The modeling of neutrino-nucleus interactions constitutes a challenging source of systematic uncertainty for the extraction of precise values of neutrino oscillation parameters in long-baseline accelerator neutrino experiments. To improve such modeling and minimize the corresponding uncertainties, a new generation of detectors is being developed, which aim to measure the complete final state of particles resulting from neutrino interactions. The steadily increasing luminosity of the LHC requires an upgrade with high-rate and high-resolution detector technology for the inner end cap of the ATLAS muon spectrometer: the New Small Wheels (NSW). In order to achieve the goal of precision tracking at a hit rate of about 15 kHz/cm$^2$ at the inner radius of the NSW, large area Micromegas quadruplets with 100 \microns spatial resolution per plane have been produced. The PICOSEC detection concept consists in a "two-stage" Micromegas detector coupled to a Cherenkov radiator and equipped with a photocathode. A proof of concept has already been tested: a single-photoelectron response of 76 ps has been measured with a femtosecond UV laser at CEA/IRAMIS, while a time resolution of 24 ps with a mean yield of 10.4 photoelectrons has been measured for 150 GeV muons at the CERN SPS H4 secondary line.
