seminar was to open space for debate, from a historical perspective, alternative theoretical approaches on the causes of poverty and to explore the, sometimes diverging, strategies to its eradication as proposed by the North, donors and multilateral organizations, and by the South, governments and non-governmental organizations. In this essay I try to contemplate on the ‘Radboud beyond Borders’ internationalization discourse considering the latest publication of VOX magazine, arguing the dialogue at Radboud University is not inclusive by far. Even though an inclusive dialogue on the history of race and racism in Europe, the Netherlands and at Radboud University is what can lead to a University space in which we do not ‘ other’ or exoticize based on race, culture or racial profiles. A University space in which we can soundly propagate the slogan ‘ Radboud beyond Borders’, cause we are working to tear down the borders within university structures, seems far from present.

The paper presents the result of an empirical study on mapping three Italian cities from the point of view of migrants during the first period of their stay. It aims at exploring an emerging issue in the contemporary government of a city that is increasingly inhabited by transitory populations: the relationship of its new inhabitants to the urban landscape. Drawing upon a method introduced by Kevin Lynch, 150 maps of the ‘landfall city’ came to life; in the first part the research method and its first application in Milan are presented; in the second part other two surveys, in Rovereto and Bologna, are introduced within the project “Migrants Mapping Europe”, aimed at incrementally building an European map of the present that brings to surface the meaning and forms of the transitory living conditions in the territories of contemporaneity.

Przeszłość i obecny rozwój ekonomii społecznej w polskiej wsi Lisków (gmina w powiecie kaliskim), gdzie powstał pierwszy w województwie wielkopolskim zakład aktywności zawodowej, który od kilkunastu lat efektywnie działa, zatrudniając osoby niepełnosprawne, prowadzi ożywioną współpracę z zagranicą. Sprawnie funkcjonuje gminny ośrodek pomocy społecznej, środowiskowy dom samopomocy, dom pomocy społecznej, dom dziecka. Działają dwa stowarzyszenia wspierające niepełnosprawnych.
Ekonomia społeczna rozwija się w Liskowie od ponad 100 lat, od czasów, kiedy ta wieś należała do Imperium Rosyjskiego. Inicjatorem był katolicki proboszcz ksiądz Wacław Bliziński. Za jego namową i przy jego czynnym udziale w styczniu 1902 roku powstała licząca 35 członków spółdzielnia rolniczo-handlowa, w 1904 druga spółdzielnia - tkacka, w 1910 spółdzielnia kredytowa, w 1911 spółdzielcza mleczarnia, w 1913 spółdzielcza piekarnia, w 1916 spółdzielczy młyn. Z pieniędzy wypracowanych przez liskowskie spółdzielnie powstały we wsi: ochronka (1904), kółko rolnicze (1906), dom ludowy (1908), łaźnia (1910), szkoła rolnicza (1913), gimnazjum klasyczne (1916), sierociniec ze szpitalem (1920), seminarium nauczycielskie (1921), szkoła rzemieślniczo-przemysłowa (1923), nowa szkoła powszechna (1925), stałe kursy mleczarskie (1926), szkoła zawodowa żeńska (1927), boisko sportowe i strzelnica (1930), ośrodek zdrowia (1933), nowy dom ludowy i ogródek jordanowski (1937). W 1900 roku we wsi było 100 chałup, wśród nich tylko jedna murowana, panował analfabetyzm i alkoholizm. Dzięki rozwojowi spółdzielczości w 1938 roku w tej samej wsi był wodociąg, kanalizacja, elektrownia, 15 telefonów, 7 studni artezyjskich. Zorganizowaną w Liskowie w 1925 roku Ogólnopolską Wystawę „Wieś polska” zwiedziło 47 tysięcy osób, wśród nich uczestnicy Międzynarodowego Kongresu Rolniczego. Wszystko dlatego, że w Liskowie ludzie uwierzyli w efektywność współdziałania dla dobra publicznego - i wierzą do dziś. Ksiądz wskazał im kierunek, ale to mieszkańcy wsi swoimi rękami wznieśli wszystkie budowle, zaangażowali się w rozwój spółdzielczości.

The idea of social exclusion was born in Western Europe, particularly in France  in the seventies to tackle the ever-increasing crises of industrial capitalism in the context of a welfare state.

The concept was developed also as a reaction to the narrow money and income oriented economic approach to deal with the large group of unemployed people in the industrialized nations of Western Europe who could not participate in the normal activities of the society .

Since then, the concept gradually crossed the European borders and reached the developing nations of the world with efforts of the United Nations agencies by the nineties.

The proponents of the conceptual apparatus named ‘social exclusion’ gives emphasis to exclusion of marginalized groups in societies particularly in the Third World countries. They focus on exclusions of underprivileged groups arising out of society’s built-in normative order, e.g. caste based exclusions, gender based exclusions, and exclusions based on race, religion and other primordial elements from the viewpoint of Western liberal thought which champions equality of opportunity for every citizen.

Ironically, the theorists of social exclusion rarely venture into exclusions caused by the capitalist system and the globalizing forces.

The conceptual construct of social exclusion as it is being tossed out by the funding agencies cannot do justice to the gigantic number of people thrown out of their livelihood by state’s policy, warfare, fundamentalism or inhuman laws which stand in a positive feedback relations with the forces of globalization

Resumo: A presente pesquisa pretende analisar a destinação dos valores apreendidos auferidos ilicitamente através do tráfico de drogas enfatizando as medidas educacionais preventivas e repressivas realizadas através da Polícia Militar como uma aposta para a promoção da liberdade destes seres humanos, desumanizados pela droga, visando à transformação dos conflitos e resgatando a dignidade humana destas pessoas. No intuito de verificar uma resposta para essa temática, formulou-se o seguinte problema de pesquisa: Qual a destinação dos valores apreendidos nos flagrantes delitos auferidos ilicitamente através do delito de tráfico de drogas? Visando responder ao problema proposto, o trabalho tem por objetivo geral discutir a possibilidade de as medidas educacionais policiais militares promoverem a transformação da sociedade, a partir da efetivação de um resgate de valores, libertando-a das algemas colocadas pelo tráfico e uso de drogas. E, por objetivos específicos: a) estudar a forma como o comércio de drogas é efetuado pelas organizações criminosas; b) analisar os meios utilizados através da Polícia Militar para prevenir e reprimir a entrada das crianças e dos adolescentes, principalmente, no universo das drogas; c) extrair do legislador o seu entendimento quanto a temática e as propostas por ele efetuadas nas leis relacionadas à matéria, buscando o destino e a aplicação dos valores apreendidos decorrentes do ilícito. O aprofundamento teórico realizou-se através de pesquisas bibliográficas, consubstanciada na leitura de diversas obras, apoiando-se em um método dedutivo.

Abstract: This study aims to analyze the allocation of assets seized illegally earned through drug trafficking emphasizing preventive and repressive educational measurements carried out by the Military Police as a bet for the promotion of freedom of these human beings, dehumanized by the drug, aimed at transformation conflicts and rescuing the human dignity of these people. In order to find an answer to this issue, it formulated the following research problem: What is the destination of assets seized in flagrant offenses illicitly earned through drug trafficking offense? In order to answer to the problem posed, the work has the objective to discuss the possibility of the military police educational measures to promote the transformation of society, from the execution of a surrender values, freeing it from the shackles put by the trafficking and use of drugs. And on the following objectives: a) to study how the drug trade is carried out by criminal organizations; b) examine the means used by the military police to prevent and suppress the entry of children and adolescents, especially, in the drug world; c) extract from the legislator its understanding on the issue and the proposals that he made to the laws relating to the matter, seeking the destination and the application of the values arising from seized illicit. The theoretical study was carried out through literature searches, based on the reading of several works, relying on a deductive method.
