This report summarizes the presentations and discussions during the Rapid Reaction Task Force "Dynamics of critical fluctuations: Theory -- phenomenology -- heavy-ion collisions", which was organized by the ExtreMe Matter Institute EMMI and held at GSI, Darmstadt, Germany in April 2019. We address the current understanding of the dynamics of critical fluctuations in QCD and their measurement in heavy-ion collision experiments. [...]

Triangular flow of negative pions emitted in PbAu collisions at $\sqrt{S_{NN}} = 17.3$ GeV / for the CERES/NA45 collaboration
Differential triangular flow, $v_3(p_T)$, of negative pions is measured at $\sqrt{s_{NN}}$= 17.3~GeV around midrapidity by the CERES/NA45 experiment at CERN in central PbAu collisions in the range 0-30\% with a mean centrality of 5.5\%. This is the first measurement of the triangular flow at SPS energies. [...]

Phase transitions in a non-perturbative regime can be studied by ab initio Lattice Field Theory methods. The status and future research directions for LFT investigations of Quantum Chromo-Dynamics under extreme conditions are reviewed, including properties of hadrons and of the hypothesized QCD axion as inferred from QCD topology in different phases. The $v^{1/3}_{3}/v^{1/2}_{2}$ ratio in PbAu collisions at $\sqrt{s_{\textrm{NN}}} = $ 17.3 GeV: a hint of a hydrodynamic behavior / CERES NA45 Collaboration
The Fourier harmonics, $v_2$ and $v_3$ of negative pions are measured at center-of-mass energy per nucleon pair of $\sqrt{s_{\mathrm{NN}}}$= 17.3 GeV around midrapidity by the CERES/NA45 experiment at the CERN SPS in 0--30% central PbAu collisions with a mean centrality of 5.5%. The analysis is performed in two centrality bins as a function of the transverse momentum $\mathrm{p_{\mathrm{T}}}$ from 0.05 GeV/$c$ to more than 2 GeV/$c$. [...]

Confronting fluctuations of conserved charges in central nuclear collisions at the LHC with predictions from Lattice QCD / Braun-Munzinger, P. (Heidelberg U. ; Darmstadt, EMMI ; Darmstadt, Tech. U. ; Frankfurt U., FIAS) ; Kalweit, A. (CERN) ; Redlich, K. (Darmstadt, EMMI ; Wroclaw U.) ; Stachel, J. (Heidelberg U.)
We construct net baryon number and strangeness susceptibilities as well as correlations between electric charge, strangeness and baryon number from experimental data on the particle production yields at midrapidity of the ALICE Collaboration at CERN. The data were taken in central Pb-Pb collisions at $\sqrt{s_{\rm NN}}$~=~2.76~TeV and cover one unit of rapidity. [...]
