This Good Practice Guide aims to assist local and city authorities in understanding a broad range... more This Good Practice Guide aims to assist local and city authorities in understanding a broad range of policy measures and initiatives that can be utilised to encourage the uptake of LEVs. Examples of successful private public partnerships are explained in combination with case studies of good practice in the UK and internationally. The Guide outlines challenges local authorities face in adopting LEV policies, and provides recommendations for how these can be overcome. Currently, the market for a variety of LEVs, such as battery electric and plug-in hybrids, is in its early stages and requires national and local incentives to stimulate consumer demand and increase vehicle numbers. The Guide highlights that a variety of low emission vehicle fuels and technologies should be encouraged at a local level. Local authorities are advised to set appropriate definitions for low emissions, prescribing the most up-to-date Euro engine emission standards and aligning CO2 emission standards with national policy guidelines. A key recommendation from this Guide is that policy measures implemented at the local level are consistent with each other, in order to create coordination between areas rather than confusion. Research undertaken in developing the Guide found that air quality was the most powerful driver for local authorities to implement low emissions policies, followed by mitigating climate change.

We aim to conceptualize the social aspects of SSP in transport by problematizing the quotation ‘What is mine is yours!’ and suggesting embedding consumption and user practices within the culture, making the reverse, ‘what is yours is mine!’, more appropriate. In doing so, the power relations between economic and political actors which currently prevent the perceptions of sharing as a form of dependency are also considered

In recent years, car sharing has emerged as an alternative to owning cars in cities, which has potential to bring environmental gains and address social considerations. There is a sizeable academic inquiry about the social and environmental benefits of car sharing and the barriers to its introduction and provision in different empirical contexts. However, most research on the determinants of its uptake and the ease of provision remains limited to investigating consumer demand and how to realise the benefits of car sharing. By enacting legislation and introducing measures to reduce emissions, states made progress in spite of lack of direction from their national counterparts. Yet with Kevin Rudd’s election in November 2007 and Barack Obama’s victory the following year, the tides changed. One of the first steps taken by both leaders was related to climate change – Rudd ratified the Kyoto Protocol and Obama initiated the process to grant California’s EPA waiver to the Pavley bill, both powerful indications of renewed political commitment to prioritise a lower carbon agenda. The substance of policy is all too often the primary focus of research, leaving the settings in which these policies are developed and implemented relatively underexplored. Examining the relationships and interplay that exists between departments responsible for climate change and transport at the sub-national (state) level and those with their local and national counterparts, this research tries to unpick the organisational intricacies that may act as barriers to delivery. State governments have become a promising source of action to reduce emissions from other sectors for which they have legislative responsibility; however, the private road transport sector remains a challenge.
