However, indications are rife that these mechanisms are not effectively tackling the problem. This paper identifies some of this mechanisms, and identify that they are cosmetic in approach, since they are addressing the symptoms and not the real cause(s) of the problem. Consequently, they are momentary, and therefore, fail very quickly. Our approach is to determine the extent of effectiveness of the operational Performance Management System (PMS) in the NPS, which the literature identifies as the instrument for improving performances. We therefore, conduct empirical study into its psychometric properties. The results are highly revealing, and exposes the correlation between the operational PMS and the widespread existence of counterproductive behaviours in the workplace, which further translates to the poor quality of ...

From our analysis, COCOMOs produce very high software development efforts, which eventually produce high software development costs. Consequently, we propose its extension, called Improved Benchmark for COCOMO software Cost Estimation (IBCOCOMO). Here, we implement the extension by adopting development efforts in three perspectives . optimistic, pessimistic and most-likely. We carry out the implementation with four different software sizes . 10,000, 15,000, 20,000 and 50,000 lines of codes (LOC). This invariably has a security concern for the payload as the traffic on IP based voice networks is exposed to threats similar to those found on regular data traffic. Realising end-to-end security has been influenced by numerous exploits targeted at VoIP networks with attendant lower rate of calls than the traditional telephone system. Although the requirements for security as well as accessibility for voice traffic are dissimilar as compared to data traffic, it is equivalently significant to protect this payload from attacks such as spoofing, eavesdropping and man-in the-middle attacks. Theoretical Framework for Developing Effective Software Implementable Performance Management Systems, 2020
This paper finds that a Performance Management System (PMS) will be effective if it is implemente... more This paper finds that a Performance Management System (PMS) will be effective if it is implemented with effective computer oriented Information Technologies, deriving from a theoretical framework that: (i) draws its concepts from the motivation theories; (ii) describes the vocabulary of the monitoring, measurements and reporting processes; (iii) provides indications linking efforts to performance to reward; (iv) guides research efforts such that the results are consistent and thence generalizable; (v) guides a structured developmental approach; and (vi) ensures the PMS instrumentation is not just one-off and time consuming but an integral and day to day part of an organization’s operations. However, the paper finds a lack of theoretical framework that meets the required features; thereby bequeathing research works in the domain with inconsistent viewpoints and therefore, no formal basis for generalizable data analysis and interpretation. This paper then applies a systematic literature review methodology and the domain driven design approach to develop a PMS domain oriented theoretical framework with the identified characteristics, to act as an independent reference material towards producing PMSs whose outputs provide indications of quantities and qualities that can be trusted to significantly correlate with actual performances. This will enable the PMS implementations to generate reports that promote fair judgment and perception of equity, and trustworthy enough to guide decisions making towards holding the workforce accountable on performances, as well as triggering the taking of prompt corrective actions where and when necessary.

It further establishes that: the effectiveness of an attendance management system depends largely on the monitoring, recording, measuring, and reporting of attendance statistics. The paper then affirms that: computer based technologies will be suitable for implementing such systems, since they possess the capacity for effectively performing the listed tasks, as well as producing information for making prompt, informed, and consistent decisions across organisational units. However, the paper discovers that generalizable standards for building these systems are lacking in the literature, due to the obscuring of the internal logic of the existing systems, which are also strategically organisation-centric. The paper therefore, emphasises the need to shift from organisation-centric to process-centric (inter-organisational) approaches. Consequently, it introduces a set of systematic drivers (algorithms, flowcharts, structure chart, and mathematical models), for building new systems, rather than discussing the features of a black-box oriented system that may not have complied adequately with the software engineering best practices. This paper is thus, providing opportunities for broader scientific evaluations, development of sound evidence-based guidelines, and rational framework for ongoing modification and refinement in the future. It will therefore, lead to the implementation of systems that serve as benchmarks for producing data, which is valid, reliable, subject to scrutiny, modifiable, and generalizable to the needs of the global stakeholders.

Distributional errors characterise the performance appraisals of many large organisations, and th... more Distributional errors characterise the performance appraisals of many large organisations, and the prevalence of these errors often renders an entire appraisal process worthless. The literature also indicates that the prevalence of these errors is dangerous to both employees and the organisation, as it facilitates a situation whereby poor performers under a lenient supervisor get relatively high pay increases and promotions, whereas the strict supervisor denies the superior performing subordinates of their deserved rewards. This has been proven to have demoralizing effect on the morale and motivation of the top-performing employees, as it promotes mediocrity and relegates excellence to the background. This paper therefore, identifies that the common indicator for determining the presence of distributional errors in the ratings of a supervisor is low-variability of the scores. Consequently, the paper formulates a database dependent computational model, known as the “Distributional Errors Normalisation Model (DENoM)”. DENoM integrates the appraisal data from all the supervisors in an organisation, and creates a correction factor used to obtain the eventual adjusted Total Rating for the employees. The purpose of the model is to improve the variability of the appraisal values awarded to employees across the various units in the organisation. It is our position that when the variability of the appraisal scores are improved, there will be improved feeling of equity among the staff, irrespective of the tendencies of their supervisors.

In view of this discovery, this paper introduces a software development framework whose implementation will bring about substantive reforms in improving employees’ performances in the NPS. Consequently, we provide the structures constituting the building blocks for the development of the e-EPMS. The e-EPMS is an emerging concept for electronically managing employees’ performances in the public service. The implementation of such systems will make information readily available, facilitate sound decisions, and make workers accountable for their actions and inactions in the workplace.
