It's great that you were able to see the details that I couldn't - especially when I have no further interest in exploring the attention to detail.
But still I don't think it's based off of the French Revolution. The actions of the government are too undefined for anyone to draw any ties to, despite the brevity of details you've alluded to. None of those details relate to the Republic of San Magnolia and the French revolution. For instance, the motto is from the Third Republic, when I was expecting it to be from the Revolution.
The telling sign that it's not based on the French Revolution (but rather everything else that you've described) is how little minority persecution there was on a worldwide level. I'm focusing on this because it's the only detail we know and understand about "the Republic of San Magnolia". It's the only point of note from this government when it set up the premise of this show.
It's not like we're going to explore what happened to that government for obvious reasons (S2). The direction of the show isn't even about the 86, let alone focusing the side characters... but there's no point in vomiting a diatribe when it ends up soiling the fun of other people's enjoyment.
So, even though S2 barely featured Lena, it focused (and drip fed) Shin's character development. We know he has a strong desire to tie up his own loose ends and quite literally rejects everyone around him for his own selfish past. This rejection devalued the side characters because all they ended up being (and desired to be) cannon fodder for OUR GLORIOUS LEADER SHIN NOUZEN!!!!!
But hey. More power to you for appreciating 86 more than I ever could.
The political structure of 86 at a high level is so loosely defined to set up the premise only. No conclusions can be made when its government structure is only used to set up the premise. Sure, I'm no historian, it could loosely be based off of the end result of the French Revolution, but it feels coincidental rather than anything concrete. You would need more than the results and intentions to convince me of that.
Especially when the main focal point of 86 is about the melodrama between Shin x Lena, there's no room for political worldbuilding when we're already 2 seasons deep and still focusing on the forced drip feed that is Shin Nouzen's character development.
