What is it?

  • The 2009 stimulus bill focused on emergency bailouts of banks and automakers; now the issue is how to repay the trillions of dollars spent to avoid another Great Depression. Recent legislation includes:

  • Supporters want to continue stimulus spending via bills like Project Rebuild , which makes billions of dollars available for re-developing foreclosed homes.

  • Opponents want to end stimulus spending by capping the national debt, which is currently exceeds $17 trillion. The fight over raising the debt limit has become an annual exercise in Congress; the 2013 vote is listed below.

  • Supporters focus this year on another form of stimulus, raising the minimum wage, which Pres. Obama proposed in the 2014 State of the Union speech should increase to $10.10 per hour.

How does it get passed?

It takes 218 Congresspersons to pass stimulus bills in the House of Representatives. It takes 50 Senators in the Senate.

What's happened so far?

The last major House Resolution, the Ryan Budget for 2014, passed the House with 221 votes. This budget, written by Budget Commitee Chair Rep. Paul Ryan, represents opposing economic stimulus. The Ryan Budget proposes spending cuts, tax cuts, and a balanced budget by 2040. Supporters of stimulus spending would need 8 more House votes to reject the Ryan budget.

The last major Senate Resolution, Disapproval of Suspending the Debt Limit, would have capped the debt limit (which stands at $17.6 trillion in 2014); it was rejected in the Senate with 45 votes. Opponents need only 6 more Senate votes to pass.
