- the MME checks the subscription information of the terminal.
- the subscription information includes the above-described change information, that is, whether the terminal can transmit data with normal priority, whether the APN supports low priority, and whether the APN can be overridden.
- the MME checks whether the terminal is authorized to use the normal priority based on the subscription information of the terminal. If the terminal is not authorized to use the normal priority, the MME transmits a rejection message to the terminal in step 1235, and transmits a cause value together. In addition, the MME may perform an operation according to the cause value.
- the MME checks whether the APN supports overriding based on the subscription information of the UE stored in the HSS in step 1225. When supporting overriding, the MME accepts the change request of the UE in step 1230 and changes the current low priority PDN connection to the normal priority. If the APN does not support overriding in step 1225, the MME transmits a rejection message to the UE in step 1235. - the MME informs the P-GW of this in the message (eg, create session request) for PDN connection establishment. At least one of the same information may be included and transmitted.
- the P-GW can be regarded as a PDN connection request of normal priority if the low priority indicator is omitted in the message for establishing a PDN connection.
- the P-GW may store the above information and use it for generating charging data or access control for normal PDN connection.
- a low priority PDN connection is formed between a terminal and a network in step 1410.

- the MME transmits a bearer change request including a normal priority indicator to the S-GW.
- the bearer change request is transmitted to the P-GW in step 1435, and in step 1440, the P-GW stores the normality priority indicator for charging and the like.
- step 1445 the P-GW transmits a bearer change response (Modify Bearer Response) to the S-GW, and the bearer change response is transmitted to the MME in step 1450.
- the MME transmits a response of the TAU grant or reject (accept / reject) determined according to the subscription information of the terminal to the terminal.
- a TAU request is used as an example of a NAS message between a terminal and an MME, but other NAS messages may be used.
- a bearer change request (Modify bearer request) is used as an example of a PDN connection change message sent by the MME to the P-GW, but other messages may be used.
- the message used in the above-described embodiments of the present invention is not limited to the existing message format, and a new RRC / NAS message is defined and can be applied to the present invention.
- the overriding request of the terminal may be processed by the PCRF, not the MME, in this case, the connection change request of the terminal is delivered to the PCRF, the information received by the PCRF from the HSS (for example, the subscription information of the terminal) or itself It is determined whether to change the low priority PDN connection to the normal priority according to the information (for example, carrier setting information) or a combination of the above two information.
- the P-GW may store the general priority information and use it for charging.
- the UE If the UE needs to transmit normal priority data while establishing a low-priority PDN connection with the network, the UE detaches the current PDN connection instead of the overriding process described above, and then re-enters the normal priority. You can also establish a PDN connection.
- 15 is a diagram illustrating a process in which a terminal establishes a new PDN connection with a network to transmit data of normal priority.
- step 1510 the UE establishes a low priority PDN connection with a network. Thereafter, when data of the normal priority occurs in the UE at the request of the application in step 1515, the UE performs a procedure of disconnecting the PDN connection of the low priority currently established in step 1520.
- the UE transmits a NAS message for an attach request to a network, that is, an MME, and may include a normal priority indicator as access priority information in the access request.
- the MME checks the subscription information stored in the HSS in step 1530 to determine whether the terminal can transmit data of normal priority, and includes the normal priority indicator while transmitting a session creation request to the S-GW in step 1535.
- the session creation request including the normal priority indicator is forwarded to the P-GW in step 1540, and the P-GW stores the normal priority indicator in response to the current PDN connection for billing and the like in step 1545.
- the session creation response transmitted from the P-GW is transmitted to the S-GW and the MME in steps 1550 and 1555.

- the controller 1620 generates a connection request for acquiring access priority information of the terminal from the network, transmits the connection request to the network through the wireless communication unit 1610, and receives the access priority information from the network, and stores the connection 1602. Store in
- the controller 1620 checks connection priority information corresponding to the generated data, and transmits data to the network according to the access priority information. If the generated data is data of normal priority, the controller 1620 may not transmit a low priority indicator or include normal priority data in the data transmitted to the network.
