Local governments, which are the closest units to people in terms of providing services, pay special attention to such issues as life and service quality, citizen satisfaction, meeting demands and expectations of citizens while making future plans and evaluating how successful they are in the public eye. The level of citizen satisfaction, citizens' experiences and perceptions about local services and their ideas about the legitimacy, credibility and performance of Mayor affect the success of local governments, particularly municipalities, in a positive or a negative way. This study aims to develop "a citizen report" about the local services in Konya by identifying how satisfied people are with the quality of the local public services provided by Konya Municipality.

In his book, the author examines the emergence of municipal socialism towards the end of the 19th century, its effects on the municipalism of the 20th century, and how it was ostracized towards the end of the XXth century with the rise of neoliberalism but it did not last long and began to regain its former charm at the beginning of the 21st century.

Cost recovery and user satisfaction are among the core objectives of any public or quas-public good provision. Public toilet service provision has been the domain of local government until when liberalisation policies struck the developing south. With stringent condition to reduce the fiscal burden, local government authorities have sought to offload some of its core functions including the management of public toilets to contracted firms. Based on regression and comparative quadrant analysis, this study evaluates cost recovery and user satisfaction in relation to public toilet condition based on a total of 729 user responses and 31 public toilet operators. The observations point to misguided decision to place public toilet management under contracted firms instead of placing then under Public Private Partnership (PPP). The decision to place public toilets management under private contract or individual contract is only secondary to PPP if the focus is to achieve both cost recovery and user satisfaction. However, if the focus was to achieve only cost recovery regardless of the need to protect users, then the decision would have been well founded but can be conspired inappropriate in as long as public toilets remain the domain of public good.

One of the ways in which citizens interact with local governments is through electronic communication technologies. The use of integrated state telecommunications system has become a topical issue in the modern state of municipal governance practices. The purpose of the study includes analyze of the processes presented to users in the open source of resources, which are composed of five main sections in local self-governance bodies. Firstly, electronic municipal services infrastructure was evaluated as content analysis, including the legislation on the said area. As a result of the article, it was concluded that the measures implemented in the field of electrification of local self-governance structures in Azerbaijan are inadequate and that the experience of foreign countries should be applied more widely. The scientific innovation of the research comprises the use of the Turkish model in the formation of e-municipalities in our country, the use of the latest ICT to strengthen the exchange of information between local governments and citizens, and identifying tasks to accelerate the implementation of this activity.

В статье раскрывается понятие “публичная услуга”, исследованы проблемы смеше- ния в нормативных правовых актах и правоприменительной практике понятий “государственная услуга” и “государственная функция”. На основе анализа положений нормативных правовых актов, прежде всего Федерального закона “Об организации предоставления государственных и муниципальных услуг” от 27 июля 2010 г., представлены основные черты и характеристики публичных услуг, выделены существенные призна- ки оказания публичных услуг, отграничивающие их от выполнения государственных функций. Представлена зарубежная практика регламентации системы предоставления государственных услуг. The article reveals the concept of “public service”, investigates the problems of mixing problems in the regulatory acts and law practice the concepts of “state service” and “state duty”. Based on an analysis of the statutes of regulations, above all of the Federal Law of 27 July 2010 “On the organization of state and municipal services”, are presented the main features and characteristics of public services, are highlighted the essential features of the rendering of public services that separates them from the implementation of state duties. Authors Sonia Maria Dias is a sector specialist at WIEGO. She is a sociologist by training and a garbologist with specialization in Solid Waste Management by the University of Kitakyushu, Japan. She has been active in the waste management field in Brazil since 1985 with a focus on promoting the integration of social inclusion aspects into the technical planning of waste collection and recycling. Her PhD thesis in Political Science is on the role of participation in solid waste management in Brazil. She is based in Belo Horizonte, Southeast Brazil. Melanie Samson is a Senior Lecturer in Human Geography in the School of Geography, Archaeology and Environmental Studies at the University of the Witwatersrand and the Africa Waste Sector Specialist for WIEGO. She has a PhD in Political Science from York University. Her research focuses on the relationship between waste and value and on how analysis of the work and lives of informal workers allows for the development of theorizations of the economy and polity more relevant to postcolonial contexts.

In this study, the tender method explained which is used while performing tasks and obligations of municipalities, and while providing services. Tender laws used throughout the history of Turkey, and final Public Procurement Law No 4734 evaluated. The Law No 4734 has been prepared within the context of harmonization of acquis communautaire, and it is aimed to eliminate missing points. Beginning from the enforcement of the law, Municipalities have been performing any type of tendering and procurement/purchase for any goods or services in accordance with Law No 4734. With the Public Procurement Law, it is aimed to use public resources in an efficient, effective, and competitive way, and meet the needs on time and under favorable conditions, and additionally some basic principles and rules have been stipulated. Achieving the goals in the public sector can also be possible only if the personnel and administration who are in charge of execution of tender procedure abide the principles in the Law. Municipalities should provide training on tender legislation for the employees who are performing tender procedure, and follow up recent improvements. Also, necessary updates should be done on Public Procurement Law and sub-laws so as to meet latest requirements.

The authors analize the information transparency of the 30 municipal administrations of the Republic Bashkortostan by the example of content of the official websites

This article examines efforts by the John V. Lindsay administration (1966–1973) to deal with the New York City sanitation crisis of the late 1960s and early 1970s. By this period, the Department of Sanitation could barely function in most low-income neighborhoods of New York City, and this resulted in a series of direct and indirect protest actions. The mass media blamed Mayor Lindsay for the situation and characterized him as an ineffectual city manager. This image has persisted with scholars contending that Lindsay never figured out how to run the city government. This article diverges from these accounts and argues that the Lindsay administration actually rebuilt the Department of Sanitation—a city agency that was operationally breaking down before Lindsay became mayor. In fact, the Lindsay administration popularized the notion that a modern city with global aspirations has to meet the basic spatial needs of its residents and that efficient and responsive sanitation delivery can be achieved through the rationalization of resources and services.

La ciudadanía se siente poco afectada por los conflictos de competencia, pero sí por la descoordinación entre diferentes administraciones públicas. A propósito de hechos reales se analiza la controvertida interpretación y aplicación del artículo 26.2 LBRL que prescribe la coordinación por la Diputación de una serie de servicios para los municipios con población inferior a 20.00 habitantes, uno de ellos, el acceso al núcleo de población donde unos vecinos sufren accidentes de tráfico y reclaman la correspondiente indemnización. ¿Cuál es la instancia pasivamente legitimada? ¿El municipio que debe prestar su conformidad al plan propuesto por la Diputación o la Diputación que debe proponerlo? / Citizens feel that competence conflict has little effect on them, but they do feel the effect of incoordination between different public administrations. Based on real events, the interpretation and application of article 26.2 of the Local Regime Basis Law in this study prescribes the coordination by the local government of a series of services for municipalities with a population under 20.000 inhabitants, one among them being access to the population nucleus where some neighbours suffer traffic accidents and claim damages. What is the passively legitimized instance? Does the municipality have to agree with the plan proposed by the Provincial Council or the Provincial Council must propose it?

"La gestion des services d’eau urbains pose de nombreux défis afin d’assurer une eau de qualité pour tous et un renouvellement des infrastructures à long terme. La meilleure manière de répondre à ces défis varie d’un endroit à l’autre, et différents modèles de gouvernance et structures organisationnelles sont proposés dans la littérature académique ou mis en œuvre dans les pratiques. Dans ce contexte, la place du secteur privé dans la gestion des services d’eau a été au cœur de nombreux débats politiques et académiques, particulièrement au cours des années 1990.

Ce travaille explore les relations entre acteurs publics et privés dans la gestion des services d’eau, plus particulièrement pour le cas de la Ville de Montréal. Confrontée à une situation de dégradation des infrastructures, la ville de Montréal met en place un groupe de travail au début des années 1990 afin de trouver un modèle organisationnel qui permette d’en améliorer la gestion et le financement. Les années 1990 et le début des années 2000 sont marqués par un large débat sur la participation du secteur privé aux services d’eau, qui s’éloigne toutefois de la question du financement des services, de la gestion du patrimoine ou de l’accès à l’expertise. La ville attendra le milieu des années 2000 pour élaborer un plan de mise à niveau des infrastructures et de leur financement, auquel participent de près les firmes de génie-conseil. La création du fonds de l’eau et la mise en route des trois grands « chantiers techniques de l’eau » marquent ainsi le début d’une reprise en main des services, après de nombreuses années de laisser-aller. La structure organisationnelle devra elle aussi être ajustée afin d’assurer une gestion et une planification efficaces à long terme.

Nous présentons également le cas de la ville de Marseille, où un modèle de gestion et une structure de gouvernance très différents nous permettent de prendre un certain recul par rapport au cas de Montréal. Le cas de Marseille se caractérise par la participation d’un acteur privé à la gestion des services d’eau, la Société des Eaux de Marseille (SEM), depuis la fin des années 1930. Un système de gestion des contrats et de reddition de comptes. L’échéance du contrat de Marseille en 2013 suscite déjà un mouvement à l’interne, la SEM cherchant à accroître son efficacité et à réduire ses coûts afin de faire face à la concurrence, mais également afin de justifier son indépendance par rapport à ses maisons mères, Suez et Veolia. Le fait d’appartenir à part égale aux deux majors dans le domaine de l’eau était garant d’autonomie pour l’entreprise, ce qu’elle craint de perdre lorsque l’une des sociétés revendra ses parts à l’autre afin de se conformer aux normes européennes en matière de concurrence."
