Robert A. Levy (born 1941) is the chairman of the American libertarian Cato Institute as well as a director of the Institute of Justice, and the organizer and financier behind District of Columbia v. Heller, as well as Heller's co-counsel, in the U.S. Supreme Court Case that established the Second Amendment to the United States Constitution as affirming an individual right to gun ownership.
