As a general rule, you cannot commission art of characters you do not have the rights to.
Some will allow you to request art of established characters if you are subscribed to them on a crowdfunding site such as Patreon, but this is a special case.

You really should get your own OC, whether that's via an Adoptable, a Base, or custom designing one and getting a ref made of them.
We all start somewhere, and I personally believe that there are so many excellent Adoptables out here on this site that this is the best place to start, unless you have your heart set on a more specific design.
Then again a glance at my own page will show you that I have a mild adoptable buying problem ...
