What is it?
- The Occupy Movement popularized the term "99%" to refer to regular people, and "the 1%" to refer to the wealthy. Supporters of "the 99%" prefer progressive taxation; opponents prefer "flat taxes." Recent legislation includes:
- Supporters proposed the Paying a Fair Share Act, which establishes a 30% minimum tax for people earning over $1 million in a year, to overcome the loopholes always available to "the 1%."
- Supporters focused on corporate taxes in the Stop Tax Haven Abuse Act, which enforced against corporate offshore tax haven banking, another "1%er" loophole.
- Opponents proposed the Death Tax Repeal Act, to terminate the inheritance tax, a 40% tax that applies only to multimillionaires. This tax applies literally to "the 1%" only, since under 1% of all estates are worth over the minimum $5.3 million.
How does it get passed?
It takes 218 Congresspersons to pass tax bills in the House of Representatives. It takes 50 Senators in the Senate.
What's happened so far?
The last major House bill, the Pathway to Job Creation through a Simpler, Fairer Tax Code Act, passed the House with 232 votes. A "simpler, fairer tax" is the current euphemism for trickle-down economics, the theory that reducing taxes on the top 1% "trickles down" to bottom 99%. Supporters need 22 more House votes to defeat bills like this one.
The last major Senate bill, the Bring Jobs Home Act,
would provide incentives for outsourced jobs returning to America; it was rejected in the Senate with 54 votes (this vote requires 60 votes). Opponents need only 6 more Senate votes to pass.
