Do You Care About Building the Keystone XL Pipeline?

Then here is whom to vote for on November 4!

What is it?

  • The Keystone XL pipeline brings oil from Canada to oil refineries in the U.S. The controversy is that it passes over environmentally-sensitive lands, particularly some aquifers where an oil spill would be disastrous.

  • The Keystone pipeline has become the focus of the debate whether domestic oil is more important than environmental protection. Keystone advocates typically want to drill for oil and gas domestically as much as possible, rather than importing oil from unfriendly countries. Recent legislation on other oil & gas drilling includes:

  • The Roadmap for America's Energy Future would drill for oil on the Outer Continental Shelf (opponents cite the risk of another BP-New Orleans-style offshore oil spill).

  • The No Surface Occupancy Western Arctic Coastal Plain Domestic Energy Security Act would drill for oil in Alaska's ANWR area (opponents cite the risk of another Exxon Valdez-style oil spill).

How does it get passed?

It takes 218 Congresspersons to pass Keystone XL bills in the House of Representatives. It takes 60 Senators in the Senate (a super-majority is needed on this issue, to avoid filibusters).

What's happened so far?

The last major House bill, (the Northern Route Approval Act), passed the House with 241 votes (the "Northern Route" changes the Keystone pipeline's route to avoid the most environmentally-sensitive area). Rejecting the next bill would only need 34 more House votes.

The last major Senate amendment, approving the Keystone XL pipeline failed with 56 votes in the Senate (it required 60 votes to pass). Passing the next Keystone bill would only need 4 more Senate votes to overcome the expected filibuster on the next bill.
